Now former National Security Advisor, a decrepit Brajesh Mishra has been brought out of the dead cobwebs. He told Karan Thapar on TV that he held both the minister and the general responsible for not taking action on the bribery allegation but wanted Gen V K Singh to be sent on forced leave. "My view is that both the minister and the Army chief are responsible for not taking action," he said commenting on the allegations by Gen Singh that he was offered a bribe of Rs. 14 crore for clearing a contract for trucks and had informed the Defense Minister about it.

Asked whether the army chief should be sacked or sent on compulsory leave, Mishra told Karan Thapar on the Devil's Advocate programme that "If he is sacked, then something more may happen. If he is sent on compulsory leave, he is not being sacked. He should be told that enjoy your two months’ vacation with government salary and then take pension and go home."

How very considerate but trite of Mishraji. A former Indian diplomat Mishra was removed in 1980 as Indian Envoy from his New York post for not following the policy on Afghanistan of the newly elected Indira Gandhi govt in1980. He was adopted by Washington and given a cushy job in UN.

Son of formidable senior Congress leader late DP Mishra, Brajesh soon came close to AB Vajpayee and became his evening companion. Power and publicity hungry, he was National Security Advisor and defacto PM as Principal Sec to PM Vajpayee. He tried to run MEA too. He was stopped from hogging publicity by his detractors in BJP. The job of Principal Sec to PM is rightfully for a senior IAS officer. An expert on multilateral diplomacy i.e. fighting over commas and full stops, Mishra had little experience or expertise in administration and finance. IAS officers in PMO ran circles around him, enriching themselves and letting their friends and patrons, India’s emerging robber barons loot the exchequer. This was later described as India Shining era. The BJP was ousted from power. How the corporate robber barons thrived when Mishra was de facto PM needs investigation and a serious case study. But similar policies have continued.

Karan Thapar’s TV interview was a trite. It was pathetic and unbecoming performance by Mishraji brought out from the cobwebs to tarnish an upright and honest Army chief.

Sometime ago Mishra had rightly opposed the Indo-US Nuclear agreement, from which India has gained little and lost very much. But Mishra soon changed sides merely to remain in limelight and be on the US high table (dinner!).

I am disappointed that anchor Karan Thapar has changed sides. He should know how his own father the Army Chief was humiliated and removed for mistakes committed by those appointed to senior command posts by interfering and scheming politicians and self-serving civil servants.

On Mishra’s connection with Zionist lobby and Neo-Cons, who planned and executed US led illegal invasion of Iraq in 2003, which strategically and historically can be compared with Nazi Germany‘s invasion of the Soviet Union in WWII .The sacrifice of Israeli resistance and people has destroyed the US army, i.e. its ground forces leading to US hyper power’s decline and likely fall sooner than later.

Former vice chief of Army raided as part of land scam inquiry

Pune: Lieutenant General Noble Thamubraj, the former vice chief of the Army and former Defence Estates Officer, Pune, SR Nayyar have been raided in connection with a land scam in Pune.
Officials from the CBI visited their homes in Pune this morning. Cases against them now include charges of criminal conspiracy, cheating and criminal misconduct.
Both officers allegedly played lead roles in violating the terms of lease of a one-acre plot of Army land in the Pune cantonment area to Kalpatru Builders.
Noble Thamburaj was Southern Army Commander before becoming Vice Chief of Army Staff. He retired in 2010. The CBI says that Nobel Thamburaj and SR Nayyar sanctioned a deal skewed in favour of the real estate developers, costing the Army Rs 46 crore.
Kalpataru Builders are involved in another land scam in Mumbai. According to the CBI, in 2007, three acres of land in Kandivali West next to an Army Ordnance Depot was used by by Kalpatru Builders to construct a multi-storied building. Army officials said the mandatory No objection Certificate was not taken from the authorities concerned. The building also compromised the Army's security. The Army believes that a network of officers colluded to profit from underhand arrangement.

