IESM 2 Years ago: Will future Jantar Mantar Protests yield any results?

EX-SERVICEMEN RALLY AT JANTAR MANTARON SUNDAY, 28 NOV 201011.
On the Ex-Servicemen Rally of 28 Nov 2010 organised by IESM at Jantar Mantar, as against the earlier ones of 8 Feb 2009 & 12 Apr 2009; I observed that:
  • Attendance. The attendance was comparatively thinner, not exceeding 1000, as against the claimed 5000 Ex-Servicemen having taken part in the Rally. It is necessary that we all realize that until & unless IESM spreads its wings all over the Country, ONE RANK ONE PENSION will only remain a mirage. And, our presumption that 1000 Ex-Servicemen rallying at Jantar Mantar would coerce the Govt. of India to grant ONE RANK ONE PENSION, is badly misplaced.
  • Signing of Petition in Blood. At Jantar Mantar, the venue of the Rally, on Sunday, 28 Nov 2010; around 10.00 AM, I saw a Nursing Asst. draw blood from Ex-Servicemen and store it in a bottle. When Col Himmat Singh Kaushal from Ambala and Lt Cdr Mayil Vahanan from Tanjavur (Tamil Nadu) went the table where Ex-Servicemen were busy signing their names in blood and stretched out their hands for blood to be drawn; they were told to dip a quill in the bottle of blood kept on the table and affix their signatures. It is felt that drawing of blood from Ex-Servicemen and their signing the Petition in blood ought to be done more visibly, in full glare of the Media to enable photographs of the same to appear in leading media, on the next day.
    Finally, considering that the elections for a pan-India organisation were conducted without enabling any serious level of participatory credibility; with immense pain, I hereby choose to resign from the primary membership of IESM, an organisation of which I had the privilege of being one among the Founder Members.

    Comment: Lessons learnt in earlier Rallies must be analysed before jumping into another protest rally. OROP is slowly losing steam because the case is not projected precisely with adequate legal baggage. Just harping on OROP like a broken record will not enhance our Pension rights/ entitlements to satisfy all sections of the Military. What will be more prudent is to fight for enhanced pay and pensions for our Sepoys, NCOs and JCOs and removal of all anomalies. The Rank Pay case should act as an eye opener. IESM need to employ advocates who can fight our cases in a befitting manner. Wasting money on Rallies will bear no fruit unless backed with at least a lakh of protestors.

