The term "PBOR" being removed from Military Writing
Dear Friends,

Today at Signals Vatika, New Delhi, during the Centenary Celebrations of Corps of Signals, Brig Lakshman Singh, Signals Veteran, introduced me to a serving General Officer from Army HQ, who confirmed that Army HQ has issued a letter ordering discontinuation the use of the word “PBOR”.
The General Officer has very kindly agreed to forward the scanned copy of the Army HQ letter on Monday, 7th Feb 2011 to Brig Lakshman Singh. As soon as the letter is received I will circulate it to you all.

PBOR an acronym that spells `KALYUGA’
Respected Sirs,
PBOR: Yes! An abbreviation with an unknown, yet, not so unknown origin. Here from Acronym Attic it means:
Personnel Below Officer Rank (US DoD)

Programmable Brown Out Reset (hardware)
PBOR stands for personal below officer’s ranks. A acronym that represents `KALYUGA’ in Indian Military fraternity. A word that is a matter of pride to some intelligent destructive brains. And while most soldiers are too naive to understand these petty schemes of the schemers, some of us do.
A divide is being created, and on purpose, between officers and the JCOs, NCOs and ORs. If we look at our military history, even before independence and after it both serving and retired soldiers have been referred to as officers, JCOs, NCOs and ORs. Suddenly a new term is coined. A monster is born. Not a person, just a tiny little abbreviation -- PBOR.
I clearly remember bringing this point to the foreground regarding the devaluation of JCOs, NCOs and equivalent ranks of all arms at the All India Veterans Meet organized by IESM held on Sept 30, 2009. We are all aware of the fact that JCOs are commissioned by President of India and that it is a Class II Gazetted rank. It has now been replaced by this monster of a term -- PBOR. I have asked this question in the past and I'm asking again, where did this term come from? How is it that the service chiefs have so easily accepted it? The same point has also been raised earlier by Sgt. Prabhjot Singh PIS (Retd.), President, Indian Ex-Services League, Punjab and Chandigarh and other ESM also. However there has been no action taken on ground by anyone.
Today the entrants to the forces at soldier level are more literate and aware than before. This is a result of increased awareness and availability of information to everyone. Fortunately, “BOSS IS ALWAYS RIGHT” slogan is now outdated. Today right is right and wrong is wrong, and surprisingly for many, this can be well identified by our soldiers. By way of highlighting this again, I humbly request our COAS, the other service chiefs and the rest of the top brass to wake these elements up and quit using such petty tactics to devalue JCOs, NCOs and ORs. These elements need to be stopped in order to maintain respect and discipline in the forces. Educated brains should not be compelled, forced to become rebellious.
JCOs have always been called the back bone of the forces. Although the recent developments suggest that they are a burden, an unimportant, redundant part of the the military. If that is the case, it'd be best to simply abolish these ranks instead humiliating them and thus weakening the forces. In the recent past, few other indirect humiliating actions have been observed. One such example is the placement of Honorary Ranks from pay band 3 to JCO’s Band. It is known that honorary rank is not merely a routine promotion based on seniority but is an extra ordinary promotion based on one's exemplary performance during the entire military career. It is granted by the President of India only on two prestigious national days i.e. 15th Aug and 26th Jan every year and is called “President Commission”. Thanks to IESM Chairman and some other ESM organization that raised this point seriously with COAS and QMG Br and this order was revoked. We all are thankful to CAOS who has taken serious view of this situation and revoked the order issued by QMG Br.
This monster 'PBOR' is frequently visible on signboards at places like CSD canteen, MH, ECHS and other similar places. This further reflects discriminatory attitude towards our soldiers. My heart sank when I saw a 'PBOR' board in a Unit run CSD Canteen in Delhi Canteen. The same must be the story of so many other canteens that I have not visited. It is shocking to see such rampant humiliation and that it has penetrated so deep into the system. What is even more disturbing is that no one chooses to react! Well that, sirs, has to stop and stop it must. One way or another. Boil the water long enough and the pressure cooker blasts. We all know that and its not a very pleasant thing to happen.
It is painful that instead of utilizing their brains to safeguard the nation's boundaries and safeguard the interests of their subordinates, some officers at senior posts utilize their time and energy creating a rift between the brave soldiers of this nation.
I will like to quote here the lines of a remarkable naval officer, "As I pen down my experiences of the Sixth Pay Commission, I will try to mask my contempt for those in the highest echelons for conniving with the powers in Delhi quite obviously for personal benefit." And this clearly shows how power is misused by some.
Therefore in the interest of the nation, on behalf of the JCOs, NCOs and ORs of all arms, I once again request all ESM organizations to take up the above mentioned objections with the concerned authorities and urge them to completely and comprehensively abolish the term “PBOR” from the dictionary of the forces. I thank you all in advance for this service to the nation.

