Parliament logjam a threat to democracy
It is a sad commentary on the functioning of our Parliament that its winter session has been washed out because of the rigid posture by both the UPA government and the Opposition over the demand for a Joint Parliamentary Committee probe into mega scams like the one on the 2G spectrum allocation. The manner in which both sides have contributed to its paralysis gives rise to fears that the days of Parliament’s usefulness are numbered. There are indications that the Opposition is determined to extend the stalemate over the setting up of a JPC to the Budget session. Even as some Opposition leaders had hinted on Sunday that they might allow the smooth passage of the Finance Bill in the Budget session but will not climb down on the JPC demand, Prime Minister Manmohan Singh and Congress President Sonia Gandhi have refused to bow to the Opposition’s pressure tactic. Consequently, there is no sign of any rapprochement in the near future.
This is deeply disturbing because the victim in the entire episode is parliamentary democracy. The principal function of Parliament is to ponder over issues, inform and educate public opinion about them, sift facts from prejudice, reconcile differences and, if this is not possible, to ensure that majority opinion prevails while assuring the minority that it has to wait for another day in a fair debate. Parliament works at two levels: through public debate between policies and points of view; and in the privacy of committees in which it is agreed by consensus what is to be debated, when, for how long and under what rules.
Clearly, there is no issue which MPs cannot debate in Parliament. This not only reflects the people’s will but also the trust and confidence that people bestow upon them. However, the Opposition has abdicated its constitutional responsibility by thwarting a debate in Parliament on the mega scams. Instead of cornering the government on these issues legitimately in Parliament through measures like adjournment motion, it sought to conduct the debate on television channels and newspapers. The UPA government, too, is yet to convince the nation as to why it is against a JPC probe. Surely, this is not the way in which the affairs of the nation ought to be run. The nation expects the government and the Opposition to see reason, rectify their folly and restore the smooth functioning of Parliament.

Is this India of our dreams?

I like Manmohan Singh. He has immaculate credentials. It’s these credentials that have seen the UPA through its most stormy years. If Singh wasn’t Prime Minister, the Government would have collapsed a long time back. No, not because of its inherent coalition contradictions but because it’s simply not possible for so many crooks with conflicting agendas to loot the country together, almost as if in perfect unison. The Indian Political Philharmonic Orchestra must be the world’s most amazing cacophony of rogues, rascals and robbers.
Luckily for the UPA, there was always Singh to fall back on. Most middle class Indians refuse to be cynical. We know exactly what’s happening around us, we criticise it constantly, but when it comes to the crunch we all rally around the nation and the flag. We are not bat-brained paranoids. Neither are we wide-eyed innocents ready to buy into every ridiculous explanation thrown our way to explain the loot that’s taking place in broad daylight. But the latest season of scams has flummoxed all. This is not just Alibaba and his chaalis chors. Everyone among the chaalis chors is another Alibaba with his own chaalis chors. That’s the way the pyramid of crime operates today. But because Singh, soft spoken and self effacing, is the face of this Government, India has kept faith.
But now, enough is enough. Neither Singh nor Pranab Mukherjee, nor anyone else is capable any more of saving this Government. It’s neck deep in its own sticky sleaze. What’s worse, you haven’t seen anything yet. All these scams are but the tip of the iceberg. Talk to anyone and you will get an instant dhobi list of scams in queue to break. No, I am not saying this. Congress leaders are, in private. Look at Singh, wan and waylost. Or Mukherjee going apopleptic in faux anger because he has to defend what he knows is indefensible. They look less convincing than Rakhi Sawant playing Joan of Arc.
The problem is: We have voted into power the stupidest bunch of thieves. They are such losers that they can’t steal a hamburger without leaving ketchup stains all over. Yet they are constantly trying to pull off the biggest scams in history. From Rs 64 crore in Bofors, they have upped the ante to Rs 170,0000 crore in 2G and no, I am not including hundreds of aircraft Air India bought while sinking into bankruptcy and preposterous sums spent on arms deals that have made India the world’s second largest arms buyer when we can’t provide food and healthcare to 60% Indians. Our leaders are making deals on the sly with greedy builders, land sharks, illegal mining companies, corporate fixers, shady arms dealers and, O yes, US diplomats who want to manipulate our political choices. And, what’s more amazing, they do it like bungling idiots. Even Inspector Clouseau can outwit them.
But that doesn’t mean they are not malevolent. These are people who are destroying India from within. They are not just robbing you, me, and the exchequer. They are destroying institutions, subverting laws, vandalising our heritage and history, and trying to build a dazzling, amoral edifice of crime and corruption unprecedented in the nation’s history. It’s a scary scenario that could turn the land of the Mahatma into one gigantic Gotham City with a flyover to hell.
But my question is more basic: Can we trust these idiots to run this great nation? If you travel and meet people across India, you will realise that for every scam that breaks—and currently there’s one breaking every week—there are ten more waiting in line. The media has never had it so good! And it’s the same gang whose names keep coming up. Kalmadi, Satish Sharma, Sant Chatwal, Ashok Chavan. The NCP lot. The DMK. And everyone, in private, is protesting his own innocence, pointing fingers at someone else. It’s a sure sign of a collapsing regime. It’s what happened when Rajiv with a staggering majority in parliament lost his mandate to govern. Rats alone don’t leap off a sinking ship. So do everyone else.
So even though Singh, like Pontius Pilate, may wash his hands off every scam that hits the headlines, the fact is: The longer this Government stays, the more compromised the Congress will be, and the less capable of coming back to power. You can’t allow the sovereignty of a nation to be compromised just to win a confidence vote. You can’t bribe MPs to get your way in parliament. You can’t allow a shady hotelier, with CBI cases against him, to play roving diplomat and, worse, give him a Padma Bhushan for it. You can’t appoint a tainted bureaucrat as the nation’s CVC. You can’t file a FIR against a corrupt CM and then allow him to melt away. You can’t let the prime witness to the nation’s biggest scam, who offered to turn approver, be murdered in broad daylight and pretend it’s a suicide.
If this is the best this Government can do, it’s time to step down.

