US Coast Guard Academy Commencement:President's Address

You may like to publish the following in the RMS blog.
I am currently in the USA and watched with interest the "Commencement" (Graduation) ceremony of the US Coast Guard Academy, located in Connecticut, attended by the US President Barak Obama on the NBC TV on May 18 and also read the report in the state newspaper "The Hartford Courant". Brought up in the Indian ethos, many things struck me as unusual and worth sharing with IESM community.
The President was very informal during the ceremony and while delivering the speech, made some humorous remarks. He shook hands with all the 220 odd cadets, some of whom even hugged him! (Indian VIPs would stay at least 100 feet clear of Indian Defence Academy cadets to preserve their dignity and status).
He said in his speech," The graduates would soon join a military and intelligence community that made sure "the terrorist leader who attacked us on 9/11 will never threaten America again... We remember our moral compass that we are citizens with obligations to each other... that we rise and fall as one". (For Indian VIPs, only the servicemen have to have moral compass and obligations and none for the others).
Obama continued a presidential tradition when he jokingly absolved the cadets of any outstanding "minor" infractions. He also gave special acknowledgments to graduate Jennifer Proctor, who attended Obama's old high school in Honolulu, and Melissa McCafferty, the recipient of the academy's third Truman Scholarship, saying... "Where is Melissa, let me embarrass you" scanning the crowd.
I felt it is "Them and Us!".

Ex-servicemen to help curb power theft

CHENNAI: They guarded the borders during their tenure in the army. Soon ex-servicemen will be lending a helping hand to the Tamil Nadu Electricity Board (TNEB) to crack down on power theft in the state.
This is part of the new government's initiative to bring down electricity theft in the state which forms a major component of the state's transmission and distribution losses that take away 18% of all power generation. "If power theft is reduced, crores of rupees can be saved. The board's financial situation will improve to a great extent," said a source.
During the financial year 2009-2010, the TNEB's enforcement wing detected 6,230 cases of theft. Next year, that number increased by 5%. "We have been seeing more and more incidents of theft. We need to crack down on at the earliest," said a senior TNEB official.
Though the TNEB's enforcement wing nabs such offenders quite often, they are helpless while confronting unruly elements. The staff are not trained to handle rough situations. Hence, the power ministry has decided to take the help of the ex-servicemen. "They are well trained and not afraid of confronting people who sometimes use physical violence on officers," said the TNEB source.
There are over a lakh ex-servicemen in the state and the TNEB's vigilance and enforcement wing needs atleast 250 of them to help crack down on power pilferage across the state. The former soldiers will gather information about electricity theft and accompany the TNEB officials to the site and nab the pilferer. As the job involves physical strain, the TNEB is looking out for candidates between the age of 40 to 50 years.
Captain M David, incharge of Tamil Nadu ex-servicemen helpline in Fort St George, said former army personnel will only be too happy to help. "Most of them serve as sentries in front of houses or offices. This has brought their morale down. But such a task will motivate them," said David.
According to TNEB officials, the most rampant type of power theft now is misuse of electricity connection. "The consumer takes a domestic connection, but uses it to run a small business. Such pilferage is on the rise in Chennai and other districts. But we are cracking down heavily on such people, too," said the official.

क्या इस अभिशाप से बाहर तोड़ने के लिए तरीका है? एक ही रास्ता 'जागो' जनरल की सेवा के लिए है. यदि वे अपने साहस का एक छोटा सा प्राप्त कर सकते हैं, चीजों को बदलने के लिए शुरू हो जाएगा. प्रमुखों को जोकर, सचिवों, मध्यस्थों, छद्म नेताओं और कनिष्ठ नेताओं के माध्यम से जा रहा बिना शीर्ष नेतृत्व से मिलने की जरूरत है. पहली और महत्वपूर्ण बात प्रमुखों रणनीति, प्रशासन और राजनीति के मामले में देश के शीर्ष नेतृत्व के साथ ब्रैकेट खुद को सीखना चाहिए. एफएम सैम मानेकशॉ को ही आया था राष्ट्रीय रणनीति के स्तर पर जब वह बताने के लिए श्रीमती इंदिरा गांधी ने अपने विचारों के साथ लाइन में गिर करने की हिम्मत की. अब हम एक कदम और आगे जाना है और शासन और राजनीतिक अराजकता पर अपने विचार देने के लिए किसी की जरूरत है. अगर किसी को यह कर सकते हैं, हम सभी विभागों में एक बेहतर भारत होगा. समय आ गया है जब रक्षा बल बाहरी खतरे और आंतरिक सुरक्षा मामलों के खिलाफ घड़ी कुत्तों की आवश्यकता नहीं है. समय आ गया है जब रक्षा बल चौकीदार के रूप में और बाबुओं नेताओं द्वारा प्रयोग नहीं किया जा आवश्यकता के लिए उन्हें देश लूट लिए. समय के लिए कदम में भटका जा शक्तियों को फर्म आशावादी और सलाह देने के लिए आ गया है. समय दिखाने के लिए कि रक्षा बलों भेड़ के आसपास बाबुओं से प्रेरित नहीं कर रहे हैं आ गया है. बाबुओं हमें भेड़ के कपड़ों में शामिल है और खुद को शेर की पोशाक में है और दोनों के रूप में अभिनय शुरू कर दिया है. इस अहसास आते हैं और तेजी से आना चाहिए इससे पहले कि जोकर हमें ड्राइविंग शुरू करने के लिए और भी कयामत.
मैं देश में प्रचलित सैनिकों और पूर्व सैनिकों की जरूरतों के अनुरूप होगा हर मामलों के राज्य पर यकीन है कि एक प्रमुखों से व्यापक स्वतंत्र बयान कर रहा हूँ. यह एक गर्जन की तरह एक शेर बना कवर के लिए चला भेड़ों से किया जाएगा.
यह एक और कहानी है कि एक शेर एक उसके गले में अटक गई गाजर है!

