UNGA Summit: Obama praises Anna's anti-corruption campaign
In his speech to the United Nations General Assembly (UNGA), Obama said, "We saw in those protesters the moral force of non-violence that has lit the world from Delhi to Warsaw, from Selma to South Africa."
Washington: The United States President, Barack Obama, on Wednesday praised the anti-corruption campaign launched by septuagenarian Indian activist Anna Hazare.
In his speech to the United Nations General Assembly (UNGA), Obama hailed the wind of change sweeping across the Middle East and the Arab world. He spoke of the will of the people around the world, who want to live in freedom and dignity.
Though he did not name Hazare in particular, he mentioned non-violent protests in various parts of the world, including India, seeking freedom and change.
"We saw in those protesters the moral force of non-violence that has lit the world from Delhi to Warsaw, from Selma to South Africa," Obama said.
Hazare's peaceful protest, which gained huge popularity across the country and among its people staying overseas, against corruption had recently forced the Indian government to agree to his conditions for a strong Lokpal (ombudsman).

All India Veterans Meet at Noida on 30 Aug 2009

ALL INDIA MILITARY VETERANS MEET AT NOIDA AT 10.30 AM ON SUNDAY, 30 AUG 2009
Respected Veterans,
Jai Hind.
The first All India Military Veterans Meet was held at NOIDA on 13 Aug 2008; and, IESM came into being that day. A year has since passed and a lot of water has since flown down the Yamuna. It is an accepted fact that thanks to IESM and its vigorous & resolute action by way of March for Justice, Fast for Justice and Deposit of Medals; that the issue of ONE RANK, ONE PENSION has been brought ‘Centre Stage’; resulting in the announcement by Her Excellency the President of India in her address to the joint session of Parliament, on 04 June 2009, that grant of OROP would be favourably considered. Well, it is another matter that the UPA Govt. on the advise of the Cabinet Secretary has been playing Ducks & Drakes with the Ex-Servicemen fraternity and has not acceded to our demand for grant of OROP. The Finance Minister’s announcement during the Budget session on 04 July, that a sum of Rs. 2100 Crores has been earmarked for OROP and that 12 lakhs ESM would be benefitted is only a small gesture, setting right the anomaly created at the time of the 5th Pay Commission. In so far as grant of OROP is concerned, it must be borne in mind that the struggle is going to be long & hard and ESM must remember the adage, “When the going gets tough, the Tough get going”.
It is with this as the background, IESM requests the presence of at least one retired Service Officer and a retired JCO/NCO/OR of the Army and their equivalents in the Navy or Air Force from each of the 600 Districts of the Country; or at least, one representative from all the major cities & towns of the Country, at the All India Military Veterans Meet at NOIDA, at 10.30 AM on Sunday 30 Aug 2009, to discuss & deliberate on various issues affecting Ex-Servicemen, courses or options open and to decide on the future course of Action(s), to energise the movement further.
One of the options being considered seriously is to organize PADAYATRAS by ESM from various State Capitals to Delhi. One can imagine the impact of such a move, if 50,000 to 100,000 ESM can be galvanized to enter Delhi on a particular day, from eight different directions, to show case our strength.
In the light of above, I on behalf of Veteran Lt Gen Raj Kadyan, Chairman of IESM, fervently pray & appeal to you all to make all out efforts to plan your move & reservation, so as to reach Delhi on the morning of 30 Aug 2009.

Dear Colleagues,
I could not watch the TV in daytime today. However, from around midday onwards there has been a flurry of telephone calls from different parts of the country on the President’s address to the joint session of the Parliament. Everyone is applauding the efforts of the IESM in getting OROP to the point that it has reached. I pass it on to my colleagues who weathered it out on the Jantar Mantar pavement.
The exact words used by the President in her address will be known only through the print media on June 5. However, one is happy that the government has considered OROP issue important enough to be included in the Presidential address. One also hopes that the OROP is sanctioned in full without riders so as to give the veterans a sense of justice.

