New Delhi: In comments that could fuel a fresh controversy over the black money issue, WikiLeaks founder Julian Assange today said there are Indian names in the Swiss bank data list that are going to be made public.

"Yes, there are Indian names in the data that we have already published or are going to publish. I can't remember specifically whether there are Indian names in the coming publication. But I have read Indian names," Assange told a private TV channel.

Indicating that there are bigwigs among the Indians having their accounts in Swiss banks, he said, "Similarly, in these private Swiss banking concerns, where you need at least a million dollar, which is a significant amount of money...not an average Indian..."

Asked whether the names will come at any point, he said on "that, you should absolutely not lose hope". He, however, declined to reveal anything more on the issue at this stage.

Noting that he has come to know through a report that there are more Indian deposits in the Swiss banks than any other nationality, Assange said, "there is no reason why India should not be aggressive."

Praising the German government for its aggressive approach to unearth black money stashed offshore, he said that India "should be more aggressive because India seems like it is losing per capita much more tax than Germany."

Assange alleged that Indian government's response to the WikiLeaks cables was "one of the worst in the world" and a "clear attempt to mislead the nation on what the cables were". He said that the response by the Indian government left a lot to be desired.

Assange also dismissed contention of the Indian government that accords on double taxation were coming in the way of tracking the trail of black money. "Double taxation does not have anything to do with asset hiding. It doesn't simply cover asset hiding," he said.

Assange said that the issue of stashing black money in foreign banks was much worse than just local corruption as when money is pushed offshore, "...then every time they are selling rupees and the result is that the currency of the nation is debased...everything for all Indians become more expensive as a result of that transfer."

Assange had earlier claimed that he was handed over documents of bank accounts by a former banker Rudolf Elmer and the whistleblower also claimed that the names in the documents came from "US, Britain, Germany, Austria and Asia - from all over," and include "business people, politicians, people who have made their living in the arts and multinational conglomerates - from both sides of the Atlantic".

Foreigners are being trained in PoK militant camps: Report
London: Hundreds of university students, including foreigners are being trained in militant camps in Pakistan-occupied Kashmir, which have become active again, to wage 'jihad' against India.

After a lull, several militant outfits have now again raised their heads and increased their activities in and around Muzaffarabad, capital of PoK, and pro-Jihad slogans can be seen on the walls of the city, BBC Urdu Service reported.

A 25-year-old engineering student from Lahore, fresh from a training stint in one of camps told BBC from PoK capital Muzzaffarabad, said:"A large number of youths from Pakistani universities and abroad are undergoing training in PoK under supervision of a militant group to wage jihad against India."

The student, who identified himself as a Kashmiri, said he received two-month training in PoK after finishing his engineering course this year.

"Around 20 per cent youths in the training camps are from Kashmir and 10 per cent are from other countries... Majority of those receiving training are from Pakistan's Punjab province," he claimed.

He also said that many other students from his university have joined the militant training programme run by a tanzeem (group) located near Lahore, an apparent reference to Jamaat-ud-Dawa, which is headquartered at Murdike on the outskirts of the city.

He said a decision to send them to Kashmir will be taken by the Tanzeem's Amir.

"We could be sent to Kashmir or we could be stationed in Pakistan itself for propagating Islam," he said in response to a question.

He claimed that his family approved his association with the jihadi group. However, when contacted his mother was upset over her son's decision.

"My son asked permission for propagating Islam which I gave him. But I was not aware that he associated himself with the jihadi group," she said.

"After returning home, he told me that he has received militant training and wants to join jihad. I was disappointed and i told him you cannot go to Kashmir to fight till I'm alive," she said.

‘Operation Samosa’ unearths Indian link to terror plot in Canada

Toronto: An al-Qaeda-linked terror plot was unearthed by Canadian security agencies on Wednesday, with one of the suspects reportedly hailing from India.

Under what is curiously called "Operation Samosa", the Royal Canadian Mounted Police (RCMP) arrested two suspects early Wednesday. One of them said to be named Misbahuddin Ahmed who reportedly comes from India. Search for more suspects is on.

