Pension Parity of Major Generals: Supreme Court Ruling
Hi Friends,
Went to the SC yesterday to hear the contempt case submitted by Nidesh Gupta for non compliance of the SC orders regarding our pensions. Altamas Kabir was the senior judge of the bench, he was fully aware of the case & was furious with the COAS & Def Secy for not implementing the SC orders. He let the Defence lawyers have it as they gave no reasons for non execution. He first issued notice to the COAS & Def Secy to come personally to the court & explain as to why the the SC orders had not been executed & why a contempt case should not be launched against them. On pleading by the Def lawyers he excused their personal appearance. On our pressurizing he fixed the next hearing on 4th May. This news was picked up by all TV channels & high lighted in their 1200hrs onwards. Hope the Govt now takes some action. Please inform all concerned.

Dear Friends,
1. Our Maha Rally at Jantar Mantar New Delhi on12 Apr 09 is being organized to not only press for over demands but also to show case our “Power of the Vote” in the coming Lok Sabha Elections. We will also deposit our Medals with the President for the fourth time to express our deep anguish and dismay at our continuing neglect by the present Government.
2. Since numbers matter, we appeal to all ESM Organisation and ESM across the country to MUST take part in this Maha Rally. “JAGO FAUJI JAGO, BEINSAFI SE LARHNE KE LIYE APNA YOGDAN DO” All ESM, their dependents and supporters residing in NCR and neighbouring states of Haryana, Punjab, UP, Himachal, Rajasthan, Uttrankhand must join the Rally in large numbers. It is encouraging to know that some ESM from Southern states are also attending the Rally
3. You are requested to pass on this information to as many ESM as possible and motivate them to attend the Rally. IESM will also part reimburse the transport expenditure to the tune of Rs 1000/- (Rupees one thousand only) per bus load with a proviso that those traveling in these buses should become IESM members. We have limited funds through the membership subscription and donations and would request ESM across the country to become members of the IESM to increase the financial capability of the organization. Our struggle has to go on to ensure due justice to the defence Personnel. Ex Servicemen assaulted by DMK councillors in Chennai

CHENNAI: Police are searching for a group of men, including a couple of councillors belonging to the DMK, for assaulting four senior citizens in Madambakkam on Thursday. Three former defence officers and wife of one of the officers were injured.

The injured complained that the incident was a result of animosity nurtured by a section of politicians for protests staged by residents against the location of the proposed common sewage treatment plant in Madambakkam for an underground drainage project for Madambakkam, Sembakkam and Chitlapakkam Town Panchayats.

Selaiyur police said they had registered a FIR following a complaint from Admiral (retired) Srinivasan (63), who said a section of residents, including Brigadier (retired) Mohan Thomas (62), Colonel (retired) Sundar (58) and his wife Usha Sundar (52), went to the proposed site on an invitation from TNPCB officials.

R. Kumar, Joint Chief Environmental Engineer, Admiral Srinivasan said, had come to the site on Wednesday following complaints from residents that once completed, the facility would irreversibly damage the fragile environment including water bodies around it. The residents’ charge was that the facility had not got the necessary clearance from TNPCB. Even as the residents were trying to point out their concerns to the TNPCB engineer, councillors and his supporters showered abuses on them.

When the residents tried to take the engineer to water bodies nearby, the councillors and their supporters threatened the residents and suddenly, a group of men picked up coconut fronds and wooden clubs and attacked them. The FIR has been registered against L.S.S.Mohan, councillor of Madambakkam town panchayat, (who is husband of Malliga, chairperson of the local body), councillor M.Samson and Executive Officer D.Gunasekaran, police added.

SCPC: Contempt Notice to Army Chief and Defence Secretary


The Supreme Court has issued a contempt notice to the Army chief and Defence Secretary for not implementing the court's order on the 5th pay commission. This comes after some retired army officers approached the Court over discrepancies in pensions.

The apex court in October 2008 had said that there should not be any discrimination between pre-1996, post-1996 defence pensioners. However, the Defence Ministry did not implement the order.     I would like to point out that this is an issue that has been around for a while but with it being Remembrance Day today I thought it was appropriate to share this with the world. This story is about a Canadian soldier but how many in the world can say that it could not be about one of their sons or daughters.