IESM: Aims, Appraisal, Advisory and Achievements
What may be an eye opener to you today was known to me and my friends about a year ago. We all knew that something out of the ordinary had to be done. These babus think they are too clever by half. They and the mostly illiterate and many criminal politicos know only the lingo of power. Hence the use of power of vote. All else was tried and did not work. This in no way means politicising the armed forces. Faujis are credulous but not idiots. They have been taken for a ride because of their good faith. Now, they are aware of what has been done to them and they want to correct the aberrations. Even the Army Chief has advised every one and their families to register as voters at their place of posting and exercise their vote. Voting at the place of posting is a recent facility in lieu of the much criticised and misused postal ballot.
Gen Kadyan and a few other office bearers of IESM were invited by Secy ESM Welfare Dept to come and have a chat. At the end of the meeting, the Secy told Kadyan that till then he was not clear about OROP but after meeting the group he was now quite clear and well informed on the subject. A couple of months later, he had a similar meeting with IESL people and the bloody joker told that delegation exactly the same thing as he told Kadyan earlier on. What manipulators and liars they are !! No wonder they manipulate politicians and the courts and the Chiefs. Hopefully, no longer. Now, there are many many officers and PBORs who are ever ready to get after them and expose their evil deeds and designs. This calls for special treatment and we have to give them a dose of their own medicine.
Many of us officers say that agitation is undignified. Do you think crawling is dignified? It is not, per se. However, both officers and men crawl as a tactical move when facing the hostile enemy. So, there are many tactics to win the battle. Power of gun, or press/TV, or agitation or even voting and supporting a particular party. Doing nothing to rectify the wrongs done and talking like Lord Haw Haw is just not on, it will not help !!
IESM leadership and the core group have worked relentlessly and made everyone aware of their plight and how to go about correcting the wrongs done to us. They have toured Haryana, Punjab, Rajasthan, HP, UP and Bangaluru etc to address ESM rallies and strengthen the movement. Hats off to their perseverance, stamina and focus. They have truly followed the first principle of war viz maintenance of aim. Some of our friends have said harsh, ungentlemanly and unbecoming things about them, questioning their wisdom and even motives and honesty. Such 'wise' people can only criticise from their armchairs, without contributing in cash or with ideas or devoting any time for the cause. They just love to flaunt their obnoxious 'wisdom' and that is that. They have dubbed Kadyan a self styled chairman. Actually, by now he is like a hero for all ESM. I keep talking to my friends at various places in India and get inputs from them.
Who says I cannot advise you whom to vote for. However, it is up to you to accept or reject my advice. It is a secret ballot and one can refuse to divulge whither one's vote went. However, things have come to such a pass that out of the ordinary actions are called for. Let me remind every one that these actions are much better than physically taking up arms for then the country goes to dogs.
My info says that in many army messes, toasts have already been raised wishing BJP/NDA a grand success. Whether we will succeed or not, only the time will tell. Let us not forget that when Gandhi started his salt march, it was disdainfully dismissed by many a Lord Haw Haw; they averred that an anna worth of salt could not achieve much. The rest is history.
Talking of Brig Harwant Singh who had announced his intention to stand as an independent candidate from Chandigarh, he has discussed the matter in light of the latest developments and decided not to go into the fray. He will now advise all ESM and their families and friends to vote BJP and other partner parties of NDA. This wave is catching on all over the country. That is what I hear from my friends. Let us see, my friend, you and I may soon be out of your 'catch 22 situation'.
I became active in this movement around mid 2008. In October I decided to contribute Rs 50,000/= to partly meet the costs involved. I did it entirely on my own and because I was fully convinced that our cause was just and that the methods we wanted to adopt for furthering it were absolutely correct. We will win and deliver; I have no doubt about it, never had any right from day one. I am also glad to report that Cdr Pran Parashar, our patriarch naviator, spends about an hour or two on a daily basis at Jantar Mantar venue. He has been an inspiration to many.
I have just checked on the websites of indiaveterans and militaryveterans. My first piece appeared in May 2008, to date I have made about 400 contributions to these two sites. My thrust has been mainly on the following lines:
Don't remain credulous, become street smart. You are facing very wily babus and politicos. They are totally selfish, manipulative and divisive. We have to beat them at their game.
Involve PBOR in our movement in a big way. They are the bulk of ESMs and they should be the backbone of this movement.
The destinies of those in active service and those who have retired are interlinked and intertwined. Let no show of dismay at the ESM 'taking to the streets' deter us. Let us not fall prey to this 'divide and rule' stategem.
We are 2 million ESMs. This vote bank figure could be over a crore if we count our families and friends. If all serving personnel and families register their votes at the place of their posting, another crore odd votes could be added after adding their friends also. We should support a party that supports our demands. We should also put up our ESM candidates from big cantonment towns. 'even if we return a dozen odd ESM MPs, we would have arrived'.
Our movement has come a long way and, contrary to what some say and desire, it will stay on. It will force the toady orgn IESL to join us. It will truly look after the genuine needs of veterans. As it is, many many are leaving IESL and joining IESM.
The sit- in dharna and relay hunger strike at Jantar Mantar is being wound up for the time being. The core group will work from the IESM office in Gurgaon, re-assass the situation and concentrate on enlisting more members and generally spreading awareness. Further action will be taken after the election results are out.
Lastly, comments from you and others are most welcome. They can be helpful, they can be nasty, they all are welcome. This feed back will help IESM in its future endeavours.