Noble Career engulfed in corruption
Lieutenant General Noble Thamburaj, a 1969 batch officer, had a distinguished career spanning 38 years. Associated with the Armed Forces services right from childhood, this second generation officer is an alumnus of King George’’s Military School Chail, Sainik Schools Amravati Nagar and Jamnagar, and the 34th NDA Course, before he was commissioned into the Bombay Sappers. An alumnus of Defence Services Staff College, Wellington, the General has done his Senior Command, Higher Command and NDC Courses. He is also accredited with higher technical qualification, M Tech (Bldg Sc) from IIT Delhi and M Phil (Defence Studies) from Indore University. During his illustrious career, the General has held many important assignments including that of a Brigade Major of a Mountain Brigade, command of 411 parachute field company, command of his parent unit 109 engineer regiment in high altitude area in the eastern region. He commanded a Rashtriya Rifle sector in counter Insurgency environment during ”Operation VIJAY” and an infantry division during ”Operation PARAKRAM”, in deserts. Besides, he has been an instructor in Defence Services Staff College Officers Training Academy, Chennai. A paratrooper, the General still participates in the para drops whenever opportunity comes his way. For his distinguished service, the General has been awarded Sena Medal and Chief of the Army Staff commendation card twice in his career. In his career spanning 39 years, the General has seen action during Indo-Pak war, counter insurgency in North East and Jammu and Kashmir. The General is married to Anita Thamburaj and has two daughters. (ANI)

National RTI Awards, 2009: A sham of shameful standards

Can we find any nominees for the first two categories? Since Best is a relative term we really cannot object to such awards. And we really do not know of any good IC or PIO. I would have thought of Shailesh Gandhi but I really do not have any data to support the view that he has lived upto his promises. In fact we really do not have any criteria for nominating any person in any of the categories. For the IC is the number of cases disposed any criteria or should it be the number of cases in which penalty has been imposed or should it be both and in that case what should be the weightage for each? In fact if you see the website of the information commissions one would be shocked that even the commissions have not complied with Sec 4 requirements of mandatory disclosure. How does one say a particular PIO is the best- by the number of applications (s)he has answered completely? In that case how does anybody get this data now from various PIOs or would it be just some whimsical nomination based on ONE response to AN application? Of course, coming to best citizens, the efforts of Arvind Kejriwal, Urvashi Sharma, Krishnaraj Rao, Bimal Khemani, Mahendra Gaur, Babubhai Vaghela, etc stand out. This is just from the activities we know through our networking.

Anyhow, I believe that this award is going to be a farce and would propagate a false picture of the RTI scenario. The information commissioners and the judiciary have ensured that the Act is already on ventilator. So the most appropriate awards should have been for the worst IC and PIO/ Public Authority. While the Central Chief Information Commissioner himself would have vied with his counterparts in the states there would have been NO such problems in the case of the public authority/ PIO. That honour has to go to the office of our Chief Justice and its PIO, for reasons we well know.

30 Jun 2009 is still some time away, I suggest that we address the above issues, and whatever activists in this area can think of, to Mr Ratan Tata and Mr Narayana Murthy besides the members of the jury.

Corruption is the greatest stumbling block to infrastructure development in India

Corruption Knows No Ends...
No state in India is free from corruption and the small list of projects all over the country which are riddled with corruption. The list covers some of the recent charge-sheets or recent revelations and not all states/projects are listed. In this sense the list is not comprehensive. Also, older cases are not listed. The corrupt deals listed here in any case are just the tip of the iceberg as no government-run project anywhere in India is squeaky clean, whether it’s infrastructure building, dispersal of aid or giving permissions for any works. And as the nexus between the politicians, the criminals and the police tends to cover up a lot of scams, the public will never really what is the real extent of the rot. This list just gives an idea of some of the corrupt projects in the country and reminds us why the infrastructure/health in our country is not up to the mark, despite money being earmarked for it.

