Green Governance: Indian Army joins hands with ICICI

Indian Army-ICICI Bank
The Indian Army has joined hands with ‘The Green Governance Programme’ of ICICI Bank to implement projects like rainwater harvesting, ground water rejuvenation, construction of check dams and water treatment/de-siltation of water bodies, New & Renewable Energy Initiatives etc. The Indian Army Environment and Ecology Cell functioning under the Quarter Master General’s Branch at the Army Headquarters in New Delhi, is the nodal implementing agency for the various projects under this programme. The project is expected to enhance the biodiversity conservation potential of the Indian Army’s various establishments, such as cantonments, depots, maneuver areas and military farms. The project also involves spreading awareness on ecology and biodiversity related concepts among school children.
To increase awareness of the project, General VK Singh, Chief of The Army Staff released two Coffee Table Books named ‘A Saga in Stone’ and ‘Friends of the Earth’ on 22 September 2011. The two books present a facet of the Indian Army largely unknown to most and emphasize the commitment of Indian Army towards preservation of our heritage and culture and its resolve to arrest and conserve environmental degradation. At the invitation of the Chairman of our associate Ex Servicemen League CBD Belapur Navi Mumbai on 09 Jul 2011, Lt Col Vinod Patil and self attended their AGM.
Col T S Tanwar has been elected as the New Chairman of the league. The members were briefed on the following issues.
  • JCOs and below of who number 14 lakh or so only 3 lakh have got their correct dues. Normal error by banks is they have not been consulting the two tables in the letter of 11/11/2008 and giving the higher pension. A Sgt with 15 yrs of service was thus getting basic of Rs 3500 as against 4047 till 01.07.2009.
  • In case of Naval personnel wrong group being used.
  • OROP recommendation of Rajya Sabha committee expected this session of parliament. Of course the RM is merely talking of near parity so far.
  • A civil presentation to the Rajya sabha committee has said that they civil service will not object to OROP.
  • Punjab and HP have already passed resolutions in their State Assemblies supporting grant of OROP to Defence pensioners.
  • IESM Chairman has written to Chief Ministers of 12 other States (UP, Rajasthan, Uttarakhand, Bihar, WB, Orissa, Karnataka, Tamil Nadu, MP, Chhatisgarh, Gujarat, J&K) requesting for similar action. One of our members from pension cell has also approached an MLA. We are trying to get an appointment with the Min for Ex Servicemen affairs.
  • ECHS Help line is now working both 18001038666 and 08043004300 and what will be available on this help line.
  • Out sourcing of Pharmacy operations is in progress and awaiting Finance Ministry clearance. IESM AGM was held on 13 Nov 2010. Details will follow.
  • A white ECHS card is now being issued to disabled Veteran.
  • Rank pay case will be heard on 11 July, 2011. (Adjouned again)
  • All pre 2003 retirees who are not yet joined ECHS should do so by Dec 2011 as they would not be able to join after that and advantages of joining ECHS.
  • Many have joined ECHS and are still drawing Fixed Medical allowance. If this is reported you stand to lose ECHS membership.
  • Suvigya is likely to be available soon at various locations but is currently having some glitches.
  • Security jobs likely to be available on Merchant vessels.
  • Points to check for pension being correct and what to do.
  • One widow has approached with her pension problem.
  • Efforts on to meet Maharashtra Minister for Ex Servicemen welfare.
  • The members were told to set up a committee to study special needs of ECHS with regard to Mumbai and come up with suggestion which IESM would study and follow up.
  • A total of 17 new individual members were enrolled.