IESM Advisory: Voice of 20 lakh Jawans
Dear Kamboj Sir,
The silent and dignified protest of ESM at Jantar Mantar, New Delhi was concluded after 118 days of hunger and relay-hunger strike. Like all great things, we made a humble beginning with a few hundreds, soon became a thousand, then many thousands on the 8th of February 2009 and many many thousands on 12th April 2009. We cannot forget those initial days when Gen Kadyan used to tell us all to be prepared for a long and hard battle. It was this unwavering long term vision of Lt Gen Raj Kadyan, Maj Gen Satbir Singh and all members of the core group that this mission has reached such great heights and has become a national phenomenon. And we have no doubt in our mind that not too far from now these thousands will convert to Lacs and even Crores. “Abhi To Ye Angdayi Hai, Aage Badi Ladayi Hai”. “Kaarwaan ab nikal pada hai Gen Kadyan ke naitritva me. Ab rokey hum nahin rukengey, badhey chalengey har or se”
With respect, I find it rather amusing to hear all kinds of comments about the mission (and the latest election advisory to be specific) from ESM who have no idea about the ground realities. How much value can one attach to comments made while sitting in an air conditioned office when those who make such offensive comments have not even visited the actual Jantar Mantar site and have not witnessed the plight of thousands of ESM all across the nation. I request such ESM to think before they write letters. Gen Kadyan so humbly mentioned in his email last night that the value of an argument lies in its content and not the shrillness of the tone. And while I totally respect people having their own personal opinions, it is probably best that they don’t share it at a forum where it may harm the mission.
The recent advisory clearly and explicitly mentions that while it is advised that all people associated with this mission justice for defense forces vote for BJP (and its allies), those who think differently may do so. This decision has been taken after a lot of thought going into it and those who do not accept it please do not talk about it here at this forum. And especially if you do not have any idea of what this mission really is about! This mission is about justice, respect and equality. It’s about those thousands who served the country selflessly and are now counting on this mission to bring justice to them which has been denied for years and years.
I had the opportunity of visiting and addressing ESM at the Kanpur, Lucknow and Varanasi IESM rallies along with Gen Satbir, Gen Renjan and Col Bhardwaj. As also, I addressed ESM in Buxar, Patna and Arrah. I have interacted with thousands of ESM and I have personally met hundreds of officers, JCOs and jawans of all arms (and civilians too!) at Jantar Mantar. Everyone supports our cause and deeply appreciates Gen Kadyan and the rest of our leadership. I feel deeply grateful and blessed to work for this mission under this able leadership where ranks and terms like Officers, JCOs and Jawans have become obsolete and we have all come under one banner – The Indian Ex-Servicemen Movement. This is probably the first time in the entire history of Indian Armed Forces that all ranks and all arms have come under the same flag for a noble cause.
So again, please do not criticize our leaders, do not comment on there integrity and leadership capabilities. They have brought us here and they will, most definitely, make this mission successful.
Again, with respect, I suggest all of those who still have questions, to read the announcements made at the Maha Rally carefully. Instead of being under immense pressure and inputs coming from all directions with differences of opinion, the advisory was so beautifully, intelligently and firmly announced, taking into account all possible factors. After the advisory was issued, our faith in the leadership increased a million times.
The way we see it, we’re looking very very good. Better than ever. Nothing and no one can stop us now. Let us ignore the negative comments and let us carry this mission forward as one strong team comprising of all officers, JCOs and jawans from all arms.

