Adarsh scam: CBI arrests Maharashtra Finance Secretary Pradeep Vyas

Mumbai: The Central Bureau of Investigation (CBI) on Wednesday arrested IAS officer Pradeep Vyas in Mumbai in connection with the Adarsh housing society scam. Vyas is currently posted as the Finance Secretary of Maharashtra and is also a former collector on Mumbai.
This takes the number of arrests in connection with the housing society scam to seven.
The arrest has come a day after the CBI held three former government employees – Defence Estate Officer R C Thakur, Brigadier (retd) M M Wanchoo and former deputy secretary in Maharashtra Urban Development Department, P V Deshmukh – on Tuesday.
Thakur, Wanchoo and Deshmukh were on Wednesday remanded to the CBI custody till March 31.
Their arrests followed a censure by the Bombay High Court of CBI for not taking action against those who were allegedly involved in the scam.
The accused have been arrested under the provisions of IPC, Prevention of Corruption Act and Benami Transactions Prohibition Act, said CBI special prosecutor Ejaz Khan. (With Additional Inputs from PTI)

Gang arrested with stash of fake certificates, seals
Washermenpet police on Sunday busted a four-member gang that made fake government certificates, ration cards and school mark sheets. Over 800 certificates, government seals and screen printing boards were seized.
According to Washermenpet police sources, those arrested were Jayaraman (64) and Perumal (74), both from Royapuram and Duraipal (50) from Ponneri and Moorthy (48) from Tiruvottiyur. Duraipal and Moorthy who have screen printing expertise used to forge all kinds of government certificates, including Community, Birth and Income Tax certificates, and also Standard 10th and 12th mark sheets.
Jayaraman and Perumal used to hang around government offices and target people who came to obtain government certificates, sources added. “The two men would offer to get the certificates for the victims in a few days after collecting the details. Duraipal and Moorthy would then print the necessary certificate at a screen printing press in Tiruvottiyur or their homes and hand it over to Jayaraman and Perumal. They would in turn sell the fake certificates as real for a price ranging from Rs.500 to Rs.1,000 each,” said T. Veera Kumar, Inspector of Police, Washermenpet.
Following information provided by Arun Kumar (28) of New Washermenpet, regarding two men offering to get a birth certificate outside the Corporation Zonal office in Basin Bridge, a Washermenpet police team arrested Jayaraman and Perumal.
Duraipal and Moorthy were also arrested and more than 800 fake government certificates, 28 seals with government stamps of various departments and schools and 19 screen printing boards used to make the certificates were seized, police added.
The men were remanded to custody and sent to Puzhal prison on Monday. Police are identifying those persons who purchased the fake documents from the gang

Fake transfer orders finally lands in conviction

New Delhi: A former telecom department official has been sentenced to three-and-a-half years in jail for forging letters in the name of the then Prime Ministers Atal Bihari Vajpayee and H D Deve Gowda to get a transfer to Sagar in Madhya Pradesh where his family was staying.
Additional Sessions Judge Narinder Kumar convicted former senior assistant Gurdeep Singh, along with three of his accomplices, noting that he not only forged the letters but faxed them to his seniors in the telecom department in Madhya Pradesh from the National Human Rights Commission (NHRC) office here to hoodwink them.
The court convicted Singh for committing forgery in collusion with Manoj Kumar, the driver of erstwhile private secretary to Gowda and two NHRC sweepers, Ashok Kumar and Sanjay Kumar.
The four persons had utilised letters written by the two former PMs to the then NHRC Chairman Justice M N Venkatachaliah to "cut and paste" the National Emblem and lift signatures of Vajpayee and Gowda to make a recommendatory letter for his transfer from Chattarpur to Sagar, where his wife, a school teacher, was residing.
The trial in the case saw some top bureaucrats from the Prime Minister's Office (PMO), the telecom department and NHRC appearing in the witness box and deposing.
The court convicted Singh and sentenced him to three-and-a half year jail term along with Rs. 30,000 as fine considering "all the facts and circumstances, the gravity of the offences and the modus operandi adopted by them in commission of crime, even by going to the extent of forging signatures of the two Prime Ministers of India".
The court also sentenced the other three accused to three years in jail along with a total fine of Rs. 40,000 on them.
Singh along with others had forged two "recommendatory letters" in October 30, 1998 and February 25, 1999 purported to have been signed by Gowda and Vajpayee and sent them to the Chief General Manager (Telecommunication), MP Circle, through fax along with application for transfer from Chattarpur to Sagar Division.
To prove Singh's guilt, the prosecution had examined 25 witnesses which included then Director in the PMO, additional private secretary in the office of two former PMs, the Deputy General Manager (Administration) Telecommunication, MP and officials working at NHRC.
"From the report of the expert and the discussions, this court comes to the conclusion that letters and accompanying application were forged, used and faxed from the office of NHRC, New Delhi to office of CGM Bhopal, as a result of conspiracy between Gurdeep Singh, Sanjay and Ashok Kumar and Manoj to get Gurdeep Singh transferred," the court said.
The court convicted them for offences punishable under section 468 (forgery), 471 (using forged documents), 120B (criminal conspiracy) and 420 (cheating) of IPC.

