HEALTH CARE FOR THE VETERANS
The experience of veterans makes a sad reading and we owe it to them to put our heads, hearts and hands together and set the system run smoothly. Some of the possible steps may be considered..
Since clearing of hospital bills seems to be the demon we must streamline it and lay down a time limit for clearance of bills after which the bills must be deemed ‘passed’.
Pending this we have to contact both empanelled and other super speciality hospitals and seek their assistance to provide facility to veterans at subsidised rates or alternately.
The veteran pays as per the ECHS rates and himself claims the bill money paid by him. Rather tough for us to bear but can be of use when no other avenue is open.
We must allowed to consult/get diagnosis from any super specialist of our choosing by paying ourselves and get the recommended treatment /medicines through ECHS.
Diabetics seem to be the worst hit. They require regular sugar level checks..Fasting,PP,3 AM,..before dinner ,after dinner. and random as advised by the specialist. They must be given a Glucometer once in 3 years and a pack of 25 strips every 3 months to relieve their ordeal. This is the way they test in the best specialist hospitals also. For Gurgaon the diabetes specialist on panel visits Rockland for 2 hours thrice a week but a full fledged Diabetic Centre Sitaram Bhartiya Research institute is not on panel even though the offer comprehensive packages to diabetitce esp veterans.
The point requiring immediate attention is the travelling of veterans from bus stops to ECHS and back .The sick and aged have to trudge along for good 5 km or so one way and get back again in rain,sun or cold by most uncomfortable means or on foot mostly having to carry the month’s CSD stuff also..
We have to immediately provide ,to begin with amenity transport from the unit running the show and the two CSD stores from canteen profits and along with contact corporate, TATAS, MAHENDRAS etc to lend a helping hand. Let us really take care of the men we commanded.
Now Let US FACE THE BALL... GoI, MOD, RRM or PM cannot be expected to come to our resecue because we are APOLITICAL...the neuteral...
The ECHS has all the senior officers, talented and well known and eminent as members we must request them to contact the various hospitals, corporates and NGOs and seek maximum help and cooperation. This can be our only hope to find solace and do our duty towards the vaterans'.

National Body for ESM forgotten?

TO SOOTHE the frayed nerves of Indian defence personnel, both serving and retired, not happy with the emoluments offered by the Sixth Pay Commission, the government is mooting a national commission for welfare of ex-servicemen. The proposed body will speed up the issue relating to rehabilitation, welfare and grievances of retired soldiers, martyrs and their families.
Every year nearly sixty thousand personnel retire from the armed forces and they are in the productive middle age group. In addition, the country has 14 lakh ex-servicemen and over 2.5 lakh widows along with the dependent family members.
Speaking at the annual conclave of Directorate General of Resettlement (DGR) on Wednesday, Deepa Jain Singh, secretary, ex-servicemen welfare in the ministry of defence, said that capsule on welfare of ex-servicemen will be incorporated as subject at the Lal Bahadur Shastri Academy, Mussourie. It will sensitise the young IAS probationers of the vital issues related to ex-servicemen before they assume important responsibilities, she added.
Pertinent to mention that the government created the post of secretary in defence ministry to deal exclusively with issues related to the ex-serviceman, who are in huge numbers in the country. Speaking on the occasion, the additional secretary Neelam Nath asked the secretaries of the District Sainik Boards to hold meetings at least once every month with the district collectors to resolve grievances of ex-servicemen at the grassroots level. She said the DGR is about to complete a countrywide database of ex-servicemen at the Zila Sainik Board, Rajya Sainik Board and Kendriya Sainik Board level that would go a long way in formulating macro and micro policy for ex-servicemen welfare.
The director-general, Resettlement, Major General SG Chatterji said his office would serve as a nodal single point interface between the retiring and retired service personnel, widows and their dependents and the outside agencies for all issues related to resettlement and welfare measures.

NDA for one-rank-one pension for ex-servicemen
NEW DELHI: BJP president Rajnath Singh on Sunday criticised the United Progressive Alliance government’s “neglect” of ex-servicemen’s demand of “one-rank-one pension” even after they returned to the government their most precious life possession – medals, which they earned while serving the country.
In a statement, he said the BJP fully supported their demand, which include resettlement of veterans, formation of a separate commission for the ex-servicemen, compensation for war-disabled and early retirement. He assured them that the party would consider the issue seriously by including their demand of “one-rank-one pension” in the NDA manifesto and ensure a satisfactory solution was found at the earliest after coming to power at the Centre.
With the Sixth Pay Commission’s recommendation of increasing the salaries of the armed forces every 10 years, the gap between the pensions received by those who retired before the implementation of the respective commissions had widened and it would further complicate the situation in the future.
“It is the prime responsibility and duty of the government in power to sincerely consider the problems faced by ex-servicemen, as every serving soldier today will be an ex-servicemen tomorrow,” he said.

Comment: One hopes this is not an election slogan to be forgotten! Both ruling and opposition parties make promises for welfare of ESM but nothing tangible has materialised through the Red Tape Bureaucracy in the past 60 years!