It is the second al-Qaeda-linked terror plot to be unearthed in Canada after the Toronto-18 plot of 2006 in which 18 Toronto area Muslims were arrested for plotting to blow up Canadian targets, storm Parliament, take leaders hostage and behead the Prime Minister. Eleven of these plotters were convicted.

Terror suspects arrested on Wednesday were under watch of the national security task force of the RCMP for months. Authorities said the ringleader of the terror plot had travelled to the region between Pakistan and Afghanistan for training in weapons. Arrests were made when one of the suspects was about to travel abroad as part of the alleged plot, they said.

Though police didn't name the suspects, one of them is said to be 36-year-old Misbahuddin Ahmed who worked as an X-ray technologist at an Ottawa hospital. Reports quoted sources as saying that Mr. Ahmed comes from India.

Robert Farrell, a former Canadian diplomat who rented his place to Mr. Ahmed, told the Ottawa Citizen newspaper that the suspect told him that he was born in India but had lived for a time in Saudi Arabia.

"We met his wife at the time (of renting). She seemed quite nice. She wore an Iranian-style head covering (hijab). They seemed to be more of a traditional Muslim family," Mr. Farrell said.

Five kilometre away from Ahmed's residence, police arrested another suspect who has been named Ahmed Ehsan in the media. Reacting to the unearthing of the terror plot, a spokesman for Public Safety Minister Vic Toews said, "It is clear that Canada is not immune from international or home grown radicalisation. The government continues to participate in activities to better understand extremism throughout the world and the motivations of individuals who engage in terrorism."

According to security experts here, home grown terrorist cells are plotting to target Canadian power plants and transmission lines which carry electricity to the U.S.

"There are ways of attacking the U.S. through Canada. The whole energy for New York comes from Quebec (province), for example," security research expert Anthony Seaboyer was quoted as saying.

In fact, the famous Millennium Bomber Ahmed Ressam, an al-Qaeda-linked Algerian who lived illegally in Canada and had plotted to blow up Los Angeles in December 199, had entered the U.S. from Vancouver.

Though Canada has tightened anti-terror laws after 9/11, Americans still find the response of its northern neighbour inadequate.

As the security environment throws up huge challenges, manpower issues continue to plague the armed forces, especially the officer cadre and some technical trades. The need to attract talent to maintain the forces’ cutting edge cannot be over-emphasised.

Compared to other government establishments and the private sector, service conditions of the armed forces, which continue to receive step motherly treatment, are a lot more strict and difficult. Even the Supreme Court has opined that the government treats them as beggars. No wonder, therefore, that the well informed youth of today are not attracted to donning the military uniform, the prestige and love for it having considerably waned. A number of academies that came up in the 50s and 60s to train aspirants for getting a commission in the forces, have closed shop for this reason.

Against authorisation of 23 officers, infantry units, for example, are having a posted strength of only 10 officers. Considering officers on courses, leave or temporary duty, those actually present in a unit at any one time are just five of six. This adversely affects administrative and training commitments. The situation gets accentuated for units deployed in operational areas like J&K.

Pakistan to train Afghan military officers

In a significant policy shift, Afghanistan President Hamid Karzai [ Images ] has agreed to send a group of military officers to Pakistan for training, a decision which could raise eyebrows in India [ Images ].

An agreement has been worked out confirmed Rangin Dadfar Spanta, Karzai's national security adviser, who said under it a "limited" number of officers would be sent for the training. The new deal comes on the heels of recent high-level contacts between the two countries.

"The move is a victory for Pakistan, which seeks a major role in Afghanistan as officials in both the countries become increasingly convinced that the United States' war effort there is faltering," The Washington Post reported on Thursday.

"This is meant to demonstrate confidence to Pakistan, in the hope of encouraging them to begin a serious consultation and conversation with us on the issue of the Taliban [ Images ]," Spanta was quoted as saying.

Though the number of Afghan officers is said to be between a handful and a few dozen, but it has enormous symbolic importance as the first tangible outcome of talks between Karzai and Pakistan's military and intelligence chiefs that began in May, the daily said.

"It is likely to be controversial among some Afghans who see Pakistan as a Taliban puppet-master rather than as a cooperative neighbor, and in India, which is wary of Pakistan's intentions in Afghanistan," the Post said.