    An article which appeared in Deccan Chronicle (Hyderabad) during Mid October, 2008 written by Vice-Admiral Arun Kumar Singh who retired as Flag Officer Commanding-in-Chief of the Eastern Naval Command, Visakhapatnam is timely and needs to be made use of during the rally being held on 12th April, 2009.

    Relevant extract is given below :
    “India’s said history of lack of strategic vision and its inability to protect the wealth its entrepreneurs have traditionally generated resulted in about 1,300 years of foreign invasions, slaughter and subjugation, Progressively destroying the morale and respect of the military, in 61 years since Independence, will result in history repeating itself.
    The three wise ministers reviewing the armed forces’ pay, may like to remember this letter written in 320 BC by Kautilya (author of Arthasashtra) to Emperor Chandra Gupta Maurya: ”… My Lord, the day the Mauryan solider has to demand his dues, or worse, plead for them, would neither have arrived overnight nor in vain. It will also bode ill for Magadha. For then, on that day, you my Lord, will have lost all moral sanction to be king! It will also be the beginning of the end of the Mauryan Empire!!”. I sincerely hope that a placard can suitably be designed and displayed at the Rally for wide publicity.

    Unjust Pension Rules for Ex- Servicemen Widows

    DENIAL OF SECOND FAMILY PENSION TO THE WIDOWS OF RE-EMPLOYED EX-SERVICEMEN- PBOR

    In order to keep the armed forces young and fighting fit, every year around 60,000 men are sent out at middle age. The majority of these men are at the age group of 35 to 40 years. The pension paid is also meagre. Therefore they are forced to seek re-employment in government departments with some relaxation in age and educational qualifications through various selection process.

    Most of the re-employed ex-servicemen are in Group IV posts. Except for the age relaxation, they are not given any weightage in pay fixation, seniority or promotion in the re-employed post. These disciplined men join these departments between the age 35 to 40, 45 and retire at the age of 58 or 60 with a truncated service in the re-employed post with minimum pension.

    In the defence service also he is shunted out after 20 to 22 years service with minimum pro-rata pension, similarly in the re-employed post also he is not in a position to serve more than 20 to 22 years. Even though, his total service in both the departments exceeds 40 years, but is given minimum pro-rata pension in both the departments. Whereas his counter parts in the civil allowed to serve 33 years continuously and enjoy all the benefits like seniority, promotion etc., and retire comparatively at a higher rank/scale and pension than these poor ex-servicemen.

    When the retirement papers are prepared for pension in the re-employed post, a condition is imposed that the family pension will not be granted in the re-employed post if the ex-servicemen’s wife was entitled for a defence family pension. If at all you insist family pension in the re-employed post, you have get a confirmation from the defence pension sanctioning authorities that they will not sanction defence family pension whenever contingencies arise. This is a draconian law imposed only on poor re-employed ex-servicemen. Lot of representations were sent to government for the past 25 years to remove this rule. But till to day no response from the government. Even the 4th, 5th and the 6th CPCs did not listen to our request. The injustice continues. Even the Banks, which are having contributory pension scheme is also denying the family pension to the widows of the retired ex-servicemen bank employees.

    The position of the re-employed pensioners was worst during 4th CPC. It is the 5th CPC which brought some relief to the re-employed by allowing them to draw their both the pensions separately without any floor ceiling. Even though a number of ex-servicemen organizations put up the proposal for allowing both the family pensions to the eligible widows, but the 6th CPC did not mention any word about it at all in their report.

    One of the main reason for ignoring our demands in the past by the government is the lack of unity among our men and not coming on the streets for justice. I think now the situation is different after formation of IESM. A new stream of blood in injected into our men by our beloved organization IESM. I hope we will achieve. I hope our organization will take up this issue with government and get both pension paid to the poor widows at an early date.

    IESM: Life Insurance cover for Veterans

    CASE FOR ARMED FORCES GROUP INSURANCE SCHEMES FOR VETERANS

    The need for providing group life insurance cover to the soldiers was felt after 1971 war. More than 3843 soldiers were killed and 9851 were wounded in the 1971 Indo- Pak war which lasted for only 14 days. When the concept of Group Insurance Scheme for the armed forces was muted, even the state owned Life Insurance Corporation of India did not come forward to take up the scheme for the Armed Forces, because of the alarming death toll in the 1971 war.