CM gets proficiency certificate from GOC
'Modi has qualities of successful Army commander'

Ahmedabad: Gujarat Chief Minister Narendra Modi has all the qualities of a successful Army commander, said General Officer Commanding (GOC) Major General I S Singha of the Golden Katar Division here today.
He was speaking at the inauguration of three-day 'Know Your Army' exhibition organised by the Golden Katar Division of the Army.
"Chief Minister Modi has all the qualities of a successful Army commander. His programmes are aimed at development of both the state and the nation," Singha said.
"Like in the Army, he (Modi) keeps deadline for completion of work, and ensures that target is achieved by the set time," he added.
Singha praised Modi and his government for the developmental work in the state.
The Golden Katar GOC also sought land for ex-servicemen housing scheme.
"I would like to request the Chief Minister to provide land to the Army for setting up housing welfare societies for the ex-servicemen in Ahmedabad. Such schemes are available in all other states," Singha said.
The inaugural ceremony saw brilliant performances of Malkhamb, Lazium and Khukri dance by the Army personnel.
The Dare Devils gave a spell-binding performance with stunts on motorcycles.

Is the Military Watchdog for the Looters?
Justice and the Armed Forces: A mirage
Dear General,
Your letter to Mrs. Sonia Gandhi is both to the point and daring. But what is the use? This letter too will be read and answered by one more Joker Secretary (JS) as all these political leaders are fire-walled by such jokers. Mrs. Gandhi must be getting thousands of such letter every day and she has (like all other political leaders) no time to read such letters. Leaders depend upon the gist of communications put up to them, and this gist is again prepared by these jokers in a manner that suits them. In short, nothing is read or understood by leaders except what is put up to them by babus or when there is an emergency situation where their survival is at stake.
What is the way to break out of this curse? The only way is for serving Generals to 'jago'. If they can acquire a little bit of your daring, things will begin to change. The Chiefs need to meet the top leadership without going through jokers, Secretaries, intermediaries, pseudo leaders and junior leaders. First and foremost the Chiefs must learn to bracket themselves with the top leadership of the country in matters of strategy, governance and politics. FM Sam Manekshaw came up only to the level of national strategy when he dared to tell Mrs. Indira Gandhi to fall in line with his views. We now need someone to go a step further and give his views on governance and political chaos. If someone can do it, we will have a better India in all departments. Time has come when the Defence Forces need not be watch dogs against external threat and internal security matters. Time has come when Defence Forces need not be used by babus and politicians as watchmen for them to loot the country. Time has come to step in to give firm and sanguine advice to powers going stray. Time has come to show that Defence forces are not sheep to be herded around by babus. Babus have covered us in sheep clothes and themselves in lion's attire and both have started acting as such. This realisation must come and come fast before jokers start herding us even more.
I am sure one broad independent statement from the Chiefs on the state of affairs prevailing in the country will tune everyone to the needs of soldiers and veterans. It will be like one roar from a lion making sheep run for cover.
It's another story if a lion has a carrot stuck in his throat!

Now - it is time for you all to show your loyalty to your subordinates and work according to the basic ethics of Military and ensure Justice for all your retired brethern who are running from pillar to post.

National Disaster Management Agency- Can it manage Tsunami's?
Vision
To build a safer and disaster resilient India by developing a holistic, pro-active, multi-disaster and technology-driven strategy for disaster management through collective efforts of all Government Agencies and Non-Governmental Organisations
Role
NDMA as the apex body is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters. Towards this, it has the following responsibilities:-
Lay down policies on disaster management
Approve the National Plan;
Approve plans prepared by the Ministries or Departments of the Government of India in accordance with the National Plan
Lay down guidelines to be followed by the State Authorities in drawing up the State Plan
Lay down guidelines to be followed by the different Ministries or Departments of the Government of India for the Purpose of integrating the measures for prevention of disaster or the mitigation of its effects in their development plans and projects
Coordinate the enforcement and implementation of the policy and plan for disaster management
Recommend provision of funds for the purpose of mitigation
Provide such support to other countries affected by major disasters as may be determined by the Central Government
Take such other measures for the prevention of disaster, or the mitigation, or preparedness and capacity building for dealing with the threatening disaster situation or disaster as it may consider necessary
Lay down broad policies and guidelines for the functioning of the National Institute of Disaster Management.