Some key US officials involved in Afghanistan said they knew nothing of the arrangement. "We are neither aware nor have we been asked to facilitate training of the Afghan officer corps with the Pakistani military," Lt Gen William B Caldwell IV, head of the NATO training command in Afghanistan, said.

I feel the biggest blunder that the US made was blindly trusting the Pakistanis. Its pretty clear that they have been taken for a royal ride and made to look like a impotent force that is in no man's land. The war is going nowhere because the Pakistanis are giving covert support to the terrorists and playing a dubious double role. Here in the West, there is silent anger at the audacity with which Pakistan has been playing a double role and made a mockery of the whole game plan. I believe that the whole double game will eventually backfire on Pakistan with passage of time and flare up internal strifes within Pakistan

Goa to rope in ex-Navy officers to assist marine police

PANAJI: The Goa government has decided to rope in former defence officers to guide its marine police force, armed with sophisticated boats to man the coast.

“We do not have trained manpower to handle such boats. We will have to be dependent on ex-officers of Indian Navy or Indian coast guard for the guidance,” chief secretary Sanjay Srivastava said.

“Officers can be employed with the special police unit for two to three years. The marine police will work in tandem with the Navy and coast guard to safeguard the state coastline, where vigil has been stepped up after 26/11 and recent terror alerts,” he said.

Srivastava was talking to the media after taking possession of a high-speed interceptor boat, constructed by Goa Shipyard Ltd (GSL).

The boat which is the fifth to be acquired by Goa has been provided under an initiative of the Union Home Ministry to strengthen coastal security.

Deputy Inspector General of Police Ravindra Yadav said the need for these boats was felt after the 26/11 attacks in Mumbai when coastal security was breached.

“The basic responsibility of marine police is to use these boats to ensure there was no sea-bound terror attack and also detect and stop smuggling and other illegal activities,” he said.

Lowest bid for Princess's removal is Rs 108 crore

PANAJI: Getting rid of the grounded River Princess may now cost the state at least Rs 100 crore. When tourism department on Friday opened the financial bids of the two companies left in the fray for removing the grounded vessel, Goa-based Madgavkar Salvage was found to have submitted the lowest bid for Rs 108 crore.

"Madgavkar has submitted a financial bid of Rs 98 crore plus 10% tax. That works out to Rs 108 crore," tourism director Nikhil Desai told TOI.

Desai, however, said he was unable to provide details of the financial tender submitted by Madgavkar's competitors, US-based Titan Salvage.

"Titan Salvage has quoted higher. However, it does not mean that we have awarded the tender to any one of the bidders. We are yet to scrutinize Titan's bid," the tourism director said.

The decision on who gets the contract to get rid of River Princess lies with the Goa State Disaster Management Authority (GSDMA), which will meet shortly.

An army officer was recently caught frolicking at a sleazy rave party at a farmhouse in Ahmedabad district's Sanand area recently. The officer was arrested along with seven bar girls and 21 others at the party.

Colonel Ritobroto Sengupta was arrested on April 15. He was reportedly caught dancing with bar girls and consuming alcohol at the party, both illegal under the Gujarat laws.

Confirming the news to Headlines Today, the Army said that the officer's conduct was being probed. He was arrested, questioned and then handed over to army authorities for further action. The officer belongs to the Dhangadhra military station, where he commands an artillery unit.

The party, which had free-flowing illegal alcohol and seven bar dancers from Mumbai, was allegedly thrown by an Ahmedabad businessman and had several other businessmen in attendance.

Sources told Headlines Today that the officer was being probed for giving the police a fake name. The police were also investigating the possibility if he provided alcohol at the party. His links with the businessmen in attendance was also being probed.

Sources said there was also a serving brigadier involved in the party, but he might have given police the slip during the raid. The Army has not confirmed the brigadier's presence at the party.

India's political establishment on LeT's radar: Experts
Washington: Warning that India's transportation, economic infrastructure and political establishment are on the LeT's radar, a US Defence Department think tank has said the terror outfit still enjoys funding from ISI and is also assisted by the Karachi-based D-Company of Dawood Ibrahim.

