पूर्व सैनिकों के पेंशन में वृद्धि करने के लिए 'एक रैंक - एक पेंशन' (OROP) की उनकी मांग की ओर खाई पाटने के लिए सरकार की ओर से एक प्रयास किया गया अनुमान है जिस तरह से नाखुश हैं.

No 'one rank one pension' for ex-servicemen, say sources
New Delhi: In what is likely to be a big disappointment for the ex-servicemen community, the PM-appointed pay panel is unlikely to recommend One Rank One Pension. Sources have told CNN-IBN that the panel led by the Cabinet Secretary is keen to push for the concept of modified parity, which means new pay grades will be fixed specifically for pension purposes.
It is likely to agree on common pay scales for Junior Commissioned Officers and ORs, enhancement of widow pension, and a green signal for Non-Functional upgradation to commissioned officers.

Comment: With Chidambaran as FM, the OROP is not likely to be granted. The UOI must be contemplating as to how to neuter the Rank Pay ruling by the Supreme Court- Clearly it is case of ill-treatment of armed forces by bureaucrats which was amply brought out by the Judges. This modified pension parity is a ruse to dump the Armed Forces.

MAKING FACTUALLY AND LEGALLY INCORRECT STATEMENT BEFORE THE HON’BLE SUPREME COURT
1. This is to bring to your notice the unfortunate and unethical action by the staff of Department of Ex-Servicemen Welfare in incorrectly and misleadingly briefing Govt counsel before the apex court in litigation involving military personnel and their families. The latest in this chain is the statement made before the Supreme Court in Civil Appeal No 13139 / 2011 on 07-07-2011 (Enclosed as Appendix ‘A’). 2. Based on the acceptance of the recommendations of 6th CPC, the Ministry of Defence had, on 12-06-2009, issued a letter granting the pension as admissible to regular Naib Subedars to those Havildars who had been granted the Honorary rank of Naib Subedar on retirement. Having been issued after the 6th CPC, the said letter naturally contained a stipulation that it was to take effect from 01-01-2006 meaning thereby that the financial benefits were to apply from the said date. However, the MoD which had issued the said letter subsequently instructed the Controller General of Defence Accounts (CGDA) that the provisions were to be made applicable only to those personnel who retired after 01-01-2006 and that Honorary Naib Subedars who retired prior to 01-01-2006 were not to be granted this benefit of pension. This was in fact also against the universally accepted principles of modified parity which provide that pensions of personnel retiring prior to or after a cut-off date were to be determined on the same fresh pay scales introduced after the said cut-off date, albeit based on a different formula.

3. The interpretation of the MoD on the ibid letter was challenged by certain affected personnel before the Armed Forces Tribunal at Chandigarh in OA No 42 of 2010 (Virender Singh and others Vs UOI). The Tribunal was pleased to allow the same and it was ordered that effectuating two scales of two different ranks for determining the pension of personnel retiring in the same rank had resulted in serious discrimination and that this anomaly had to be rectified. As expected, this judgement was challenged by the MoD before the Hon’ble Supreme Court and the Hon’ble Apex Court was pleased to dismiss the appeal of the UOI in SLP No 36534 of 2010 on 13-12-2010. (Enclosed as Appendix ‘B’).

4. When the judgement of the AFT was upheld by the Apex Court, it was expected that the MoD would carry out the direction in letter and spirit, but it was not to be. Despite the fact that the law had been settled by the SC, the MoD still went ahead and filed a spate of appeals before the SC which came up for hearing on 07-07-2011 and which form the basis of this letter.

5. When the case came up for hearing, the SC again dismissed the Appeals filed by the UoI but on the request of the battery of lawyers representing the UoI led by Sh Gopal Subramanimum, the then Solicitor General, the following was observed in the order :- “It needs, however, to be clarified that the decision of the Armed Forces Tribunal shall relate only to the cases of Havildars who, before their retirement, were granted honorary promotion to the rank of Naib Subedar and shall not be used as a precedent in case of other ranks”.