TSUNAMI IN JAPAN
After seeing the news reports of today’s devastating Tsunami in Japan, people were reminded of the worst memories of 2004 Tsunami that hit the Indian Ocean and there have been apprehensions and constant enquires about today’s Tsunamis’ impact in the Indian Coast.
The Indian Tsunami Early Warning Centre located in INCOIS, Hyderabad generated a bulletin within 8 minutes of the occurrence of a devastating tsunami that hit the coast of northeast Japan today in the aftermath of an 8.6 magnitude earthquake about 80 miles offshore and its location was off Honshu, Japan's most populous island. The quake's epicenter was 373 kilometers (231 miles) away from Tokyo, as per United States Geological Survey.
Based on the bulletin issued by INCOIS, Shri M.Shashidhar Reddy, Hon’ble Vice Chairman, National Disaster Management Authority, speaking to the media outside Andhra Pradesh Assembly in Hyderabad today, said that there is no threat for the Indian Ocean in the aftermath of this Tsunami. He further said that he has appraised the Prime Minister’s Office and also personally spoke to the Union Home Minister about the present situation.
He also stated that NDMA Control Room is constantly monitoring the situation.

Military ethics and scams
Talking of Ethics in an era of Scams! by Col Karan Kharb
Ethics, morals, principles, honesty, sacrifice, patriotism... blah blah... The more these expressions are traded, the more stink the discussion kicks up. Our politicians- demagogues all, orators few, patriotic none– have polluted these words so much that their very mention now triggers more suspicion than inspiration. Time was when people would be jubilant and voluntarily throng the lawns in front of Red Fort every Independence Day. I recall how as schoolboys we had kept awake all night and eagerly squatted there in early nightly hours only to have a closer glimpse of Pt Jawahar Lal Nehru whom we treated like an angle from the celestial world. Leaders of that time looked too lofty, too pious, and too other-worldly! A touch or a handshake with them was a gift one cherished to preserve for life!
That genuine eagerness for darshan of leaders evaporated from the public long ago. Corruption has divested today's leaders of the aura and charisma that once captivated masses. Now politicians have to resort to ingenious ways and weird means to muster up a gathering by luring crowds from slums offering them free transport, food packets - some even offer cash allowances to show-off their ‘impressive following.’ And then on mikes they blare "... ham Hindustan se garibi hata ke rahenge; minorities ka hanan ho raha hai, reservation dila kar rahenge; Matribhumi par sankat hai - apni jaan par khel jaenge..." By late evening they disperse to get-together at Park Hotel to analyse and celebrate 'media coverage' on their performance.
Rampant corruption has opened easier ways for criminals to find entry into state legislatures and Lok Sabha. As many as 153 of our sitting MPs today are involved in criminal cases already registered, 54 of them in serious crimes including murder! No wonder our corrupt leaders are becoming more daring and do not shy away from dishing out explanations like "... my action may be immoral but it is certainly not illegal". If you thought that was an individual politician's view-point, now look at the audacious argument from the Government in the Supreme Court: ‘impeccable integrity’ is not an eligibility criterion for appointment of CVC! (Vahanvati’s argument in SC refers!). It obviously implies that it would be perfectly in order to appoint men of compromising integrity, purchasable character and even those charge sheeted like Thomas to hold high constitutional offices. I agree. In an era of Andher Nagri Chaupat Raja, Chor banenge Thanedar! If you can manipulate, hoodwink or work your way through machinations, your records can be dumped. The moral: "Nothing succeeds like Success!"
The Indira Gandhi era would perhaps be better remembered as an era of political-bureaucratic intrigues. Corruption has to be integral to intrigues. This way corruption grew in the politico-bureaucratic power circles rapidly with every successive government and politicians patronising the evil covertly because it paid them dividends. Even judges found corruption a lucrative pursuit. Today we have a horde of tainted judges including retired CJsI who opened up their pants for a quick buck! With ample evidence against, some of them are facing possible impeachment too. And yet they are so brazen and shameless that we still find them not only sticking to their chairs but dispensing ‘justice’ too! What a shame!
Over the years when pillars of governance started falling apart under the weight of corruption, India became a fertile land for crime, communal hatred and terrorism to flourish. Bureaucratic inefficiency and callousness also grew up as natural hedge to protect all evil and ward off any threat.
Even as pessimism was enveloping the nation, people pinned all their hopes on one symbol of national pride, which they believed to be infallible in character and integrity – the Armed Forces – the ultimate mighty power of the nation! A universal belief the masses harboured in their minds was that if everything else failed, our Armed Forces would effectively save the country and do them proud even if sacrifices were called for.
Alas, our generals too have today shattered that last hope of our people. Two lieutenant generals have been court-martialled. Some are awaiting their trial. Three former Services Chiefs have been indicted for their involvement in ‘Adarsh’ scam. Some more Courts of Inquiry are said to be in progress against senior officers suspected to be involved in cases of corruption and moral turpitude. What is even more shocking is that none of the senior commanders is facing a case for being defiant, taking a stand, refusing to bow or disobedience. They have exposed their shallow character by compromising on star qualities like integrity, honesty, uprightness and much clichéd ‘officer like qualities’. They have undoubtedly betrayed the faith of the nation and brought us all shame.
I do empathise with many honest friends, excellent leaders in high positions in the Indian Army today. But, sorry friends, even though I will always be proud of you all and my profession, your sacrifices, your reputation and your command on people’s hearts have been brutally ruined by a few greedy generals. It is shocking that they – all men of negotiable character and easy virtues – managed to reach such lofty heights successfully hoodwinking the system all the way up! You will have to suffer and endure the public suspicion this breed of greed has injected in people’s minds about today’s higher military leadership. I cry as I stand on the wayside watching you carry the Cross on your shoulders with Jesus’ serenity and poise. I salute you for doing your best to preserve and nourish whatever is left of our military honour!
Imagine the mental turmoil the budding officers passing out of the IMA would be going through when they hear the reviewing officer repeat the IMA credo in the backdrop of recent scams:
“The safety, honour and welfare of your country come first – always and every time.
The honour, welfare and comfort of the men you command come next.
Your own ease, comfort and safety come last – always and every time!”
It will certainly sound most ill suited, hollow, phoney and blatantly hypocritical in a scam-humming environment. We are quick to blame the British for ‘looting’ India without giving them credit for giving us systems of governance we find irreplaceable even after sixty four years of Independence – our dislike for them notwithstanding. They brought together plundering bands of our local chieftains and built up the Indian Military into institutions of national pride. What an irony that we find General Chetwode’s exhortation thoroughly genuine, more patriotic, more nationalistic, more Indian than our own even today!
We need to learn our lessons afresh! May be some strong detergents and acid are required for purging the system. Sooner the better.

