This story could well be fodder for a sizzling silver screen romance, only the Karnataka High Court nipped the Indian Army’s opposition of two young lovers in the bud.
A Bangalore-based major who fell in love with a Sri Lankan student studying in the same city ran into trouble after the defence establishment got suspicious of his and his lover’s motives. In fact, according to a Times of India report the Army ordered an ‘investigation’ into Major Vikas Kumar’s ”purpose behind coming in contact with a foreign national”.
When Kumar, in order to get married to the 29-year-old Sri Lankan student, tried quitting from the service as the Army rules don’t allow serving officers to marry foreign nationals, his superiors refused to relieve him of his duties citing ‘staff crunch’. That is when he moved court.
A bench headed by chief justice Vikramjit Sen at the Karnataka High Court then rapped the Army saying that their bid to stop the lovers from being together is khap panchayat-like.
The TOI report says: Displeased with the arguments of the government counsel, Justice Sen observed: “This is not a khap panchayat, this is the Army.” He also said, “We can’t understand the Army’s stand at all. This is most unfortunate for the man. One of India’s Presidents, also the commander-in-chief of the armed forces, was married to a foreigner.” (A reference to K R Narayanan who was married to Ma Tint Tint of Myanmarese origin). The dust has hardly settled after former Army Chief Gen V K Singh's court battle with the Government when another General is planning to move court to seek elevation as an Army Commander from June 1 which, if accepted, can create a possible succession row in the force.
Deputy Chief of Integrated Defence Staff Lt Gen Ravi Dastane is planning to file a petition in the Armed Forces Tribunal in this regard in the next few days, his counsel Major S S Pandey said here today.
He said Lt Gen Dastane, who has already filed a statutory complaint with the Army Chief Gen Bikram Singh in this regard, is planning to make two main pleas before the Tribunal where he will seek elevation to the rank of Army Commander from June 1 this year retrospectively when two vacancies were existing.
The posts of Western and Eastern Army Commander had fallen vacant on May 31 after the retirement of Gen V K Singh, who was succeeded by Lt Gen Bikram Singh, and the Western Army Commander Lt Gen Shankar Ranjan Ghosh. Lt Gen Bikram Singh had headed the Eastern Command.
The Government had kept the post of Eastern Army Commander vacant for two to three days before Lt Gen Dalbir Singh Suhag was appointed whereas Lt Gen Sanjiv Chachhra was appointed as the Western Army Commander on June 1.
The post was not filled as just before retirement, Gen V K Singh had put Lt Gen Suhag under a discipline and vigilance ban for a failed intelligence operation in Assam but the ban was lifted within 72 hours of Gen Bikram Singh's assuming office.
"On that day, Lt Gen Dastane was also eligible to be elevated as an Army Commander and we will plead before the AFT to give us that appointment," Pandey said.
If the plea is accepted, then Lt Gen Dastane may become senior to Lt Gen Suhag who is expected to succeed Gen Bikram Singh in July 2014 after his retirement.
The second main plea of Lt Gen Dastane would be to be appointed as an Army commander on January 31 when the post of Southern Army Command head falls vacant after Lt Gen A K Singh superannuates with seniority to be taken into account from June 1, Dastane's counsel said.
Though the Government considers all Army Commander-rank officers for elevation to the post of Army Chief but barring a few cases, it has gone ahead with the seniormost officer for the top job.
Commenting on the statutory complaint filed by the officer, Defence Ministry officials said it was pending and no decision has yet been taken.
On the vacancy of Eastern Army Commander being kept vacant for two-three days for Lt Gen Suhag, they said the Government had to take a holistic view of the situation as the officer was being targeted in a "motivated manner" by his then superiors.
Lt Gen Dastane has commanded the 14 Corps in Ladakh and was the General Officer Commanding (GOC) when troops in an artillery regiment beat up their officers in Nyoma during an exercise.
The Army has ordered a Court of Inquiry (CoI) into the incident and its outcome is still awaited.

NEW DELHI: The CBI, which registered a case against Lt Gen (retd) Tejinder Singh on Saturday for allegedly trying to bribe then Army chief General VK Singh to clear the purchase of Tatra trucks for the Army, is conducting a parallel inquiry into the complaint regarding the monopoly Tatra has enjoyed for two decades in supplying all-terrain trucks to the defence forces. Sources said the chargesheet in the case is in the final stages and could be filed in a Delhi court shortly. The agency is expected to charge officials of Tatra and the public sector Bharat Earth Movers Limited.
Sources said the raids were conducted at the residences of Rishi's aide Gautam Thadani, MD of Global Healthline Private Ltd, Rajan Madhu, director of F-Bar in Ashoka Hotel and Rishi's employees Anil Mansaramani and Vikram Kakia. CBI sleuths recovered Rs 98 lakh from Thadani's house.
CBI sources said preliminary investigation established Tejinder Singh's meeting with the then Army chief as well as that the latter was unhappy with what had transpired. During its probe, the CBI also established Tejinder Singh visited General V K Singh on September 22, 2010 because "the file related to procurement of Tatra trucks was lying on the table of army chief that day" and that "Tejinder Singh offered bribe on behalf of Ravi Rishi as he is closely associated with the latter".
Defence minister AK Antony's confirmation of General V K Singh's "oral complaint" was found to be strong corroborative evidence.
But what strengthened the case for a formal investigation was evidence of Tejinder Singh's alleged dealings with lobbyists for arms manufacturers, including a Korean company. Tejinder Singh has been booked under section 12 of the Prevention of Corruption Act. Under Section 12 of the Act, a person who abets the offence of making a public servant accept illegal gratification, whether or not that offence is committed in consequence of that abetment, can be punished with a minimum punishment of six months in jail which may extend to five years.
"We have evidence of his links with a shadowy set of former defence officers who were on the payroll of arms manufacturers and suppliers," said a senior CBI source.