Struggling to meet the 11th Plan revised target of 62,000 MW of capacity addition from 78,000 MW, due to shortage of coal, non-availability of gas, high cost of imported coal and tardy pace of various power projects, the United Progressive Alliance-II government is preparing to unleash a second set of power sector reforms, including open access to consumers to choose their electricity supplier and restructuring of power utilities of seven major States — including Uttar Pradesh and Tamil Nadu.
The reforms come in the backdrop of a recent report that revealed that the accumulated losses of the power utilities across the country ran into Rs. 1.5 lakh crore and annual losses were around Rs. 55,000 crore putting a severe strain on the financial health of the distribution utilities. Prime Minister Manmohan Singh is likely to chair a high-level meeting to discuss the proposals aimed at unlocking the power sector and making it more attractive for private investment.
Report under way
The report on the reforms prepared by Planning Commission member (Energy) B.K. Chaturvedi is being finalised by Deputy Chairman of the Planning Commission Montek Singh Ahuwalia, and the Law Ministry. It is expected to be finalised by March 2012.
Under the recommendations on Open Access, the view is that distribution licences should inform all consumers of 1MW and above that they could choose their electricity supplier. Other suggestions are: State power utilities should provide power to open access consumers at negotiated rates and not regulated rates; the State Electricity Regulatory Commissions should specify reasonable tariffs to be charged by distribution companies for providing standby supply; State load despatch centres should be upgraded in a time-bound manner to enable open access and 25 per cent of discretionary allocation of 15 per cent of central public sector undertakings generation must be made available for direct sale to open access consumers.
Expert group set up
An expert group has been constituted under Mr. Chaturvedi to make an assessment of the cumulative losses of distribution utilities of the seven major States. It has been asked to suggest a strategy for capital restructuring of these power discoms, including commitment by other stakeholders like State governments. It would also suggest a roadmap and monitoring mechanism for implementation of above.

Chandigarh: If you want a Bachelor's degree in Science or the Arts, you don't have to be a student. A PhD? No problem. As long as you have some cash, you can get the degree of your choice. Exams, attending classes - that's old school.
The Artex Informatic Study Centre in Chandigarh doesn't sound very inspiring. It's a small set up, which offers Under Graduation and Post Graduation programs in the fields of Information Technology and Management Courses. Study centres are extensions of private universities offering courses and degrees. They represent one or more private universities in different parts of the country, but aren't regulated directly by the government.
Study centres like this one can be found all over Punjab...

Fake Pilots and Fake Passports- Is Air Travel Safe?
India may have 4000 'fake' pilots

New Delhi: Just a few days after Parminder Kaur Gulati, a suspended pilot of Indigo airline, was arrested on charges of faking her marksheet to get a pilot licence, another arrest on the same grounds has been made. This time around, Captain J K Verma, a pilot of the national carrier Air India has been arrested.
"We have arrested Verma. Investigations are on. We have been provided more names by the Directorate General Civil Aviation (DGCA). The scanner is on two more pilots - Meenakshi Sehgal of Indigo and Swaran Singh Talwar of MDLR," a senior police official said.
It all began after Parminder Kaur Gulati was grounded two months ago for violating landing norms. The matter was then reported to the aviation watchdog, the DGCA. The airline watchdog admits there was a lapse, but says 4000 pilot licences are now under fresh scrutiny.
"In the wake of the fake pilot scare, licenses of 3,000 to 4,000 pilots are being scrutinised by the DGCA," said Civil Aviation secretary Nasim Zaidi.
To get a licence, a pilot has to clear three subjects. But in Gulati's case, a probe by the DGCA showed she couldn't clear two papers, so she allegedly forged the marksheets.

MEA dishes out Fake Passports for a bribe
Chennai: The CBI unearthed a passport racket in Tamil Nadu being run allegedly in connivance with officials, arresting eight persons, including a woman officer. The accused, arrested in Madurai and Chennai, have been charged with issuing Tatkal passports based on forged and fake documents.
The investigating agency also recovered cash and other property to the tune of around Rs. 25 lakh from them. CBI teams conducted simultaneous surprise checks at the passport offices in Madurai and Chennai and arrested the officials and touts, a release of the agency said.