    OROP: जंतर मंतर पर विरोध रैली

    "अन्याय के खिलाफ रक्षा दिग्गजों"
    01 DEC 2012 प्रिय दिग्गजों पर जंतर मंतर नई दिल्ली में विशाल रैली
    दिनांक: 28 सितम्बर +२०१२
    1. सरकार न केवल और रक्षा अनसुलझे कार्मिक के वेतन और पेंशन में 39 गंभीर विसंगतियों को छोड़ दिया है, यह भी नहीं लागू किया गया है और सशस्त्र बलों ट्रिब्यूनल और सुप्रीम कोर्ट को रक्षा कार्मिकों के पक्ष में दिए गए फैसले हैं. राज्यसभा OROP दृढ़ता से की सिफारिश रक्षा कार्मिक OROP पर याचिका समिति की सिफारिशों को लागू नहीं किया गया है.
    OROP मुद्दा है जो विधिवत संसद के सदस्यों द्वारा किया गया है पर 7 महीने के लिए विश्लेषण, जो पहले राज्यसभा समिति था OROP के अनुदान के खिलाफ सबूत दिया सचिवों की एक समिति को सौंपा गया था. उन से क्या उम्मीद की जा सकती है? PM, RM, और तीन प्रमुखों से अवगत कराया गया.
    24 सितम्बर 2012 को (इवनिंग) सरकार सैनिकों और राष्ट्र को गुमराह किया जब वे घोषणा कि OROP अनुमोदित किया गया है. वास्तव में अनुमोदन कहीं नहीं OROP के करीब है.
    सरकार ने न केवल 6 सीपीसी जहां नौकरशाही 6 सीपीसी यानी की सिफारिश चालाकी था "वेतन बैंड में रैंक के वेतन का न्यूनतम पे बैंड के न्यूनतम वेतन के लिए बदल गया था" एक गंभीर विसंगति हटा दिया गया है. हवलदार सिपाही के लिए इसके अलावा, वे दो साल के अतिरिक्त वेटेज दिया है जो केवल 400 रुपये प्रति माह की वृद्धि का मतलब है. तीन प्रमुखों द्वारा मांग करने के लिए समिति में सेवारत और सेवानिवृत्त रक्षा कर्मियों के सदस्यों से शामिल नहीं स्वीकार कर लिया गया.
    2. हमारी न्याय इसलिए पाने के लिए संघर्ष, वृद्धि की तीव्रता के साथ जारी किया जाएगा. 1530hrs - मन में इसके बाद के संस्करण के साथ एक रैली जंतर मंतर नई दिल्ली में 01 दिसम्बर 2012 को 1030 से आयोजित किया गया है की योजना बनाई है. सभी ईएसएम जो अपने पदक नहीं जमा करने के लिए बड़ी संख्या में ऐसा करने का अनुरोध कर रहे हैं. पदक बुद्धिमान और रैली या व्यक्तिगत ईएसएम के लिए लाया क्षेत्र रैली स्थल पर उनके पदक जमा कर सकते हैं एकत्र किया जा सकता है.
    3. कार्रवाई के भविष्य के पाठ्यक्रम और संकल्प सामूहिक रूप से रैली में पारित हो जाएगा करने के लिए सुनिश्चित करें कि हम अपने कारण न्याय मिलता है. दिल्ली में इस रैली के लिए सेना के लिए निरंतर उदासीनता और दुराचार meted प्रदर्शन और सरकार पर प्रभावित करने के लिए दीवार पर लेखन देख और शीघ्रता से रक्षा कर्मियों के सभी शिकायतों का समाधान करने के लिए तेजी से कार्य करने के लिए आयोजित किया जा रहा है.
    4. पिछले दस वर्षों में रक्षा बलों सरकार के उदासीन रवैये के कारण ignominies और अपमान की एक बहुत कुछ सहा है. और नौकरशाही. सरकार अगर यह सोचता है कि छठे वेतन आयोग की सिफारिशों के साथ सशस्त्र बलों के असंतोष के मुद्दे पर अपने पैर खींच द्वारा यह कर सकते हैं कि इस मुद्दे को दूर जाना गलत है.
    5. एक देश है कि अपने सशस्त्र बलों का सम्मान करने के लिए मना कर दिया है अंत में अंत बलों है कि 'देशों आकांक्षाओं का सम्मान नहीं होगा हो रही होगी. एक देश अपने सैनिकों के साथ एक पवित्र अनुबंध है कि जबकि वह / वह उसकी / उसके जीवन नीचे रखना जब आह्वान ऐसा करने के लिए, राष्ट्र हद तक अपने संसाधनों के लिए उसका / उसकी अच्छी तरह से देखभाल और उसकी / उसके परिवार की जरूरतों के ले जाएगा की अनुमति.
    6. एक निर्दिष्ट मार्ग पर चार किलोमीटर रैली अनुसूची के अलावा, यह 3 के एक मार्च के लिए बाहर ले करने का प्रस्ताव है. यह भी एक वाहन मंच पर जो वीरता और विशिष्ट सेवा पदक संख्या लगभग दस हज़ार है जो पहले से ही स्वयंसेवक ईएसएम और एक बड़ी संख्या है जो रैली के दिन पर जमा हो जाएगा द्वारा किया गया है हमारे साथ जमा सम्मान में रखा जाएगा तैयार करने की योजना बनाई है "दिखाने के मामले अलग - अलग उद्देश्य के लिए बनाया है. इस रैली स्थल पर रखा जाएगा और अनुसूचित मार्च के साथ रैली के दौरान चला. 7 दिनों - बाद में, यह 5 की एक अवधि के लिए राष्ट्रीय राजधानी क्षेत्र में विभिन्न स्थानों पर "पदक मामलों दिखाएँ" के साथ वाहन ले जाने की योजना बनाई है. चार स्वयंसेवक ईएसएम हमेशा वाहन पर पदक ले जाएगा.
    7. यानी हरियाणा, राजस्थान, पंजाब, हिमाचल, उत्तराखंड, उत्तर प्रदेश, जो अपने - अपने राज्यों में पदक के साथ परेड के लिए वाहन की इच्छा के पास राज्यों में IESM Conveners IESM मुख्यालय को लिखने के लिए, 543 सेक्टर 23, मेल आईडी पर गुड़गांव (हरियाणा) में हो सकता है: satbirsm ( ) जीमेल (डॉट) com पर वाहन को 3-4 दिनों की अवधि के लिए स्वयंसेवक राज्यों को भेजा जा नियोजित किया जाएगा.
    8. अब योजना के लिए रखने के लिए 01 दिसम्बर 2012 अपने और परिवार के सदस्यों और यकीन है कि आप सभी को बड़ी संख्या में ऊपर रैली में भाग लेने के लिए मुक्त हैं. आपकी भागीदारी प्रकरण रक्षा दिग्गजों के सामूहिक शक्ति दिखाएँ हमारे कारण न्याय पाने के लिए आवश्यक है.
    9. रैली में शामिल होने के लिए अन्याय के खिलाफ "यकीन है कि जीत" यह सुनिश्चित करना चाहिए.