PBOR: Yes! An abbreviation with an unknown, yet, not so unknown origin. Here from Acronym Attic it means:
PBOR stands for personal below officer’s ranks. A acronym that represents `KALYUGA’ in Indian Military fraternity. A word that is a matter of pride to some intelligent destructive brains. And while most soldiers are too naive to understand these petty schemes of the schemers, some of us do.
A divide is being created, and on purpose, between officers and the JCOs, NCOs and ORs. If we look at our military history, even before independence and after it both serving and retired soldiers have been referred to as officers, JCOs, NCOs and ORs. Suddenly a new term is coined. A monster is born. Not a person, just a tiny little abbreviation -- PBOR.
I clearly remember bringing this point to the foreground regarding the devaluation of JCOs, NCOs and equivalent ranks of all arms at the All India Veterans Meet organized by IESM held on Sept 30, 2009. We are all aware of the fact that JCOs are commissioned by President of India and that it is a Class II Gazetted rank. It has now been replaced by this monster of a term -- PBOR. I have asked this question in the past and I'm asking again, where did this term come from? How is it that the service chiefs have so easily accepted it? The same point has also been raised earlier by Sgt. Prabhjot Singh PIS (Retd.), President, Indian Ex-Services League, Punjab and Chandigarh and other ESM also. However there has been no action taken on ground by anyone.
Today the entrants to the forces at soldier level are more literate and aware than before. This is a result of increased awareness and availability of information to everyone. Fortunately, “BOSS IS ALWAYS RIGHT” slogan is now outdated. Today right is right and wrong is wrong, and surprisingly for many, this can be well identified by our soldiers. By way of highlighting this again, I humbly request our COAS, the other service chiefs and the rest of the top brass to wake these elements up and quit using such petty tactics to devalue JCOs, NCOs and ORs. These elements need to be stopped in order to maintain respect and discipline in the forces. Educated brains should not be compelled, forced to become rebellious.
JCOs have always been called the back bone of the forces. Although the recent developments suggest that they are a burden, an unimportant, redundant part of the the military. If that is the case, it'd be best to simply abolish these ranks instead humiliating them and thus weakening the forces. In the recent past, few other indirect humiliating actions have been observed. One such example is the placement of Honorary Ranks from pay band 3 to JCO’s Band. It is known that honorary rank is not merely a routine promotion based on seniority but is an extra ordinary promotion based on one's exemplary performance during the entire military career. It is granted by the President of India only on two prestigious national days i.e. 15th Aug and 26th Jan every year and is called “President Commission”. Thanks to IESM Chairman and some other ESM organization that raised this point seriously with COAS and QMG Br and this order was revoked. We all are thankful to CAOS who has taken serious view of this situation and revoked the order issued by QMG Br.
This monster 'PBOR' is frequently visible on signboards at places like CSD canteen, MH, ECHS and other similar places. This further reflects discriminatory attitude towards our soldiers. My heart sank when I saw a 'PBOR' board in a Unit run CSD Canteen in Delhi Canteen. The same must be the story of so many other canteens that I have not visited. As such, how can they expect their arrears of One Rank One Pension before Diwali?
Is it a clerical delay or otherwise? But, Sir, it will not be out of place mention that if the same is delayed, credit for doing good things will be taken by your adversaries. The Veterans are thinking to celebrate BLACK DIWALI if they are not given One Rank One Pension before Diwali.
Now, it is up to your government, what it wants to do. But we, on our part, would wish to remind you to do the needful at the earliest and garner the well wishes from the veterans for your government.

IESM: Fast for Justice
Dear Colleagues,
Another veteran Nk RK Yadav has voluntarily joined the 'fast unto death' team. There are six now on this mode, with Sepoy Sulaiman Khan being on his ninth day and Nk Rekhraj on sixth day of fasting.
A large number of officers and PBOR visited the Jantar Mantar site today to show solidarity. This included 15 Air Force ESM who all became members. Many gave monetary contributions and we all owe them grateful thanks.
A big rally is planned at the Jantar Mantar site on Saturday 27 December from 1100 hours to 1300 hours. All those supporting the cause of OROP and believing in disciplined and orderly demonstration of our hurt at the govt rejection of this demand are requested to join in.