6. The Solicitor General thus requested/advised the Court to clarify that the case shall only relate to Havildars granted the rank of Honorary Naib Subedar before retirement. But the shocking aspect highlighted here is that Havildars are never granted the Honorary rank of Naib Subedar before retirement, an Honorary rank of Naib Subedar is ONLY granted after retirement. If this were to be taken as the actual position, then no Honorary Naib Subedar shall be eligible for such benefits and even the letter dated 12-06-2009 issued by the MoD shall become redundant, null and void. The fact that the rank of Honorary Naib Subedar is only granted on retirement becomes amply clear from Paragraph 180 of the Regulations for the Army and Para 18 of Letter No B/43435/Policy/AG/CW-2 dated 16-05-2008 issued by the Ceremonial and Welfare Directorate of the Integrated HQ of MoD (Army).

7. More than the fact that a wrong statement was made before the Supreme Court by the Solicitor General, who apparently acted on wrong advice tendered by the Department of Ex-Servicemen Welfare, it pains the ex-servicemen community that the pension wing of the said department, instead of looking after the welfare of veterans, is increasingly assuming an adversarial role and scuttling all positive moves made by the higher echelons of the MoD and the Defence Services for the welfare of veterans and their families. The term ‘Welfare’ in the title of the Department is an unfortunate misnomer. This negative attitude is also resulting in delaying and denying the benefits even when upheld by the Supreme Court. This negative approach is very unfortunate and results in filing of multiple appeals before the Supreme Court by the MoD against its disabled soldiers and other pensioners imposing great financial burden by way of legal expenses on the affected Ex Servicemen. 8. As the above mentioned statement before the Supreme Court would indicate, the Department did not even spare veterans who were covered by an earlier judgment of the Supreme Court and took the opportunity to convey incorrect facts to the Court when even a notice had not yet been issued to the affected veterans (respondents in the appeal) who were thus not even represented in the Court either in person or through counsel. While I have no legal knowhow, but it seems clear that stating a wrong and misleading fact and that too in the absence of the affected party, may be contemptuous or even perjury. The fact that no attempt has been made till date to get the wrong statement rectified, modified or clarified, further lends credence to suspicion on the motive of the staff who would have briefed the then Solicitor General.

9. I request your intervention in undoing the mistake so that the veterans get their just due. There is also a need that the errant staff is taken to task so as to avoid repetition of such unfortunate misrepresentation of facts. With best regards,

Military tribunal verdict brings respite for ex-servicemen

CHANDIGARH: In an order with the potential of wide ramifications, the Chandigarh bench of the Armed Forces Tribunal (AFT) has ruled that the revised pay scales and consequently pensionary benefits on the recommendations of 5th Central Pay Commission to the Persons Below Officers Rank (PBOR) should be applicable with effect from January 1, 1996 instead of October 10, 997. While setting a deadline of three months to comply these orders, the military tribunal has also held that if the ministry of defence (MOD) failed to follow these orders, it would be liable to deposit Rs 10,000 to the tribunal as penalty.

With these orders thousands of soldiers who retired from January 1, 1996 to October 10, 1997 would be eligible for higher pay and pensionery benefits as per the recommendations of Ajit Kumar committee of the central 5th Pay Commission. The committee had revised the pay and pensioner benefits of Persons Below Officers Rank (PBOR) of Army, Navy and Air Force by removing anomalies.

Bench comprising its judicial member, Justice NP Gupta and administrative member, Lt Gen NS Brar of the AFT of has passed these orders while allowing various petitions filed by the ex-servicemen, Adarsh Pal and others. The petitioners were hailing from various districts of Punjab, Haryana and Himachal Pradesh.

All the petitioners had retired from January 1, 1996 to October 9, 1997 were receiving lesser pension than those who retired on or after October 10, 997 because the Ajit Kumar committee recommendations were made applicable with effect from October 10, 1997 onwards. The grouse of the petitioners was that the cut off date of October 10, 1997 was not only illegal but arbitrary also as there is no objective and rationality of this cut off date to be achieved. Arguing before the bench, counsel for the petitioner, RC Chatrath contended that said cut off date has no nexus and objective to be achieved and also in view of the fact that the anomaly should be removed from the date it arose rather than subsequent date.