Spooks Silence Reputed Military Historian

Dear Friends,

It is now over about six months since I sent you my last update. Of course, some of you must be keeping abreast of the latest developments through the newspapers. The controversy concerns my book India’s External Intelligence– Secrets of the Research & Analysis Wing (RAW) that came out in June 2007. Based on a complaint from RAW, the CBI registered a FIR under the Official Secrets Act against me. They searched my house and questioned me subsequently. My plea for anticipatory bail was heard in the Sessions Court in Tis Hazari on 26 Sep. After over a dozen hearings, the case plea is still undecided. However, on 11 Apr the court has agreed to the CBI’s plea for the hearings to be held ‘in camera’. This will ensure that the media is kept out.

Another sinister development is that the CBI has filed a complaint in the court of the Metropolitan Magistrate on 9 Apr, giving out a gist of the charges against me. They followed this up with a charge sheet that was filed at 1600 hrs on 11 Apr. The next three days being holidays, I have still not got a copy of the charge sheet or the order of the sessions Court regarding in camera hearing. Hopefully, I should be able to get it on 15 Apr, when the courts open.

Some of may have read Indian Express of 10 Apr, which gives certain information given in the book that CBI considers ‘Secret’. Click link given below. Rajeev Dhawan, a senior advocate of the Supreme Court has written a forceful article in the Mail Today on 13 Apr (click active link below). He has made a very apt comment on the role of the bureaucracy.

Quote: They are not really concerned with contents of the book. They want to silence and pulverize General Singh and any body like him into submission. Government servants are like a club. The club interacts with each other. They develop friendships and animosities which are carried over into their retirement; and, who knows, perhaps into their next life. Unquote

We have seen how the bureaucrats have treated the Armed Forces in the report of the Pay Commission. What is happening to me and others like Ujjal Dasgupta is a manifestation of the same hostility and ill will that the bureaucrat harbours towards the soldier. (I was tempted to use the word Babu but desisted, not wishing to sully the memory of some of our veteran freedom fighters such Kunwar Singh and Dr. Rajendra Prasad for whom the prefix was used in British Times). There have been several instances of severe damage to national security in recent years such as the loss of computers with sensitive data in SAG, a DRDO unit; the escape of Rabinder Singh (media reports suggest that more than 60 others were part of the network); and the purchase of radio equipment of doubtful security by the SPG, brought out in my book. There are several officers named in my book who appear to be corrupt. No action has been initiated against any one in any of the cases mentioned above. The reason is not hard to fathom– soldiers are not part of the ‘club’.

I understand that we are planning a vigil at India gate on 27 April to bring out the injustice being done to soldiers. I think pay is just one of the things we should highlight before the public. What about the gradual and steady denigration of the status of the soldier since 1947; the loss of many service privileges due to lack of knowledge by the bureaucracy (priority in litigation, protection from prosecution when operating in aid to civil power, representation in court by persons other than an attorney, exemption of court fees on powers of attorney, exemption from tolls etc); the refusal to honour the war dead (there is no land for a war memorial, but there is for a police memorial) etc. I think we need to bring out all these issues before the public, highlighting the role of the soldier in maintaining the integrity of the nation not only against external threat but internal disorder. Would democracy have survived In India if the Indian soldier had emulated his counter parts in our neighbouring countries? The public must be informed of the stranglehold of the bureaucracy and how it has demoralised the soldier to such an extent that he no longer has any faith in the Government. Does it not ring an ominous bell for the future?

Comments: The Official Secrets Act enacted ages ago is presently used to whip the recently enacted Right to Information Act out of shape. Sample India's Contradictions in the new found Information Age. Spooks and spies need a training institute to impart professionalism into the art, instead of getting confused with wine, women and money laundering.

Lessons Learnt: The Defence Forces should deter officers moving to Intelligence Spooky Agencies which is likely to seal their fate, curb their freedom under the garb of vital National Interests and made scapegoats of others folly. Even one found carrying a camera in the Airport, can be booked under the Official Secrets Act of India.