Jan Lokpal first step to revive and redeem Democracy
Anna Hazare's Jan Lokpal Bill
Democracy is a form of government in which all citizens have an equal say in the decisions that affect their lives. Ideally, this includes equal (and more or less direct) participation in the proposal, development and passage of legislation into law. It can also encompass social, economic and cultural conditions that enable the free and equal practice of political self-determination. The term comes from the Greek: δημοκρατία – (dēmokratía) "rule of the people", which was coined from δῆμος (dêmos) "people" and κράτος (Kratos) "power", in the middle of the 5th- 4th century BC to denote the political systems then existing in some Greek city-states, notably Athens following a popular uprising in 508 BC. Sadly our Indian Political System stems from bygone Royalty and Dynastic Rulers. The present system is an apology and insult to Democracy- The Constitution is not worth the piece paper on which it is written- the founders have not visualised that Criminals can artfully run a fake Democracy and blind the citizens and attempt to make them criminals!
We salute Anna Hazare who is reviving Democracy and awakening the National Conscience. This is the defining moment in India's history where 1.2 billion people and the poor are crying out for Freedom from Corruption. Power emanates from Citizens!
Jawaharlal Nehru had made the freedom speech, Tryst with Destiny to the Indian Constituent Assembly at the stroke of midnight on 15th August, 1947 little did he know that the India they had claimed back from the British rule would again be captured and ruled this time, though by its own citizens. Perhaps it was his prescient nature or good understanding of the human psyche that failed Dr Babasaheb Ambedkar to visualize Political Criminals could thwart Democracy and usurp power for corrupt purposes. To that extent there is a permanent deficiency in the Constitution- and Politicians fear to revisit or amend it for fear that their criminal activities will seal their fate!
Our democracy is replete with instances where the conduct has been dictated by brute state power, not by its own power of reasoning. Today, after a traumatic transition to democracy it is the same vain lot that runs the affairs of the state. So there is hardly any difference in the style of governance or in its attitude.
We take pride in having an elected government but it is the same known corrupt people the tax evaders, the bank defaulters, the smugglers and the criminals who are foisted upon an illiterate, poor electorate unable to make an informed political choice. The elections under prevailing system throw up not necessarily the best, the noblest or the fittest but the scum of the society (cash for votes syndrome), because they are manipulative enough to grab power. It is thus axiomatic that elections alone, even if they are fair and impartial, do not make political democracy.