हाल की सलाहकार साफ और स्पष्ट उल्लेख है कि जब यह सलाह दी जाती है कि सभी लोगों को भाजपा के लिए सुरक्षा बलों को वोट के लिए इस अभियान को न्याय के साथ (और उसके सहयोगियों संबद्ध), जो अलग तरीके से ऐसा कर सकते हैं लगता है. इस निर्णय की एक बहुत बाद में जा रहा है और जो लोग इसके बारे में यहाँ इस मंच पर बात नहीं करते कृपया स्वीकार नहीं सोचा लिया गया है. और विशेष रूप से यदि आप इस अभियान के बारे में सच क्या है कोई अंदाजा नहीं है! इस अभियान के बारे में न्याय, सम्मान और समानता है. यह जो नि: स्वार्थ और देश की सेवा अब इस मिशन पर उन्हें जो साल और साल के लिए मना कर दिया गया है न्याय लाने की गिनती कर रहे हैं उन हजारों के बारे में है.

The silent and dignified protest of ESM at Jantar Mantar, New Delhi was concluded after 118 days of hunger and relay-hunger strike. Like all great things, we made a humble beginning with a few hundreds, soon became a thousand, then many thousands on the 8th of February 2009 and many many thousands on 12th April 2009. We cannot forget those initial days when Gen Kadyan used to tell us all to be prepared for a long and hard battle. It was this unwavering long term vision of Lt Gen Raj Kadyan, Maj Gen Satbir Singh and all members of the core group that this mission has reached such great heights and has become a national phenomenon. And we have no doubt in our mind that not too far from now these thousands will convert to Lacs and even Crores. “Abhi To Ye Angdayi Hai, Aage Badi Ladayi Hai”. “Kaarwaan ab nikal pada hai Gen Kadyan ke naitritva me. Ab rokey hum nahin rukengey, badhey chalengey har or se”
With respect, I find it rather amusing to hear all kinds of comments about the mission (and the latest election advisory to be specific) from ESM who have no idea about the ground realities. How much value can one attach to comments made while sitting in an air conditioned office when those who make such offensive comments have not even visited the actual Jantar Mantar site and have not witnessed the plight of thousands of ESM all across the nation. I request such ESM to think before they write letters. Gen Kadyan so humbly mentioned in his email last night that the value of an argument lies in its content and not the shrillness of the tone. And while I totally respect people having their own personal opinions, it is probably best that they don’t share it at a forum where it may harm the mission.
The recent advisory clearly and explicitly mentions that while it is advised that all people associated with this mission justice for defense forces vote for BJP (and its allies), those who think differently may do so. This decision has been taken after a lot of thought going into it and those who do not accept it please do not talk about it here at this forum. And especially if you do not have any idea of what this mission really is about! This mission is about justice, respect and equality. It’s about those thousands who served the country selflessly and are now counting on this mission to bring justice to them which has been denied for years and years.
I had the opportunity of visiting and addressing ESM at the Kanpur, Lucknow and Varanasi IESM rallies along with Gen Satbir, Gen Renjan and Col Bhardwaj. As also, I addressed ESM in Buxar, Patna and Arrah. I have interacted with thousands of ESM and I have personally met hundreds of officers, JCOs and jawans of all arms (and civilians too!) at Jantar Mantar. Everyone supports our cause and deeply appreciates Gen Kadyan and the rest of our leadership. I feel deeply grateful and blessed to work for this mission under this able leadership where ranks and terms like Officers, JCOs and Jawans have become obsolete and we have all come under one banner – The Indian Ex-Servicemen Movement. This is probably the first time in the entire history of Indian Armed Forces that all ranks and all arms have come under the same flag for a noble cause.
So again, please do not criticize our leaders, do not comment on there integrity and leadership capabilities. They have brought us here and they will, most definitely, make this mission successful.
Again, with respect, I suggest all of those who still have questions, to read the announcements made at the Maha Rally carefully. Instead of being under immense pressure and inputs coming from all directions with differences of opinion, the advisory was so beautifully, intelligently and firmly announced, taking into account all possible factors. After the advisory was issued, our faith in the leadership increased a million times.
The way we see it, we’re looking very very good. Better than ever. Nothing and no one can stop us now. Let us ignore the negative comments and let us carry this mission forward as one strong team comprising of all officers, JCOs and jawans from all arms.

