No ready solution to Maoist problem: Home Secy
There was no ready solution to the country's Maoist problem, Union Home Secretary R K Singh said and stressed on developing intelligence to effectively counter the threat posed by it and jehadi terrorists.
"We have a fight with the enemy (Maoists) who have faith in violence and we do not have a ready solution .... There are some people who talk about finding a solution through talks. But I think no there is nothing for holding talks," he said inaugurating Indo-Tibet Border Police Force sector headquarter in Patna on Monday.
"The Maoists want to end the country's present democratic arrangement by force. At the same time they carry out propaganda that they are fighting for the poor and the tribals, which is nothing but a pretension.... Most of those killed by the Maoists were poor people and tribals and their fight is a war of attrition," he said.
The country, he said, was also facing 'jihadi terrorism' and terrorists are sneaking into the country from Nepal.
They then try to inspire others to take to terrorism and travel from one place to another to execute the terror activities.
Exuding confidence that the people and the government would effectively thwart the twin challenges and keep the country secure, he said, "We have strengthened para-military forces and different institutions for internal security during the past few years."
The setting up of the ITBP sector headquarter in Patna was a step to creating the infrastructure for the security of the country, he said. (DD-2.4)

CWG Conman's Event Knowledge Services under investigation
Taking a serious view of Shunglu committee findings, the Prime Minister's Office has suggested to Sports Ministry a probe by CBI and Enforcement Directorate based on the panel's report into alleged irregularities in the contracts executed by CWG Organising Committee.
In its letter, the PMO has asked for probe by the agencies specifically in works carried out by Event Knowledge Services (EKS), an international private consultant, and other irregularities pointed out by the Committee.
EKS was given three contracts of over Rs 70 crore by the organising committee to extend consultancy services for the venue development and management, games workforce, and games planning and project management services.
The PMO has directed "expeditious action" on Prime Minister Manmohan Singh's order in the matter and sought the reply of Sports Ministry within a month on the fifth report of the high-level committee appointed by him.
The financial loss suffered by the Government due to favouritism for workforce contract aggregated to Rs 18.36 crore, the report said.
"Department of Sports may forward, to the CBI/ED, for action as appropriate, relevant extracts of the report pertaining to the matter of EKS, and the clear cases of forgery, falsification, record creation etc., mentioned in case of other highlighted irregularities," the letter written to the Sports Ministry said.
The Prime Minister had on 25th October last year appointed the high-level committee under the chairmanship of former Comptroller and Auditor General V K Shunglu to investigate and report all irregularities in executing various projects by several government agencies during the Games held here between October 3-14 last year.
The committee, in its report submitted to the PMO on 28th March, found several discrepancies in the projects executed by the company and "collusion" among sacked OC Chief Suresh Kalmadi, Chief Executive Officer of CWG Federation Mike Hooper and other senior functionaries of the Games body.
"The contract was awarded on a single source basis on the recommendation/statement of Mike Hooper, CEO of CGF that EKS was much better informed regarding Delhi venues status than any other International Consultant. This was both a biased and misleading statement," the report said.
"CEO, CGF made every effort to ensure award of these contracts to EKS. The CEO not only personally testified the credentials of this firm but also justified the reasonableness of rates and maydays utilisation and also attended the Technical Evaluation Committee (TEC) meetings," it said.
The panel found indication of "personal interest" by Kalmadi, currently lodged in Tihar Jail, in giving the contract to EKS.
"The fabrication of the minutes of two meetings (to decide on contracts) purportedly held on January 30, 2008 and March 10, 2008 was strongly suggestive of collusion between OC top management, CGF functionary and EKS for accomplishing its pre-meditated objective," the report said.
Interestingly, the Games Planning and Project Management Contract permitted EKS to assign the same to a sister concern.
EKS incorporated a new company in November, 2008 in Mauritius by the name Event Knowledge Services Pvt Ltd.
The entire contract was assigned to the new company in June 2009, thus, making a mockery of Quality Based Selection System (QBS), it said.
"This is a fit case for reference to the CBI and the ED. They would have to investigate the ownership of EKS Private Limited, Mauritius and trace the flow of funds from the OC to EKS private limited and onwards to other recipients.
"The aspects of fraud involved in this case would also need to be investigated and suitable criminal action taken against the guilty," the findings read.
The committee's fifth report has scrutinised all projects like sponsorship, ticketing, overlays, ceremonies, technology contracts and catering among others executed by the Games OC. (SP-8/5)

Honest IAS Officer murdered by Mafia
Burning of Malegaon official to be probed; compensation announced January 26th, 2011(IANS)
The Maharashtra Chief Minister, Mr Prithviraj Chavan, has announced a Rs 25 lakh compensation for the family of Malegoan additional district collector Yeshwant Sonawane, who was burnt alive by the oil mafia while on a raid on Tuesday.
The Chief Minister has also ordered a probe into the gruesome killing.
The Chief Minister on Tuesday night also announced other benefits including a government job to one dependent family member, salary till Sonawane's retirement date, free education for his two children till graduation and a residence from the government quota.
Sonawane, 44, was doused with kerosene and burnt alive in Panewadi, near Manmad in Nashik district on Tuesday, when he went to conduct a raid on the local oil mafia for pilferage from kerosene tankers.
Four people have been arrested and charged with murder.
The main accused Popat Shinde, who also sustained 60-65 per cent burn injuries, has been admitted to a hospital in Malegaon. His condition is reported to be serious.
A 1994-batch Maharashtra cadre officer, Sonawane was posted at Malegaon since over a year. He is survived by his wife and two children.
The Chief Minister expressed his condolences to Sonawane's family.
Nashik's guardian minister, Mr Chhagan Bhujbal, on Wednesday chaired a meeting of top officials of the district, including the collector, divisional commissioner and other senior officials from the police and revenue departments.
Meanwhile, the Maharashtra Gazetted Officers Federation has called for a day-long strike on Thursday to protest against Sonawane's murder.