Caste your Vote- Exercise your Right- End Corruption
The MRGG Appeal to the Indian Voter made 15 years ago might have been one of the lesser molecules in the catalyst that brought down the government. Even at that time corruption had reached unbelievable heights in the Congress-led government. The Appeal was translated into Hindi, Urdu, Bengali and several other regional languages. What is more, civil servants, including the Commissioner of a Division not far from Delhi had 10,000 copies of the Appeal printed and distributed. May be it should again be distributed in the current assembly elections and the elections to follow. If affirmative, please disseminate.

Fighting corruption: Anna's fast-unto-death enters day two

Veteran activist Anna Hazare's fast-unto-death here gathered steam on its second day Wednesday as he pressed for a stronger anti-graft Lok Pal Bill through greater involvement of civil society - a protest he has dubbed as the second Satyagraha.
“This is democracy and we want people's participation in drafting the Lok Pal bill,” Hazare told reporters at Jantar Mantar in New Delhi where he has parked himself along with around 5,000 supporters.
“We want representation from civil society in drafting the Lok Pal Bill, 50 percent from civil society and 50 percent from the government,” he said. The bill aims to fight corruption in public life.
According to India Against Corruption, the banner under which the activists have united to fight corruption, the government has not approached the fasting activist so far. Hazare, who has sat on the fast Tuesday, however said that government will have to bow to the wish of the people.
“I am not waiting for government, the government will have to bow to the wish of the people,” the 72-year-old crusader said. Hazare, who has named his fast the second Satyagraha on the lines of the movement launched by Mahatma Gandhi against the British rulers, has been joined by thousands of supporters all across the country and also abroad.
Fasts are being observed and rallies and demonstrations are being taken out in over 400 cities across the nation. Hazare, meanwhile, told reporters here that he is doing well and except for a little weakness, his health is fine.
“The doctor came, he said BP (blood pressure) is fine, I only have a little weakness,” he said, adding in jest: “I will only lose some weight, can carry it forward for 10 or 12 more days."
The activists are demanding the government adopt the alternative Jan Lok Pal Bill drafted by leading legal experts and personalities, including Arvind Kejriwal, former Supreme Court judge Santosh Hegde and Supreme Court lawyer Prashant Bhushan.
The Jan Lok Pal Bill calls for setting up of ombudsmen - a Lok Pal and Lokayuktas (in states) - independent of government control. In the activists' version, investigation in any case will have to be completed in one year and punishment would be a jail term of minimum five years and maximum of life imprisonment.
The government's version recommends a prison term of minimum six months and maximum seven years as punishment for corruption.

India Against Corruption Crusade by Anna Overwhelms the National Conscience

India Against Corruption, a non-governmental organisation, organised a prayer at Kapaleeswarar temple in Mylapore in support of Hazare who began the agitation on Tuesday demanding that the central government enact a comprehensive Lokpal Bill to prevent corruption.
K Banu Kumar, executive director of Fifth Pillar, an NGO, said the prayer was held because the activists were not given permission to stage a public programme to extend solidarity for Hazare's agitation.
Anti-Corruption Movement (ACM), another NGO, has planned an awareness campaign in front of Memorial Hall near Chennai Central on Saturday.
"It is high time the government addressed the demand of social activists to ensure transparency in governance. The whole nation should support Hazare to make his agitation a success," said ACM state general secretary S M Arasu.
Hazare has been demanding the adoption of the Jan Lokpal Bill, drafted by prominent civil society activists, as a law. The draft bill, among other things, seeks the setting up of a Jan Lokpal, an independent body'that would complete the investigation in corruption cases within a year, and envisages completion of trial in such cases in the next one year.

In Palakkad we, a few NGOs and some activists, are organising a satyagraha at the Martyr's Column, Fort Maidan, on 5 Apr from 10 am to 1 pm to express solidarity with Anna and India against Corruption. I take this opportunity to request all the Palakkad- Veterans to participate and help to send the message strongly to the powers that be!

I am so glad that IESM have finally decided to take active part in the protest by Anna Hazare. They should get as many ESMs as possible to join him in the fast on the 5th and thereon to a relay fast every day that he continues to fast.
Our solidarity in combating the worst cancer that is eating our nation is of utmost importance. We need to join the protestors in whichever State it is taking place and lead in the ones that hasn't yet woken up yet! I would like to congratulate the IESM leadership for their decision and hope they take it even further.