    Jantar Mantar Rally scheduled for 12 Nov 2011

    Dear Colleagues,
    AN IESM rally was held today in area of Matan Hail village, District, Jhajjar, Haryana. It was attended by approximately 400 ESM including families. Col Krit Joshipura, Lt Kameshwar Pandey and self participated from the Governing Body. The good work done so far in helping resolve different welfare related problems was praised by many who spoke. There is tremendous enthusiasm and growing support for the IESM in pursuit of its goals. Majority committed to attend the Jantar Mantar rally on 12 Nov 2011.
    The planned rally on 12 November is likely to have sizeable participation from J&K and Rajasthan, apart from other States.
    Wishing all ESM and their families a very happy and joyous Diwali.

    IESM fast tracks ECHS to aid Veteran in Ventilator

    Dear Colleagues,
    The mobile phone has been on the buzz most of the day. Many ESM called up to confirm large attendance for the rally tomorrow. Those who cannot make it due to the distance involved, called up to express support and solidarity for the Movement. Over eight lac rupees have been donated by members for the event. The response has been overwhelming. The confidence and faith shown by the environment puts a heavy responsibility on us to steer the Movement to meet the expectations of the majority.
    I was called today to unveil a martyr’s statue in village ‘Palda’ in Jhajjar District of Haryana. It was the wish of the ESM in the region that the honor is done by Chairman IESM and not by any politician or government official. It was a solemn ceremony attended by hundreds of ESM and families. School children sang patriotic songs. Palda has a proud history of valour and sacrifice. There are now four statues of martyrs in a row, the first being of Hony Capt Umrao Singh, VC.