Veterans’ protest

It is true that the defence forces have their conduct rules and are known to those who intend to join the services (Letters to the Editor, “Veterans’ agitation” by Neeraj Kishore Sharma, April 7). But does it mean that the armed forces have to be mute spectators to their continuous degradation in status and pay vis-a-vis other government employees as has been happening in India over the past decades? The Sixth Pay Commission was the proverbial last straw on the camel’s back.
Serving in defence forces may not be mandatory but so is the case in other departments of the government. If the civilian employees can indulge in agitations on flimsy grounds, why can’t the retired defence personnel take recourse to peaceful protests to highlight the injustice and humiliation being routinely heaped on them? Are they bonded slaves or lumpen elements to be shooed and snubbed at will?
“One rank, one pension”, the main demand of the veterans, is a sensitive issue because of the specific ethos of the defence personnel and the very early age at which most of them are edged out and made to retire as compared to the civilians.
Frankly, a nation that ignores and insults its soldiers, sooner or later comes to grief. Do we want this to happen to India?

IESM: Fast for Justice- hundred and sixteenth day

Jantar Mantar venue continues to remain active.
Maha Rally 12 April 09
Every Core Gp member has been working hard for the Maha Rally starting at 1100 hours, 12 April 2009 at Jantar Mantar. Today was the penultimate day, spent in proverbially dotting the ‘i’s and crossing the ‘t’s. There has been a continues inflow of calls from ESM all over India conveying their arrival details. This includes Thanjavur, Chennai, Lucknow, Bangalore and many places closer. Ahmadullah Khan and Rashid from LAC areas of J&K called up to express solidarity of all with the Movement and regretting that they cannot reach. From all indications it should a mammoth gathering. I am sure all those subscribing to the belief that the ESM have had an unfair deal, will be there.

I would like to point out that this is an issue that has been around for a while but with it being Remembrance Day today I thought it was appropriate to share this with the world. This story is about a Canadian soldier but how many in the world can say that it could not be about one of their sons or daughters.

An article which appeared in Deccan Chronicle (Hyderabad) during Mid October, 2008 written by Vice-Admiral Arun Kumar Singh who retired as Flag Officer Commanding-in-Chief of the Eastern Naval Command, Visakhapatnam is timely and needs to be made use of during the rally being held on 12th April, 2009.
Relevant extract is given below :
“India’s said history of lack of strategic vision and its inability to protect the wealth its entrepreneurs have traditionally generated resulted in about 1,300 years of foreign invasions, slaughter and subjugation, Progressively destroying the morale and respect of the military, in 61 years since Independence, will result in history repeating itself.
The three wise ministers reviewing the armed forces’ pay, may like to remember this letter written in 320 BC by Kautilya (author of Arthasashtra) to Emperor Chandra Gupta Maurya: ”… My Lord, the day the Mauryan solider has to demand his dues, or worse, plead for them, would neither have arrived overnight nor in vain. It will also bode ill for Magadha. For then, on that day, you my Lord, will have lost all moral sanction to be king! It will also be the beginning of the end of the Mauryan Empire!!”. I sincerely hope that a placard can suitably be designed and displayed at the Rally for wide publicity.

I have reconfirmed from Rashtra Pathi Bhawan. They would be ready to receive the medals on 12 April at 1530 hours as we have requested. The President would reportedly be out of town. Based on my specific query they confirmed that she has been informed of the 12 April depositing of medals. Delhi Police has been sensitized to the need for security in view of the prevailing scenario. I have assured them the participants would fully cooperate in enforcing security measures.