Jaipur, Oct 28 (PTI) Army Chief General Bikram Singh today said the Army is sensitive to the needs of ex-servicemen and will ensure that their issues are addressed.
Gen Singh, addressing a rally of ex-servicemen in Rajasthan''s Jhunjhunu district, said the Army would take all steps to ensure that ex-servicemen and their families are cared for.
This was his first major interaction with ex-servicemen in the state during which approximately 15,000 ex-servicemen were present, according to defence spokesperson S D Goswami.
The Army Chief said a military school would be opened in Jhunjhunu and he would pursue it from Delhi, sources present in the function said.
He said whenever he visits the prime minister, he reminds him about canteen, medical and health problems and one-rank- one-pension for ex-servicemen, the sources said. On the occasion, the Army Chief recollected the glorious history of courage and sacrifices made by the people of the state and motivated youth to join the Armed forces.
He exhorted the gathering to continue their selfless service towards society and nation building by encouraging the youth to join this noble profession. The event was marked by distribution of Mobility Scooters to disabled soldiers, financial grant for education and daughter''s marriage and felicitation of Veer Naris and elderly ex-servicemen.
Different agencies from the Army, state government and private sector established stalls to render assistance and spread awareness on pension, health, education, banking, insurance, agriculture, placement, rehabilitation and recruitment to resolve concerns of ex-servicemen.
Singh''s wife and president of AWWA (Army Wives Welfare Association), Bubbles Singh, inaugurated a medical camp with doctors, including specialists, carrying out medical checkups, rendering advice and distributing medicines to large number of veterans on the occasion.

THIRUVANANTHAPURAM: This year's Army Mela, scheduled to be held from November 6 to 8, is expected to see greater cooperation from the state government. The Army has sought infrastructure support and tax waivers from the state government for the smooth conduct of the event.
Mela, an event organized by the Army with an aim to educate, entertain and motivate youngsters to join military service, will be held at the Central Stadium, said a top Army official. The event is coming to the city after four years. "The Army Mela is a regular fixture in the event calendar of a few states and we are hoping to do the same in Kerala," he said.
The Pangode Army station command has sought the state government's assistance for conducting the event. "While the bulk of funding for the event is borne by the Army itself, we have requested that the state government pool in its resources to make it an unforgettable event," said the official. The Army is learnt to have asked the state government for an exemption on hiring charges of the Central Stadium and assistance for erecting stalls to display weapons, and also light and sound and seating arrangements for the promotional events.
"We had also requested that state government bear any expenditure on registration and insurance charges/taxes of mobility scooters being issued by Army to disabled ex-servicemen," said the official. If everything goes by the plan, the Army also plans to distribute a few scooters to disabled ex-servicemen during the event, he said.
The Army has identified Veer Naris from Thiruvananthapuram and Kochi, and is likely to invite around 100 women on the occasion. Veer Naris are widows and mothers of Army soldiers who have sacrificed their lives for the nation. Army Wives Welfare Association will closely coordinate this event. The Army Mela will have an exhibition of arms and ammunition and also dare devil display by trained army men.

The mela was inaugurated by chief justice (designate) Shiva Kirti Sinha of Allahabad High Court in presence of Major General GS Chandel, Yudh Seva Medal and General Officer Commanding of Red Eagle Division.

CHENNAI: On a pleasant Saturday morning, Kamalam (70) held what remains of her husband K E Sherif's hand to guide him around the Officers Training Academy in Chennai. The couple joked and smiled, not showing a trace of the devastation the India-Pakistan war has had on their lives since 1965.

Sherif, then a 28-year-old jawan in love with Kamalam, lost both his arms below the elbow and both his eyes in a landmine blast while his battalion was crawling towards enemy posts near Sialkot. Incapacitated, Sherif decided not to marry, but Kamalam insisted that she would have a life only with him. On Saturday, Sherif, a father of three, was among the Army veterans brought together by the War Wounded Foundation in the city on Saturday.
"His was a miraculous escape, and I was fortunate to get him back alive," said Kamalam, "We were in love for two years. And then the war happened. Every one was against our marriage since I was a Hindu Malayalee girl and he a Tamil Muslim. But I would not leave his bedside as he was undergoing treatment." The two first met when Sherif, a friend of Kamalam's soldier brother, visited their house in Bangalore.
Despite Sherif's injury Kamalam insisted that they tie the knot.
Soon after the couple first met at the house of Kamalam's brother in Bangalore their romance bloomed. But, Sherif was called to the battlefield not too long after this. Though the 1965 war did not resolve the Kashmir conflict, Sherif proudly recalled his sacrifice for the country and appealed to the youth to join the Army.
He recalled that October night that plunged him into eternal darkness. "It was October 19. Six of us were crawling towards an enemy target in Sialkot, about 25km from Labore. Around 9pm, an air strike triggered a series of land mines near us. We were all believed to be dead. But all of us escaped, only I was severely injured," said Sherif, who lives in Coimbatore.
He was shifted to an army hospital in Jammu where doctors removed the mutilated parts of his forearms to save the rest of his body. Nothing could be done to save his eyes. As he underwent multiple surgeries for a year, Sherif knew life would never be the same again. He told Kamalam that their marriage was now not possible, but she would have none of it. Coming to know that Sherif was% recuperating in Coimbatore, she went there and convinced him to get married. They tied the knot in 1967.
Their 38-year-old son works for a soldiers' welfare board in Salem, while their two daughters are homemakers. The War Wounded Foundation brought together several such living martyrs of Independent India.Colonel (retd) T N Raman, convenor of the Tamil Nadu chapter of Indian Ex-Servicemen Movement said soldiers from all major combats including the Indo-Pakistan war of 1947, 1965 and the Indo-China war of 1962 gathered for the collective.