    Therefore, the responsibility of creating and administering a Group Insurance Scheme was entrusted to our own senior officers. The Indian Air Force and the Indian Army started their own group schemes in the year 1975 and 1976 respectively. The efficient administration with military discipline and sincerity rendered more surplus funds to start the Post Retirement Insurance Schemes to its retired members.

    The Scheme which started with an amount of Rs.30,000 in the year 1976 for the serving personnel is now marching with 15 lacs in the Army and Rs.30 lacs in the Air Force and from Rs.65000 to 4 lacs for retired personnel in the Army and Rs.30,000 to 5 lacs for the Air Force personnel. Whenever a new scheme is introduced, the retired people are always neglected and forgotten. While we fight for the parity in pension (OROP) with the Government, we fail to implement the same benefits to our own elders even though we ourselves govern the entire schemes like this.

    For example, a person who had contributed a lump sum amount for the Post retirement insurance scheme in the year 1981, is now out of the scheme without any benefit. General O.P.Malhotra, the then Chief of the Army Staff, whom I presume to be the first person to start and join the extended insurance scheme in the Army is now out of the scheme without any benefit. Because, the terms and conditions which was framed by our own men stipulates that the benefits are available within a period of 15 years or 70 years of age whichever is earlier, renders him ineligible for any benefit. Can we not accommodate the elders like him in the scheme, even by charging some additional contribution to the extended scheme. Nothing is impossible, if we have the will to do. After all, every one is going to die one day. The cut off age and the cut off term period framed by our own men should not come in the way for depriving any benefit. Some small amount of death benefit must be given to all the Post Retirement Scheme members irrespective of age and term.

    With profound grief and tears in my eyes, I want to narrate a real life story of an Ex Sgt Krishnawamy, Engine Fitter, of Indian Air Force. A decorated Airman, with a number of commendation certificates and cash awards for his dedicated work as a Engine Fitter in the Air Force, was discharged from Air Force in Aug 1989. 14 years after his discharge from Air Force, it was detected that his days are counted at a faster rate due to chest cancer. A detailed diagnosis revealed that it was an occupational hazard that had attributed to this decease. The hard work he had to put up in the Air Force to service the 2nd world war type Air crafts such as Dakota, Fairchild Packet which had earned him Commendation certificates, but these substandard aviation machines taken his life by slowly poisoning his body. A renowned cancer institute expressed their inability for any further treatment.

    As I was close associate of the family, I tried to mobilize financial assistance from wherever possible. During our search for help in his home, Sgt Krishnasamy himself with great difficulty opened a cupboard in his house and took out the Air Force Group Insurance Society’s post retirement insurance memorandum and asked me to find out whether his family can get any thing out of that. He knows very well that the AFGIS comes into effect after his death. But he does not know that the cut off date in the memorandum is going to expire in a few days, which will make his wife ineligible for the claim of Rs.40,000/ as per the memorandum. Considering the situation my heart and soul went out of way to pray for his peaceful death within the cut off date (As it is, we all know that his death is certain in few days) so that his family will get at least that amount as a last rescue from starvation. Alas! it did not happen. The date of death succeeded in denying the insurance benefit to the family. This tragic event triggered me to make this appeal to the society, so that if possible, it could be prevented to some extent for the future generation. Let me not come across any such tragic experience any more. If not the full amount, at least some amount to meet the funeral expenses may be given by the Group insurance society, to the old veterans whose contributions were the foundations for this great Institution. Let us set an example to others instead of begging the politicians and bureaucrats.

    The Indian Armed Forces are well known for its clean administrative skills. Therefore there is nothing impossible, if there is a will to do. Will the concerned authorities in the three services consider the request sympathetically and implement it immediately so that every member of the extended insurance scheme get some grant at the time of his death. This may be done with retrospective date so that no one is hurt on any cut off dates.

    Now, jawans can buy cars from CSD

    CHANDIGARH: Buying cars from defence canteens at prices much lower than that of the market has been for ages a privilege of commissioned officers. Not anymore. The Army has now decided to allow jawans too to avail the same facility, from next month. The move opens up a hitherto untapped market for the troubled auto industry in the form of lakhs of defence personnel.

    The jawans or Persons Below Officers' Rank (PBOR) in Army parlance, can buy any four-wheeler up to 1300cc. They will need a certificate from their commanding officer vouchsafing the applicant's finances for the purchase.