IESM: Defence Personnel have a 'Right to Vote'
Registration of Defence Personnel as voters at the place of postings- ordinarily place of residence- being denied illegally.
Dear Friends,
Jai Hind.
Unless the Armed Forces become a powerful vote bank for all type of elections in the country, these politicians are not going to care for us.
Therefore, at all military stations, we need to make an all out effort to register our serving men and families as voters.
Please try and convey the contents of the email below to the Formation HQs and Units, in and around your place of living.
Most of us have our junior colleagues holding important posts in many Military stations. Let us call them on phones and make them aware of the provisions and ensure that all serving personnel get registered at the place of posting. Ring them frequently till you get confirmation that needful has been done.
Each one of us can take very active and very useful part in this activity.
TO FIGHT AGAINST INJUSTICE IS TO WORSHIP GOD

1. Right to Vote is a basic right in a democracy. This basic right to vote is being hindered and denied to the soldiers. All Indians above 18 years of age which also include Armed Forces Personnel have equal constitutional right to be registered in the Electoral Rolls as Ordinary Residents. However, suitable mechanism and provisions to register Armed Forces Personnel as voters at the place of their postings have not been put in place even after 63 years of Independence.
2. There are over 60 large cantonments and over 250 medium and small military stations in the country. These cantonments and military stations are part of various constituencies of democratic elections in the country. It is therefore, legally and constitutionally correct to confer the rights to the soldiers to be registered as voters at the place of postings as Ordinary Residences of that place. The provisions of postal ballot or Proxy Voting are the other options which are allowed to the soldiers. 14 Assam Rifles (State Armed Police) deployed in Naga Land exercised franchise at their place of posting. It was challenged by the Candidate who lost election. Supreme Court AIR 1971 SC 2123 ruled “The Statutory fiction is intended to confer the right to be registered as elector at their home town or village but the fiction cannot take away right of persons possessing service qualification, to get themselves registered at a constituency in which they are ordinarily residing though such place happens to be their place of service”. This important ruling of the Supreme Court has not been implemented in letter and spirit in the country as far the Defence Personnel are concerned.

