Defence Minister inaugurates IGNOU Gyandeep Centre for Army
New Delhi: The Union Minister for Defence A.K. Antony today inaugurated the 'Gyandeep Centre of Excellence' at the Ashoka Auditorium, Manekshaw Centre in the capital. The Centre will be established at the main campus of the Indira Gandhi National Open University (IGNOU) which will function as a national-level coordinating body between the Army and IGNOU Community Colleges to promote educational facilities for the army personnel.
"The main objectives of the Centre shall be to promote job opportunities for the retiring army personnel, develop compatible curriculum and promote partnership with other universities / institutions. It will facilitate and encourage inter-disciplinary higher education and research facilities at IGNOU and affiliated universities/ institutions/ other centres of excellence," said V-C Prof. V. N. Rajasekharan Pillai, in his address.
Over 3.5 lakh students have already enrolled in Gyandeep Project and nearly 1.5 lakh candidates have been awarded Certificates, Diplomas and Associate Degrees.
The Associate Degree holders are also admitted in the third year of IGNOU Degree programmes through vertical mobility. More than 300 officers have already been admitted for the MBA Programme designed specifically for the officers in the Indian Army.
For IGNOU, this centre means a phenomenal increase in the strength of students and the campuses. For the Army, it would be a great welfare measure and gainful use of resources. For soldiers, this programme has the potential to transform the post-retirement life by equipping them with a formal qualification and preparing them for competitive job avenues. And for the country, it means a boost in the Gross Enrollment Ratio (GER) as well as the Gross Graduation Ratio (GGR).
The Indian Army and IGNOU began its association in July 2009. In a short span of time, this association fructified into a path-breaking collaborative effort — in the form of Project Gyandeep, when a Memorandum of Understanding (MoU) was signed between the Army and IGNOU on September 4, 2009.
Gyandeep was dedicated to the nation by President Pratibha Patil on November 19, 2009. Since then, the association between the Indian Army and IGNOU has progressed in all spheres. Project Gyandeep, a visionary and revolutionary idea, has created an impact in the educational arena at both national and international levels.

Two Pronged Resettlement Strategy for the Ex Servicemen

Col P N Khera, Editor-in-Chief Asia Defence News: Resettlementof ex-Servicemen who retire at a very young age, is a major HRD problem being faced by the Indian Army. What steps are being taken for empowerment of ex- Servicemen in educational and vocational fields to lead a respectable life after retirement?
Lt Gen Mukesh Sabharwal, Adjutant General: The Service personnel, especially JCOs /OR retire between 35 to 45 years of age depending on the rank at which they retire. At this stage, a soldier is confronted with numerous domestic liabilities and commitments. The pension of the solders is not enough to meet his basic requirements and hence, he has to take up a second career to sustain himself and his family. With the land holdings reducing steadily, agriculture which was hithertofore an option with most veterans, is not viable any more. The retired soldier is thus forced to seek an avenue in the civil stream, commensurate with his status and needs. Although, the Army has vast reserves of trained, physically fit and disciplined manpower, they lack the skills which the environment seeks. Close to 50,000 trained soldiers retire every year, majority of whom can be gainfully employed in the industry, if they are provided some vocational skills. The vocational training and widelyacceptable certification will make these disciplined soldiers eligible to seek second employment, which they need to meet their domestic commitments after retirement from Service. We have embarked on a two- pronged strategy, which involves, firstly; to recognize the institutionalised training that a soldier undergoes in his Service by awarding a university degree and secondly; to provide Vocational Training though a network of Vocational Training Centres which are being set up in collaboration with various industries. An Army Welfare Placement Organisation has been established that not only provides second career option to retiring and retired Army personnel but to Veer Naris and disabled soldiers also. It has pan-India presence through its network of 13 placement nodes and 48 placement cells.
MAJOR EMPOWERMENT PROJECTS
PNK: What are the major projects taken up for empowerment of Army personnel to ensure them a secure life after farewell to arms?
AG: Empowerment initiative of our soldiers called Samarth, is a major step undertaken by the Indian Army. Under this project we have three broad categories of programmes.
Gyandeep: Gyandeep is an initiative to empower our soldiers by according recognition to the ‘in service’ training done by soldiers and make them eligible for award of Certificate/Diploma/Associate Degree through Indira Gandhi National Open University (IGNOU). Subsequently, Associate Degree holders can get degrees like BA, B.Com, B.Sc and BTS from IGNOU by clearing elective subjects as per IGNOU curriculum in the third year of the degree course. On the similar lines, an officer can get regular MBA degree. So far 2,30,000 soldiers have registered for Associate Degree with IGNOU.
Kshamta: Kshamta aims at enhancing the capabilities of our JCOs/OR by imparting them two set of skills viz IT or Digital Literacy andSpoken English and Soft Skills. In this regard an MoU has been signed between Army and Microsoft Corporation (India) Private Limited. First round of Kshamta for training of Master Trainers has been completed successfully at all our Regiment Training Centres and we have so far trained around 3000 Master Trainers, who will further train the soldiers in their respective units/centres.
Kaushal: The unique concept of setting up Vocational Training Centres (VTC) at selected Regiment Training Centres/Defence establishments in collaboration with various Public/PrivateSector industries with an aim to impart vocational skills to the soldiers before their retirement and to empower and enhance their scope of securing an assured career post retirement. So far we have set up VTC for IT and Mobility Equipment repair for the disabled.
Higher Studies Programme: This programme involves selected Army officers undergoing full Post Graduate and Research Programme in various fields like Basic Sciences, Engineering, Social Studies, Strategic Affairs, South Asian Studies and MBA. The aim is to allow selected officers to attend courses in universities and institutions with a collaborative agreement and facilitate their placement /employment. We have signed MoU with IGNOU for MBA, with Pondicherry University for varied subjects and with BITS, Pilani for Technology related subjects. All thismhas happened in the last one year and the efforts of the Vice Chancellors concerned is laudable. Prof Rajasekharan Pillai of IGNOU is actively helping us identify other areas of cooperation.