    The decision has been taken by the Director General Canteen Services of Army headquarters. A letter sent by Deputy Director General Canteen Services Brigadier I P Singh says serving and retired PBOR will be allowed to buy cars from defence canteens. There will, however, be some conditions to avoid misuse, like an undertaking that the car wouldn't be sold for two years.

    Soldiers of the Army, Air Force or Navy who have completed 15 years of service or ex-servicemen who have been "released honourably" are entitled to the facility. A used car can be bought from CSD after a seven-year gap. Any violation of the conditions will attract full payment of the exempted excise duty or sale tax, defence sources said.

    चंडीगढ़: कीमतें अधिक हैं कि बाजार की तुलना में कम में रक्षा canteens से ख़रीदना कारें उम्र के लिए कमीशन अधिकारियों की एक विशेष अधिकार दिया गया है. अब ऐसा नहीं है. सेना अब लाभ भी करने के लिए एक ही सुविधा जवानों की अनुमति देने के लिए, अगले माह से निर्णय लिया है. इस कदम को परेशान ऑटो उद्योग के लिए रक्षा कर्मियों के लाखों के रूप में अब तक एक अप्रयुक्त बाजार को खोलता है.

    सेना की भाषा में जवानों या व्यक्तियों के नीचे अधिकारी रैंक (PBOR), किसी भी चार 1300cc करने व्हीलर को खरीद सकते हैं. वे अपने कमांडिंग अधिकारी को खरीदने के लिए आवेदक की वित्तीय vouchsafing से एक प्रमाण पत्र की आवश्यकता होगी.

    New Delhi, March 10 (IANS) Continuing their long-running fight for 'one rank, one pension', ex-soldiers have met President Pratibha Patil, the supreme commander of the armed forces, and reiterated their demand for pension parity.

    A seven-member delegation of the Indian Ex-Servicemen Movement (IESM) submitted a memorandum in this regard to Patil late Monday evening.

    "The president patiently listened to the delegation's briefing on the demand and reasons behind it. We presented the memorandum requesting her intervention in the matter," Maj Gen (Retd) Satbir Singh, who is vice chairman of IESM, told IANS Tuesday.

    Several soldiers earlier returned their gallantry and distinguished services medals to the president to register their protest against the government's continued apathy to their demand.

    IESM is demanding that irrespective of the date on which a soldier retires, he should get equal pension at each rank for the same length of service with the amount rising every time there is a wage revision.

    The ex-servicemen are upset at the recommendations of the Sixth Pay Commission, which did not address the 'one rank, one pension' issue.

    The government continues to reject the demand on administrative and financial grounds.

    There is a pro-IESM wave sweeping across Northern India. Reports have been flooding in of ESM from Haryana and Rajasthan joining the Rally in large numbers irrespective of their affiliation to any other organisation. Haryana alone is expected to send 10,000 participants. Resources are being mobilised. Mrs Usha Ahlawat, w/o Late Colonel DS Ahlawat, JAT, has set the ball rolling by contributing Rs 2,100.00 for the purpose.
    Voting Advisory
    Views are being sent on what line to take on the issue. Gist is:
    1. Going by bitter experience vis-a-vis OROP, we should be chary of trusting any Party.
    2. Politics being a dangerous minefield a careful trudge is advocated.
    3. Language/ wording should be carefully crafted and the message diplomatically conveyed.
    4. The announcement should not be a free-for-all and should be made only by the Chairman towards the end. (Our well wisher has suggested that it be done at 1420 hours on 12 April).
    All the above points of view deserve respect and will be kept in mind. Consideration will also be given to:
    1. The environment has been seeking a clear-cut advice.
    2. Pros and cons of a mid-course two-boat-ride stance versus a clear lean without ambiguity.
    3. Not overlooking the fact that though the old issue of OROP has been ditched by various parties in the past, at no time had its pursuit gathered this much steam at national level and no politician will be able to brush the issue under the carpet. Whatever advice that is given will be with due objectivity and neutrality and based only on the interests of the ESM community.

Delhi Police has been sensitized to the need for security in view of the prevailing scenario. I have assured them the participants would fully cooperate in enforcing security measures.

    Do Ex- Servicemen and widows need liquor? Who asked for it?