    Assistance to No 14606646 Ex L/Nk Hari Kumar KG For Specialized treatment at Cochin
    Dear Veterans,
    1. This is to bring to the notice of all veterans that IESM HQ moved on OP immediate basis to get the sanction of Sr consultant (MED) for the specialized treatment to No 14606646 Ex L/Nk Hari Kumar KG who is on ventilator in ICU at Amrita Institute of Medical Science an ECHS empanelled hospital at Cochin. We were approached by the family members of the veteran patient when all their efforts failed and the hospital was to start the treatment after the sanction from DGAFMS is given. The amount involved as on 24 Feb was Rs 3,58,100/-.
    2. IESM HQ contacted whose who in the medical set up at RR hospital, DGAFMS, DGMS (Army), DGCW AG's Branch. the required documents sent by Air force Hospital Bangalore were not traceable in the office of DGAFMS. Emergency ops room functioned at IESM HQ and we were able to get the required sanction conveyed to OIC ECHS Cochin yesterday at 3 Pm. I can only say "God! you are too kind". We pray, with the commencement of treatment, our veteran soldier is blessed with speedy recovery.
    3. Our special thanks to DG(CW) Lt Gen BG Nair, DG MS (Army) Lt Gen HR Kakaria Sr consultant (MD) Maj Gen AC Anand, Col Chatraj SO To DGMS (Army), Col SS Roy So to Sr, consultant MD DGAFMS, Col Summit Roy OC ECHS Cochin, AVM Anil Behal AF Hospital Bangalore; who voluntarily and positively understood the urgency and helped in expediting the sanction.

    Polyclinics
    Mr. Raju said the government had recently sanctioned an additional 300 polyclinics as part of the endeavour to provide better healthcare to the ex-servicemen. Efforts were also underway to help the ex-servicemen have an access to the corporate hospitals. Resettlement courses for the ex-servicemen were getting fine-tuned in a bid to promote skill upgradation among them. The idea was aimed at preparing the ex-servicemen, who were used to do the conventional jobs associated with the refilling stations, toll plazas on the highways and security agencies, to take up the emerging and new generation employments like software as their second career. The Minister said the Centre had decided to increase its share of funds from 50 to 75 per cent for running the State Sainik Boards in a bid to provide more focus on the welfare of ex-servicemen and widows. The State-level boards are funded by the State and Central governments in a 50:50 ratio till now.

    IESM: March for Justice Jantar Mantar 22 Aug 2010

    DEPOSITING OF MEDALS AND SUBMISSION OF MEMORANDUM SIGNED IN BLOOD BY THE ESM TO THE SUPREME COMMANDER ON 22 AUG 2010 FROM 11 AM TO 3 PM AT JANTAR MANTAR NEW DELHI
    Dear Friends,
    1. The gross injustice, apathy negative attitude and indifference of the Govt and the bureaucracy have crossed all levels of tolerance and acceptance. There are two options, one, to accept the status quo, live the life as it unfolds and melt away. The second option is to get up and fight for Justice. As a soldier, the have learnt to follow the second option.
    2. I wish to quote a few instances of Govt apathy and injustices:-
  • All Party parliamentary Committee is supposed to be one of the most powerful committee. This committee headed by a congress MP Shri Satpal Ji Maharaj while tabling its report in the Parliament on 07 May 2010 had recommended the grant of OROP to the Defence Personnel. Three months have passed, the Govt has not taken the decision on this recommendation. Why the Govt has kept this committee report under the carpet is not understood? This was the chance before the Govt to undo the damage already inflicted on Defence Forces.
  • The Govt has not implemented any of the judgements recently passed favouring the Defence Personnel:
    i. SC judgement in Rank Pay case. Instead of accepting its fault and implementing the judgement, it has appealed to the SC to recall its orders.
    ii. In the case of pre 96 Maj Gens (Maj Gen Vains Vs Union of India), the Govt continues to ignore the implementation of judgement fully. Instead of giving the same pensions to similarly placed pre 96 Maj Gen as per Para 31 of the SC judgement, it has fixed arbitrarily the pension of pre 96 Maj Gen by increasing it by Rs 500 pm ie Rs 10000/-instead of Rs 11450 being given to similarly placed post 96 Maj Gens.
    iii. In the case of Pre 2006 Maj Gen, the Govt has not implemented the judgement of AFT Chandigarh dated 03 Mar 2010 where in the Govt was to implement the judgement within 3 months. The execution proceedings have been filed by the Maj Gens and the hearing is on the 10 Aug 2010.
    iv. In the case of Babu Ram Dhiman and Sohan Singh Vs Union of India, AFT Chandigarh judgement on OROP dated 08 Mar 2010 which was to be implemented within 4 months, has not been implemented.
  • The widows of JCOs and Jawans who need the maximum assistance, care and compassion have been left out from the recent enhancement in pension of JCOs and Jawans. Here, also instead of giving the enhancement with effect from 01 Jan 2006, it has been sanctioned with effect from 01 Jul 2009.
  • The 6th Pay Commission had granted three Assured Career Progressions (ACP). Strangely the ACP has not been applied notionally while fixing the pensions of Pre 01 Jan 2006 retirees. Even for Post 01 Jan 2006 retiree defence personnel, only two ACPs have been granted. Why the third has not been granted to a Sepoy who has been compulsorily retired from service after 17 years of service?
  • There is a large gap of Rs 11600 in pension of pre 2006 retiree Maj and Lt Col while the gap in their pay in the 5th Pay Commission was only Rs 1000/-. Similarly the pension gap between pre 2006 retiree Maj Gen and Lt Gen is Rs 9800/- while the difference in their pay prior to 2006 was only Rs 1200. Why this grave injustice?
  • The President has not granted the audience to the delegation of IESM depositing medals with the President.
    3. The Govt indifferent attitude has irked the veterans severely who have decided to intensify the stir. The next event for deposit of medals and submission of Blood Signed Memorandum to the Supreme Commander will be held on 22 Aug 2010 at Jantar Mantar New Delhi from 11 AM to 2 PM. IESM delegation will leave for Rashtrapati Bhawan at 2.15 PM to deposit the medals and memorandum at 3 PM to the President. Chairman IESM Gen Raj Kadyan has written to the President:

    “It is earnestly hoped that the Supreme Commander would relent and receive the delegation in person. However, should that unfortunately not happen, as already intimated vide ibid letter dated 08 June 2010, the delegation would return without depositing the medals and the memorandum”

    4. All conveners are requested to put in their best effort to motivate the ESM across the country to deposit their medals and sign/ thumb impression the memorandum in Blood voluntarily for the above event. We hope that in the country specially the Northern States where large number of ESM reside are able to reach the target of 5000 Blood Signatures and medals each district. These can either be sent to IESM HQ at 543 Sector 23 Gurgaon or brought to Jantar Mantar on 22 Aug 2010 by 11 AM. Conveners are requested to get maximum ESM at Jantar Mantar. Part payment of transport charges will be made from the IESM funds, Tea, water and lunch packets are being arranged for the ESM attending the event.
    5. Logistic Instructions for the event will be issued by the General Secretary separately.
    6. We are also, putting efforts to get support from all segments of society including all political parties, MPs, MLAs, CMs.
    7. Please circulate these contents to maximum ESM across the country.
    “To struggle for the Just Cause is the right of every person. Let us together join in the efforts to get Justice to the Defence Forces”.

    Ex-servicemen hold protest, demand equal pension

    Collect gallantry medals for returning them to government
    Around 1,000 retired defence personnel on Sunday staged a protest here demanding “equal pension for each rank” and collected their gallantry medals for returning them to the government.

    Ex-servicemen from all the three defence forces held the protest at Jantar Mantar.

    They would also submit a memorandum to President Pratibha Patil and Prime Minister Manmohan Singh, one of the organisers said.

    The main demand is that irrespective of the date on which a soldier retires, he or she should get the same pension.

    “It is a shame for the country that soldiers have to return their gallantry awards and meritorious medals and come to the streets for redressing their grievances,” they said.

    Dear Colleagues,
    The Core Group met from 1000 to 1500 hours today. Apart from taking many other important decisions, details were worked out for the Jantar Mantar rally tomorrow and for depositing medals.
    Brigadier CS Kamboj donated Rs 1,00,000.00 (one lac) to the IESM today. I felt honoured to receive his cheque. The entire Core Group rose to give him a thunderous applause for his high sense of dedication and commitment to the cause.
    It gives me great happiness to welcome the new members into the IESM family. I also congratulate General Aditya Jaini for motivating these ESM to become members.