Understanding of One Rank One Pension by the Service Headquarters
In his exclusive interaction with the Asia Defence News Editor-in-Chief P N Khera, the AG, Lt Gen Mukesh Sabharwal, who looks every bit a tough combat commander, spoke from a golden heart about the memorable mission he was destined to perform.

PNK: There are great expectations about the soldier’s dream of one-rank one-pension coming true one day. What would be its impact on the morale of the soldiers when its is approved by the Government?
AG: The demand for grant of one-rank one-pension has been raised by the ex-Servicemen fraternity since the last few decades. Our main concern has been our JCOs and OR. About 80 to 90 per cent aspirations of JCOs and OR have been met to bring in uniformity in pension of people who retired earlier and who are retiring now. However, issue related to the officers is complex. It can simply be gauged from the fact that 30 years back pension was based on the pay drawn at that time. Now after 30 years pay bands of officers have changed drastically which has raised the complex issue of how do you equalize the two cases. Hence the case is being deliberated upon and it is hoped that government is going to take a pragmatic view on it. Ameliorating this demand is a constant endeavour of both Ministry of Defence and the Service Headquarters.

OROP for JCO's and Other Ranks: The Ground Reality
Dear Colleagues,
This evening I was interacting with a senior serving officer during a social do. He mentioned that for JCOs and Other Ranks the OROP is ‘almost’ granted. The conviction with which he spoke left no doubt that he fully believed in what he had stated. When the Government representative makes such a statement on TV, we can assume he has a stake and motivation in saying so, but the serving personnel thinking on these lines is only out of ignorance, which is most unfortunate.
Take an example of the lowest rank of a Sepoy of Group ‘Y’ who retires after 17 Years of service. The figure for pre-2006 pension (after the enhancement of 08.03.2010 has been factored in) is Rs 4971.00 while for his counterpart who retired on 31.01.2006 the figure is Rs 6850.00 which is 38% higher. This is just the basic pension without taking the ever increasing DA into account.
It will be good that we pass this around and inform maximum number of ESM and our uniformed brethren.

Decision on Adarsh demolition after CBI report: Antony

After the Environment Ministry recommended demolition of the Adarsh Housing Society in Mumbai, Defence Minister A K Antony on Thursday said he would take a decision on the issue after getting the Central Bureau of Investigation report. "We will take a decision after the CBI inquiry is over," he told mediapersons in New Delhi.
Antony was asked if the defence ministry had decided anything on the fate of the scam-tainted building in view of the recommendations made by the environment ministry and the army's southern command.
The CBI, which is probing the scam, is also likely to give its recommendations as to whether the building constructed next to a sensitive naval base is a security threat and whether it should be demolished or given to the defence ministry for public use. The defence ministry had recommended a CBI probe after it emerged that flats were allotted to several senior serving and retired military personnel including three former service chiefs.
On Sunday, the environment ministry recommended that the 31-storey building be demolished within three months as the project in Mumbai's upmarket Colaba was "unauthorised" and violated coastal regulations.
Asked if the defence ministry had taken any decision on recommending a CBI probe in the Kandivli land scam, Antony said, "Not yet, because it has to be studied in detail. We don't want to jump to conclusions. After careful examination, wherever we find something, then only we will act."
The land scam in Mumbai allegedly involves former minister of state for defence production Rao Inderjit Singh and former army chief General Deepak Kapoor.
The two have been accused of facilitating the sale of land belonging to the Army in Mumbai's Kandivli-Malad area to a private builder. Southern Army Commander Lieutenant General Pradeep Khanna, in a report to Army Chief General V K Singh, has said that land which was under the defence ministry since 1942, has been "illegally" sold to private realtors.
Commenting on the progress made in the issue related to a secret file, which was recovered from a roadside in New Delhi, Antony said, "I think within a few days we will finalise the report. The Indian Air Force feels that it has nothing to do with the process."
The IAF had submitted its report with the defence ministry on Monday after completing its court of inquiry and had given a clean chit to its officials.