I am so glad that IESM have finally decided to take active part in the protest by Anna Hazare. They should get as many ESMs as possible to join him in the fast on the 5th and thereon to a relay fast every day that he continues to fast.

2G scam case: Tamilnadu numero uno for world wide Hawala operations
In a crackdown and in several places in Tamil Nadu in connection with the 2G spectrum scam, the CBI searched the office and residential premises of corporate lobbyist Niira Radia, former TRAI Chairman Pradip Baijal and a Chennai NGO with which DMK MP Kanimozhi is linked.
Radia's office -Vaishnavi Corporate Communications in Central Delhi and her farm house in South Delhi were among the first of the premises to be searched by the CBI on Wednesday morning, sources said, adding some of the persons who had been closely associated with the handling of accounts and funds of former Telecom Minister A Raja were also been searched by the agency.
Radia, Baijal and alleged hawala dealers - brothers Mahesh Jain and Alok Jain alias Bobby - were questioned during the raids, the sources said.
The raids come a week after the searches in the residences of Raja in Delhi and in his native place Perambalur and a number of others.
The residence of Baijal, who retired in 2006 after serving as TRAI chairman for nearly three years, was being also searched in connection with the scam in which CBI has registered a case of loss of Rs 22,000 crore.
An IAS officer of Madhya Pradesh cadre, Baijal is currently working with Radia's firm Noesis.
The allegation against him was that as the chairman of the regulatory body, which makes recommendations to government, he had helped some telecom firms.
Apart from Radia, the searches were carried out in the premises of Baijal in nearby Noida, Kamaraj, Associate Editor of Tamil magazine in Chennai 'Nakkeran', Raja's brother and sister near Tiruchirappalli and Tamil Maiyam, an NGO in which Kanimozhi is on the Board of Directors.
Tamil Maiyam, which describes itself as a registered Indian non-profit organization, is headed by Rev.Jegath Gasper Raj.
Sources said the searches were carried out to find out the probable links between alleged hawala operators and former Telecom Minister A Raja, whose premises were being searched in Perambalur on Wednesday.
Kamraj and the Jain brothers have been under the scanner of the CBI for some time in connection with the investigations into the scam.
An export office in Chawri Bazar in Delhi was also searched by the CBI, the sources said, adding the firm is alleged to have been used for transfer of funds.
About 150 sleuths of the investigating agency swooped down at 27 places in Tamil Nadu and seven in Delhi in the wee hours and began searches which included some auditors and accountants of Raja.
A former IAS officer of 1966 batch, Baijal was the first Disinvestment Secretary after the ministry was formed.
These searches come exactly a week after the 8th December searches at the residence of Raja and his four close associates including his personal secretary R K Chandolia in connection with the scam.
47-year-old Raja was forced to resign as minister on 14th November in the wake of the CAG's report that the rates at which 2G spectrum was allotted resulted in a possible loss to the exchequer to the tune of Rs 1.76 lakh crore.
Raids were also conducted at the residences of former Telecom Secretary Siddarth Behura, Chandolia, Member Telecom Commission K Sridhar and Deputy Director General in the Department of Telecom A K Srivastava.
Raja has been maintaining that he was ready for questioning by the CBI any time. The CBI had registered a case on 21st October 2009 against unknown Department of Telecom officials and private persons and companies for allegedly causing loss of Rs 22,000 crore to the exchequer.
The figure of the loses mentioned in the agency's FIR were based on the findings of Central Vigilance Commission which had referred the case to the CBI.
The CBI has earlier searched offices of Wireless Planning Cell (WPC), the department responsible for allocating Spectrum, and the office of Deputy Director General (Access Services) of the Telecom Ministry to probe the allegations of connivance of officials with private companies in allocation of Spectrum.
It had also conducted searches in eight cities housing headquarters of various telecom firms in connection with its probe into the scam. (DD-15.12)