SCPC: Blue Ribbon Commission for the armed forces

This writer is not about to argue the case of the ESM, but a brief summary of events would help to orient the reader. In early-2006 when the Sixth Central Pay Commission (CPC) loomed into sight, the Service Chiefs, individually and collectively, through the Chiefs of Staff Committee (COSC), appealed to the Defence Minister, on the basis of bitter past experience, that a service member be included in the CPC.
This request having been declined, when the CPC Report was released in 2008, the services found to their dismay that the recommendations expectedly contained many glaring anomalies impacting adversely on serving personnel as well as ESM. At the persistent urgings of the Service Chiefs, a Review Committee was constituted; ironically yet again bereft of a service representative. The Review Committee aggravated the anomalous situation by arbitrarily making some further unwarranted modifications.
A series of instructions were issued by the Defence Accounts and pension disbursing authorities which were self-contradictory and compounded the prevailing confusion as well as unhappiness. While the Chairman, COSC, took up the issues relating to serving personnel with the Government, the ESM became convinced that since no one was listening to them, they had no choice but to adopt agitational methods. They have, therefore, taken to the streets since April 2008.
Military veterans, world-wide are objects of spontaneous respect, affection and admiration because they are national symbols of courage, patriotism and sacrifice; a segment deserving of special consideration by the government. The grievances of our ESM, should, therefore, have been handled with far more sensitivity and responsiveness, than they actually were.
The current ESM movement has been able to mobilise opinion country-wide and gather self-sustaining momentum, mainly due to connectivity provided by the Internet and cellular phone networks. While the MoD seems to have adopted a disdainful and detached stance towards their grievances, the ESM roll-on agenda now encompasses canvassing political support for their cause, and even the formation of an ESM political party which will put up candidates for the forthcoming Lok Sabha elections.
Thus it is now obvious that, while the nation slept, the process of “politicisation” of our armed forces is well under way, if not complete. The Sixth CPC has also inflicted serious collateral damage by deepening the existing civil-military chasm and thereby further slowing down the languid functioning of the MoD.
As a former Army Chief has pointed out, the ESM retain “an umbilical connection” with the serving personnel; they hail from the same regions or neighbouring villages and often belong to the same family. In any case, the Services and ESM are one big family. No one should have any doubts that the essence of whatever happens at Jantar Mantar or India Gate will slowly but surely filter back by a process of “reverse osmosis” to the men in uniform.
Were this to happen — even by default — it would constitute the most grievous injury to be needlessly inflicted on itself by the Indian state. India’s democracy requires that the armed forces must be restored to their original pristine apolitical state at the earliest.
The surest way of doing this is to remove the ESM from the streets, and the best means would be to constitute a Blue Ribbon Commission to examine and address their grievances. This can be done right now, because the Election Commission’s Model Code of Conduct does not come in the way.

The demand for one-rank, one-pension (OROP) raised by ex-servicemen has taken on a political hue with the National Democratic Alliance’s (NDA’s) prime ministerial candidate, L K Advani, promising that the BJP would fulfill this demand if voted to power.
Addressing retired soldiers in the capital on Thursday, Advani said the current policy of different pensions for two individuals retiring after equal length of service and from the same rank is “illogical.”
Under the existing system, a havaldar who retired before January 2006 receives Rs 5,239 as pension, but another soldier of the same rank and who retired after 2006 receives Rs 8,030. The BJP would make the OROP demand a part of its election agenda and would “insist” that its NDA allies would approve of this demand, said Advani.
India’s national security and the honour of the tri-services, which provides that security is paramount for the BJP, as reflected in its “costly” decision to conduct nuclear tests soon after coming to power in 1998, said Advani.
Similarly, despite the so-called burden on the exchequer due to the implementation of the OROP, the BJP would go ahead since the “problem is not about inadequacy (of money) but of inequity,” he added.
So far, political parties have taken note of the OROP demand, but it has remained only in their election manifestos. The Congress too had listed it in its 2004 manifesto, but the United Progressive Alliance government did not fulfill the demand.
In a report tabled in Parliament by the Standing Committee on Defence, the Ministry of Defence (MoD) said it’s “unfeasible to accept the (OROP) demand” due to “additional financial liability and repercussions elsewhere.”
As per MoD estimates, instead of Rs 460 crore an annum allotted for providing pension for ex-servicemen, Rs 1,200-1,300 crore would be spent if the OROP demand is met.