Elements inimical to the services are at it once again. Senior army commanders are being accused of wasting crores of rupees through improper purchases made under Special Financial Powers of the Army Commanders. As per the press reports, a post-audit has been carried out of 55 transactions pertaining to financial years 2009-10 and 2010-11 by the Controller of Defence Accounts. The audit report has estimated the total loss to be to the tune of Rupees 103.11 crores. It is a serious indictment and deserves elaboration.
With a view to impart enhanced autonomy in administrative and operational functioning, various financial powers have been delegated to the Army Commanders. As per the recommendations of the Committee on Defence Expenditure, the Ministry of Defence decided in November 1991 that exercise of such delegated financial powers should be with the concurrence of local financial advisors. It implies that such delegated financial powers are neither absolute nor discretionary, and can be exercised by the Army Commanders only with the prior consent of their Integrated Financial Advisor (IFA).
The system of IFA aims to reduce delays and provide pre-contract expert advice to the executives for ensuring financial prudence and prevent irregularities.
Role of Financial Advisors
Commanders have to obtain prior financial concurrence of their IFA before incurring any expenditure as there is no provision for ex-post facto acquiescence.
IFAs are tasked to carry out a careful and intelligent scrutiny of all proposals involving expenditure from the public funds to ensure economy, efficiency and propriety in public finance. Before according financial concurrence, it is their duty to seek complete and comprehensive justification for the proposals. They are authorised to even challenge the necessity for incurring projected expenditure for a given purchase.
Unless IFA accords Acceptance of Necessity and approves the quantity to be procured, no proposal can be progressed. He questions the proposed mode of tendering and checks the list of prospective vendors. All tender documents are vetted by IFA prior to their issuance.
Most importantly, IFA is always a member of the Commercial Negotiation Committee and participates in the following functions:

Appraisal of bids as regards commercial terms, delivery schedule, performance warranty, guarantee terms and acceptance criteria.

Determination of fair and reasonable price of the product. Preparation of a ‘Comparative Statement of Tenders’ to determine lowest bidder. Undertaking negotiations with the lowest bidder to obtain best possible terms. Diligent drafting of contract to safeguard Government’s interests.

Post-contract management to monitor adherence to the terms of the deal and timely invocation of penalty provisions in case of default.

As is obvious, IFA exercises total and all-encompassing oversight over the complete procurement process. He can stall any procurement proposal if not convinced of its financial propriety.
The Question of Culpability
The said audit report faults the Army Commanders for disregarding guideline while buying foreign equipment, procuring equipment from Indian agents, accepting equipment rejected by another army entity and purchase of Chinese products which may have been embedded with malignant software.
As seen above, IFAs guide commanders at every stage of the procurement process and keep a close oversight. If that be so, onus for rendering faulty financial advice or clearing faulty cases rests on them. They should be asked to explain alleged irregularities and infirmities. How can an Army Commander be blamed for adhering to the advice of his IFA? If that be so, why have IFAs at all?
Most outrageously, the audit report states that the local financial advisors are intimidated by military officers in command. One has not come across a more preposterous and bizarre statement. No IFA ever gets intimidated. On the contrary, they are overbearing, domineering and suffer from an acute ‘rank-equivalence-complex’. They keep comparing their pay scales with those of the service officers to draw equations with different ranks. This complex manifests itself in their condescending attitude as they tend to assume the role of dispenser of favours while according financial concurrence. Therefore, the question of their getting intimidated is all baloney.
Inadequacies of the Current Dispensation
It is incongruous that a duly pre-audited procurement process is found to be flawed in post-audit. Interestingly, both pre-audit and post-audit are carried out by the officials of the Defence Finance and their roles are inter-changeable.
Unfortunately, the prime reason for the current weakness of the system is the failure of the Defence Finance officials to deliver. They are expected to act as defence financial advisors but are ill-equipped for the task.
They know nothing about the armed forces, their equipment and functioning. Worse, most are equally ignorant of financial management tools. During a survey of the educational qualifications of the top 50 Defence Finance officers, it was seen that most of them did not possess even elementary knowledge of finance/economics – only 8 percent had studied economics at the post-graduate level. Most were post-graduates in subjects like Political Science, English, Sociology and Sanskrit. Such officials cannot be expected to grasp minutiae of financial imperatives and perform defence economic advisory functions.
Finally
Let us look at the unenviable position of the Army Commanders. They have been asked to follow the advice of their IFAs while exercising their delegated financial powers. They are justified in assuming that all procurement proposals vetted and cleared by IFAs are in consonance with the Government rules and regulations. Therefore, it is absurd that the Army Commanders be held responsible for any alleged irregularities or omissions.
It should be for IFAs to justify the procedure followed. They and they alone should be held accountable for faulty advice and oversight. Quite appallingly, IFAs disown any responsibility under the plea that decision making is the prerogative of the executives and they cannot be held accountable for the same. It is a most ludicrous excuse.
The fact of the matter is that the armed forces are a soft target. The said audit report is a part of the well-orchestrated campaign to denigrate them through planted selective leaks.
Comment: No Army Commander will sign a purchase order unless the FA certifies that every thing is in order. The media has lost all perspective and is out to make headlines even at the cost of reputation of senior army generals. The nexus of IFA Officers and dealers/ spurious vendors need to be investigated.