Accepting the contentions, the AFT, for the first time has also made a provision of penalty of Rs 10,000 in its orders, in case of non-compliance of its orders.

Pension relief for JCOs

Providing relief to personnel below officer rank (PBOR) granted honorary commission in the services, the Chandigarh Bench of the Armed Forces Tribunal (AFT) today ruled that those who had retired before January 2006 are entitled to the same post Sixth Pay Commission pension scales as applicable to similarly ranked Viceroy’s Commissioned Officers (VCOs) of the erstwhile British Indian Army.

Consequently, the pension of pre-2006 PBOR retirees would be increased by about Rs 3,000 per month, lawyers representing the petitioners said. While a bunch of petitions were disposed off collectively today, the order could affect several thousand similarly placed PBOR.

The petitioners contended that there was parity in the pensions of the VCOs and their post-Independence successors - the JCOs - till December 2005. However, they were placed at a financial disadvantage following recommendations of a committee set up to redress the Sixth Pay Commission (SPC) grievances.

The pension of VCOs, according to the petitioners, was correctly fixed by the government prior to June 1953 and they were granted honorary ranks of Lieutenant and Captain that continued thereon. On implementation of the SPC, the government, however, introduced a “specific non-applicability clause” vide its letter dated March 8, 2010, thereby fixing their pension lower scales. In its order, the Bench comprising Justice Ghanshyam Prashad and Lt Gen NS Brar observed that the VCOs and the JCOs form one class and were treated as such with parity till 2005. “Fixing pension of the VCOs correctly and denying the same to the JCOs is discriminatory and arbitrary and they cannot be placed in different categories.”

MoD drops use of term PBOR in Armed Forces

The Ministry of Defence has accepted a long-pending demand of ex-servicemen to drop the use of the term ‘Personnel Below Officers Rank’ (PBOR) in official communication.
A letter to this effect has been issued to all command headquarters of the Army, Air Force and Navy.
Henceforth, in official communication, soldiers will be referred as Other Ranks (Sepoy, Naik and Havildar), Junior Commissioned Officers (Hony Naib Subedar, Naib Subedar, Subedar, Subedar Major) and Officers (Lieutenants and above).
Officers are commissioned in forces, so are Junior Commissioned Officers (JCOs). The JCOs also put on stars on shoulders like officers.
The JCOs are Class II gazetted officers and their gazette notification is also signed by the President of India. Some JCOs do take on officer’s duties, responsibilities and also draw officiating allowances for that.
Lt Gen Raj Kadyan (retd), former Vice-Chief of the Army and chairman of the Indian Ex-servicemen Movement, said: “I am happy the system has recognised it. It was unfair to call Junior Commissioned Officers as PBORs.”
The term PBORs is considered derogatory because it draws a line between officers and the other ranks. “It creates a deep sense of difference in the hearts and mind of ex-servicemen and also in forces,” said Lt Col SS Sohi (retd), president of the Ex-servicemen Grievance Cell. He had also petitioned the MoD to drop the term.
Bhim Sen Sehgal, chairman of the All-India Ex-servicemen Welfare Association, however, said everybody should be called ex-servicemen after retirement. "After retirement, all are equal and categorising soldiers who have served at the lowest ranks as Other Ranks should also be avoided," he said.

इस राक्षस 'PBOR' अक्सर कैंटीन सीएसडी, महाराष्ट्र, ई सी एच एस और अन्य समान स्थानों जैसी जगहों पर साइनबोर्ड पर दिख रहा है. यह आगे हमारे सैनिकों के प्रति भेदभावपूर्ण रवैये को दर्शाता है. मेरा दिल डूब गया, जब मैं एक यूनिट दिल्ली कैंटीन में चला सीएसडी कैंटीन में एक 'PBOR' बोर्ड को देखा. वही तो कई अन्य कैंटीन की कहानी है कि मैं दौरा नहीं किया है किया जाना चाहिए. यह इस तरह के बड़े पैमाने पर अपमान देखना चौंकाने वाला है और यह इतना व्यवस्था में गहरी पैठ बना दिया है कि. और भी अधिक परेशान बात यह है कि कोई भी प्रतिक्रिया चुनता है! अच्छा है कि, sirs, बंद करो और इसे रोकना होगा है. एक ही रास्ता या कोई अन्य. पानी काफी लंबे समय और प्रेशर कुकर बम विस्फोटों उबाल लें. हम सभी जानते हैं कि और इसके बहुत सुखद नहीं बात एक होने के लिए.

