New Delhi: An allocation of R2,200 crore made in the 2009-10 Budget is lying unspent as the government has failed to figure out how to calculate and disburse pension to retired defence personnel.
After a sustained demand for more than two years from ex-servicemen, who were seeking “one rank, one pension”, the ministry of defence (MoD) decided in 2009 to enhance the pension of nearly 14 lakh defence personnel retiring before 2006. A new regime of Parity in Pensions was put in place and the same was announced in the 2009-10 Budget. The new system is applicable to JCOs and other ranks.
Talking to FE, Indian Ex-servicemen Movement (IESM) treasurer Wg Cdr CK Sharma (retd) said, “The amount has been sanctioned for disbursal. However, each individual bank is expected to do the necessary calculation in each case and then do the needful.”
“All these years, the system had been that any time there was a change in the pension rates, the Principal Controller of Defence Accounts (Pension) would issue an amended Preferred Provider Organisation (PPO) for each individual, which would clearly mention the dues of an individual. The government, after the Sixth Pay Commission, has shirked this responsibility and palmed it off to the Pension Disbursing Authority (PDA), which means the bank,” Sharma explained.
According to government sources, so far only 3 lakh out of the 14 lakh ex-servicemen have managed to get the calculation done and get the enhanced pension.
“In some cases, where an individual is fortunate enough to have a bank with a clued-in staff, the work has been done and the money paid. However, as on today, such banks are very few,” . The huge majority have not got the amount due to them as the banks claim they do not have adequate staff to do these calculations, “ pointed out Sharma.
A new software, called Suwigya, has been introduced where an individual can enter his basic information and the software works out the pension dues. According to a official, the basic fact that needs to be remembered is that “a huge majority of the retired jawans from the Army, Navy and the Air Force live in villages and small towns. While a bank manager in Delhi may be guided by people around on how to go about doing these calculations, it is going to be a grave, uphill task for all the others”.
In July 2009, defence minister A K Antony had informed the Lok Sabha: “The government has accepted the recommendations of the cabinet secretary-led panel on ‘one rank, one pension’ and total financial implications on account of benefits to the personnel would be R2,144 crore.”
The committee had recommended inclusion of a Classification Allowance for the Personnel Below Officer Rank (PBOR) from January 1, 2006 and removal of linkage of full pension with 33 years from the same date.

Kerala HC summons Union Defence Secretary for payment of disability Pension

Kochi, Jul 7 (PTI) The Kerala High Court today summoned Union Defence Secretary Vijay Singh and other top officers of Defence Accounts to be present in court on July 26 in a contempt of court case. The order in this regard was issued by Justice S Sirijagan on a contempt petition filed by discharged military official P Madhusudanan of Thiruvananthapuram on non-payment of disability pension.
In June 2009, the High Court had directed payment of disability pension to the petitioner within three months. Following non-compliance of the order, Madhusudanan moved the contempt petition.
When the petition came up for hearing today, Justice Sirijagan ordered personal appearance of the Defence Secretary, Director General Controller of Defence Accounts Neetha Kapoor and Colonel J S Jaswal, senior records officer artillery research signal, Nasik.

Bureaucracy working in reverse gear for Veterans: Crazy style!
This seems crazy.
Every time the govt comes up with pensionary benefits for veterans, instead of directing suo-moto revision by the Pension Sanctioning Authorities or Pension Disbursing Authorities in terms of the relevant orders, the retired service-members are asked to apply to the concerned authorities for revision of pension on complicated prescribed formats. But what about the millions of former military members who do not get a whiff of such revision orders and hence do not apply for such upward revision? Can the government be allowed to retain what rightfully belongs to such pensioners?
This issue needs to be taken up with the govt at the earliest. A recent example would be the improvement in disability / war injury pensionary awards for which the affected personnel have been asked to apply on a prescribed format. What to talk of circulating such circulars all over, these documents are not even placed for public viewing on any website by the Central Govt’s Department of Ex-servicemen Welfare. This is in sharp contrast to the Department of Pensions on the civil side which proactively ensures that the information of beneficial provisions reaches all concerned.
But this is what takes the pie : In the year 1998, the Govt of India had decided to provide the benefit of 17 years of service for calculating pension of Naiks (also Corporals and Leading Seamen) who had retired between 01-01-1986 and 31-12-1995 with less than 17 years of qualifying service. This benefit was also extended to Hony Naiks and Time Scale Naiks. But keeping in view the red-tapist tradition of our State machinery, instead of revising the pension suo-moto on the basis of the data available with Record Offices or PCDA(P), such affected personnel were asked to apply on a prescribed application form for the said revision. Now don’t ask how these poor guys were expected to learn about these orders or the application forms, I have no answer !. Now in the year 2010, our people have decided to dispense with the application forms for these old pensioners and have directed suo-moto revision without requirement of a request from the pensioners’ side. Very prompt indeed, 1998 the orders were issued, and we have woken up in 2010. These layers and layers of procedures is what we need to shed at the earliest.

IESM: The vital role of Record Offices
THE RECORD OFFICES FOR THE PBORs
The Record Offices plays a vital role in the life of the Ex-servicemen and their families. Therefore, it is necessary that every Ex-Serviceman should know the address of their record office.
Normally, these record offices are located geographically far away places from each other. It is not practically possible for a Sepoy of Gorkha Rifles from Kanyakumari to go to his record office which is situated at Ghoom, Darjeeling.
Then comes the language used for correspondence, which must be in English or in Hindi. Most of the Ex-Servicemen from non Hindi speaking states can speak Hindi, but they cannot write in Hindi. But, they can get it written in English with the help of someone else.
All the Ex-servicemen must bear in mind that whatever letter written to their record office, must be neatly typed preferably in computer and sent by registered post only.
Also, all the Ex-servicemen must intimate any change in their permanent address, any change in their family events, such as marriage, child birth, death etc., to their record offices, without fail. This is very important.
I take this opportunity, to request the Army Headquarters (MOD) to provide at least one computer with broadband facility to all the record offices with E-mail addresses. So that, the communication can be improved and better service can be provided to the Ex-servicemen and their families.

इस रिकार्ड कार्यालयों के पूर्व के जीवन में एक महत्वपूर्ण भूमिका सैनिकों और उनके परिवारों निभाता है. इसलिए, यह है कि हर Ex-serviceman उनके रिकार्ड कार्यालय का पता जानना चाहिए आवश्यक है.

इसके अलावा, सभी पूर्व सैनिकों असफल बिना अपने स्थायी पते में कोई परिवर्तन, उनके रिकार्ड कार्यालयों के लिए शादी जैसे उनके परिवार की घटनाओं,, बच्चे के जन्म, मृत्यु आदि में कोई परिवर्तन, अंतरंग चाहिए. यह बहुत महत्वपूर्ण है.
मैं, ई मेल पतों के साथ सभी रिकार्ड कार्यालयों के लिए ब्रॉडबैंड की सुविधा के साथ कम से कम एक कंप्यूटर उपलब्ध कराने के लिए सेना मुख्यालय (mod) का अनुरोध करने के लिए इस अवसर पर ले. ताकि, संचार और बेहतर सेवा में सुधार किया जा सकता है कि पूर्व करने के लिए प्रदान की जा सकती है सैनिकों और उनके परिवारों.