After all politicians are and shall remain politicians. LKA is drawing mileage from our fight for 'OROP' without making any firm commitment. Mark what he has said as quoted by Gen Kadyan:
"They would be able to pursuade their allies (meaning NDA) and implement OROP."
This is no commitment leave alone firm commitment. Afterwards he would say we tried to pursuade but the allies do not agree!
When a politicians says 'yes' he means perhaps, when he says 'perhaps' he means 'No' and when he says 'No' he is not a politician.
So beware of the politicians.

Bangalore: Several ex-servicemen from Bangalore, Chennai, Coimbatore, Trichy, Tanjore, Madurai and Vellore will assemble at the Mahatma Gandhi statue on M G Road on Sunday to participate in a march for justice around Chinnaswamy Stadium.
They plan to surrender their most precious possession, service medals, to the President as a mark of protest against the callous treatment meted out by the government of India in not acceding to their earlier demand of `One Rank, One Pension'.
To live after retirement with honour and dignity, the ex-servicemen want the interests of old pensioners protected. Veteran Colonel S S Rajan said: "In civil services, a police constable serves comfortably till the age of 60 and retires in a much higher position with a larger pension. However, 85% of sepoys retire just after 15 years service.''
"Most civilians who retire at 60 years live to see only one more pay commission, considering longetivity to be 70-75 years. A jawan lives to see nothing less than four pay commissions. It is the older pensioners of the Army, Navy and Air Force who are worst affected,'' he added. MP Rajeev Chandrashekar will participate in the march.

New Delhi, March 10 (IANS) Continuing their long-running fight for “one rank, one pension”, ex-soldiers have met President Pratibha Patil, the supreme commander of the armed forces, and reiterated their demand for pension parity. A seven-member delegation of the Indian Ex-Servicemen Movement (IESM) submitted a memorandum in this regard to Patil late Monday evening.
“The president patiently listened to the delegation’s briefing on the demand and reasons behind it. We presented the memorandum requesting her intervention in the matter,” Maj Gen (Retd) Satbir Singh, who is vice chairman of IESM, told IANS Tuesday.
Several soldiers earlier returned their gallantry and distinguished services medals to the president to register their protest against the government’s continued apathy to their demand.
IESM is demanding that irrespective of the date on which a soldier retires, he should get equal pension at each rank for the same length of service with the amount rising every time there is a wage revision.
The ex-servicemen are upset at the recommendations of the Sixth Pay Commission, which did not address the “one rank, one pension” issue.
The government continues to reject the demand on administrative and financial grounds.

ESM: Brief on legal issues affecting Veterans
1. There appear to be some doubts and lack of information on the Legal aspects of our case for enhanced pensions and a large number of us are not aware of the important judgments and the prevailing law in the matter. I had received several queries at the AGM and thereafter. I have therefore prepared this brief for the guidance and information of interested members. I may mention that there have been umpteen judgments dealing with pensions (both civil and military) but the three landmark judgments by the Supreme Court, the 1982 Nakra case, the 1991 in the case filed by the IESL and the Sep 2008 judgment in the Maj Gen Vains case.
2. What are we seeking and what is OROP? OROP is a generic term for Pension Parity for the same rank and same Length of Service and this terminology has to be carefully articulated and used. As you will see later, in the 1991 judgment, the SC has turned down OROP as everyone in the same rank with different lengths of service and different ages of retirement cannot be logically equated and the parity it had sought with the serving community with back emoluments was also not agreed to. As a matter of interest, the financial effect of Pension Parity (OROP) was officially estimated at Rs 600 crores per annum in 2004, as per the records of a parliamentary committee which examined the issue. This figure would have increased due to inflation during the last four years but is not that exorbitant.
3. It may also be mentioned that, as communicated to the members earlier, the SC has dismissed the appeal filed by the Government in the Maj Gens Case and Government response to the directions in the final judgment is awaited. Further, some members felt that the MOD/GOI will take shelter behind the matter being subjudice if we went to the SC at this stage. It may be mentioned the did not take shelter behind the Maj Generals case being in the SC, whilst examining and rejecting our request for Pension Parity (OROP) and this is a red herring in our quest for legal redressal. The 1991 judgment was wrongly quoted, out of context, in the recent TV program and has often been used against us by interested parties and it is far from the truth that the SC has turned down what we are seeking.
4. I have been interacting with other stake holders including IESL, IESM and the Airforce Association to get them on board a common platform and present a common public front. Of these IESL apparently wants to fight the court case on its own and does not want the resurgent IESM to figure on the same platform and has also informed that it has commenced preparation of the case. The 1991 case was filed by IESL and did a major damage to our cause. The past and the current Presidents of the Airforce Association, all of them are retired Chiefs, considered my proposal but declined to join in, apparently they are satiated as they are OROP compliant and don’t have the stomach for a fight and left it to the individual Air Force officers to independently fight their case. The task of jointly fighting our case therefore rests between IESM and the Navy Foundation and we will go ahead with it as agreed at the AGM of NFDC.

