New Delhi: The government has approved an assured career progression scheme for over 50,000 sailors of the Navy, which will help them to get faster promotions and increased salaries.
"As per the recommendations made by the Sixth Pay Commission, the government has approved the ACP for sailors recruited under the non-metric entry and also carried out the review of their career profile. The move will benefit over 50,000 sailors," Navy officials said.
The scheme will also result in prolonging the service tenure of these soldiers who now retire after putting in 20 years of service.
"After the implementation of the scheme, the sailors will get promoted upto the rank of Petty Officer (equivalent to Sargent in Air Force and Havaldar in Army) and retire after 26 years of service," they said.
This will also help in increasing their grade pay from Rs. 2,400 to Rs. 2,800 and would also result in an enhanced pension after retirement, the officials said. The approval was accorded to the Navy by the Defence Ministry on May 19, they said.

COIMBATORE: As much as they had realistic answers for why youth did not want to join the Armed Forces, students had interesting answers for why they did want to join, at a session on career opportunities in the Armed Forces at The Hindu Education Plus Career Fair 2011 on Sunday.
Queries from them to Commodore Amar Singh Baghel, president of Naval Selection Board, disproved the theory that there was no awareness among the public about a career in the Armed Forces. It was more of a reassurance forum for a moderately informed audience that the Armed Forces, too, offered attractive job options.
The session began with Commodore Baghel providing the basic information on these options. But, it did not continue as a routine one-way affair. It turned lively with the high-ranking officer switching to an interactive mode. What followed was a more-than-an-hour discussion on the salary, perks, professional advancement prospects and other benefits the services offered.
While Commodore Baghel got answers such as “danger to life, frequent transfers, pay package not being good, difficult life, highly competitive, disruption in family life, etc.” for reasons behind youth not joining the services, he pointed out that ‘simply not knowing how to join' was also as a reason. While he gave ‘honour, pride, quality of life, educational and pension benefits, job security' as some of the reasons for joining the services, he got interesting add-ons like “love for the uniform, spirit of adventure, stability in employment” as other reasons from the students.
The Armed Forces also provided success, monetary gain, advancement, responsibility, recognition and an amiable working environment that youth sought in a career.
Busting the myth that the salary of a Defence officer was not on a par with that of a personnel in a private firm, he said the allowances, perks and privileges that came along with the salary could not be quantified only in terms of money. It showed in the quality of life an officer enjoyed, Commodore Baghel said.
He also cleared other ‘misconceptions' like knowledge of Hindi being mandatory and physical fitness being given the top priority.
He said all this could be learnt or improved in the training period.
He also spoke about the opportunities the personnel got to showcase their talents at national and international level sporting events, and listed the various points of entry into the services for those who completed Plus Two or graduation.

SBI and Indian Army sign MoU for Customized Salary Packages

The State Bank of India and the Indian Army have signed a Memorandum of Understanding for offering a customized salary package to army personnel across India. The deal was signed at a formal function at Manekshaw Centre in New Delhi today.
The MOU was signed by Diwakar Gupta, Deputy Managing Director & Group Executive (National Banking Group) representing SBI and Lieutenant General V K Chaturvedi, AVSM, SM, Director General, Manpower Planning and Personnel Services for the Indian Army.
Under the package army personnel will, among other things, get a unique lifelong account number which can be retained even on transfer or after retirement to draw pension. The bank also offers under the MOU, free Anywhere Banking and free additional ATM cards even for single account holders so that even family members can transact with the same bank account through ATMs when personnel are stationed away from home.
The package also offers automatic sweep to Multi Option Deposits that ensure higher yield on the salary savings as also free Personal Accident Insurance. Also offered are free drafts, free cheque books and free transfer of funds.
The SBI is also offering under a unique and innovative initiative, training facilities to defense personnel in learning centers in the bank. The concept called ''Educate a Thousand, Empower a Million'' would equip army personnel with knowledge on banking, investment opportunities and also impart ''hands on'' training for alternate banking channels like internet banking.
The bank in various tie ups with manufacturing majors like HCL Infosystems, Maruti Suzuki India Ltd, Tata Motors etc will offer attractive schemes with sizeable discounts, free foreign trips and free maintenance warranties. All these would be available with loans at attractive interest rates.
Other initiatives under the package include installation of Point of Sale machines at CSD Canteens. These can be accessed free of cost. New ATMs, multi function kiosks and branches to suit the needs of army personnel in the remotest places would also be set up.