Corruption at top Level has Harmed Image of Army: Antony

Antony asks Army to keep a Watchful Eye on Smallest Developments in Neighbourhood
The Defence Minister Shri AK Antony today asked the Army to be ever vigilant and keep a watchful eye on the smallest developments in and around our neighbourhood. Addressing the officers and jawans at a Sainik Sammelan at the 3 Corps HQ at Ranga Pahar, Nagaland, Shri Antony said though maintaining peace and tranquility along the border is crucial, we have to ensure that our operational preparedness is of the highest level.
The Chief of the Army Staff, Gen VK Singh, Defence Secretary Shri Pradeep Kumar, Eastern Army Commander Lt Gen Bikram Singh and the GOC 3 Corps Lt Gen NK Singh were present on the occasion.
Shri Antony also asked the military personnel to establish a healthy relationship with the local populace, win the hearts and minds and to project the Army in a positive light.
Describing honesty and loyalty as the basic traits of a Soldier, the Defence Minister Shri AK Antony conceded that some recent instances of corruption in high places in the Army have brought harm to its credibility and image. He urged the Army personnel to ensure that the sense of pride and dignity of the Army is maintained at all times.
“I want to emphasise one issue for each one of you. A soldier is the pride of the nation. Honesty and loyalty are the basic traits of a soldier. Some recent instances of corruption in high places in the Army have brought some harm to its credibility and image. All of you must perform duties with sincerity and ensure that the sense of pride and dignity of the Army is maintained at all times. We will take very strict action whenever any case of corruption comes, or is brought to our natice”.
The Defence Minister, who is on a two-day visit to the North East, mingled freely with the jawans and enquired about their difficulties. He agreed with the suggestion given by a number of Jawans for the issue of a pair of boots every 12 months instead of the issue of the same under current provision of 26 months and asked the MoD officials to bring about this change. The jawans expressed happiness over the improved supply of ration. They also requested Shri Antony for chartered air service to Delhi.
Earlier, on arrival at the 3 Corps HQ, Shri Antony reviewed the security situation at the border and the progress made in the development of infrastructure in the North East region, with senior Army and MoD officials. Sitanshu Kar (Release ID :69907)

The Defence Minister, who is on a two-day visit to the North East, mingled freely with the jawans and enquired about their difficulties. He agreed with the suggestion given by a number of Jawans for the issue of a pair of boots every 12 months instead of the issue of the same under current provision of 26 months and asked the MoD officials to bring about this change. The jawans expressed happiness over the improved supply of ration. They also requested Shri Antony for chartered air service to Delhi.

Kudos to The Pioneer for the write-up "Let's not defame the armed forces": click here (July 11). The author Mr. Kanchan Gupta has minced no words when he says that it is now considered fashionable and politically correct to berate the security forces and accuse them of violating human rights and worse. He has quoted irrefutable facts and figures from authentic sources and advanced clinching arguments to prove his points.
You certainly cannot ask the Armed Forces to tie their hands at the back and yet fight against terrorists laced with lethal weapons supplied from across the borders and supported by their stooges operating inside the country.
How come, when a perceived "excess" is committed by the military combatants on duty there is so much hue and cry raised by the self-styled "Human Rights" groups and activists, but not a word is uttered or a whine muttered in case of arson, violence and savagery inflicted on innocent citizens and security forces by the fanatical extremists? Why two different norms? Is one life any less valuable than the other?

The Union Cabinet today approved the proposal of creation of two additional posts of Members in the National Commission, one from judicial background and one from non-judicial background for the establishment of one additional Bench for a period of five years. This would not only enable early clearance of backlog of cases pending before the National Commission but also help bring about speedier disposal of fresh cases received in the National Commission.
Under the Consumer Protection Act, 1986, a three-tier Consumer Disputes Redressal machinery has been established in the country with the `National Consumer Disputes Redressal Commission’ (NCDRC) popularly known as the `National Commission’, as the apex body at national level, State Commissions below it at State/Union Territory level and District Fora at the district level.
At present, the National Commission consists of the President and nine other Members, with five Benches set up in the Commission with a disposal of almost 88% of the cases.
The National Commission has been receiving around 450 fresh cases each month and the rate of disposal is 600 cases each month. Going by the present rate of disposal with the existing strength, the existing backlog of nearly 8000 cases can be cleared earliest by another four and a half years. NCDRC is also presently not in a position to fully dispose of cases within the time norms mentioned in the Consumer Protection Act. ****SH/LV/SKS

I injured my knee in a game of football on 31st December 1997. It was diagnosed as ACL TEAR. For that I was operated upon in the knee on 2nd March 1998. After the operation my knee developed stiffness, which is unusual in such cases even after undergoing physiotherapy for two months I was unable to bend or straighten my knee. So after two months of operation my knee was manipulated under anesthesia to relieve stiffness. A plaster was put on the knee for one month. I was told to start walking . I used to walk with a limp. For about 8 months I continued to walk with a limp but then my condition deteriorated & in March-99 I had to start using crutches to move around. To find out the cause of this pain I underwent investigative arthoscopy in June-99 which revealed the following 1. ACL Laxity 2. meniscus tear 3. patellofemoral osteoarthritis . I was advised by the doctor to do physiotherapy, and take painkillers for the pain, I am still doing physiotherapy, but neither the pain has reduced nor am I able to walk without crutches, this whole experience has affected my life badly. Can I sue the doctors for negligence / inefficiency. My both operations were carried out in military hospitals, and they were done free of cost since I am serving in army. So I can not go to Consumer protection court. Please advise?.
Answer
You can file a writ petition in the High Court of judicature against the hospital, making doctors responsible for your condition a party. You can also seek damages alongwith the appropriate action against the doctors and the management in the writ petition.

Two Army jawans were on Friday arrested for allegedly raping a 19-year-old girl in Sangvi area near in Pune, police said.
The two jawans allegedly raped the girl on Wednesday night at Swaraj garden after beating up her lover.
The couple had gone for a ride on a motorcycle but had to dismount when they ran out of petrol. The two accused then scared away the youth and took the girl to the adjacent open ground where they allegedly committed the crime, they said.
The girl later filed a complaint with the police, which arrested the duo identified as Rajneesh Kumar Sureshchandra (from Uttar Pradesh) and Suminder Singh Mahipal Singh (Rajasthan) this morning.
The incident comes days after a married woman was gangraped in the city.