    RBI orders to Banks for delay in Pension Payments

    Reserve Bank of India is receiving several complaints from the pensioners alleging inordinate delay in disbursing the revised pension and arrears. Position was reviewed by RBI and the agency banks have been instructed as under:
  • Pension paying banks should compensate the pensioner for the delay in crediting the pension/ arrears thereof by paying compensation at Bank Rate plus 2% penal interest for the delay after the due date and the compensation shall be credited to the pensioner's account automatically without any claim from the pensioner on the same day when the bank affords credit for revised pension/ pension arrears, in respect of all delayed pension payments made since October 1, 2008.
  • Pension paying banks have been requested to put in place a mechanism to obtain immediately the copies of pension orders from the pension paying authorities directly and make payments without waiting for receipt of instructions from RBI so that pensioners should 28
    get the benefits announced by the Governments in the succeeding month's pension payment itself.
  • System of attending to customer service including pension payments may be reviewed.
  • The branch continues to be a point of referral for the pensioner lest he/she feel disenfranchised.
  • All branches having pension accounts should guide and assist the pensioners in all their dealings with the bank
  • Suitable arrangements are made to place the arithmetic and other
    details about the pension calculations on the web, to be made
    available to the pensioners through the net or at the branches at
    periodic interval as may be necessary and sufficient
    advertisement is made about such arrangements
  • All claims for agency commission in respect of pension payments
    must be accompanied by a certificate from E.D. / CGM- in-
    Charge of Government business in case of SBI and its Associate
    Banks that there are no pension arrears to be credited /delays in
    crediting regular pension / arrears thereof.

    New Delhi: An allocation of R2,200 crore made in the 2009-10 Budget is lying unspent as the government has failed to figure out how to calculate and disburse pension to retired defence personnel.

    After a sustained demand for more than two years from ex-servicemen, who were seeking “one rank, one pension”, the ministry of defence (MoD) decided in 2009 to enhance the pension of nearly 14 lakh defence personnel retiring before 2006. A new regime of Parity in Pensions was put in place and the same was announced in the 2009-10 Budget. The new system is applicable to JCOs and other ranks.

    Talking to FE, Indian Ex-servicemen Movement (IESM) treasurer Wg Cdr CK Sharma (retd) said, “The amount has been sanctioned for disbursal. However, each individual bank is expected to do the necessary calculation in each case and then do the needful.”

    “All these years, the system had been that any time there was a change in the pension rates, the Principal Controller of Defence Accounts (Pension) would issue an amended Preferred Provider Organisation (PPO) for each individual, which would clearly mention the dues of an individual. The government, after the Sixth Pay Commission, has shirked this responsibility and palmed it off to the Pension Disbursing Authority (PDA), which means the bank,” Sharma explained.

    According to government sources, so far only 3 lakh out of the 14 lakh ex-servicemen have managed to get the calculation done and get the enhanced pension.

    “In some cases, where an individual is fortunate enough to have a bank with a clued-in staff, the work has been done and the money paid. However, as on today, such banks are very few,” . The huge majority have not got the amount due to them as the banks claim they do not have adequate staff to do these calculations, “ pointed out Sharma.

    A new software, called Suwigya, has been introduced where an individual can enter his basic information and the software works out the pension dues. According to a official, the basic fact that needs to be remembered is that “a huge majority of the retired jawans from the Army, Navy and the Air Force live in villages and small towns. While a bank manager in Delhi may be guided by people around on how to go about doing these calculations, it is going to be a grave, uphill task for all the others”.

    In July 2009, defence minister A K Antony had informed the Lok Sabha: “The government has accepted the recommendations of the cabinet secretary-led panel on ‘one rank, one pension’ and total financial implications on account of benefits to the personnel would be R2,144 crore.”

    The committee had recommended inclusion of a Classification Allowance for the Personnel Below Officer Rank (PBOR) from January 1, 2006 and removal of linkage of full pension with 33 years from the same date.