Canteen Stores Department (India) Demystified
There are over 3600 CSD unit run canteens with almost 6300 crores of turnover per annum, thereby, generating over 300 (assumed profits at 5%) crores profit. However, this is not revealed to Govt of India. These canteens are run as Private Venture of Army as of date. When a query through RTI was asked, it was clearly stated that these 3600 CSD canteens are 'Private Ventures of Army' and it has nothing to do with Govt at all. This declaration is very alarming. Had this CSD canteen (Retail) operations been controlled by the Govt and Audited by the CAG, the profit amounting to Rs 300 Cr would have been made accountable to Jawans and Veterans of the Indian Armed Forces. Presently, this profit of 300 Cr is being used as per the discretion of Local Commanders. This system needs to be cleaned up at the earliest lest leading to more scams. The CAG, CVC, MOD and Government of India should take notice to ensure profits are utilised for the welfare of serving soldiers, defence employees and the Ex servicemen and their families.
Canteen Facilities to Defence Personnel
Introduction: Providing canteen facilities to the Defence Personnel and their families is obligatory on the part of Govt of India. This facility is created as a welfare measure. The entitlement for canteen facility is included in the pay & perks offered to the defence personnel. This could be verified from the career sites of Army, Navy & Air Force.
Canteen Stores Department (Wholesale Outlet)
There are two types of Canteen Services. One is wholesale and the other one is Retail. The wholesale is called 'Canteen Stores Department'. Its headquarters is based at Adelphi, Mumbai. There are total 34 CSD Wholesale Depots in India. CSD procure the items directly from the manufacturers and stock it in these Depots. The CSD by itself does not come in direct or daily contact with its end customers. CSD deals only with the Retail Outlets (i.e Unit Run Canteens, in short - URCs).
Profits
The turnover of CSD is based on the purchases made by the Retail Outlets. As on 31 Mar 2008, the turnover of CSD was Rs. 5600 Crores as per the official records. Therefore, the net profit of CSD was almost 300 crores during the Financial Year 2007-2008. The sales/turnover, profitability, its distribution etc of CSD are revealed to the Govt of India. Besides, CSD contributes to the Consolidated Fund of India as well ( 50% of the net profit). CSD is a Public Fund and therefore, the books of accounts are maintained as per the guidelines of Govt of India. CSD account falls within the purview of The Comptroller and Auditor General of India. CSD functions under the Ministry of Defence. It employs a few serving officers on deputation from the Armed Forces. Though the Department functions on commercial lines, it is also governed and bound by Government rules and financial regulations. There are nearly 3000 items in the CSD inventory.
Organisation
If we see the organizational structure of CSD, it is revealed that a Serving Defence Officer of the rank of Major General is the Chairman, Board of Administration CSD. Similarly, under Ministry of Defence a Board of Control, Canteen Services (BOCCS) is functioning. The Chairman of BOCCS is Raksha Mantri (RM). Vice Chairman is Rajya Raksha Mantri (RRM). The members are: Defence Secretary, Financial Advisor Ministry of Defence, Quartermaster General (QMG) Army Headquarters etc. Also, a Deputy Directorate General Canteen Services (DDGCS), QMG's Branch is functioning as the Secretariat of the Board of Control.
From the above, it is very evident that the wholesale outlet i.e. CSD is controlled by the Govt of India through various agencies and the earnings out of CSD are fully revealed to the Govt of India. Also CSD claims that “From a humble beginning of Rs. 47 lakhs sales turnover in the year 1948, Canteen Stores Department has grown to be the largest retail network in India with a record sales of more than Rs. 5600 Cr as on 31 Mar 2008".
Unit Run Canteens
Whereas, in the case of Retail Outlets (i.e Unit Run Canteens (URCs)) the functioning is entirely different. It is revealed that total 3600 URCs are functioning in India. Total turnover of these URCs as on 31 Mar 2008 was almost 5300 crores. Therefore, the net profit emerged was appx Rs. 270 crores. These URCs are permitted to sell only those items which are procured from the CSD Depots (wholesale outlets). These URCs form an important part of CSD supply Chain Management system of indenting, procuring, placing and providing various items in the inventory to the customers. This very fact has been accepted by the CSD and records to that effect are available for reference. A departmental canteen which is run by the Units of Army/Air Force/Navy for the welfare of Service Personnel, their families, dependents, civilians paid out of Defence Budget etc is called as Unit Run Canteens (URCs). These canteens sell provisions and liquor items on discounted rates. These canteens can procure only those items which are supplied by its wholesale outlet, i.e CSD. Tax exemptions are applicable to this facility. As on date, these URCs cater to the requirements of 1.60 crore bona-fide customers in India. This facility is undoubtedly specified as an entitlement in the Pay and Perks of Service personnel.