यह दुखद है कि उनके लिए देश की सीमाओं की रक्षा और उनके मातहत के हितों की रक्षा दिमाग का उपयोग करने के बजाय, वरिष्ठ पदों पर कुछ अधिकारियों ने अपने समय और ऊर्जा इस देश के बहादुर सैनिकों के बीच दरार पैदा करने का उपयोग.

PBOR: Yes! An abbreviation with an unknown, yet, not so unknown origin. Here from Acronym Attic it means:

PBOR stands for personal below officer’s ranks. A acronym that represents `KALYUGA’ in Indian Military fraternity. A word that is a matter of pride to some intelligent destructive brains. And while most soldiers are too naive to understand these petty schemes of the schemers, some of us do.

A divide is being created, and on purpose, between officers and the JCOs, NCOs and ORs. If we look at our military history, even before independence and after it both serving and retired soldiers have been referred to as officers, JCOs, NCOs and ORs. Suddenly a new term is coined. A monster is born. Not a person, just a tiny little abbreviation -- PBOR.

I clearly remember bringing this point to the foreground regarding the devaluation of JCOs, NCOs and equivalent ranks of all arms at the All India Veterans Meet organized by IESM held on Sept 30, 2009. We are all aware of the fact that JCOs are commissioned by President of India and that it is a Class II Gazetted rank. It has now been replaced by this monster of a term -- PBOR. I have asked this question in the past and I'm asking again, where did this term come from? How is it that the service chiefs have so easily accepted it? The same point has also been raised earlier by Sgt. Prabhjot Singh PIS (Retd.), President, Indian Ex-Services League, Punjab and Chandigarh and other ESM also. However there has been no action taken on ground by anyone.

Today the entrants to the forces at soldier level are more literate and aware than before. This is a result of increased awareness and availability of information to everyone. Fortunately, “BOSS IS ALWAYS RIGHT” slogan is now outdated. Today right is right and wrong is wrong, and surprisingly for many, this can be well identified by our soldiers. By way of highlighting this again, I humbly request our COAS, the other service chiefs and the rest of the top brass to wake these elements up and quit using such petty tactics to devalue JCOs, NCOs and ORs. These elements need to be stopped in order to maintain respect and discipline in the forces. Educated brains should not be compelled, forced to become rebellious.

JCOs have always been called the back bone of the forces. Although the recent developments suggest that they are a burden, an unimportant, redundant part of the the military. If that is the case, it'd be best to simply abolish these ranks instead humiliating them and thus weakening the forces. In the recent past, few other indirect humiliating actions have been observed. One such example is the placement of Honorary Ranks from pay band 3 to JCO’s Band. It is known that honorary rank is not merely a routine promotion based on seniority but is an extra ordinary promotion based on one's exemplary performance during the entire military career. It is granted by the President of India only on two prestigious national days i.e. 15th Aug and 26th Jan every year and is called “President Commission”. Thanks to IESM Chairman and some other ESM organization that raised this point seriously with COAS and QMG Br and this order was revoked. We all are thankful to CAOS who has taken serious view of this situation and revoked the order issued by QMG Br.

This monster 'PBOR' is frequently visible on signboards at places like CSD canteen, MH, ECHS and other similar places. This further reflects discriminatory attitude towards our soldiers. My heart sank when I saw a 'PBOR' board in a Unit run CSD Canteen in Delhi Canteen. The same must be the story of so many other canteens that I have not visited. It is shocking to see such rampant humiliation and that it has penetrated so deep into the system. What is even more disturbing is that no one chooses to react! Well that, sirs, has to stop and stop it must. One way or another. Boil the water long enough and the pressure cooker blasts. We all know that and its not a very pleasant thing to happen.