    We had a meeting with the Executive Director of Punjab National Bank yesterday to consider the useful employment of Disabled Veterans in Villages and urban areas to enable them to earn whilst doing other jobs as well. They were very receptive to the idea and immediately asked us to initiate persons willing to undertake to help themselves. The scheme is as below.
    The areas that the PNB is presently interested in is Punjab, Haryana, Himachal, UP, Madya pradesh, Bihar and Rajasthan. Please give this wide publicity because through this scheme persons whilst at home in Villages could earn more than Rs 3000/- per month. SEED, PNB tie up to roll out micro MFs By Ritwik Mukherjee Oct 06 2010, Kolkata SEED, one of the largest business correspondents in the country working with a number of public sector and private banks, is now well set to get into micro mutual funds across Punjab, Hariyana, Bihar and Rajasthan in association with Punjab National Bank.
    SEED- PNB will target people who have already been benefited from SEED’s financial inclusion programmes and other people who don’t have any bank account or access to any banking services.
    “We will guide people with the help of banking correspondents about mutual funds and other banking products. Unlike regular mutual funds, micro mutual fund is available in smaller lots like Rs 500 to Rs 1,000. Secondly, the criteria such as possessing a pan number as well the 3 years lock-in period will also have certain relaxations in this case. This is because the target in this case is the unbanked/ underbanked population,” Anirban Roy, founder & managing director of SEED, told FC.
    SEED is also one of the leading providers of consultancy and implementation services in areas of resettlement & rehabilitation, CSR implementation, microfinance, financial inclusion, infrastructure development, social impact assessment, environment impact assessment and skill development.
    SEED, which has so has so far created 1.5 million no frill accounts for various banks and is working towards a mandate size of more than 15 million accounts, is also introducing some microcredit schemes to offer finance to rural people to establish themselves and earn their basic requirements on their own. With the help of skill development classes and other vocational training modules, SEED is aiming at a pan-India microfinance project with several banks and companies, Roy said.

    This is my second foray as part of "Farthest First". The earlier one was to Pipalkjoti in end Dec. We have helped 45 plus 16 ESM in these remote areas till now.
    The banks have great faith in me. Every case sent by me is is settled promptly even by the CPPC Cell Dehradun. Even PNB Zonal office attaches great significance to my recommendations.
    I have so far drawn approx Rs 1.5 cr from the banks in favour of ESM _ AT NO COST TO THEM & always at my cost as I do all errands for them in my car - even visit to the hills. Got my dad Rs 9.27 lakhs as arrears! Helped several Maj Gens get their arrears where they were awarded 10% penal interest. Most of the were unaware of the order & totally unaware of MS Excel & formulas.
    I have helped several at Gurgaon too - latest case is of a Lt Col 's widow Mrs Reoti Charasia who I have been informed has been paid Rs 4 lakhs.
    I can thank honest upright elders like you under whom I served.

    Dear Sir,
    It was perhaps almost 2 years ago when I chanced upon the need to have the DOB of my wife endorsed in IHQ as also in a Corr PPO to be issued by the PCDA (Pension) so that when the time inevitably will come my wife will not have to knock the doors of Soldier Board & other ESM offices for assistance. Many very senior offrs took offence to this initiative stating that AG's Br already has this data. So, many, still to this date have taken no action.
    The point I wish to highlight is that we at UESL have lost count of how many cases we have taken up with the IHQ, who, have been prompt enough to fwd the necessary letter to PCDA ( Pension) for issue of the Corr PPO. However to date, except for two cases, no one has been issued the Corr PPO.
    The initial hurdle with the PCDA (Pension) was that a LPC cum Data Sheet had NOT been submitted. This was a new requirement as perhaps the good official at Allahabad did not want to browse through a maze of documents that we had to meticulously prepare & submit. Fair enough! The Data Sheet was prepared & forwarded. Still there has been no Corr PPO OR an ack. Perhaps the office is overloaded.
    After all what is the great fuss that we are making over this subject - one may ask? This is why:-
    (a) Smt Durga Maya Rai was paid approx Rs 2 lakhs as Addl Pension.
    (b) Smt Rekha Rawat's LTA were paid to her son Col SPS Rawat.
    (c) Widow of late Lt Col Kundan Singh Rawat was paid over Rs 1 lakh as Additional Pension.
    (d) After over 6 months Smt Gayatri Gusain has still not been paid her Addl Pension. The GOI letter states that the bank will pay Addl Pension on submission of proof for a period of 6 months. This has NOT been done by Allahabad Bank till this aspect was brought to their notce. A total of over 10 trips have been made by me to this bank to resolve her FP & Addl Pension. Still no Addl Pension has been paid. A letter was written to PCDA (Pension) who promptly wrote back to IHQ to mail the LPC cum Data Sheet. Now at this end we are preparing the same for submission. Why are we doing this? Is this our job? If we don't who else will? AND if we do not then someone else will avail the LTA. How tragic - a widow will not be able to use the money meant for her during her life time.
    The examples show how widows have got thier dues after our active intervention. Who is supposed to do all this?
    Now I wish to come to the final point. PLEASE SEE WHAT THE INDIAN NAVY IS DOING & LEARN A LESSON. The NAVAL FOUNDATION has taken the initiative to post the attached application to all offrs who retired before 2006. Their procedure is simple with no hassles. PLEASE peruse this & compare it with the docus needed by PCDA (Pension). The former is simpler. Why are we being asked to present sheets of paper? Let me state here that IF the very first docu eg the easily obtained PAN Card has a fudged date no one will find out - neither the bank, Notary, Service HQ or PCDA Pension - all of who countersign it as correct! So, what kind of authentication & value addition is being accrued by preparing this document? Let us make it simple like the Navy has done.