The excerpts from the 87th Report of Committee on Subordinate Legislation, Parliament of India (Rajya Sabha), presented on 13th September 1991, regarding utilization of canteen profits as per the discretion of local commanders are reproduced herewith for perusal. “Para No. 2.28 : The Committee is of the view that the present arrangement has been worked out only to SIPHON OFF the major chunk of the profits of the Canteens to be placed at the discretion of local commanders. Obviously, such arrangement can hardly be described as satisfactory. It will not be out of place to mention that during the Committee’s visit to Calcutta, the Air Officer Commanding, Eastern Air Command, Calcutta curtly declined to reply the query of the Committee as to for what specific purposes the profits of the Canteen placed at his discretion were being utilized”.
Welfare of Troops
The net profits must be utilised for genuine welfare of Troops, Serving Soldiers and Veterans. This National resource and asset must not be wasted away on frivolous expenses which only breeds sycophancy and doctoring of accounts to please senior officers in the chain of command. These profits must be utilised for creating National Assets which will really address welfare and benefit our deserving troops, defence civilians and veterans including their dependants.

Grant of Dearness Relief to Pensioners
Grant of Dearness Relief to Pensioners w.e.f Jan-2010
After the grant of DA enhancement to employees last week, today Govt has enhanced Dearness relief to Central Government pensioners and family pensioners.
The enhancement is to the tune of 8%, and with effect from 1.1.2010, Armed Forces pensioners and family pensioners will be getting Dearness Releif at the rate of 35%.

New Delhi: The cabinet Thursday approved a six percent hike in the dearness allowance paid to central government employees and pensioners, entailing additional expenditure of Rs.6,020 crore (Rs.60 billion) till March 31, 2010.
"The hike will be effective Jan 1 and will be payable from March 1," Home Minister P. Chidambaram said.
He was briefing reporters after a cabinet meeting chaired by External Affairs Minister Pranab Mukherjee in the absence of Prime Minister Manmohan Singh, who is recuperating from coronary bypass surgery.
"The outgo for fiscal 2009-10 will be Rs.5,149 crore. For the 14 months from January, the outgo will be Rs.6,020," Chidambaram added.
There are some four million central government employees and some three million pensioners.

SCPC: Resentment after pay hike

Feb. 23: In what has created a resentment among the officers of the Central and state services, the government of India has offered additional allowance of 25 per cent of basic salary as special allowance to the officers of All-India Services posted in Northeastern states. In this regard the ministry of personal, public grievances and pension has issued a separate notification on February 10 to the state governments of the region. The notification no 14017/4/2005-2005 AIS (II), signed by director (services) Harjot Kaur said, “The ministry has decided to grant special allowances to officers belonging to any cadre of All-India Services working in Northeastern states.
The allowance, known as special allowances, will be at the rate of 25 per cent of basic pay and in addition to other allowances payable to officers posted in Northeastern states.” If insiders are to be believed, there has been no recommendation of the Pay Commission in this regard or decision of the Cabinet. The letter written to all chief secretaries and finance department of the Northeastern states said that this notification has been issued after an effective concurrence of the department of expenditure, ministry of finance and will be made effective since the day the notification has been issued (February 10, 2009). The special incentive that has been given to IAS, IPS and IFS only has created resentment among the officers of other Central services and the state governments as well as they started questioning the relevance of this “special treatment”.
This has come close on the heels of alleged distortion of Cabinet decision in September last year on the Pay Commission report by the government in formulating certain pay scales for IAS and IFS officers. The exorbitant 25 per cent special allowance is also going to create a serious problem for the state governments which are yet to mobilise fund for its employees who are agitating for salary hike already given to Central government employees in the Sixth Pay Commission. Most of the Northeastern states have expressed their inability in implementing the Sixth Pay Commission of the Central government to its employees. The officers of other Central services posted in Assam and other Northeastern states have also expressed surprise that such important notification was issued “secretly” and not displayed on the sites of the ministry.

SCPC: Calculation of salary as per 14 Aug Revised Pay Panel Report
Many of you want to know the formula for calculating new pay. The exact amount of gross pay as on 1st october 2008 will be as follows:
A=basic on 1-1-2006.
B=1.86*A adding 86% DA in A. NOW B will be the pay in the appropriate band.
C=B + G where G is the GRADE pay against pay-band of your Rank.
D=1.03*C after 3% increment, basic on 1-7-2006
E=D*1.0p if p% DA is added
F=E*1.0p again p% DA released on 1-1-2007
H=F*1.03 increment on 1-7-2007 inflation neutralised!!
J=H*1.0p DA on 1-7-2007
K=J*1.0p DA on 1-1-2008
L=1.03*K increment added on 1-7-2008
M=L*1.0p latest DA on 1-7-2008
Now add HRA, Edu, MSP etc allowances applicable to you in M = that will give your GROSS PAY.
Pensioners: The formula earlier given by Brig CS Kamboj (Retd) and published in this blog is still valid. Pension as on 01 Jan 2006 X 1.385= Pension as on 01 Jan 2008.