    After Sixth Central Pay Commission Pension Sorrows now widows can boost their spirits with extra doze of booze

    I think the issue discussed may kindly taken as my experience with the PBORs veterans for the past 27 years. The issue of liquor had deteriorated their thinking ability and quality of life. They don't join together for a unified struggle like any other civilian employees. I know the subject is very delicate.

    MY DEAR VETERANS (PBORs) PLEASE IT THINK OVER
    I am fully aware that the subject is a delicate one. But then, I don’t want my community to get ruined in the ugly designs of a few ill- willed bureaucrats. Yes. Time has come for us to debate. Let us frankly speak. Do we need liquor? Do you wish the widows of our unfortunate brothers drink the liquor issued by the Canteen and become alcoholics? Or do you like them to sell the liquor to someone else at a higher price for their livelihood? Do you encourage and subscribe to such a life for our brothers and sisters? If we all sincerely answer these questions, the answer will be a big ‘NO’. We don’t need the liquor at all. We never asked for it.

    Instead, we all need is better re-employment opportunities, better pension, good health care, better education for our children, supply of essential commodities like rice, atta, cooking oil, cooking gas so forth at reasonable prices. Then why at all the Government is selling liquor to the ex-servicemen and their widows?

    You all will be surprised to know that while thousands and thousands of ex-servicemen including many retired Generals, never in the history of Indian ex-servicemen movement for the last 60 years, and their families are sitting on a relay hunger strike from 16.12.2008 at Jantar Mantar, New Delhi (today being the 110th day) demanding One Rank One Pension, the ex-servicemen canteens suddenly increased the liquor quota uniformly to all the widows from 2 units to 3 units from 1.1.2009. This is confirmed news from one Canteen Manager. Now can you imagine why I took out the issue now? While we all are demanding better pension, they are offering more liquor quota for widows, that too by reducing the quota of serving soldiers. Can you now imagine the intention behind this? This is as good as a master throwing sweetened bread to a barking dog when it tries to protect his own house. There is a deliberate attempt by vested interests to mislead these 2 million ex-servicemen. My dear veterans please think it over. Don’t fall prey to these pirates.

    Let us join together under one banner i.e. Indian Ex-servicemen Movement and take a decision either to accept or reject this offer of liquor for our future well being. For the well being of a community, the decision of the majority will rule. Therefore, it is the time for our great organization to take some tough decision in this matter for the achievement of our goals. The views expressed in this mail are mainly applicable to about 20 lakh PBORs and their families who are likely to become victims of alcohol abuse and misuse.     After pay sorrow, booze cuts hit armed forces

    Military is top liquor guzzler
    New Delhi: If an adult Indian, on average, consumes a trickle of alcohol in a year, an Indian soldier guzzles a bucketful. The military has emerged as the single most organised guzzler of liquor in the country, with an annual consumption of nine litres per head, at least a litre more than the Malayalees, India's biggest alcohol-consuming community. Though alcohol consumption is still not well documented in the country, the average per capita consumption (for population aged 15 and above) is a little less than a litre, according to World Health Organisation figures.

    Reply to a detailed questionnaire on the sale of liquor in military canteens, filed by DNA under the Right To Information (RTI) Act, shows that our soldiers consumed a staggering 1.1 crore bottles of hard liquor-- rum, vodka, whiskey, and brandy-- in 2007, not to mention 1.2 million bottles of beer and sundry wines. In 2008 a staggering 2.5 million bottles hard and sundry wines.

    No wonder, then, the recent cut in liquor quota sold in military canteens dampened the spirits of the men and women in uniform. Rum continues to be the most preferred choice, though it's gradually losing the kick. Vodka sales, on the other hand, have seen a threefold rise in the last four years. "Many army wives drink, and they prefer vodka," said an officer who looks after a few canteens. "It is light compared to whisky and rum." Surprisingly, Old Monk, the old favourite of beginners and veterans alike, is not the most sold rum. That crown goes to the military's own Contessa.

    Comment: Alcohol dependency, abuse and misuse for monetary gains are certainly ruining the image of the armed forces of both serving and ESM. The culprits are the CSD Canteens run by Armed Forces and NCC units. The civilian staff in the CSD depots/ Unit Canteens find undetectable and safe ways (in connivance with canteen officials), of disposing of liquor in the civilian markets and bringing a bad name to the image of the Armed Forces in general.