    Pension cases of ex-servicemen pile up in banks

    Cases related to the pension and arrears of ex-servicemen continue to pile up in nationalised banks as the backlog has still not been cleared after it got blocked due to the fresh recommendations of the 6th Pay Commission in 2008.

    Another reason doled out by bank personnel for the stuck-up matters is the highly complex and complicated detailing with regard to the positions of the officers and other ranks and other appendages that have to be taken into account to streamline the collective financial package to be given to them at the end of the month.

    Representative of the Centralised Pension Processing Centre (CPPC) of the SBI said, “The problems of ex-servicemen’s pension cases crop up for two reasons. One was the sudden change in the entire pension and arrear packages due to the recommendations of the 6th Pay Commission. The entire package of each one was reworked keeping the minutest details in view. The second was the convergence of all the cases regarding pension and arrears of Central Government employees and ex-servicemen of the whole country to the CPPC, Chandni Chowk. The system was bound to slow down”.

    In view of the high number of ex-servicemen living in the state, a separate section was created in the SBI branch at Garhi Cantt that is manned by officer Manoj Sharma.

    As per the figures provided by the District Soldier Board, Uttarakhand has 23,000 registered ex-servicemen, 2,998 widows, 123 war veterans, 104 widows of war veterans and 23 World War veterans.

    “It took me a lot of time to really become conversant with the intricate tables of the pension and arrears of ex-servicemen. I have to keep track of the details other than their ranks and positions, such as of gallantary awards, war veterans, disability factor, widows, who are further categorised into war widows or World War widows, their age etc. Having mastered the trick now, I am able to deal with the complaints that I receive from ex-servicemen and at times solve them at my level only,” said Sharma.

    He also asserted that a backlog was smoothly being cleared up with the system now finally falling into place.

    However, Manager, Punjab National Bank, Sunita Diwan, who handles other banking transactions, along with salaries of the serving and pension cases of the ex-servicemen said, “Dealing with the salary or pension cases of defence personnel is quite intricate for someone who has nothing to do with these services. Therefore, for any query, if I contact the Principal Controller of Defence Accounts (Pension), Allahabad, who is responsible for the release of any government order/corrigendum related to any change in salary/pensions of ex-servicemen, it is not responsive or accessible to the extent it should be”.

    “The department does not give any contact numbers despite repeated requests, nor do they reply to the written queries before three to four months. If only they launch a helpline or give us their contact numbers, many queries can be sorted out within 5 minutes,” she added. Notably, the banks are paid just Rs 45 for each case to look after the cases of the ex-servicemen.

    RBI cracks the whip on erring banks who delay Pension Payments

    The bank is paid Rs 60.00 per month to credit your pension every month- thus 60x12 = Rs 720.00 per year is the earning by the bank to pay you pension. I suppose arrears crediting must be over and above this. So no bank is doing you a favour. The circular below says they should pay you 2% interest if there is delay. Claim it !!

    Central bank wakes up to inordinate delays in payments faced by government pensioners; reprimands bankers and directs them to make good the dues immediately, along with penal interest

    In what could be a major victory for government pensioners awaiting pension payments, the country’s central bank, the Reserve Bank of India (RBI), has taken bankers to task for ‘inordinate delays’ in disbursing revised pension and arrears.