It came as quite a shock to Kaushal Mahendrabhai, an on-duty cop, when two drunk army men offered his superior liquor.“Drink this and let us go. Don’t make a fuss” was what they said. They were caught by Mahendrabhai in an inebriated state near the entrance of the Vibrant Navratri festival at GMDC ground in Ahmedabad.
The jawans were identified as Bhomaram Chopal, 30, native of Dhimipur village in Rajasthan and Tanmay Kundu, 28, native of Shivgam in West Bengal. According to Vastrapur police, both of them are deployed in the 11th division at Shahibaug army camp.
Mahendrabhai, a lok rakshak of Vastrapur police, was deployed at GMDC ground. At around 10.30pm, he saw two persons creating a ruckus near the entrance to the ground. “Two jawans were misbehaving with visitors and teasing girls. When I confronted them, they abused me and claimed that they were from the army. However, they were not wearing uniforms and didn’t have any ID cards. Since they were drunk, they were taken to our control room and I called our superior officer, ML Makwana, a police inspector from Rajkot,” said Mahendrabhai.
When Makwana decided to arrest them for consuming liquor, the duo allegedly misbehaved with him as well and offered him liquor in exchange for letting them go. The cops called Vastrapur police and had the miscreants arrested. While searching them, cops found 200ml of liquor on Chopal and 300ml of liquor on Kundu. The liquor was stored in plastic bottles and kept in their pockets. Cops have also seized their army jeep and taken it to the police station.
In addition to being drunk, both gave their wrong name and cadre. They were caught when their superior officer, Subedar Kanwarsinh Chauhan, came to the police station with their ID cards. Apart from the complaint of consuming liquor, cops have filed a case of misleading police by furnishing false information against Chopal and Kundu.

Couple of days ago, I had been to the Office of Embarkation HQ at Chennai and ran into Nk Manivannan of 5 MADRAS Bn, presently posted at Embarkation HQ at Chennai. What he narrated reminded me of the famous saying by Field Marshal Sir Philip Chetwode:
"The Safety, Honour and Welfare of your Country come first, always and every time. The Honour, Welfare and Comfort of the Men you command come next. Your own ease, Comfort and Safety come last, always and every time."

5 MADRAS Bn is deployed in the J&K in counter-insurgency Ops. It was in the beginning of March 2011, that I approached Col Harinder Singh Sidhu, the CO, regarding my problem. My father aged 55 years has been suffering from acute back ache, so much so, that, he can not walk and is bed ridden. My wife at Chennai took him to MH Chennai; but, for want of a Neurosurgeon, could not be operated upon. When approached, my CO, a quintessential Commanding Officer embodying compassion, spoke to Col Srinivas, a Veteran at Bangalore, actively involved in the welfare of Ex-Servicemen, if he could do something to ameliorate the sufferings of my father. In the meantime, my CO was kind to have me posted on compassionate grounds, to Embarkation HQ, Chennai, as my family was stationed there.
I arrived at Bangalore on 25 March, and met Col Srinivas; who then immediately took me to Air Cmde Nanda, the Registrar, Comd Hosp Air Force Bangalore (CHAFB). Air Cmde Nanda having heard me, asked me to get my father immediately to Bangalore; and, requested Wg Cdr Dr Datta, the Neurosurgeon to take up my case.
My father & I arr at Bangalore in the morning of Monday, 28 Mar 2011. Col Srinivas picked us up from the Rly Stn and took us to Comd Hosp Air Force Bangalore (CHAFB), where my father was admitted after examination by Wg Cdr Dr Datta, the Neurosurgeon. Surgery of the spine below the neck was carried out by Neurosurgeons Gp Capt Dr Sridhar and Wg Cdr Dr Datta on 15 Apr. After the surgery, my father was initially kept in the ICU for couple of days; and then, shifted to the General Ward. Thanks to the Registrar, who made available accn to me, I was able to stay next to CHAFB and take care of my father.
Col & Mrs Srinivas visited my father at CHAFB on Sunday, 24 Apr 2011. On hearing from me that my father was being discharged the next day, ie. Monday, 25 Apr; and that, I propose to take him by bus from Bangalore to Tiruvannamalai to Gingee; and from there to my village, 17 km from Gingee; Col Srinivas said a firm NO. Seeing the condition of my father who was bedridden and fitted with a Catheter; Col Srinivas said undertaking a journey by my father by bus from Bangalore to my village would result in undoing the Surgery; and, asked me to collect his Maruti van from his residence and for conveyance of my father to our village, loc nearly 300 km from Bangalore. On 25 Apr when I went to Col Srinivas’ residence to collect the Maruti van; Col Srinivas said that he himself would drive my father to our village, as I was not conversant with the route.
My father was discharged from CHAFB at 4 PM on 25 Apr; and, immediately thereafter, we left for Krishnagiri, 100 km away. We reached Krishnagiri at 7 PM and it was raining cats & dogs. We then stayed put for the night at Tamil Nadu Hotel. Having come to know that the road Krishnagiri to Tiruvannamalai was in a bad state, Col Srinivas decided to take the longer route via Vellore. The next morning, Tuesday, 26 Apr, we hit the road at 5.30 AM; and driving via Vellore – Arcot- Gingee, we reached our village, in the interior, at 1.30 PM. We were received by all our friends & relatives and there was jubilation on arr of my father in the village.
We then had our lunch; and having rested for a while and refreshed ourselves, Col Srinivas & I left for Bangalore at 4 PM. We reached Bangalore at 11.30 PM, after a gruelling drive of 18 hrs, covering 550 km, in one day. And it was Col Srinivas who drove the vehicle.
After having spent the night at Col Srinivas’ residence, I returned to my village on 27 Apr, to attend to my father.
Expression of Gratitude. I am deeply indebted to all Officers starting with Col HS Sidhu, CO 5 MADRAS, Air Cmde Nanda, the Registrar CHAFB, Gp Capt Dr Sridhar & Wg Cdr Dr Datta, the Neurosurgeons, Gp Capt Dr Lalla, the senior anesthetist and to Col Srinivas; for all their help, assistance & support extended to me, an Inf soldier of the Indian Army, in discharging my filial obligation to my father.
To say the least, I am over whelmed; and say with conviction, that the Men of the Indian Army, Navy & Air Force are indeed blessed to have Officers who genuinely care for the welfare & well-being of their Men & their families.