It is painful that instead of utilizing their brains to safeguard the nation's boundaries and safeguard the interests of their subordinates, some officers at senior posts utilize their time and energy creating a rift between the brave soldiers of this nation.

I will like to quote here the lines of a remarkable naval officer, "As I pen down my experiences of the Sixth Pay Commission, I will try to mask my contempt for those in the highest echelons for conniving with the powers in Delhi quite obviously for personal benefit." And this clearly shows how power is misused by some.

Therefore in the interest of the nation, on behalf of the JCOs, NCOs and ORs of all arms, I once again request all ESM organizations to take up the above mentioned objections with the concerned authorities and urge them to completely and comprehensively abolish the term “PBOR” from the dictionary of the forces. I thank you all in advance for this service to the nation.

कि पहले बताया गया 6 केंद्रीय वेतन आयोग की सिफारिशों के आधार पर, सरकार ने एक भुगतान नियमित नायब सूबेदार की Havildars तक के पैमाने पर आधारित पेंशन देने अधिसूचना जारी किया था नायब सूबेदार की मानद रैंक दी गई. हालांकि कहा अधिसूचना केवल एक शर्त है कि यह प्रभाव (वित्तीय) के साथ लागू 2006/01/01 से होगा निहित, यह कहीं नहीं कहा कि यह केवल जो 2006/01/01 के बाद सेवानिवृत्त जो पहले सेवानिवृत्त नहीं है और को लागू नहीं होगी इस कट ऑफ तारीख. यह अभी भी नकारात्मक था, लेकिन संबंधित अधिकारियों है कि यह केवल पोस्ट करने के लिए 2006 के सेवानिवृत्त लागू किया गया था से व्याख्या की जा रही है. सशस्त्र बल न्यायाधिकरण (पीछे) के चंडीगढ़ खंडपीठ Feb 2010 में तथापि नीचे काल्पनिक कट ऑफ तारीख के इस प्रतिबंधात्मक व्याख्या मारा था और फैसला सुनाया कि लाभ सभी मानद नायब Subedars के लिए उपलब्ध सेवानिवृत्ति की तारीख से प्रभावित हुए बिना किया जाएगा.

IESM objects to demeaning term PBOR

The Indian Ex-Servicemen's Movement (IESM) is has objected to the usage of the "demeaning" terminology Personnel Below Officer Rank (PBOR).

"Such an acronym is neither authorised nor officially accepted. It is not even included in our military manual titled the 'Glossary of Military Terms' and another named 'Military Abbreviations'," Major-General (Retd) Aditya J B Jaini, Ati Vishisht Seva Medal, told UNI.

Since the past few years, media, government representatives and even military writers have been using the terminology that was concocted by the bureaucracy in an attempt to create a horizontal divide between ''us officers and our men,'' alleged the veteran who is a member of the Governing Body and Core Group of IESM.

''The bureaucracy -- which never ever leaves any stone unturned to humiliate, belittle, berate, defame or embarrass the Services -- has coined PBOR most subtly and seditiously only to create an impression that there are officers and those below officer rank.

Nothing could be further than that from reality,'' said the Major-General who was Senior Directing Staff (Army) at the National Defence College, New Delhi, before he hung up his boots in 2003.

My father Daroga Prasad Rai, who was Chief Minister of Bihar in 1970, motivated and encouraged me to join Sainik School Tilaiya with a view to make me join Armed Forces as an officer.

He always spoke of the Indian Armed Forces with the highest regard. At that time I was only about nine years old. At that impressionable age I became highly motivated. I do not deny that I was thrilled by the prospect of joining the most noble profession, where one gets a chance to make the supreme sacrifice for his country.

Accordingly I competed and joined Sainik School Tilaiya. But I did not want to leave any stone unturned in my ambition to become an Army Officer. When I came to know about Rashtriya Indian Military College, Dehradun (RIMC), which was considered to be the best, I competed and joined the RIMC in January 1973. Even though my initial enthusiasm had not waned, by the time I reached 11th standard, with whatever understanding I had, I started enquiring about a career in the Armed Forces.