    Taking a serious view of the matter, the RBI has issued a circular (dated 9 April 2010) to various banks with an exasperated tone, directing the concerned banks to ensure that all entitled pensioners are paid their revised pension or arrears within 15 days from receipt of the circular. Additionally, it has also advised the banks to make a penal interest payment of 2% for any delay beyond the due date.

    The RBI was forced to take this tough stand after receiving several complaints from pensioners, especially State government pensioners, alleging inordinate delay in disbursing the revised pension and arrears. Under the 6th Pay Commission recommendations, RBI had advised pension-paying banks to put in place a suitable mechanism so that pensioners could get the benefits announced by the government in the succeeding month’s pension payment itself. The controlling offices or head offices of agency banks were also advised to closely monitor and supervise the timely and accurate disbursement of pension to the pensioners.

    An RBI review of the pension payment systems in various agency banks revealed the true story behind the picture. The circular highlights RBI’s findings as follows:
    “Even though Pension Relief Orders were issued by the respective State Governments, there is inordinate delay ranging from one month to 18 months at the Agency Bank level in disbursing the revised pension as also the pension arrears. The delay was more pronounced in the case of those State Govt pensioners residing outside their States drawing pension from Agency Bank branches. To be specific, non-State resident pensioners have not received adequate attention and timely receipt of the revised pension/arrears for months together.”

    The circular goes on to highlight the discrepancies of banks in administering the pension payouts. “Our experience was that customer service on pension payment matters was not effective at the branch level where customers normally interface with the front office,” said the central bank’s communiqué.

    The RBI also makes note of the lack of coordination between the branches and the Central Pension Processing Centres, as also the absence of transparency in the calculation of the revised pension or arrears.

    In a tone that is vividly indignant, the RBI questions the concerned banks’ indiscretions. “Pension payment is an agency function entrusted to you for a commission @ Rs60 per transaction and an amount of Rs487 crore has been paid to Agency Banks on account of pension disbursements alone during the year 2008-09. Although this is a significant income generating activity, it appears that it is still not given the due importance that it deserves.”

    In view of the above, the RBI has advised banks to undertake review of the system of attending to customer service and have a pension accounts guide at all branches to assist the pensioners in all their dealings with the bank. Additionally, RBI has demanded that suitable arrangements be made, to place on the bank website details about the pension calculations, and made available to the pensioners at periodic intervals with sufficient advertisements to that effect.

    With the RBI finally wisening up to the reality and putting its foot down squarely on the Agency banks, they will have to take a deeper look at their archaic systems and make life easier for pensioners. As the RBI rightly puts it, “Pension is the lifeline of the pensioners and any delay in affording their legitimate dues will rob them of the dignity of life to which they are entitled to”.

    Pension adalat for ex-servicemen

    As many as 500 ex-servicemen attended the Defence Pension Adalat that began at Patiala today. The adalat would serve as a platform to resolve pension-related grievances of veterans on the spot as representatives of the decision-making authorities concerned, banks and the Defence Ministry would also be present there. Being organised under the aegis of the Controller-General of Defence Accounts, Western Command, the adalat was inaugurated by Lieut-Gen VK Chaturvedi, Director-General Manpower Planning, Army Headquarters. This is the 96th such adalat to be held in the country.

    Dear All,
    I visited my bank located at Shankarshet Road, Pune on invitation by the Branch Manager to check whether the arrears chart received from HO of Bank of Maharashtra is correct. It was to my surprise (horror) that I found that in cases of 7 defence pensioners at my branch, BOM HO has once again made a mistake by authorising 60% arrears on the basis of GOI letter dated 1 Sep 08 which was issued for civilian pensioners and not for Armed Forces. Earlier BOM had made similar mistake while paying initial instalment of arrears and I had promptly brought this to their notice. This is obviously universal mistake committed in all cases of Armed Forces pensioners getting pension through BOM in a typical EDP environment. I am visiting HO of BOM tomorrow to get this rectified immediately. In the meantime I have asked my bank to credit whatever is authorised as interim payment.
    This is to be published widely because many Officers/widows/PBORs will be affected at the hands of BOM.