1962 debacle and disgrace due to Krishna Menon's arrogance

True the nation should know the truth about the part played by Pt Nehru, Krishna Menon, Mullick the Int guy and their minions which led to the debacle of 1962. Pity is, Chief Editors like Shekhar Gupta, who think they know everything in this world about everything, wilfully vilify the Generals and conceal the identity of and role played by the real perpetrators!!
People of his ilk are the ones who are supposed to tell the truth to the people of India!! The result is Indian leadership in the MOD and at large is learning nothing from the commemoration of 1962 War. Same situation prevails in South and North Blocks and in the Parliament.A sure recipe for next disaster. And the Generals will be blamed again!!
Just by making statements that 1962 will not be repeated is not the solution. Our political leadership, and the bureaucracy need to listen to the professional advice of Generals/ Admirals and Air Marshals and take action.

1. Forget about the Def Secy and Foreign Secy being shown the door, what about BN Malik Director IB. His outfit was singularly responsible for the crass negligence towards Chinese perceptions about the border dispute. The IB was full of arrogance and no one could override or disagree with BN Mailk. No politician had any idea what intelligence was. Nehru had the External Affairs with him, Menon was playing around with the Services. Who was willing to "listen carefully to the generals". I was but a lad in 1957/58 when father was Bde Cdr in Ambala under 4 Div commanded by Biji Kaul. 4 Indian Div (Red Eagle Div), of North Africa fame was busy building houses under OP AMAR, the project that reiterated that there was no danger to India's borders as envisaged by Nehru / Malik / Cabinet / Menon / bureaucrats. Many will not remember that our Ordnance Factories were producing coffee perculators / toasters / and other white goods. And writers have the gall to say that military leadership was the primary cause of 1962 performance? Naturally all the Brig John Dalvi's 7 Brigade had was toasters to throw at Chinese troops, and Menon was drinking tea in a restaurant named Laguna in Connaught Place, I have seen him there.
2. Blaming Thapar was easy, he was Chief. How come no one blamed Malik? Not even today. Reason is that blaming Malik means blaming Nehru and Gulzari lal Nanda. Comparing Ladhak with NEFA, Tawang / Walong sector is wrong. Gen Daulat Singh and his commanders remained who they were and Kaul could not interfere, because Daulat Singh would not take it, and Kaul knew it. But because Eastern Command was in Lucknow, 4 Corps was created in Tezpur, and Kaul took it over. What did he do to make East defendable since he was CGS? Nothing. He behaved like the CIGS, the I standing for Imperial. It is easy to crucify Pathania who was given 4 Div after removing Niranjan Prasad. What did Pathania have to fight with? What strategic / tactical orders did Kaul issue from Tezpur / Delhi / or his sick bed? What intelligence did Malik provide? Pathania had a history of gallantry, being a Military Cross + MVC. Not chota mota decorations. Powers in Delhi must have thought he will create miracles. But he was not the "baba" who was Mailk's guru. For years IB policemen swore that, and I quote freely as heard in late 60s, " when baba raised his hand, the Chinese stopped, and went back" Now it is upto those who can, to find out who was this baba. I saw him only once on board an AN-12.
3. There is also comment about supply drops falling into the hands of the Chinese and not Indians. It is true that this happened. On many occasions, by the time our Daks reached the DZ as indicated to Jorhat, Indian forces had withdrawn South. There being no contact between ground and aircraft, the drop went through as planned. The write up makes it sound as though inspite of all modern commn the drops were a big mess. In the West, it was different. Leh based troops were acclimatised. Open areas permitted photo recce, recall Jaggi Naths photos of Chinese troops. This was not possible in NEFA. Besides, many units fought well in NEFA, and units also failed in Ladhak. The IAF was held back for all sorts of reasons. Whether offensive air support could have been given successfully is a matter for debate given the primitive commn, lack of FACs, swift retreats, and no definable Front Line of Own Troops. That is not germane here.
4. Most surely our troops were badly kitted and poorly armed for mountain warfare. Look at it this way in 2012. If VK Singh can say that the civilian bureaucrats with their political masters have made the Army "nanga", and not one Indian is worried, the same situation prevailed in the late 50s with the very same interlocutors, Generals / politicians / bureaucrats. What is the difference, same difference. If a Chief threatens to resign today and tells Indians on TV prime time why he is resigning, who is bothered? Will any NGO, political party, Mamta, Mayawati, Thakery, Lallu, Jayalalitha make an issue. No way. So what impact would have resulted by resignations of Thapar, Sen, Thorat, Daulat, Engineer, Arjan, Jaswant, etc? In 1962 no one except maybe a few 100 people in Delhi would have known, Akaashvani would not have broadcast it. BN Malik would have frightened Nehru by calling it an attempted coup. Resigning is not the solution, never has been. Resigning is what Arjun wanted to do at Kurukshetra, I am not being dramatic, the story tells us that, and his adviser prevents him from doing so. The rest we all know.