My seniors who were at the Indian Military Academy by then, fed me some comparisons. First, they showed me that all the Class-I Services officers (including IAS and IPS) started their career at a basic salary of Rs 700/- per month, whereas in the case of Armed Forces officers it was Rs 750/- per month. (I later came to know that this extra Rs 50/- was special disturbance allowance, which was merged with basic pay by the Third Pay Commission).

Second, they also showed me the orders where a Major was equated with an IAS Officer with not less than 12 years of service. The obvious conclusion, which will be drawn by any 16 or 17-year-old boy, would be that the Army as a career was almost equal to the IAS, and certainly better than the IPS or other Class-I central services.

Having convinced myself, I put in my best in the NDA exam, and ranked eighth in the final merit list. After successfully completing my training at NDA Khadakwasla and IMA, Dehradun, I was commissioned as Second Lieutenant in June 1981 in the 7th Battalion the Sikh Regiment, on my own choice i.e., after exactly 11 years of hard training and spartan living. But due to an injury, attributable to Military Service, I was placed in a permanent low medical category. Consequently, I was transferred to the Army Ordnance Corps in 1988 i.e., after seven years of regimental service in Infantry. On transfer I was posted to the Ordnance Depot, Shakurbasti, Delhi.

It was here I learnt that whatever I had been thinking about the career in the Indian Army was wrong. In the Ordnance Depot, I discovered that the JCOs who are Gazetted Officers (I have seen the Gazette Notification of JCOs) are equated with non-gazetted civilian employees and that too of Class-III i.e., Group-C. The point has only been made to emphasise the arbitrariness and irrationality of orders regarding the relativity of ranks. And as the de facto equation stands today, there cannot be any service with worse career prospects than the Army except some Group-B services. But is this the result of a “steep pyramidal hierarchy” as is often claimed? No.

It is the result of a conscious effort by the bureaucracy to degrade the services ever since independence. To undo this, i.e., if the Government is sincere, the solution is to revert to the pre- A V Singh Committee implementation stage and reintroduce the rank of 2nd Lieutenant, and to offer one-rank one- pay scale in the standard pay scales as was applicable to all the Organised Central Group-A Civil Services (erstwhile allied services).

Till recently, the Warrant of Precedence stated that a Major is equal to an IAS Officer with not less than 12 years of service and a Superintendent of Police with not less than 15 years of service. The status of Army officers was further degraded as per the underlying thrust of the Sixth Pay Commission, at the behest of bureaucracy. Why are these facts not disseminated to the young aspirants to the Armed Forces? If bureaucrats and policemen are higher in rank and status, then why are Army officers debarred from taking the IAS and IPS exams? I do not think that anyone today, if he is aware of of these facts, would join the Army, except to earn hsi bread. As for myself, had I known this, forget the Sainik School or RIMC, I would have never joined the Army.

The relativity in rank and status is irrational and arbitrary, against the letter and spirit of the Constitution and violates my fundamental rights.

Lt Col A K Rai is alumnus of Sainik School Tilaiya, Rashtriya Indian Military College, Deharadun, NDA, Khadakwasla, the author was commissioned into the Sikh Regiment in Jun 1981. he was transferred to the AOC in 1988. What is the resultant outcome?
The Armed Forces career is not attractive precisely for the degraded honour (not for pay and salaries as projected by the media) inflicted on the Personnel subject to Army Act which literally silences them! End result acute shortage of Officers now averaging and hovering around 25% deficiency.

Convocation function for award of Indira Gandhi National Open University (IGNOU) degree to Personnel Below Officer’s Rank (PBOR) of Indian Army was conducted at DRDO Bhawan on 21 Apr 2010. The chief guest of the function was Lieutenant General Mukesh Sabharwal, PVSM,AVSM*,VSM, Adjutant General, Indian Army and Shri VN Rajasekharan Pillai, Vice Chancellor IGNOU, and the Guest of Honour was Lieutenant General VK Chaturvedi, AVSM,SM, Director General (Manpower Planning & Personnel Services). The function was also graced by the presence of Lieutenant General P Mohapatra, AVSM, ADC, Signal Officer-in-Chief & Senior Colonel Commandant, Corps of Signals, Major General SP Kochhar, AVSM, SM,VSM, Additional Director General Personnel Services, and Col Commandant Corps of Signals Brig SK Pillai, VSM, Commandant Community College, 1 Signal Training Centre.