    Dear Sir,
    I visited Central Pension Processing Cell(CPPC) of SBI this morning, located in Tower2, 6th Floor at CBD Belapur Rly station complex, dealing with the cases from Maharashtra and GOA. It is headed by Mrs Tanuja Indi as Chief Manager and assisted by AGM Mr Bhosale and other staff of 25 officers and junior staff. The procedure followed by CPPC is as follows:-
  • Mail is received by the dak clerk
  • It is divided in two lots (a)for unactioned PPOs, (b)Corr PPOs.
  • All letters then are handed over to 6 officers designated for each type depending on work load.
  • Each junior officer scrutinises each letter and then internal payment proforma is raised calculating fixation of pension and arrears thereon upto 31 Aug 08.
  • Once authorised by respective six officers, data is fed to computer (core banking) and amount credited.
  • Post 01 Sep 08 arrears are then calculated automatically which amounts to release of 60% authorised now.

    While talking to Mrs Indi she insisted that she acts upon any GOI/PCDA letters if received from her HO and not from other agencies like ours. While talking to few officers I found that they are not aware of the concept of pro- rata pension when quilifying service is less than 33 years. The confusion about TS and S still remains in respect of Lt Cols and equivalent ranks. PPOs issued by DCDA (AF) are defective to that extent.

    Following basic documents are a must from pension coming through his pension paying branch(PDA):-
  • Copy of PPO fixing pension as on 1 Jan 1996
  • Proof of qualifying service- ie date of commision and date of retirement
  • proof of age for additional pension,if applicable
  • Pension account no
  • Branch code and address.

    If everything is in order credit is given instantaneously by feeding relevant data and cross checked for correctness. I had carried about 12 cases and except for one all other cases credit was given immediately. In short, attested documentary evidence for every claim is very essential. I returned this evening fully satisfied and conveyed to each one of them their respective arrears figures.

    Special Family Pension not paid to widows- examples

    Smt Subbulakshmi, M/O (Late) Gnr Krishnan is receiving the arrears calculation sheet for Rs.3,84,000 from Sgt S Kandiah (Retd)

    Special Family Pension is sanctioned to a widow only when the death of a soldier is aggravated by military service which is determined by the competent authorities. Therefore, a higher rate of pension is sanctioned to the widow. Normally this aspect in the PPO Number is identified by a Prefix ‘F’, or ‘BC’. The PDAs are not aware of this basic rule as a result, the higher rate of pension payable to the widow is denied forever.

    Case study One
    Sep No 8799083 Maruthiah Thevar died while on active service on 19.10.1971. His wife Smt Muthammal was sanctioned Special Family Pension wef 20.10.1971 under PPO No.F/5280/1974. She was drawing her family pension from Canara Bank, Veera Keralampudur Branch of Tirunelveli District, Tamil Nadu. There have been 4 pay commissions after 1971. The pension has undergone revision in three pay commissions. There is distinct difference in Ordinary family pension and Spl Family pension. The 5th and the 6th CPCs doubled the minimum ordinary family pension for the Special Family pensioners. Now the question is, did the the increase in pension sanctioned by the successive pay commissions reach the family pensioners? Answer is No.

    Case study two
    Smt Muthammal, a special family pensioner was eligible for a monthly basic pension of Rs 2550 from 1.1.96 to 31.12.2005 but was paid only Rs 1275 during that period. Similarly from 1.1.2006 she was eligible for Rs 7000 as per 6th CPC, but was paid Rs 3500 only. The actual position from 1971 to 1995 is not traceable. In the meantime she died on 15.5.2009. When the Exwel Trust’s Chief Liaison Officer, Sgt S Kandiah (Retd) visited the Bank for arranging the payment of the Life Time Arrears to her legal heirs, he was surprised to see that the widow has been paid just minimum ordinary family pension from 1971 till date. The status of her special family pension was not at all effected in her monthly pension for the 33 years. None of the Bank’s auditors, Accountant General’s Auditors, the Reserve Bank’s pension auditors did notice this short payment to this widow for the past 33 years. what a pity! The poor widow could not enjoy her legitimate pension for the past 33 years. Now arrears amounting to Rs 4 lacs has to be claimed with lot of legal implications.