5. Maxwell wrote well, much of what he says has merit. Lets not forget that Henderson Brooks was commanding XI Corps, Bhagat was his BGS, and Daulat was his Army Cdr. I am certain that at least one copy of the report is somewhere waiting to be found. Wonder why no journalist has pursued this? Gen HB could not have consigned everything to Army HQ / MOD. The military can prepare itself, troops / officers can be motivated, training can be done, equipment can be kept fully serviceable etc. But what does a military commander do with out of date fighting weapons? What does he do when his boys do not have even a OG jersey, not even angola shirts, forget great coats, mittens, woolen socks, high ankle boots etc. How does he ensure food when MOD has not sanctioned resources for setting up Rear Area Supply Zones.
MOD says not reqd, there is no danger from China, no funds will be given. Can the commander loot a granary? Yes, many unit / bde / Div cdrs / platoon cdrs failed, were overtaken by events, and every failed commander was sacked. Who was sacked from MOD, which politician resigned? There used to be Three Dy Def Ministers then, who resigned?
6. Now recall the very recent IPKF fiasco. Our troops were with SLRs against AK-47s. Our troops had no maps, poor intelligence, uncertain and conflicting orders, hastily gathered, all commanders were sure that it will end within a few weeks. This in 1987, exactly 25 years after Bomdi La, Se La, Walong, Chushul, Chip Chap etc. Are we doubting military leadership? But unit commanders were sacked. If I am correct more Indians died in Lanka than in 1962, I may be wrong. Once again, why did we intervene? This was not an adventure planned and conceived by generals of the Indian Army. The whole thing came out of RAW, MEA, PMO, with gung-ho inputs from Army Hq. Which MEA / PMO / RAW offical was dismissed? Many army guys went home.
7. There is a need for the 1962 battles to be explained to Indians thru TV. Anchors can take it up if Vadras, Khurshids, Gadkaris, Kejriwals, Khaps, will allow them to do so. Gross misconceptions and misinformation is floating around freely, has been for the last 50 years, and keeping the report secret adds to the disinformation.
Chinese can say what they want. We know that they had to go back since their lines had become too long and could easily be cut off. The "baba" had nothing to do with it. They had an aim, it was achieved, they went back. How much pressure USSR or USA & UK put seems to be unknown, but it must have been there. And lets not forget Nehrus famous line that my heart goes out to the people of Assam. He was ready to abandon the East. Who gave him inputs to say such a dastardly thing? Certainly not Thapar. Defence minister Krishna Menon was undoubtedly the most arrogant man of the subcontinent, but there are many other arrogant personae in the saga of 1962. One was BN Mullik, the Intelligence Chief (IB director) who kept repeating ad nauseam: “The Chinese will not attack”; then Lt Gen BM Kaul who announced to the world that a new Corps (4 Corps), composed of himself and a couple of staff officers, would have no problem to get the Chinese out.

Total No. of vacancies – 36
Eligibility:
(a) Candidates must be BDS (with minimum 55% marks in final year)/MDS from a College/University recognized by Dental Council of India (DCI). (b) Should have completed one year rotatory Internship recognized by DCI by 31 Oct 2012.

New Delhi, Oct 2 (IANS) MRO (maintenance, repair, overhaul) is a concept hitherto confined to the civilian aviation sector. Now, an industry lobby is promoting this as a means by which the Indian Army can cut down its maintenance costs and improve its operational preparedness.
"A modern army's equipment readiness has to be sustained at high levels to meet the demands of a complex and uncertain operating environment. This becomes crucial since the Indian Army is looking at capabilities for quick deployment, reducing repair cycle time, inventory overhang and repair costs," an official of the Federation of Indian Chambers of Commerce and Industry (FICCI) explained.
"The Indian Army's modernisation strategy is focused on acquiring capabilities that will enable it to succeed in any operation today or in the future. Operational sustainment of weapon systems aims to retain these capabilities throughout its lifecycle.
"The proliferation of land weapon systems across the complete spectrum in the military necessitates effective implementation and integration of an MRO environment so as to keep the user in a state of mission readiness 24x7," the official said. Toward this end, FICCI and the Indian Army's Corps of Electronics and Mechanical Engineers (EME) Monday announced that the first international seminar on MRO in Land Systems would be held in New Delhi on Dec 3-4.
The seminar aims to institutionalise measures for the Indian Army adopting MRO for its land systems "through forging strong public private partnerships, so as to ensure military equipment meets operational requirements in a cost effective manner", the official said.
The seminar will bring together MRO domain experts, IT solution providers and stakeholders from industry, including policymakers, regulators and manufacturers, to deliberate on and help evolve the MRO policy systems for land systems that will achieve the stated objectives of mission readiness.

