AGE LIMIT:
For Engineering Graduates – 20 to 27 yrs ( Born between 02 Jan 86 and 01 Jan 93). For AEC- 23 to 27 yrs (Born between 02 Jan 86 and 01 Jan 90). For Military Farms – 20 to 27 yrs (Born not earlier than 02 Jan 86 and not latter than 01 Jan 93).
EDUCATIONAL QUALIFICATION

For Engineers: Candidates studying in the Final Year of Engineering Degree and who are qualified graduates of the Degree Course in Engineering will be eligible to apply. The qualified graduates of the Degree Course must possess Engineering Degree at the time of joining training. The candidates studying in the final year of Degree Course, if not already in possession of the Degree Certificate should be able to produce the Engineering Degree within 12 weeks from the date of commencement of training at IMA. Such candidates will be inducted for training at IMA on Additional Bond Basis for recovery of the cost of training as notified from time to time as well as stipend and pay & allowances paid, in case they fail to produce the requisite degree certificate.

For Army Education Corps. MA/M.Sc Degree in 1st or 2nd division from a university recognized by AIU in English/Economics/History/Music/ Geography/ Political Science / Physics & Math .

For Military Farm. A degree in dairying or a degree in Agriculture from a recognized university with dairying as one of the subjects or an equivalent foreign qualification in Agriculture (Preference will be given to those who hold M.Sc degree or have carried out research in Dairying of Fodder Crops) (AI 105/61)
CONDITIONS OF ELIGIBILITY
(a) Nationality: A candidate must either be (i) a citizen of India or (ii) a subject of Nepal or (iii) a subject of Bhutan or (iv) Tibetan origin but of Indian domicile, whose parents entered India as refugees prior to 1s t January 1962 with intention of Permanently settling in India. (v) a pers on of Indian or igin who migrated from Pakistan, Myanmar, Sri Lanka and East African countries like Kenya, Uganda, United Republic of Tanzania, Zambi, Malawai, Zaire, Ethopia and Vietnam with the intention of Permanently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. Certificate of eligibility will however not be necessary in the case of candidate who are Gorkhas subject of Nepal. (b) Candidates withdrawn fr om IMA/OTA/Naval Academy/Air Force Academy on disciplinary ground are not eligible to apply.

Comment: The Technical Pay is peanuts. In 1971 the Technical Pay for a Engineering Graduate (5 year Integrated Course) was Rs 75 pm whereas an NDA or IMA Graduate who completed some tactical cum technical refresher courses in MCTE or College of Combat were getting Rs 175 as Technical Pay. Literally the Military made Jokers of the Technical Graduates mocking the University Degree. Technical Graduate a Loser till he Retires!

NDC Creates History

National Defence College, New Delhi, which is affiliated to University of Madras, recently conducted a Viva-Voce for Ph.D Degree on Defence related topic. It is for the first time a public Viva-Voce for Ph.D in Defence and Strategic Studies was conducted at any Defence institute. It was also an historic occasion for University of Madras when it conducted a Viva-Voce outside the geographical boundaries of its Jurisdiction.
National Defence College, New Delhi conducts M.Phil course under autonomous pattern and was also recognised as a research institution in 2009. Since then various research activities at NDC have been initiated. Maj Gen (Retd) GD Bakshi who was a Senior Directing Staff at National Defence College from 01 Aug 2006 to 31 May 2008, registered for his Ph.D Degree with department of Defence and Strategic Studies, University of Madras. He defended his research work publically on "Limited War Under conditions of Nuclear Symmetry: The Urgent Need for an Indian doctrine" on 09 Feb 2011 at NDC. The aspect enunciated by Gen Bakshi was debated by senior serving, retired Defence officers and experts in this field in an open Viva-Voce.

Award of Ignou Degree Under Project Gyandeep

Convocation function for award of Indira Gandhi National Open University (IGNOU) degree to Personnel Below Officer’s Rank (PBOR) of Indian Army was conducted at DRDO Bhawan on 21 Apr 2010. The chief guest of the function was Lieutenant General Mukesh Sabharwal, PVSM,AVSM*,VSM, Adjutant General, Indian Army and Shri VN Rajasekharan Pillai, Vice Chancellor IGNOU, and the Guest of Honour was Lieutenant General VK Chaturvedi, AVSM,SM, Director General (Manpower Planning & Personnel Services). The function was also graced by the presence of Lieutenant General P Mohapatra, AVSM, ADC, Signal Officer-in-Chief & Senior Colonel Commandant, Corps of Signals, Major General SP Kochhar, AVSM, SM,VSM, Additional Director General Personnel Services, and Col Commandant Corps of Signals Brig SK Pillai, VSM, Commandant Community College, 1 Signal Training Centre.