    Case study three
    There is similar case with the Canara Bank, Tenkasi of Tirunelveli District. Ex Gnr No 128413 Krishnan died while in service on 06.2.1979. His mother Smt Subbulakshmi was sanctioned a Special family pension under PPO No.F/2237/80 wef 7.2.79. This poor mother of a soldier is also being paid simply ordinary family pension instead of Special family pension from 1979 onwards. Fortunately, in this case, she is alive. Her another son Ex Hav S Sankaran came to know about the Exwel Trust’s services to the pensioner. He visited the Trust’s office with her mother’s pension papers. The short payment of about Rs.3,84,000 has been worked out and presented to the bank for immediate payment to Smt Subbulakshmi.

    SCPC: Pension Arrears Delayed By Banks

    Dear sir,
    I share the views of your readers and your concern regarding the delay caused by all Public Sector banks in disbursing the Pension arrears. While the individual pensioner's loss may not be considerable due to this delay, Banks/ Govt stand to benefit a lot by delaying this payment.
    A small calculation
    Let's assume SBI, Mumbai region has about 10000 Lt col Pensioners with an average arrears due as Rs 1 Lac. That is a conservative assumption, i guess. By delaying this payment even for a month, there is Rs 10000 x 1 lac= Rs 100 crores in the kitty which @ a nominal 8% interest fetches Rs 66 Lac per month. If we include arrears due to PBOR and other officers ranks which remain unpaid and consider it at all India Level, the amount gained by the banks by this unethical practice of delaying payment shall be phenomenal. No wonder the banks don't respond and with the kind of governance we have, the pensioners woes are only multiplying.
    The solution for this lies probably in getting a firm directions issued to all the banks that should there be a delay in credit of arrears beyond a reasonable period (say 1 month from the date of promulgation of govt orders), the banks should pay a penal interest of say 12% on the uncredited arrears for the period of delay. This will make the banks scramble for fast clearance and credit of dues to Pensioner's accounts, and the pensioners can relax knowing that should there be a delay at all in getting their dues, there is a decent interest coming alongwith it. Of course, we do have some thick skinned banks who will still not respond, but at least the pensioners interests are protected through courts.
    This suggestion may be considered for what it is worth.

    ROLE OF BANKS IN PENSION DISBURSEMENT
    1. The main role of banks is to accept deposits from the public and lend it to the needy public. The difference between the rates of interest paid to the depositors and the interest charged from the borrowers is the profit earned by the banks. Modern commercial banks undertake lot of business initiatives with the aim of earning profit in many ways, which the common people cannot understand. Even the advanced countries today face financial crunch because of the different types of lending which has no guaranteed return.

    2. The disbursement of pension to millions of pensioners is undertaken by banks on commission basis. Even the salaries of thousands and thousands of government and private sector employees are disbursed by banks because of the advancement of information technology. Disbursement of pension requires certain amount knowledge on pension matters. Unlike DPDOs and Treasuries, the Banks are not having well trained personnel for handling these pensions. But the volume of pension transactions done by the banks are more than the DPDOs and Treasuries.

    3. Repeated operations like payment of monthly pension on specified dates, and payment of dearness relief to the pensioners have been improved a lot by centralizing the pension payment and by using advanced information technology (Core Banking Solution)

    4. However, the banks are finding it difficult in revising the pension and payment of correct arrears to the defence pensioners. Even out-sourcing the 6th CPC pension revision work for the defence pensioners is not successful because of the incorrect basic data base about the defence pensioners with the bank. The Defence Pension Sanctioning Authorities and the Ministry of Defence also does not pay much attention towards perfect implementation of their orders by the banks. The PCDA(P) Allahabad is handling around 22 lakh defence pensions. There is no proper reconciliation of defence pension payment accounts with the banks. The budget provisions are not overdrawn in case of defence pension. Therefore the agencies involved in monitoring the expenses are not worried.

    5. While the MOD and PCDA(P) Allahabad, are keeping mum, only the Banks and pensioners face the crunch. We hope the banks in due course will somehow improve the pension payment system of its own by out-sourcing it to experts. Let us hope for the best.