Generally this cycle of operation is meant to defraud the exchequer- inflated bills, bribes, commissions- resulting in poor quality or substandard products or stores with 100% failure rate within a few months. Encouraging this practise is anti- national and let down of our troops. There are numerous scandals like tents, boots, blankets, motor vehicle parts, spurious stationery, defence stores, the list is endless. Even grants for training is fudged. Celebrities conferred honorary ranks absent from annual parades

Navy decides not to confer honorary ranks henceforth
Dehradun: In a significant move, the Indian Navy, after sensing the apathy of the honorary-rank holder celebrities towards armed forces, has decided to not to confer anyone with these prestigious ranks henceforth.
Navy has concluded that the celebrities previously conferred with such ranks have remained apathetic towards the armed forces. Chief of Navy staff, Admiral DK Joshi said that the Indian Navy is now not in favour of conferring prestigious titles to the civilians.
Recently, following the footstep of cricketer Sachin Tendulkar, Indian cricket team captain MS Dhoni, who also holds the honorary rank of Lt-Colonel in the Territorial Army, had chosen to give a miss to the Army’s annual parade ceremony. Last year, Dhoni was conferred with the honorary rank of Lt-Colonel in the Territorial Army amid much fanfare.
Tendulkar was inducted into the Air Force as an Honorary Group Captain in September 2010.
The absence of Dhoni and Tendulkar from their respective organisational events had sparked off a debate on whether the celebrities should be conferred such titles or not. The Ministry of Defence had started conferring such titles to the celebrities in a bid to attract the youths for opting defence as their career. But the non-participation and non-commitment of these celebrities towards their duties have caused disappointment which has culminated into the fresh decision of Indian Navy to stop honouring any celebrity with these titles. You must have seen in all the TV channels last night and read in today’s newspapers as to how the government has “ANNOUNCED A BONANZA OF Rs2,300 CRORE TO THE FAUJI BHAIES” by granting them the long pending demands of OROP (One Rank, One Pension). Nothing can be further from the truth. I shall just high light a few points, since typing with five thumbs is a problem for me...

Secunderabad: The shop owners in Secunderabad cantonment -- particularly in Trimulgherry and Lal Bazar -- are selling commodities 'procured' from the canteen stores department (csd) managed by different units of army.
The csd services are for serving defence personnel, retired army personnel and their dependents and civilians who work in defence establishments. some of the shop owners in the cantonment purchase the essential commodities like soap, toothpastes, shampoos and oils on the cards of the defence personnel and sell them at the market rates.
The csd seal can be seen on the commodities sold by the shop owners at Trimulgherry and Lal Bazar. goods like fans, suitcases, pressure cookers, mixer grinders and stoves are purchased from the csds at subsidised rates and sold in the open market in Secunderabad cantonment. the central csd depot of the army at Trimulgherry supplies the commodities to more than 50 csds in the cantonment. As the difference between the market rate of a commodity and the subsidised rate at the csd is nearly 25 per cent, shop owners who sell them get a good profit. the supplies department of the army conducted raids on several csds in July. in the raids, the canteen cards with names included unauthorisedly were recovered.

The state of morale in the armed forces in general, and the Army in particular, should be a cause for worry because of the latter’s rapidly declining combat capability. Moreover, an Army with low morale, insufficient manpower and lacking in the required combat equipment is a recipe for national disaster at the hands of foreign invaders.
The recent Supreme Court ruling giving “rank pay” to those officers who were in military service between 1986 to 1996 following a 25-year-long court battle by a few retired officers shows how this rank pay, given by the fourth Central Pay Commission (4th CPC), had been withheld by unaccountable bureaucrats, who had issued the final implementation orders. Even if the rank pay is finally given in the coming months, many of those eligible have passed away or are bed-ridden, and, many had received lower pension also. Today, there are 39 unresolved anomalies from the 6th CPC, which gave its award in 2008...
The Army, for its part, needs to set its own house in order, weed out corruption, reward merit and concentrate on regaining its past glory, which was based on pure professionalism, discipline and leadership. Can the Prime Minister do something drastic to improve morale and combat capability of the military?