This is making National News in the Media and TV. In this shocking incident, a 19 year old girl raped by two jawans of Rajputana Rifles in Pune as the girl was forced by the duo to their camp and committed misdeed. The medical report of raped still awaited in the case. It is most likely the duo were under the influence of alcohol.
The Battalion Commander who is a full Colonel is squarely to blame for the this gruesome rape (if committed) of a young girl near the Military Camp and for the indiscipline of his troops! The Battalion Commander needs to come out in the open and apologise in Public rather than trying to cover/ shield the misdeed of the culprits. What a shame and disgrace!

I agree with Major Archana Lokeshwar.
I did read the article by Maj Gen Mrinal Suman and gave it the treatment it deserved... EDITED ... .
I have had the privilege of having commanded two frontline airbases. Both had lady officers in all branches of officer cadre.I also had lady officers serving in various capacities at Air Force Academy and Air Force Station, Bidar.
No lady officer ever flinched from any duty given to her. In fact, I as the AOC would try to be protective but the gutsy young ladies would say "Sir, Dont treat us differently. We will do all that the male officers do in the line of duty (including night duties)". And to their credit they did perform their duties diligently with utmost care and attention to details.
Of course there were a few black sheep, but then there are more such examples from the male bastion. It would be incorrect to say that lady officers are a burden. In most cases they are an asset just like in the case of male officers.
To have an opinion based on a couple of indifferent episodes would be very unfair. I had a few male officers who ought to have retired as cadets, but then based on those experiences I cant write off the entire male officer cadre.

While I've neither the academic credentials of the general nor the gender qualification of the major, having worked with lady officers as Adjt MCTE, 2IC 15 Corps Engg Sig Regt, CO WCSR and CO 2TTR, I presume to be adequately, albeit barely, qualified to comment on the desirability or otherwise of lady officers in the defence services.
The right question, to my mind, is not "Should we have lady officers in the defence services?" but "What segments of the population ought to be recruited in the defence forces of a democracy?"
The armed forces of a democracy, like all other institutions of the state, must recruit from all segments of the society. They must recruit form all segments of society to be national, to obtain a buy in form every segment of the population, a dire necessity in the time of total war. It is for this reason that the army recruits uniformly from all over the country even though the army is deployed primarily in the North. To cite an extreme example, the army recruits from Andaman & Nicobar despite the fact that a soldier who travels to Andaman & Nicobar on annual leave ends up spending an inordinately long time traveling.
Women form an increasingly important constituency in this nation as is evident from their growing role in the workplace. They must accordingly be accommodated in the defence services. It is for the services to work out the modalities of recruitment, training, employment and discharge. I refuse to believe that women can't make a
positive contribution to the defence services or that the defence services are too rigid to accommodate women amongst their ranks. My own limited experience suggests that lady officers merge into the team and take on their share of the load. I think we ought to be looking for ways to increase the participation of women in the defence services rather than questioning the limited representation that we have.

I entirely agree with the contents of Gen Suman's article. When facts are stated as they should indeed be, it does sound politically incorrect. I have served in and commanded units posted with lady officers. No one can complain on their capabilities in certain roles . It is in combat roles that the problem arises . A few points:
Need to remember that there is a huge difference between equality and similarity. While no one argues against equality, can there ever be similarity between the two sexes. If that was the case, you and i would be pregnant - sorry to sound crude. Just by putting on pants, aunty does not become uncle.
A British medical study has said that menstruating females have huge problems in high G air manoueveres. Flying a passenger aircraft from Delhi to Mumbai is one thing - manoevering Su 30s or F 18s in the face of enemy fire is quite another.
When it comes to their own security even the offices of National Council For women have male security personnel. By the way has anyone seen female security in any residential societies or banks or even ATMs ? With this confidence level, we want to trust them with our national security !! Even offices of NDTV (Barkha) and CNN/IBN (Sagarika) have predominantly male security with one odd female for frisking duties.
Our VVIPs and celebrities including the likes of Sonia Gandhi, Priyanka Gandhi, sushma Swaraj have only male body guards/ security - why?
People quote American and allied Armies where women are in combat roles. This is a huge fallacy, since out of the 1800 odd persons killed in combat in Iraq and Afganisthan, not a single person was a female.(As already brought out by Gen Suman)
For decades there have been separate set of rules for men and woman even in sports - including golf and these are for very good reasons.
Ask any male YO and he will tell you that his female counterpart gets awards and citations for doing a fraction of the work done by her male colleagues.
Ask our MS branch guys about the number of requests they have for spouse postings from these so called "Equally capable for combat" ladies .
When we moved for OP Parakram in Dec 2001, we had to recall a lot of our guys on leave as per the SOP by sending telegrams. Can someone tell me how to recall people from maternity leave ?!!
These are not teething problems. For the last 17 years, barring a few exceptions, lady officers have not done themselves proud even in non combat roles. If not nipped in the bud right now, national security will take a huge beating.