Last Meeting in Mhow
I met him in a bookshop in Mhow. It was an accidental meeting. I had not recognized him. It was he who came forward and asked me shyly, "Excuse me, but aren't you Mukesh who was in Army School Mhow, Class XII, 1997 batch?" "Yes, are you Vikrant?" I had asked. "Yeah man," he had grinned as he shook my hand with vigour. "And what are you doing nowadays?" he had asked. "Oh, I am working with a software company in Bangalore," I had replied. "And you?" I had asked, "I heard that you had joined the Army". "That's right," he had replied, "I have come to Mhow for a three month course". "Listen Vicky," I had told him, "I am here only for two days. And tomorrow is Holi. So I will be busy visiting relatives and getting all laal-peela. But why don't we meet here in the evening? We can spend some time together and remember old times." "Done,” he had replied in his usual cheerful manner.
The next day I was busy visiting relatives, playing Holi and enjoying myself. In the evening I went to the bookshop. Vicky arrived there a bit later. We decided to go for a walk the way we used to when we were in school. Vicky had joined the National Defence Academy in Pune after finishing school and I had joined an engineering course in nearby Indore. We had lost touch with each other. That evening we walked all the way from the Garrison Ground to the Infantry School and then past the Ambedkar Memorial on the AB road and the golf course and came back to town. We bought four bottles of beer and some snacks and went and sat on the grass in the Garrison ground. It would have been embarrassing for Vicky if we had got caught by the Military Police but he was past caring.
He told me about his days at the NDA and the Indian Military Academy. His battalion was posted in the Kashmir Valley and they were having a tough time fighting the Islamic fundamentalists that Pakistan was pushing across the border. He told me that he had already killed eight such terrorists. Was this the same old Vicky who had fainted when he saw Ramesh and his bleeding nose on the cricket field? Vicky had changed. He had become tougher.
He told me that he and our ex-classmate Sunita were engaged to be married. He had met her by chance at a wedding in Delhi. She was working with an MNC. They were intending to get married once Vicky had finished his Kashmir posting. He planned to leave the Army and then both of them would migrate to the West. "Will the Army let you go?" I had asked him. "Yes, that's going to be the difficult part," Vicky had replied, "It is going to be tough to make my commanding officer move the papers forward. The old man is a real grumpy character." "Be careful Vicky," I had told him, "you need all the luck you have and more to survive Kashmir." "Oh, I am not worried," he had replied, "there is only one bullet with my name on it." "What do you mean?" I had asked him, "Do you believe in that shit?" "Believe?" he had shouted, "It is true man, do you know how many times I have been close to death? No bullet in Kashmir has my name on it."
We had got up and walked towards the club. But it was closed. "Oh shit, I wanted to have dinner here," said Vicky with irritation in his voice. "It is okay we will check some civilian restaurants," I had told him. "No, I wanted to eat here,” said Vicky sulking like a child. The club was deserted and we were standing on its lawns under the huge baobab tree. "Hey, have you ever pissed on a lawn?" Vicky asked me with a naughty smile. "Come on Vicky," I had protested, "somebody may see us." In reply, he had unzipped his fly and had started pissing on the green lawn. "Come on!" he had shouted at me "you want a f***ing invitation?" I was reluctant but my bladder was full. I unzipped my fly nervously, but once I started I knew that I wouldn't stop even if a general came and tapped me on the shoulder. The armed guard who stood at the gate pretended he hadn't seen us. We went to the town after that but all the restaurants were closed. So we decided to eat ice cream. I have never seen a grown up man eat as much ice cream as Vicky ate that day. Even the shopkeeper who had seen many a hungry subaltern was taken aback. After the ice cream session Vicky had left for his room. We promised to keep in touch through email. And he promised to send me an invitation for his marriage. I told him to be careful while he was in Kashmir. He had merely grinned in reply.
A few months later I was in New York when I happened to see Sunita at a party. She was happy to see me. But she was not the cheerful person I knew. Before I could ask her about her marriage somebody whisked her away for a dance. I stood there looking at her dance, her heart did not seem to be in it. "Poor girl," said the host as he stood next to me, "she is my niece. Was supposed to marry an Army officer last month. But he got killed in a bomb blast in a Delhi market. He had just finished a tough two year stint in Kashmir. She was supposed to be with him that day but she got delayed. She blames herself for his death. We are trying to keep her here permanently so that her scars heal properly. God help her. She is heartbroken."

Impassioned Plea by a Patriot
During the last few months, we have noted with concern the extraordinary pent- up anger finding expression in many muted ways from the war veterans and retired officers and jawans of the armed forces. The issue goes beyond the temporal concerns of pay rise recommended or not recommended by the 6th Pay Commission.
The issue is about the utter lack of sensitivity and response from the Empress of 10 Janpath and the surrogate PM, Hon'ble Manmohan Singh and his cabinet. The situation has clearly gone beyond all tolerable levels in any civil society which respect to the jawans. Have the slogans Jai Jawan, Jai Kisan become mere slogans driving the jawan to fury and the kisan to suicide?
Who is in charge here? Is there a working constitution -- samvidhaan -- or not?
Isn't there someone out there who can talk to the war veterans, retired officers and jawans- with compassion and with pride for the contribution they have made to the highest call of office in any reckoning- be prepared to lay down their lives for the security of the rashtram?
I am reminded of what Justice PN Agarwal said in the Supreme Court in a case related to the DMK government's bandh- call in defiance of the SC order. The learned judge said: "Don't play with fire." These are sage words which should reverberate in the corridors of South and North Blocks and in every office. Don't play with the lives of Kisans and Jawans. Don't play with fire.
I accuse the worthies of UPA Government with an utter lack of sensitivity. Absence of any visible signs of response from the worthies of UPA Government to the life cry of the jawans is beyond despair. It calls for a demand from every citizen of Bharat for the dismissal of the UPA Government forthwith.
UPA, if you can't govern, quit office. gaddi chhodo. In the name of dharma, GO. Quit office. Read Dayal's impassioned cry and weep before you GO.