The LeT, though having a close relationship with al-Qaeda, will continue to evolve into a distinctive, South Asia-centric terrorist actor in its own right while still receiving aid from fringe elements in Pakistan's security and intelligence apparatus and elsewhere, the Strategic Studies Institute of the US Army War College said.

This will not only allow LeT to continue to plan future Mumbai-style terrorist attacks in India from safe havens in Pakistan, but will also enable it to guide and assist the predominantly indigenous Indian Mujahideen (IM), it said.

Authored by Ryan Clarke, the 117-page report 'Lashkar-I-Taiba: The Fallacy of Subservient Proxies and the Future of Islamist Terrorism in India' gives the first-of-its kind detailed analysis of the outfit.

The report said the troubling fact is that the LeT has upgraded its activities and has begun to operate throughout India and will likely target transportation and economic infrastructure and the political establishment as opposed to Indian security forces exclusively.

"It has also adopted new methods of destabilisation such as recruiting from India's troubled northeast and smuggling militants into India by sea, a serious infringement on India's sovereignty," it said.

"Despite being a proscribed outfit, LeT still enjoys funding from ISI and through donations from a wide range of domestic and overseas sympathisers, including Indian Muslims.

It is after one year in office that I have ventured to outline the new architecture for India’s security. There are two enemies of change. The first is ‘routine’. Routine is the enemy of innovation. Because we are immersed in routine tasks, we neglect the need for change and innovation. The second enemy is ‘complacency’. In a few days from today, 2009 will come to a close, and I sincerely hope that we may be able to claim that the year was free from terror attacks. However, there is the danger of a terror-free year inducing complacency, signs of which can be seen everywhere. A strange passivity seems to have descended upon the people: they are content to leave matters relating to security to a few people in the Government and not ask questions or make demands. TEN YEARS ago, the Indian Navy suffered a disgraceful defeat. The humiliation was inflicted not by any inimical foreign power, but by powers-that-be in New Delhi’s South Block. In December 1998, the then Chief of the Naval Staff (CNS), Admiral Vishnu Bhagwat, was unceremoniously booted out at the instance of ‘honourable’ defence minister George Fernandes, who could not make him bootlick.

Prime Minister Atal Behari Vajpayee, a staunch nationalist, expected to be the last person to hurt the country’s honour, had his compulsions to back the Defence Minister. Fernandes was playing a key role in letting the government survive, acting as go-between with Tamilnadu chief minister Jayalalithaa. The Defence Minister’s main job, in fact, was to rush to Chennai to satiate her routinely. Bhagwat’s refusal to have vice admiral Harinder Singh, enjoying Fernandes’ confidence, as his deputy was the ostensible reason for the sack. Actually, the purpose was to teach a lesson to the service chiefs; they were harming entrenched interests doing deals in South Block.

In July that year, defence secretary Ajit Kumar had conveyed Fernandes’ instructions to the service commanders that they should seek prior approval of the ministry before intercepting any vessel suspected to be carrying narcotics and arms. The three service chiefs jointly wrote back that interdiction operations in the Andamans were ’mandated operations’, which did not require the ’prior approval’ of the ministry.

Cops salute drug lords: CBI Director

In a candid admission before an august gathering, the Director CBI, Mr Ashwani Kumar, a career Police officer, stated that in view of the nexus between drug lords and the police, he was in favour of the defence forces taking on the drug mafia since the police had failed in the task. He also passed some other not-so-kind remarks about our police and administrative officers.

Mr Kumar clarified that he was speaking from the heart. Amongst others, the gathering consisted of a Supreme Court Judge and the Chief Justice of the Punjab & Haryana High Court.

Swiss Style Terrorism more dangerous than Pakistan Terror

The time for making customary noises against Swiss bank accounts is over. An issue which gained prominence during the last Lok Sabha polls cannot be allowed to revert to its usual state of dormancy.