Election 2009: Yes, there are free lunches, free TVs and free power
As per an estimate if the politicians were to deliver all the freebies that they promise, it might take as much as one third of the budget outlay for the specific sector. Free electricity to farmers might end up being a substantial chunk of agriculture budget (in case the governments decided to honour their liability to electricity boards, that is).
The Associated Chambers of Commerce (Assocham) recently issued a statement urging political parties to refrain from offering freebies to voters. “Experience has shown in the past that whosoever political parties promised free power and hugely subsidised wheat and rice to poorer sections ultimately landed in problems as it is difficult to keep such promises,” Assocham said. “The state electricity boards and food departments have suffered heavily as their losses mounted on account of free power and delivery of subsidised rice and wheat,” it added.
A retired bureaucrat from Tamil Nadu told media that the promises, if delivered, may incur one- time capital expense up to Rs. 10,000 crore; increase the State's recurring expense to around Rs. 6,000 crore annually and potentially plunge Tamil Nadu into bankruptcy in the next two decades.

It’s raining currency notes in Andhra Pradesh
Hyderabad, April 1 (IANS) It may be a time of global recession but it’s raining money in the southern state of Andhra Pradesh as politicians use all means to woo voters. In ongoing search operations across the state, the police have seized cash worth over Rs.50 million during the last 10 days.
The police Wednesday seized Rs.4.1 million cash and 21 kg of silver from two cars in Nalgonda. They arrested 10 people in this connection and are investigating as to whom the money and silver was being transferred. They also seized Rs.3 million at different places including Mahbubnagar and Warangal districts.
The police have recovered wads of cash during search of vehicles in different places in the state. They have set up check posts to check illegal transfer of money, liquor, weapons and explosives before the simultaneous polls to the state assembly and the Lok Sabha on April 16 and April 23.
The police seized Rs.13.6 million in cash on a single day Tuesday. In a sensational development, police recovered Rs.1 million from three pastors who were staying in a lodge in Karimnagar district. They had come to attend a meeting of pastors addressed by Chief Minister Y.S. Rajasekhara Reddy’s son-in-law and evangelist Anil Kumar.
The seizure came amid allegations by the opposition Telugu Desam Party that Anil Kumar was using religious meetings to campaign for the ruling Congress party. Four supporters of the Congress candidate from the Kollapur assembly constituency in Mahabubnagar district were arrested after police recovered Rs.185,000 from their vehicle. Police also seized Rs.250,000 in cash from the car belonging to a close friend of Congress candidate Shashidhar Reddy in Medak town.
The police also held a bank manager who was transferring Rs.3.6 million in cash from Palakole to Rajahmundry in East Godavari district. He could not give any satisfactory explanation as to why and for whom he was transferring the money. Earlier, the police had seized Rs.1 million from the vehicles of former minister and Praja Rajyam Party member T. Sitaram in East Godavari district.
Additional Director General of Police A.K. Khan said 431 check posts have been set up across the state including at the entry points where vehicles were being searched to prevent the illegal flow of money, liquor and smuggling of explosives and weapons ahead of elections.

This translates to Rs 1000 per vote (assuming only 50 crore population vote). The Hawala money trail will lead to terrorists. In fact it can be safely assumed that elections are conducted by terrorists speaking figuratively of course!