The Government, vide DOP&T Office Memorandum No 15012/8/82-Estt(D) dated 12 Feb 86 stipulated that matriculate PBOR of Indian Army, who have completed 15 Years of service will be eligible for employment in group ‘C’ & ‘D’ jobs in the Government where graduation is an essential requirement. However, the number of vacancies that come up in Government agencies where the above stipulation can be applied is very less. Most institutions or establishments in the private sector or public domain insist on mark sheet and certificates, provision for which do not exist in the Government Order dated 12 Feb 86. So a need was felt to bridge this gap and empower PBOR of Indian Army by arming them with the requisite diploma / degree based on the ‘in service training’ undergone by the PBOR right through his service career.

Thus Project GYANDEEP was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on 04 Sep 09. The project was dedicated to the Nation by the Honourable President of India on 19 Nov 2009. The aim of the project is to confer educational certification to PBOR of the Indian Army by according recognition to the “in service” training carried out by individuals during the entire span of their service career. The aim is also to empower all PBOR by arming them with a diploma/degree so as to facilitate a second career post retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues.

PBOR who wish to register for award of diploma/degree can do so through their respective Regimental Centres, all of which have been registered as Army-IGNOU Community Colleges with IGNOU. These community colleges will function as autonomous institutes in instituting academic, training and administrative responsibilities etc and at any time will not seek affiliation to IGNOU. The community colleges will identify academic programmes to be offered to the community of soldiers for this program on the basis of a need analysis of the local job requirements and opportunities and incorporate these findings into the curriculum, and if so required, take assistance from IGNOU in identifying such academic programmes. The Community colleges will abide by the norms and guidelines defined for the scheme by IGNOU, whereby IGNOU has the sole authority for modifying the terms and conditions of the community college scheme.

It would be interesting to Know as to who coined the Abbreviation PBOR. I retired in 1985 till the then it was Officers, JCOs and Jawans . Even a NCO is an officer in military parlance. The term, though bringing brevity in speech and writing, is hurting the feelings of JCOs and equivalent ranks of Air force and Navy and it is high time that we reverted back to the old system of classifying the service personnel..

The acronym PBOR has been coined by MoD and AHQ who have classified JCOs and NCOs as Personnel Below Officer Rank probably after the 5th Central Pay Commission recommendations were implemented. This is extension of degradation of the Armed Forces by bureaucrats and the AHQ staff have fallen prey to actively participate in reducing the "Rank and Honour" of the Armed Forces. Shortage of Junior Officers

Exodus and shortage of Junior Officers is not only problem faced by Indian Army alone, but has befallen the other armies too including the US.
The reasons for exodus one attributes to low pay and perks may not be correct. The Indian Army has an advantage of overcoming the crisis by using Middle rung Officers (Junior Commissioned Officers) more effectively. What we really need to do, is to select the best and youngest JCO's and train them in elite establishments like IMA and NDA to make up the shortfall in each course. Enhance the strength of ACC. Another option which can be explored is to offer Junior Commission to those who fail to qualify in SSB for the Officers Commission. The Army has the requisite capability to offset the shortages as short term measure and better methods of selection of Officers as long term measure. The Indian Army has the best professional soldiers in the world and the temporary shortages of junior officers will not make an impact nor dent in its overall capability, notwithstanding the outcome of sixth pay commission.

Re- Employed Officers is one category which has demeaned the status of Officer Cadre. Though it is well intentioned program to employ retired/ retiring officers, but its terms and conditions for employment has demeaned and down graded the Rank structure of the Army vis a vis the officer in service. This category of Officers cannot make up the shortfall or curb exodus of Officers and hence needs to be abolished in totality. They are neither Serving Officers nor Ex Servicemen in its true definition!