    The IESM rally report from UNA, Himachal Pradesh is reproduced below. As per the reports coming to "Report My Signal" and IESM Headquarters from various states of India, all ESM, including State Presidents and members of IESL, are whole heartedly supporting the IESM movement.

    For information of members I also wish to state that All the Members of Steering Committee of IESM are also members of IESL. We all were members of IESL when we felt the urgent need to raise this federation of ESM organisations now called IESM. IESM came into existence on 13 Aug 08 at Noida, when a meeting of large number of ESM organisations and ESM gathered together. ESM came from large number of states for this meeting- from as far as Kerala and Tamil Nadu in South and Himachal and Uttrakhand in North.

    The major initiative for the meeting at Noida on 13 Aug 08, was that of Col SS Rajan, currently Convener IESM Karnataka and Member Steering Committee IESM; the credit for the success of that meeting on 13 Aug 08, goes to hard work by all the present members of the Steering Committee, State Conveners and the ESM who came for that meeting with a open and positive mind.

    REPORT ON ESM RALLY AT UNA (HP) ON 05 APRIL 2009
    A rally was organized at UNA (HP) by the UNA ESM group to discuss the issue of One Rank One Pension. The rally was attended by about 150 ESMs of all ranks, senior ones being Maj Gen Bikram Singh AVSM*, VSM, Brig Charan Singh, Cols T S Jaswal, DP Vashist, Kuldip Singh, Ajmer Singh, Sat Dev Singh. Prominent among Hon Capts were D S Minhas, Bhagat Singh & quite a few more. Sqn Ldr BL Dhiman came from Hamirpur (HP) with a few companions.

    First to address the gathering was Maj Gen Bikram Singh (immediate Former President IESL- previous 8 years). He very strongly emphasized the need for unity amongst all ESM organizations in the country to achieve their common goal of OROP. He strongly supported the actions being taken by IESM & urged the ESM of UNA area to join this organization in large numbers to extend support to the just cause.

    Brig Charan Singh stated that it was very sad that the status of soldiers who are the protectors of country’s progress & freedom has been downgraded by the successive pay commissions for reasons known only to authorities. He mentioned that all political parties did accept the principle of OROP during elections but they cleanly forget their promise when in power. He recounted the vast disparities in pensions of various pre & post 1/1/ 2006 retiree ESM ranks which are causing great dissatisfaction amongst them & this dissatisfaction will surely spill over to the serving armed forces personnel also. He said that these disparities cannot be removed unless OROP is granted by the Government. He emphasised that the worst affected are PBOR.

    CPO NA (Navy) Rajinder Sharma vigorously stated that ESM need to fight for their rightful dues in a united manner. Cols T S Jaswal & Kuldip Singh VSM also enjoined upon the gathered ESM to join IESM to give this organization required strength to fight for the cherished goal of OROP. At the end, life membership forms of IESM were distributed & the recipients were requested to return them within a week to the Army Canteen after duly completing them. After receipt, these completed forms will be sent to IESM HQ. Next rally date was fixed for 19 April 2009 in Santoshgarh (HP) constituency.

  • SCPC: A grave injustice to pre- 2006 defence pensioners

    The 6th CPC recommended a same pay band PB-1 (5200-20200) for the three lower ranks (Sepoy, Naik and Havildar) and did not stipulate the maximum scale of pay for each rank to calculate the revised pension. Same is the case for the officers. Pension tables were prepared (Annexure II for Officers and Annexure III for PBOR) by taking the minimum pay of Rs.5200 for all the ranks (Sepoy to Hav) the same amount. How can the same basic pension of sepoy be taken for three different ranks to arrive at a revised pension for higher PBOR ranks? What is the justice for Senior/ Junior ranks?

    The MOD officials have grossly erred, knowing very well that it a deliberate injustice. The tables Annexure II and III clearly showed reduction in the pension for Senior Ranks and increase in the pension for junior ranks. Even then the MOD did not attempt to correct or balance the tables so that the senior ranks are not affected. The MOD officials intelligently waved hand to refer Annexure I whenever Annexure II or III is not beneficial. It is a great mockery of justice. The officials responsible for this great/ grave mistake should be made to accept the fact and the entire orders on the revision of pension for the 6th CPC for the Defence pensioners (Pre 2006) to be withdrawn and re-issued in consultation with the representatives of the All India Ex-servicemen Organisations like IESM pending final decision by the government on the subject.