Who should I vote for?
Only two days are left for the first phase of the General Elections and a few Assembly level elections. People are being exhorted to vote and there are slogans of ‘need for change’. However, overshadowing these is the business of traditional elections, which seems to have changed little. Large processions; huge rallies; film stars dragged out for canvassing; large crowds of shouting supporters are all de rigueur, as are bands, flowers, paying obeisance to all deities in the surrounding areas and of course menacing looking guards surrounding the ‘netas’. Their protection ability may well be low but without them no ‘neta’ worth the name will step out of his house!
While this great election tamasha has commenced, do the voters know who to vote for? I am certainly clueless about who I should vote for.
The voters are by and large clear about what they want– good governance; strong action against terrorism; better law and order; jobs for everyone; eradication of poverty; no corruption; focus on environmental degradation; equitable distribution of wealth and status – all knowledgeable and correct aspirations. However, who out of the thousands in the election fray would actually give us these? The couple of thousand aspirants for the Lok Sabha are all tall on promises and high in rhetoric, but when you look at their background or record of governance and the kind of company they keep (their parties and their connections with criminals); there are major doubts whether they will be able to deliver and meet the voter’s aspirations. The question therefore remains – who should I vote for?
With a view to clear my mind, I carried out an appreciation of the situation, as we do in the army. Let me share the salient points with you. The first and obvious question which bugged me no end was whether one should vote for a party or an individual. After all, it is one of the parties that will eventually be called upon to form the government and our concerns and aspirations would have to be met by it. I therefore analysed each party.
The oldest party was first on the list, especially as it was the party in power, along with sundry smaller parties and individuals, which formed the coalition. I listed their past achievements, their current promises and other relevant points, especially how they had performed and delivered. Being an ardent secularist, it received a positive point. Other points in favour included the Indo-US nuclear deal; the economic growth; the opening up of the economy, despite being dragged down by their obdurate partners-the communists; and the fact that they had managed to last their full term. But there are many negatives too – weak-kneed response to terrorist attacks; choosing unprofessional and timid security advisors; relying solely on ‘soft power’ in foreign policy formulations; no control over the rapacious bureaucracy; little understanding of military power and consequent choking of funds for defence; and similar inadequacies that have made the nation a ‘soft state’.
Then I analysed the next biggest party, which was trying to make a comeback after losing out in the last hustings. Being a rightist party, it understands security issues better, but has been unable to take tough stands when it was in power. It has very few leaders of caliber and it is heavily influenced by the ideas of Hindu ideologues, something least desirable in a secular country; its partners are again steeped in narrow and sectarian issues and it has major internal dissentions, although the latter is not peculiar to this party only. Its biggest negative, in my view, is its hard-line Hindutva policy, which has produced rabble-rousers who can take to extreme violence to further their ends. In our multi-lingual and multi-religious country, which has been known for millennia as tolerant to all religions, there is no place for any party that spreads hatred in the name of religion. Although it is now trying to make amends by wooing military personnel, having understood that they are no longer in a state of somnolence, by making promises which the oldest party, in its vanity, has ignored, most military personnel are unlikely to be overly influenced, especially as the past record of the party does not inspire confidence.
Need I say anything about the third aspirant to power, the so-called ‘third front’ – a grouping of has-beens and opportunists? Can anyone trust them when they have abandoned their partners for dubious short-term gains? No one in his right mind should even think of supporting such a conglomerate of diverse parties, mostly small. How can such a coalition deliver when their focus is on petty local issues? Even the coalitions anchored in the major parties have found it difficult to govern. In any case, depending on the equations, when the results are announced, the bulk of these small parties will commence hobnobbing and horse trading with the major parties.
I am afraid space does not permit me to share my analyses of the other prominent but considerably smaller parties, except to highlight the perfidy and anti-national stances (since Independence) of the communists, who need to be boycotted by all thinking persons; the gross populism of the party in power in UP, where their latest promise is to further increase reservations and even in the army-God forbid! Power was known to corrupt, but this is a case of power making one insane!
Therefore, only a party approach is unlikely to lead the voter to the correct conclusions; it has to be modulated by a detailed look at individuals also. This is even more difficult. The candidates are as diverse as our society. There are criminals of various hues, who must be discarded immediately, irrespective of the party to which they belong. The same goes for the known-corrupt; the ultra-religious; and racial zealots. The bureaucrats turned politicians, whose ulterior motives have turned to power and pelf now, to safeguard their ill-gotten wealth, must on no account be supported. It is no doubt difficult to identify them in a sea of opportunist rogues, but with effort a few, very few, can be found. There is Shiv Khera at Delhi and Arun Bhatia at Pune and there is a sprinkling of down-to-earth, honest and upright military veterans, whose only aim is to reform the system from within and they are undoubtedly capable of doing so.
I also considered casting the “I Vote Nobody” option, as enshrined in the constitution, but there is currently a lacuna in this also, as such votes are not counted as ‘minus votes’ for the winner, which was the intention of the framers of our constitution. So far, the wily politicians have stymied both the election commission and the Supreme Court.
So Sir, who should I vote for? Can someone help?

Your mail has your characteristic wit, and a philosophic touch. Many of us are faced with the same quandary and seek a prudent answer. You have, of course, analyzed the options in a very succinct manner.
Many years ago, our father was face with this problem. He found a way out of this quagmire. He voted for the party which he hated the least. Our mother was advised to cast her vote in favor of the nearest rival. And our servant was told to choose the "third" alternative.
This way, he was spared the guilt of not exercising his franchise and he was also able to tell the supporters of all the parties that he was sympathetic to them, without telling a lie.
Indeed, as a soldier, he disliked all politicians. And so if you have three votes in the house, this could be the DS solution to the question at the end of your mail.