1. Thank you for having the courage to highlight some very twisted ideas many men have concerning women. More so, it is regrettable that some of these persons with stunted thinking are in the Army posing to speak for all the Officers of this fair organisation.
2. One must continue to strive for equality and justice, no matter who or what the opposition may be. I am completely with and support all women who fight for their right due in society and in life.
3. All of us have been made equal in the eyes of the Maker. It is only persons with small minds, misogynists and those who have no faith n their own abilities that drum up fanciful visions of their own making and pass them of as “facts”.
4. I happen to be a fourth generation officer in the Army, my son hopes to make it a fifth generation; so I do have some background when I say that there are a large No. of fair-minded Officers in the Army. It was their open-minded approach that got ladies into the Army in the first place. Those right-thinking individuals are still there. We will ensure that our daughters and our lady officers get an even-handed deal.
5. Change in our Indian mind-set has to begin outside the Forces, within our families to accept the girl child, women and ladies as equals. More power to this change.

The Territorial Army in India (commonly referred to as TA in India) is an organization of volunteers who receive military training for a few days in a year so that in case of an emergency they can be mobilized for the defence of the country.
It is a second line of defense after the Regular Indian Army; the Indian Territorial Army is not a profession, occupation or a source of employment. It is only meant for those people who are already in mainstay civilian professions, in fact, gainful employment or self-employment in a civil profession is a pre-requisite for joining the Territorial Army.

How to Apply
Applications are to be sent to the concerned TA Group Headquarters. After processing of applications, the eligible candidates are called for Preliminary Interview Boards held at respective TA Group Headquarters (Pune, Kolkata, Chandigarh, Lucknow). Selected candidates go through the SSB Interview, Medical Board & Police Verification. The successful candidates are granted commission by the President of India.
Ex – Defence service officers may also join the TA. The required to apply directly to Additional Directorate General of Territorial Army and appear before the Board of Officers presided by the Additional Director General of Territorial Army at New Delhi . Selected Officers are to be cleared by the Medical Boards before the officer’s ar granted commission in the TA. All such officers are given the credit of their previous commissioned service on joning the Territorial Army.
Those from Tamilnadu, Kerala, Karnataka and Lakhdives may apply to
Commander TA,
Group Head Quarters,
Southern Command, Pune.
The request for application shall accompany a self addressed stamped post cover sized 28 x 12 cm enclosing a DD for Rs. 10. The Bio-data indicating the present employment details and monthly remuneration may also be enclosed.

Women officers in Indian Defence Forces

Steps have been taken by the three Services to attract more women to join Armed Forces. All officers including Women Short Service Commission (SSC) officers are now eligible to hold substantive rank of Captain, Major and Lt Col after 2, 6 and 13 years of reckonable service respectively. Government has also issued orders extending the tenure of SSC officers including women officers from 10 years to 14 years. The number of posts Arm/Service/Branch tenable by women officers are being constantly reviewed.
While women officers are treated at par with similarly placed male counterparts in terms of recruitment, training, tenure of service, promotion etc, they are, however, not eligible for Permanent Commission except Medical, Nursing and Dental Services. Writ petitions have been filed by three women officers of Air Force against non-grant of Permanent Commission, extension of Commission. The matter is subjudice. Similarly, one retired women officer of Navy has lodged a complaint for the same.
The number of women officer who left the three service during the last three years is 141, 37 and 111 in Army, Navy and Air Force respectively. The number of serving women officers in the three Services of Defence Forces and their percentage to the total strength are a) Army has 945 women, 2.67% b) Air Force has 739 women, 7% and c) Navy has 236, 2.94%.

We were formed to provide information to the Ex- Servicemen (ESM) who have served honourably in the Indian Armed Forces. The forum has been established to provide a strong sense of pride and mutual support for all who have served our nation in the armed forces. It will also promote a positive image of military veterans and champion their interests.
We are proud to be ex- servicemen comprising of all Sepoys, Non Commissioned Officers, Junior commissioned Officers and the Commissioned Officers of All three services. There are universal truths that inspire men. These truths are written in the histories of all great nations, and address directly the influence of the "Soldiers" on the traditions shaping the character of a nation. The ESM brotherhood is part of that tradition. We have served our nation and in many cases have risked our lives in it's defence. And in the tradition of soldiers around the world, we adhere to a different code, different customs, and different protocols. The love we have for our nation is very strong.
We are about 'pride' and 'unity' among our nation's ESM, their spouse and Next of Kin (NOK)/ ESM organisations and communities. It is our mission as a forum to focus attention both locally and nationally on the positive contributions made by military veterans. We believe our duty and our opportunity to support our fellow veterans did not end with military service alone. So through our actions, our community involvement, and our dedication to this cause, we hope to perpetuate the feeling of pride and belonging amongst our ESM community and we expect you all to do the same.
We are not alone in this endeavor. We recognize that no single organization can provide for the needs of all veterans. We are but one of many and in the spirit of our fraternity we support all ESM organizations, forums, and ESM groups, whose sole mission is to perpetrate, pride, and respect our nations Ex- Service Personnel their spouse and NOK. As proud Veterans we are bound by our honour, the military ethics, AND THE LAWS OF THIS ANCIENT NATION, to promote a positive image for all veterans. We welcome any Veteran of all ranks and all three Services, who has served our nation honourably and who believes in the RULE OF LAW.
WE ARE NON- TERRITORIAL, APOLITICAL AND NON- ATTITUDINAL. WE ARE NOT INTERESTED IN THE BUSINESS OF SPINNING MONEY, WE ARE MERE VOLUNTEERS WITH NO ULTERIOR MOTIVES.
Our forum consists of and is open to all veterans who have been honourably discharged from the Defence Forces. We do not lead. We do not follow. We are brothers from all ranks from all three Services in equal partnership.