Tatra Scam: MOD and AHQ taken for a tata ride

The Central Bureau of Investigation has strong reasons to suspect that Bharat Earth Movers Limited (BEML), through a memorandum of understanding with the Ravi Rishi-owned British company Tatra Sipox U.K., during the tenure of the suspended BEML chief V. R. S. Natarajan, allegedly partially surrendered the manufacturing rights of all-terrain Tatra trucks in 2003. The agency might now seek the opinion of the authorities concerned to verify the suspicion.
Investigations into the alleged irregularities in the supply of the trucks through BEML to the Indian Army have so far revealed that based on the 1986 and 1997 agreements with the manufacturers, BEML had gained exclusive rights to manufacture the trucks in India. However, through an MoU with Tatra Sipox U.K. in February 2003, it is alleged that the manufacturing rights were partially surrendered by excluding the axle part of the truck.
The CBI probe has revealed that the public sector unit had in 1986 entered into an agreement with Tatra of the erstwhile Czechoslovakia for supply of Tatra T815 trucks. Simultaneously, under the agreement, documents on technological know-how pertaining to the manufacturing of the trucks were also bought for Rs. three crore. It was agreed that BEML would progressively indigenise the trucks and the target was fixed at 85 per cent indigenisation by 1991.
However, when Czechoslovakia split into the Czech Republic and Slovakia in 1993, the manufacturing company also split into two. While the one manufacturing 70 per cent of the product was renamed as Tatra AS, the other was called Vab Sipox. According to agency sources, investigations revealed that Vab Sipox was gradually privatised and 80 per cent of the company was taken over by Josef Majsky, who allegedly had prior business links with Ravi Rishi.
During the turbulent phase, the supply of trucks was hit, and subsequently Ravi Rishi’s Venus Projects bagged one order of 100 trucks from BEML. It is alleged that Venus was awarded the contract despite the fact that it was neither a manufacturer nor its subsidiary, but a marketing company. In 1994, CBI probe revealed that Venus and Tatra Sipox allegedly came together to set up Tatra Sipox U.K. through a 50-50 partnership. Later, the company was allegedly taken over by Mr. Rishi.
The Slovak-based company, which earlier manufactured the truck axle and backbone tube part, during the correspondences with BEML, allegedly started exerting that BEML could not manufacture the axle as it was a patented product and thus had to be imported.
The agency has found that the agreement for supply of the truck components that was renewed in 1997 reinforced the exclusive manufacturing rights of BEML in India. Also, it allegedly mentioned that the technological know-how documents had been transferred to BEML.
However, soon after Mr. Natarajan took over as BEML chief, the PSU entered into an MoU with Tatra Sipox U.K. allegedly excluding the rights to manufacture the truck axle, thus partially surrendering the manufacturing rights. “The BEML was supposed to import only the components and manufacture the trucks on its own,” said a CBI source.
Investigations have also revealed that BEML had also developed a prototype of the Tatra truck axle, but it was not allowed to further develop it and was allegedly forced to import the axle, causing huge losses to the exchequer. Interestingly, agency sources said the then Secretary Defence Production had then raised objections asking cancellation of the 2003 MoU. However, the objections were ignored.
On the issue of the alleged surrendering of manufacturing rights, BEML Chief of Public Relations B. S. Sridhar said over the phone that he did not know anything about it. Several attempts to contact Mr. Natarajan also did not elicit any response.

By means of a constitutional amendment Defence Secretary and defence minister of our country should be nominated by the president among the serving/retired defence officers.Only then true representation and redressal of grievances of the forces can be achieved. As for OROP is concerned, we have no other way than continue struggling till we achieve our goal.

The so-called improvement in pension is to avoid being castigated by the supreme Court and being asked to pay interest on the arrears. Even now ex-servicemen should fight for the arrears with interest. During the implementation of the 6th CPC the Babus twisted the recommendation of the Pay Commission and gave a pension equal to the minimum of the Pay Band instead of minimum of the pay fixed in the Pay Band. This is is similar to the cheating of the award of the 4th Pay Commission. To avoid paying arrears and interest therein they have quietly tried to palm this off as OROP or a step towards it. Ex servicemen should fight for the arrears and any delaying tactic by UOI should be punished by a higher rate of interest on these arrears. What has been announced is a lame attempt to fool people and to close the gates for a judicial solution. How Mr.Anthony and the PM got fooled by these crooked and cunning Babus beats one hollow. All these recent incidents prove that the Government is not serious about the Defence of this country. This is what will happen if we have an Italian waitress heading a Party who acts as an extra-constitutional centre of power. All in all this, country needs a bitter war to set matters right and our poor voters who are still in the 19th Century wake up to the reality when they vote. The people should not join the Armed Forces until an assurance is given that there will be no more cheating of this sort by bureaucrats.

The central government has finally concurred OROP issue, a big thanks goes to them for their efforts, but no way it’s acceptable to Ex-servicemen as the core issue has not been looked into. Our bureaucrats, Defense minister and Prime minister are jointly misleading the entire nation on the issue by giving wide propaganda that Rs 2,300 crore pension package has been announced for ex-servicemen. I strongly have a doubt maybe it could be an advance election campaign foreseeing the political situation which will happen in near future. The treatment is just like throwing bones to barking dogs. The long plea for justice that is going on for more than two decades has been totally ignored and they say it will be done phase by phase. When the next phase comes how many will be alive and how many in the graveyard? It would be great if you could account for this query raised? (Ex-Sgt Ravindran Nair)

Lt Col Shourie To win over the Ex-Service Men votes the UPA II has enacted a drama which is going to prove very counter-productive. It is not understood as to why the RM, FM and PM are easily taken for a ride by shrewd Babus and make fool of them ( politicians ). The struggle for justice will continue and may be the next Govt ( without Congress ) may understand the real issues, the OROP and take the credit and win over the armed forces including Ex-Service-Men. Government tried to boast wrongly and misleadingly on the issue: However, no-doubt, the Ex-servicemen will be benefited, but not at all to their satisfaction as being projected the matter more politically and not realistically without giving the details in earlier reports. It is clear that fight of ex-servicemen for ‘one rank, one pension’ is not over and their frustration for the reason has to remain intact against political ruling class as well as against bureaucrats. The government (any party) response towards the serving of retired defence personnel is doubtful. They promise and when they come to power forget it. It will demoralized our defence to perform their duties faithfully and honestly. I think this govt. is dump & deaf and most of the ministers are busy to find the way to make big Ghotala.