I read your article with interest, I am also facing the same dilemma. Possibly the answer would be to change the system of polling' one votes for a party and not an individual. Depending on the no of votes polled by a party it could be allotted a certain number of seats in the Parliament and it then nominate its candidates.

While this great election tamasha has commenced, do the voters know who to vote for? I am certainly clueless about who I should vote for.
The voters are by and large clear about what they want– good governance; strong action against terrorism; better law and order; jobs for everyone; eradication of poverty; no corruption; focus on environmental degradation; equitable distribution of wealth and status – all knowledgeable and correct aspirations. However, who out of the thousands in the election fray would actually give us these? The couple of thousand aspirants for the Lok Sabha are all tall on promises and high in rhetoric, but when you look at their background or record of governance and the kind of company they keep (their parties and their connections with criminals); there are major doubts whether they will be able to deliver and meet the voter’s aspirations. The question therefore remains – who should I vote for?
With a view to clear my mind, I carried out an appreciation of the situation, as we do in the army. Let me share the salient points with you. The first and obvious question which bugged me no end was whether one should vote for a party or an individual. After all, it is one of the parties that will eventually be called upon to form the government and our concerns and aspirations would have to be met by it. I therefore analysed each party.
The oldest party was first on the list, especially as it was the party in power, along with sundry smaller parties and individuals, which formed the coalition. I listed their past achievements, their current promises and other relevant points, especially how they had performed and delivered. Being an ardent secularist, it received a positive point. Other points in favour included the Indo-US nuclear deal; the economic growth; the opening up of the economy, despite being dragged down by their obdurate partners-the communists; and the fact that they had managed to last their full term. But there are many negatives too – weak-kneed response to terrorist attacks; choosing unprofessional and timid security advisors; relying solely on ‘soft power’ in foreign policy formulations; no control over the rapacious bureaucracy; little understanding of military power and consequent choking of funds for defence; and similar inadequacies that have made the nation a ‘soft state’.
Then I analysed the next biggest party, which was trying to make a comeback after losing out in the last hustings. Being a rightist party, it understands security issues better, but has been unable to take tough stands when it was in power. It has very few leaders of caliber and it is heavily influenced by the ideas of Hindu ideologues, something least desirable in a secular country; its partners are again steeped in narrow and sectarian issues and it has major internal dissentions, although the latter is not peculiar to this party only. Its biggest negative, in my view, is its hard-line Hindutva policy, which has produced rabble-rousers who can take to extreme violence to further their ends. In our multi-lingual and multi-religious country, which has been known for millennia as tolerant to all religions, there is no place for any party that spreads hatred in the name of religion. Although it is now trying to make amends by wooing military personnel, having understood that they are no longer in a state of somnolence, by making promises which the oldest party, in its vanity, has ignored, most military personnel are unlikely to be overly influenced, especially as the past record of the party does not inspire confidence.
Need I say anything about the third aspirant to power, the so-called ‘third front’ – a grouping of has-beens and opportunists? Can anyone trust them when they have abandoned their partners for dubious short-term gains? No one in his right mind should even think of supporting such a conglomerate of diverse parties, mostly small. How can such a coalition deliver when their focus is on petty local issues? Even the coalitions anchored in the major parties have found it difficult to govern. In any case, depending on the equations, when the results are announced, the bulk of these small parties will commence hobnobbing and horse trading with the major parties.
I am afraid space does not permit me to share my analyses of the other prominent but considerably smaller parties, except to highlight the perfidy and anti-national stances (since Independence) of the communists, who need to be boycotted by all thinking persons; the gross populism of the party in power in UP, where their latest promise is to further increase reservations and even in the army-God forbid! Power was known to corrupt, but this is a case of power making one insane!
Therefore, only a party approach is unlikely to lead the voter to the correct conclusions; it has to be modulated by a detailed look at individuals also. This is even more difficult. The candidates are as diverse as our society. There are criminals of various hues, who must be discarded immediately, irrespective of the party to which they belong. The same goes for the known-corrupt; the ultra-religious; and racial zealots. The bureaucrats turned politicians, whose ulterior motives have turned to power and pelf now, to safeguard their ill-gotten wealth, must on no account be supported.