Members of Parliament, young and elderly alike, have evinced keen interest in joining the Territorial Army (TA), the voluntary force of the Indian army for civilians, part-time. Participating in a presentation here today on the aim, role, organization and functioning of the Citizen’s Army, as it is often called, about three dozen MPs enthusiastically inquired how they could contribute to popularize the movement and be a part of the volunteer force.
Addressing the gathering, the Minister of State for Defence Dr MM Pallam Raju said the overwhelming response of the MPs to the programme demonstrates the faith of the nation in the armed forces and their keenness to imbibe the sense of discipline and patriotism cultivated by the armed forces across their rank and file. Lok Sabha MPs including Shri Navin Jindal, Shri Deepender Singh Hooda and Shri Hemanand Biswal keenly participated in an interactive session following the presentation. Former cricketer Shri Kapil Dev, who has been inducted into the TA recently as Honorary Lt. Colonel, was also present during the deliberations.
Army chief General Deepak Kapoor said the Territorial Army has proved its merit both during war and peacetime. Men of the TA help maintain essential services during strikes and the force has contributed immensely in counter-terrorism operations in Jammu & Kashmir and the North-East. TA personnel are fully capable to undertake responsibilities in running essential services and the TA departmental units has six Regiments trained in Railways, seven Regiments to run General Hospital services, one for Oil & Natural Gas, one for Refineries and Pipelines, one for Marketing Battalion of Army Supply Corps and an infantry battalion for Ecological Task Force which has undertaken several aforestation drives across the country.
Major General KVS Lalotra, Additional Director-General of the Territorial Army, who heads the force, said a proposal to relax enrolment rules and training for civilian officers was under consideration. Government officers could be exempted from appearing before the Services Selection Board (SSBs) if the proposals are approved, he added.
Raised by Sir C. Rajagopalachari, the first Governor General of free India, on Oct.09, 1949, the Territorial Army would soon be entering its diamond jubilee year. Having won five Vir Chakras and three Shaurya Chakras, the TA has seen many eminent personalities including Malayalam film actor Mohan Lal (Honorary Lt. Col.), former ONGC CMD Shri Subir Raha (Major-Retired), Shri Doshehe Y Sema (Major), a member of the Nagaland state assembly and several others, donning uniform.

Women officers grieviences addressed
The Government has decided to grant Permanent Commission prospectively to Short Service Commission officers, both men and women, in branches and cadres of the three services, which do not entail direct combat or possibility of physical contact with enemy.
The branches where permanent commission would be granted include Judge advocate General, Army Education Corps and its corresponding branches in Navy and Air Force, Accounts branch of the Air Force and Naval Constructor of the Navy.
The selection will be based on a common merit and eligibility criteria, which would be decided by each Service Headquarters. A tri-service study carried out in 2006 on all aspects of employment of women officers in the Services recommended that women officers would be excluded from induction in close combat arms where chances of physical contact with enemy were high.
Women officers have been in the Armed Forces for about 80 years and served with competence and distinction. They were inducted in the Military Nursing Service in 1927 and in the Medical Officers Cadre since 1943. Following Cabinet approval, induction of women officers in other branches in the three services started in 1992.
• 1072 women officers in Army (excluding medical services)
• 793 women officers in IAF including medical officers.
• 63 women officers in IAF in Flying Branch.
• 126 women officers in Medical & Dental in IAF.
• 258 women officers in Navy.
• 752 Women Medical Officers in AMC
• 490 Women Medical Permanent Commission Officers.
• 2834 Women officers in MNS.
The decision of the Government is a great break through in leveling the gender discrimination. When a nation can have women P.M and President (The Supreme Commander) why not a COAS ? The day is not far off for India to have woman Marshal of the Air Force.
The First Women General in the Indian Army Maj Gen (Miss)GA Ram (Director MNS) was appointed on Aug 27, 1976.
Mother Theresa and Mahatma Gandhi cannot be compared. Millions admire Mahatma, but billions love Mother Theresa. A Mother is always loved more than a Father. (The women officers in the Armed Forces should keep this in mind and be Proud of being Mother first and Officer next).