The battleground has changed. In 1965, Udaybhan Singh, then a part of the Agra regiment, took the Pak army head on. Now the 68-year-old, who has turned an RTI activist, is waging a lone crusade against enemies closer to home. It all began when Singh went to a public toilet run by the Municipal Corporation of Delhi (MCD).
Soldiering on: Udaybhan Singh says a woman visited him with her husband and threatened she would implicate him in a false case if he didn't mend his ways. According to the civic agency the lavatories are free for public. But Singh discovered that the person sitting at the gate was charging between two and five rupees a person.
"I visited almost all the MCD toilets in the area and found that a gang was at work, making money from the public conveniences. The person sitting on a chair outside charged every person two rupees for urinating and five rupees for defecating.
I filed a RTI on 26th of August, about the operating system of the MCD. But the civic agency replied that all the toilets are free for public. I saw with my own eyes that sweepers of MCD do not clean the toilets but the agency replied on the 3rd of November that designated employees clean the toilets on a regular basis," said Udaybhan Singh. MiD DAY has a copy of the RTI.
But as soon as he started his campaign, Udaybhan started receiving threats from the toilet mafia. He was asked to stay away from their business or face consequences.
"I was surprised when the toilet mafia of the area got information about me and the RTI and started threatening me. They warned me of dire consequences if I meddled in their affairs. I intimated the local police immediately on the 12th of October.
But cops didn't take any action on the complaint. Again on November 13, a lady came to my house with her husband and threatened me to stay away or she would falsely implicate me in a case. Without delay I again complained at the Govindpuri police station the next day. But no one took my case seriously," Udaybhan added. Udaybhan is now planning to complain about the situation to higher authorities. Cops confirmed that Udaybhan had complained about the threats but refused to comment further on the issue.

High Court to MoD: Crack down on encroachment in Cantonments
LUCKNOW: In a significant judgment, the Allahabad high court has directed the secretary, ministry of defence, to instruct all the command heads of Indian military to map all defence lands and estates and ensure zero unauthorised occupancy or encroachment thereon.
The judgment may have far-reaching consequences as it could lead to prompt eviction of tens of thousands of civilians who have been occupying the military land in the absence of any clear-cut ruling on the real ownership of the land.
Justice Rakesh Sharma issued the directives in his judgment on a petition filed by Vishnu Narain Garg against the Government of India (GoI) over possession of a 62 bigha land in Sachendi village of Kanpur City district. The case pertained to the dispute over ownership of the land that was acquired to serve as Military Camping Ground (padaao) after the uprising of 1857 when the Britishers strengthened their army establishments particularly in cities which witnessed action during the First War of Independence.
Emphasising on the need of land for the military, the bench stated that the army was already short of land required for "military purposes" for its day to day affairs and operations including regular training. Highlighting the role of the Indian Army, the bench noted that it was essential that the military was provided with the required elements including land to maintain its training levels and guard our nation.
After having reasoned out the importance and necessity of the defence land, the court expressed concern over the encroachment of defence land by land mafia and land-grabbers around the defence estates in different districts of Uttar Pradesh and beyond. "It has been brought to the notice of the court that entertainment centres and commercial establishments run by private parties are being brought up uninterruptedly on army land," the judgment stated.
The court also observed that the military commanders heading the commands owe it to the nation to ensure that the land earmarked for military purposes does not go into unauthorised hands.

Mumbai, Jan 2 : A day after eight Indian Police Service (IPS) officers were served with notices, Mumbai police faced another embarrassment Saturday after five officers, including one from the IPS, were caught on tape attending a Christmas-eve party thrown by the underworld.
A police enquiry into the incident has recommended suspension of Deputy Commissioner of Police Vishwas Salve, Assistant Commissioner of Police Prakash Wani, head of Chembur police station, Senior Police Inspector R.S. Khakale, Crime Branch Inspector Praful Phadke and Crime Branch Assistant Sub-Inspector T. Salunkhe for attending the bash.
The party was thrown in a private club in Chembur, a northeast Mumbai suburb, in which the cops were seen eating, drinking and dancing with the underworld men.
The party was ostensibly to celebrate the release of D.K. Rao, a mafia don belonging to the Chhota Rajan gang, from 31 serious cases earlier last year.
Video-clips of the party, telecast by a Mumbai TV channel Friday evening, showed the policmen celebrating in gay abandon with the criminals even as a huge contingent of cops maintained law and order all over the city on the night of Dec 24-25 Dec 2009.
"Police have gathered sufficient evidence in the matter to recommend suspension of these policemen," a crime branch officer said on condition of anonymity.
Taking serious umbrage at the unprecedented incident, Home Minister R.R. Patil had last week ordered Mumbai Police Commissioner D. Shivanandhan to enquire into the matter. --IANS