4. I have been interacting with other stake holders including IESL, IESM and the Airforce Association to get them on board a common platform and present a common public front. Of these IESL apparently wants to fight the court case on its own and does not want the resurgent IESM to figure on the same platform and has also informed that it has commenced preparation of the case. The 1991 case was filed by IESL and did a major damage to our cause. The past and the current Presidents of the Airforce Association, all of them are retired Chiefs, considered my proposal but declined to join in, apparently they are satiated as they are OROP compliant and don’t have the stomach for a fight and left it to the individual Air Force officers to independently fight their case. The task of jointly fighting our case therefore rests between IESM and the Navy Foundation and we will go ahead with it as agreed at the AGM of NFDC.

IESM: Rally report from Hamirpur and Tricity

1. Gathering, Rally fetched more than 550+ ESM from all over Punjab, max 250 Offrs from tricity (1st time) most encouraging due to 4 Generals from HQ IESM and JCOs & NCOs. All appreciated efforts of IESM & its fast progress in so short a time.
2. Publicity Media coverage- HT coverd well & local papers & 3 local TV Channels.
3. Medals depositing by 161 incl AVSM & VSMs.
4. Membership. Lot many joined contributing/ donating Rs 17400. Awareness & support is on increase. Absentees missed some thing great today.

IESM: Fast for Justice Rally- seventy third day

The Jantar Mantar venue is under the charge of our brave veterans from Sonipat (Haryana).
Court Case of Maj Gens
Good news. The Supreme Court has rejected the government review petition in the case filed by our pre-1996 Maj Gens against their getting lower pension than the Brigadiers. (The SC had upheld the case of the veterans on 9 Sep 2008). We are very happy for them.
Pad Yatra
28 ESM under Hav Balwan Singh- a very active and committed IESM member– have started a pad yatra from Gurgaon to Sikar in Rajasthan. Enroute they will be spreading the message of the Movement.

IESM: Fast for Justice Rally- sixty seventh day

The contingent from Karnal (Haryana) has taken charge of the Jantar Mantar venue.
ESM Gathering
Today at Gurgaon we had a luncheon gathering of the ESM who have been actively involved in the Movement. There were some 150 ESM from many States. A large number took the mike (the lunch was served past 4 pm). Following points emerged:
The Jantar Mantar venue has become the de facto IESM office and should continue to remain active.
The return of medals on 14 March should be by a very large number of ESM. The medals should reach Delhi on 13 March.
The IESM membership needs to go in overdrive– all present agreed to put in their best.
The IESM organisation to build its structure at village/block/District/ State level. It was pointed out that the IESM is like a tree that takes its sustenance and strength from the roots. The members should send names of candidates who are committed, who can devote adequate time and who have acceptability by the majority. The gathering promised to follow it up in their respective areas. This needs to be done Pan India. We hope to receive names latest by 30 April 2009.
The most important subject of discussion was the widely expressed view that we must form a political party and fight the Lok Sabha elections. There was hardly any dissenting voice. There was debate on the name to be chosen for the political platform. Some ESM who are already in politics under different political banners, wanted their existing name and platform to be used. After discussion it was left to the Core Group to choose a name and disseminate to all. It seems the die is cast.

I had a brief meeting with the BJP President Shri Rajnath Singh today. While thanking him for his support for the OROP demand I pointed out that the wording ‘will be seriously considered’ does not inspire the required confidence among the ESM. I suggested that a firm yes/ no commitment be made and a definite timeline set for implementation. Further, the point should also be included in the NDA agenda. He gave an assurance to get this done.