    Detailed studies are being made on the subject with limited resources by ESM and their organisations. Unless the government comes out with clear orders on the subject and initiates immediate remedial measures, the adverse reactions are bound to demoralise the the ESM community further. In layman’s language, it is a question of cheating two million defence pensioners (Pre 2006) by the bureaucrats with the tip of their pens with tight lips and creating more anomalies to confuse the simple soldier.

    विस्तृत अध्ययन भूतपूर्व सैनिकों (ESM) और उनके संगठनों द्वारा सीमित संसाधनों के साथ इस विषय पर किए जा रहे हैं. जब तक सरकार इस विषय पर स्पष्ट आदेशों के साथ बाहर आता है और तत्काल सुधारात्मक उपायों की प्रतिकूल प्रतिक्रिया गुरूओं आगे को ESM समुदाय नष्ट करना करने के लिए बाध्य कर रहे हैं. आम आदमी की भाषा में, यह तंग होंठों के साथ अपनी कलम की नोक से नौकरशाहों द्वारा (पूर्व 2006) बीस लाख रक्षा पेंशनरों को धोखा दे का सवाल है और सरल सैनिक को भ्रमित करने के लिए और अधिक विसंगतियाँ पैदा.

    ESM: UP election promises- six months elapsed nothing visible

    LUCKNOW: Gearing up for the next Lok Sabha elections, the Bahujan Samaj Party government is eying the large vote bank in retired defence personnel. The government plans to extend all possible help in getting their grievances redressed at the district-level itself.

    It was largely felt that the retired defence personnel face a lot of hardship in getting their ‘just work’ done. Be it an issue related to land dispute or education for their ward, they had to run from pillar to post to get the job done. “In most of the cases it was found that the concerned person, after approaching the officials of the district administration, used to get a standard reply: file shasan gayi hai,” said a senior official in the social welfare department. In view of this fact, the state government has in principle decided to constitute ‘zila sainik bandhu’ in every district of the state by amending the government order issued in July 1999 for extending help to retired defence personnel.

    As per the decision taken, the ‘zila sainik bandhu’ will be headed by the district magistrate with a retired senior defence personnel or a person nominated by the district magistrate as vice-president. The other members of the committee would be the district police chief, chief development officer, additional district magistrate (finance and revenue), chief medical officer, district inspector of schools, district social welfare officer, general manager, zila udyog kendra, treasury officer, district khadi and gramudyog officer, NCC, commanding officer and district employment officer.

    “Besides, two ex-servicemen from every tehsil will be nominated by the DM concerned with district soldier welfare and rehabilitation officer as the member-secretary,” said the official. He said the meeting of the ‘zila sainik bandhu’ would be held every month on the third Saturday to redress the problems related to land dispute, police security, loan from banks, pension, education, medical, financial grant and other complaints by the defence personnel.

    On being contacted, principal secretary, social welfare, Devendra Choudhary confirmed that a GO in that regard would soon be issued. He said once the amended GO was in place, the district magistrate concerned would be held accountable for the suffering of a retired defence personnel or their family members.

    He said the problem being faced by ex-servicemen had to be accorded top priority and its timely disposal would have to be ensured by the committee that would have to maintain a record of applications received for redressal of grievances.

    Comment: Over six months have elapsed since the election promise of putting in place "zila sainik bandhu" a new avatar for Ex Servicemen in Uttar Pradesh. Will the bureaucrats set in motion the promises made by Politicians or is it an empty promise to die its natural death like all other promises made by Politicians?

    1. Press Invitation for Maha Rally at Jantar Mantar New Delhi and return of medals to the President for the 4th time on 12 Apr 2009 at 11 AM is enclosed. May I request all ESM organizations and individual ESM who have any connection/liaison with the media to kindly arrange maximum coverage of the event and give wide publicity.
    2. Friends, neither any Govt functionary has visited Jantar Mantar to talk to us nor has the UPA Govt accepted our long pending demand of One Rank One Pension. This unfair and unjust attitude of the Govt is causing us extreme anguish and dismay. One of the reasons the politicians and bureaucrats give, is that we have no Voting Power. We therefore, need to intensify our Movement to not only press for our demands but also showcase our “power of the Votes”.
    3. Maximum ESM organizations and individual ESM across the country are therefore requested to attend the Maha Rally on 12th Apr 09 at Jantar Mantar New Delhi positively. We should resolve to ensure that in the coming Lok Sabha Elections, only those political parties and individuals will get Defence Personnel Votes who will “Restore our status, respect and accept our demands”. The collective whole of Defence Personnel both serving and veterans must showcase our “Power of the Vote” in such a way that Governments here after give us our due Justice.
    4. Every ESM organization and individual ESM who receive this mail must forward it to as many ESM as possible and also give wide publicity. Please motivate others to attend the Rally on 12 Apr 09 at 11 AM. You should also request our dependents and supporters to attend the Rally and make it a grand success.