If you thought that Pakistan (a terrorist haven) is the only country which does not listen to the Indian demand to book terrorists like Hafeez Saeed, you may be in for a shock. We have a peace loving, “neutral” Switzerland (tax haven) which is equally obdurate in conceding to Indian demands. The Swiss simply refuse to disclose the names of Indian money launderers - who have stashed away $1500 billion (more than 75 Lakh Crore) of Indian wealth in tax havens in the European heartland - Switzerland, Liechtenstein, Luxemburg, and Channel Islands popu.

Both the nations mentioned above, however, dutifully follow the dictates issued by the US administration. Pakistan allows the US drones to attack everywhere on its territory (without ever asking for proof) and Switzerland puts aside all its banking laws to oblige the US with details of 4,450 secret accounts held in their “dirty” banks.

When India asks the Swiss to be good global citizens, all we get to hear is that maintaining the privacy of the Swiss bank account holders is paramount. Both Pakistani and Swiss authorities use the same weather-beaten argument of “forged” documents to delay the process of millions of Indians seeking justice. Are the Swiss naive? Don’t they know that a large chunk of money in their banks actually fuels the growth of poverty, terrorism, drug trade and all other ills plaguing the world?

All that they need to do is visit the web site of Transparency International (a western NGO)and see that India is one of the most corrupt countries in the world - beneficiaries of this corruption seek solace in the snow clad mountains and safe lockers offered by Switzerland. If these revelations do not satisfy the peace loving Swiss then they should rely on the World Bank (the mother of all banks) report which states that 42% of the Indian population lives on less than $1.25 a day. The amount of Indian money in Swiss banks is equivalent to 13 times the Indian foreign debt. It is 49 times the Indian defence budget. We cannot let the “Swiss knife” bleed India through these billion dollar “cuts”. So long as the Swiss non-cooperation to tackle financial terror continues, the Indian elite will continue to bow before the outside powers to prevent the skeletons from tumbling out of their cupboards. They will not hesitate to even sell India in order to protect their vested interests. Let the truth come out in the open. India would not be a loser. Let politicians, bureaucrats and industrialists who have hidden black money in the tax heavens lose face. Let the Indian polity suffer a jolt, it will certainly be worth the effort. After all, it is a question of national silver - the hard earned money of our toiling masses. And who would not like to see this money being used to alleviate poverty in India?

The Indian government must use all possible diplomatic methods to get the Indian money back. India’s sustained campaign against Pakistan sponsored terrorism made the world realize the dangers of global terrorism. Similarly, India must launch a global movement against Swiss double standards and let the world know how the archaic Swiss laws are making millions of Indians starve.

To begin with, India can bestow the Bharat Ratna on the former employees of the Lichtenstein bank and Swiss bank UBS, who blew the whistle and divulged the data on secret accounts to the Germans in 2008. The civil society in Switzerland must appreciate that they have to start earning good Karma by putting pressure on their government to stop illegal money transactions and civil society in India on their government to persevere till it succeeds.

Home ministry plans new measures to counter fake notes

The Home Ministry on Monday decided to adopt new measures to counter the growing inflow of fake currency in the country.

The decision was taken during a meeting in Delhi. To make production of fake notes difficult, talks would be initiated with the Swiss company that supplies ink for printing notes. The ministry has also decided to increase surveillance to stop the entry of fake notes.

In addition to the measures taken by the ministry, the Reserve Bank of India will provide additional security features in notes.

Home Minister P. Chidambaram fears that the counterfeit notes seized recently could be just the tip of the iceberg.

Even as the ministry met to consider ways to tackle the menace, fake notes worth Rs 5.65 lakh were seized in Punjab's Nawashahar district. Three persons were arrested.

Another seizure of fake notes was made on Sunday in Chandigarh. Two persons were arrested with currency worth Rs 4 lakh.

Suspects Yudhveer Singh and Savinder Kaur are said to be residents of Amritsar. Two hundred notes of 1000 rupee denomination and 400 notes of 500 rupee denomination were found with them.

“We suspect that Savinder Kaur smuggled the counterfeits from Pakistan. She also possesses a Pakistan visa,” said J.S. Khera, DSP, Chandigarh Police.

According to the police, Savinder Kaur could be an ISI agent. She has been to Pakistan at least five times on the pretext of pilgrimage.