The Government, vide DOP&T Office Memorandum No 15012/8/82-Estt(D) dated 12 Feb 86 stipulated that matriculate PBOR of Indian Army, who have completed 15 Years of service will be eligible for employment in group ‘C’ & ‘D’ jobs in the Government where graduation is an essential requirement. However, the number of vacancies that come up in Government agencies where the above stipulation can be applied is very less. Most institutions or establishments in the private sector or public domain insist on mark sheet and certificates, provision for which do not exist in the Government Order dated 12 Feb 86. So a need was felt to bridge this gap and empower PBOR of Indian Army by arming them with the requisite diploma / degree based on the ‘in service training’ undergone by the PBOR right through his service career.

Thus Project GYANDEEP was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on 04 Sep 09. The project was dedicated to the Nation by the Honourable President of India on 19 Nov 2009. The aim of the project is to confer educational certification to PBOR of the Indian Army by according recognition to the “in service” training carried out by individuals during the entire span of their service career. The aim is also to empower all PBOR by arming them with a diploma/degree so as to facilitate a second career post retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues.

PBOR who wish to register for award of diploma/degree can do so through their respective Regimental Centres, all of which have been registered as Army-IGNOU Community Colleges with IGNOU. These community colleges will function as autonomous institutes in instituting academic, training and administrative responsibilities etc and at any time will not seek affiliation to IGNOU. The community colleges will identify academic programmes to be offered to the community of soldiers for this program on the basis of a need analysis of the local job requirements and opportunities and incorporate these findings into the curriculum, and if so required, take assistance from IGNOU in identifying such academic programmes. The Community colleges will abide by the norms and guidelines defined for the scheme by IGNOU, whereby IGNOU has the sole authority for modifying the terms and conditions of the community college scheme.

Former Kurukshetra varsity VC Lt Gen K Balaram expires

KURUKSHETRA: Lt General (retired) K. Balaram former vice chancellor of Kurukshetra University expired last night at his residence in New Delhi. The incumbent VC Lt General (retired) Dr DDS Sandhu broke this sad news in a crucial meeting of the Deans and Chairpersons in the senate Hall today.

All those present in the meeting observed two minutes silence to pay homages to the departed soul and prayed to the Almighty to give consolation to the family members of the deceased and give peace to the departed souls in heaven.
Lt General Balaram was only vice chancellor of the oldest university of Haryana who practised austerity and bridled the unbridled in the university whether in the teaching fraternity or in the categories of employees. He was the administrator who suspended an IAS Registrar Rajiv Arora and got his almirahs broke open in his absence where some important files were locked, just a few days before the expiry of his three year tenure. The Fauji Balaram was the VC who denied access to university auditorium to the then Prime Minister late Chander Shekhar who was to address a workers rally in the presence of the then Haryana CM Om Prakash Chautala. Although the District Magistrate used his special powers and acquisited the auditorium. The hand-over and take-over was done by the junior officers of the university and the district administration. Unlike today's vice chancellors in the country, Lt. General Balaram made his way to Delhi to attend a meeting and did not bother even to receive the PM at the helipad in the university sports grounds itself.

Balaram used to walk to his office and back on Thursdays during the Iran-Iraq war to save petrol, a call given by the union ministry those days. He could venture sliding beneath his official car to repair it during the lunch break and then board it after stretching his safari suit which could be seen with torn stitches under the cockpits. He never availed any free medicines from the University Health centre , rather he was the VC who paid a cheque of five thousand rupees to the university in lieu of the reimbursement of medical bills despite the repeated requests to the contrary from the then SMO Dr Mrs S Maleyvar.

He was so popular amongst teaching fraternity and also amongst employees that on his retirement, a ceremonial departure was performed by pulling the ropes tied to his car and a send-off was given at the Oasis at Karnal after which his convoy was escorted upto Delhi by the representatives of teachers and employees. His last words of advice to the university people were : 'Save this prestigious university from unscrupulous people if you can, let it flourish to blossom fully'.

Tributes paid to KU former VC

Kurukshetra University staff paid tributes to former Vice-Chancellor, Lt- Gen K. Balram, who passed away on February 14, at a condolence meeting.

Gen Balram, who adorned the office of Vice-Chancellor from August 8, 1989, to August 7, 1992, was a visionary and a man of action who took the bold decision to revise the syllabi of all postgraduate courses in tune with modern curriculum of UGC.

Following up his plans to revise the syllabus, he took another major academic decision, asking all chairpersons to prepare lesson plans of the revised syllabi of a semester and put it in the library so that students could know in advance about the schedule of classes.

Paying homage to the former vice-chancellor, the current incumbent, Lt-Gen (Dr.) DDS Sandhu, recalled his contributions in developing the varsity.

"The university was in deficit when Gen Balram joined as its VC but he took bold fiscal decisions and covered the deficit. There was a serious problem of power failure in the hostels. The then VC solved it by getting the worn-out wirings changed, besides ensuring the installation of separate transformers", recalled Prof Raghvendra Tanwar, Registrar.

Lt Gen K Balaram PVSM, is MTech in Telecommunication Engineering and MSc in Defence Science from UK and Madras respectively. Commandant of Defence Services Staff College from 1981 to 1983. He was the Vice Chancellor of Kurukshetra University, Haryana from August 1989 to August 1992.