    Ex-Servicemen Maha Rally at Jantar Mantar, New Delhi and Return of Medals To the President for the 4th Time on 12 April 2009 at 11 AM
    Dear Members of the Media,
    1. Today is the 112th day of protest at Jantar Mantar, New Delhi by the Ex Servicemen. Neither any Govt functionary has visited Jantar Mantar to talk to the Ex Servicemen nor has the UPA Govt accepted their long pending demand of One Rank One Pension. It was also surprising to know that the President was not informed of our having deposited medals on 8th and 21st Feb 2009 and that we had sought audience with her.

    2. One of the reasons often heard and perceived for Govt neglect of the serving and retired Defence Personnel is that they have no “voting power”. This unfair and unjust attitude of the Govt has triggered an unprecedented wave of disaffection across the entire Armed Forces, particularly the Ex servicemen who have decided to intensify their Movement throughout the country.

    3. Towards this end a Maha Rally will be held at Jantar Mantar, New Delhi on 12 April 2009 at 11 AM. Ex Servicemen, their dependents and supporters in large numbers from across the country will attend the Rally. Senior Officers in large numbers including former Chiefs are likely to attend the Rally.

    4. We are glad that one major Political Party BJP has finally realised the contribution of the Defence Personnel to the Nation and has included implementation of One Rank One Pension and other commitments favourable to the Defence Services and the Ex Servicemen in their manifesto.

    5. The aim of our Maha Rally is to showcase our “power of the Vote” as also to deposit medals to the Supreme Commander for the fourth time, to express our deep anguish and dismay at our continuing neglect by the present Government. After the Rally, a delegation of Ex servicemen will take the medals to the Rashtrapati Bhavan for handing over to the President at 3.30 PM.

He tells me of celebrations their unit officers are already having on the income tax exemption.     ROLE OF BANKS IN PENSION DISBURSEMENT
    1. The main role of banks is to accept deposits from the public and lend it to the needy public. The difference between the rates of interest paid to the depositors and the interest charged from the borrowers is the profit earned by the banks. Modern commercial banks undertake lot of business initiatives with the aim of earning profit in many ways, which the common people cannot understand. Even the advanced countries today face financial crunch because of the different types of lending which has no guaranteed return.

    2. The disbursement of pension to millions of pensioners is undertaken by banks on commission basis. Even the salaries of thousands and thousands of government and private sector employees are disbursed by banks because of the advancement of information technology. Disbursement of pension requires certain amount knowledge on pension matters. Unlike DPDOs and Treasuries, the Banks are not having well trained personnel for handling these pensions. But the volume of pension transactions done by the banks are more than the DPDOs and Treasuries.

    3. Repeated operations like payment of monthly pension on specified dates, and payment of dearness relief to the pensioners have been improved a lot by centralizing the pension payment and by using advanced information technology (Core Banking Solution)

    4. However, the banks are finding it difficult in revising the pension and payment of correct arrears to the defence pensioners. Even out-sourcing the 6th CPC pension revision work for the defence pensioners is not successful because of the incorrect basic data base about the defence pensioners with the bank. The Defence Pension Sanctioning Authorities and the Ministry of Defence also does not pay much attention towards perfect implementation of their orders by the banks. The PCDA(P) Allahabad is handling around 22 lakh defence pensions. There is no proper reconciliation of defence pension payment accounts with the banks. The budget provisions are not overdrawn in case of defence pension. Therefore the agencies involved in monitoring the expenses are not worried.

    5. While the MOD and PCDA(P) Allahabad, are keeping mum, only the Banks and pensioners face the crunch. We hope the banks in due course will somehow improve the pension payment system of its own by out-sourcing it to experts. Let us hope for the best.