    IESM: Press Release

    MOD NOTIFICATION OF ENHANCEMENT OF PENSIONS OF JCOS AND JAWANS NO WHERE NEAR GRANT OF ONE RANK ONE PENSION: EX SERVICEMEN MEDALS DEPOSIT PROTEST ON 14 MAR 2010 TO CONTINUE
    Dated: 11 March 2010

    Dear Members of the Media,
    1. Notification issued by the Defence Ministry of the enhancement of pensions of old Defence Pensioners are no where near the grant of One Rank One Pension. The Committee of seven secretaries headed by the Cabinet Secretary did not recommend OROP. It equated the Pre 1997 pensions with Post 1997 and Pre 2006 Pensioners, thus removing a 12 years old anomaly. But the difference between the pre and post 1.1.2006 pensioners stays untouched. After implementation of the above notification, pre 2006 retiree Sepoy with 17 years of service will get a basic pension of Rs 5465 per month, whereas a Sepoy with same years of service who retired after 1.1.2006 is getting Rs 7045/- per month. For subsequent retirees there will be further enhancement of pensions due to the yearly increase of 3 % in the pay scales.

    2. Although the Govt had announced in the Parliament on 06 Jul 2009, earmarking of Rs 2144 crores for implementation of enhancement of pensions to remove the 12 years old anomaly, no action to implement this enhancement was taken. It required the prodding by Shri Mr. LK Advani in the Lok Sabha reminding the Govt to fulfill their commitment. The Hon’ble Prime Minister in his reply on 3 & 5 Mar 2010 misinformed the Parliament that the enhancement of pensions of Jawans and JCOs had been implemented as promised while in actual fact the same has now been done on 08 Mar 2010. This indicates an indifferent attitude of the Govt towards the genuine entitlements of Defence Personnel.

    3. The apathy shown by the Govt towards the genuine demand of the Ex Servicemen has driven the gallant soldiers to the wall and they have resolved to continue with the protest Movement. Accordingly, the protest scheduled on 14 Mar 2010 at Jantar Mantar New Delhi wherein a delegation led by Lt Gen Raj Kadyan, PVSM, AVSM, VSM, Chairman IESM will hand over the medals and memorandum signed in blood to Her Excellency the President who has been requested to kindly make it convenient to receive the same in person.

    4. All members of the media are requested to cover the event extensively to inform the people of India about the mistreatment of Military by the Government.

    IESM: Fast for Justice Rally Jantar Mantar, twenty eighth day

    Dear Colleagues,
    The Punjab ESM continue the relay fast at Jantar Mantar. The Karnataka contingent arrives on 16 Jan 2009. The Gujarat party has sent intimation that they will arrive to take their turn on 30 Jan 2009. The flanks are extending. In the East we have already reached Varanasi.

    We are happy to extend a very hearty welcome to Vice Admiral Harinder Singh and Rear Admiral KR Srinivasan as our new members. Considering that Harinder is also the President of Navy Foudation, it is a very significant milestone in the history of IESM. The Movement’s umbrella is getting bigger by the day.

    10 February 2009 has been chosen as the day for holding rallies throughout India. The modalities for Delhi are getting shaped. Other cities/towns may please plan their own rally. The participants must be in large numbers. And of course whatever we do will be within the law and our ingrained discipline.

    IESM: Fast for Justice Rally at Jantar Mantar, twenty first day

    Dear Colleagues,

    The Jantar Mantar battlefront is held by ESM from Bawal area of Haryana.

    Ever since the struggle started in the form of first public rally on 27 April 2008, this region has always been very active in their support to the Movement. Today they are standing in for the Varanasi valiants who could not make it due to disruptions in train services.

    The 1st JSW course is being eagerly awaited Jan 07, 2009.