Former Army chief General Deepak Kapoor, now in the dock over the Adarsh housing scam besides a series of other defence land scams, has been denied an honorary doctorate that a Central government-run university wanted to confer on him.
A Right to Information (RTI) application filed by The Indian Express has revealed that while the Indira Gandhi National Open University (IGNOU) had submitted a proposal seeking to confer an honorary doctorate on the former Army chief, the Union Human Resource Development (HRD) Ministry in December last year shot down the proposal terming it inappropriate. The move comes even as a series of allegations have been surfacing against General Kapoor over the past few months questioning his role in the Kandivali land transfer scam, Sukna land scam and most notably in the Adarsh Housing Society scam.
As per established procedures, Central universities have to route their proposals on conferring of honorary doctorates to the HRD Ministry with complete information on the proposed candidates. In case of any foreigner or a significant personality being considered for awarding a doctorate by a government institution, political clearance is also required. Once cleared by the government, the same proposal is sent to the President — who is Visitor to all Central universities — to be signed before the varsity is deemed to have been permitted to confer the said doctorate.

College degree for JCOs, NCOs and Sepoys of the Indian Army
Project GYANDEEP was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on 04 Sep 09. The project was dedicated to the Nation by the Honourable President of India on 19 Nov 2009. The aim of the project is to confer educational certification to JCOs, NCOs and Sepoys of the Indian Army by according recognition to the “in service” training carried out by individuals during the entire span of their service career. The aim is also to empower all JCOs, NCOs and Sepoys by arming them with a diploma/degree so as to facilitate a second career post retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues.
JCOs, NCOs and Sepoys who wish to register for award of diploma/ degree can do so through their respective Regimental Centres, all of which have been registered as Army-IGNOU Community Colleges with IGNOU. These community colleges will function as autonomous institutes in instituting academic, training and administrative responsibilities etc and at any time will not seek affiliation to IGNOU. The community colleges will identify academic programmes to be offered to the community of soldiers for this program on the basis of a need analysis of the local job requirements and opportunities and incorporate these findings into the curriculum, and if so required, take assistance from IGNOU in identifying such academic programmes. The Community colleges will abide by the norms and guidelines defined for the scheme by IGNOU, whereby IGNOU has the sole authority for modifying the terms and conditions of the community college scheme.

Convocation function for award of Indira Gandhi National Open University (IGNOU) degree to Personnel Below Officer’s Rank (PBOR) of Indian Army was conducted at DRDO Bhawan on 21 Apr 2010. The chief guest of the function was Lieutenant General Mukesh Sabharwal, PVSM,AVSM*,VSM, Adjutant General, Indian Army and Shri VN Rajasekharan Pillai, Vice Chancellor IGNOU, and the Guest of Honour was Lieutenant General VK Chaturvedi, AVSM,SM, Director General (Manpower Planning & Personnel Services). The function was also graced by the presence of Lieutenant General P Mohapatra, AVSM, ADC, Signal Officer-in-Chief & Senior Colonel Commandant, Corps of Signals, Major General SP Kochhar, AVSM, SM,VSM, Additional Director General Personnel Services, and Col Commandant Corps of Signals Brig SK Pillai, VSM, Commandant Community College, 1 Signal Training Centre.
The Government, vide DOP&T Office Memorandum No 15012/8/82-Estt(D) dated 12 Feb 86 stipulated that matriculate PBOR of Indian Army, who have completed 15 Years of service will be eligible for employment in group ‘C’ & ‘D’ jobs in the Government where graduation is an essential requirement. However, the number of vacancies that come up in Government agencies where the above stipulation can be applied is very less. Most institutions or establishments in the private sector or public domain insist on mark sheet and certificates, provision for which do not exist in the Government Order dated 12 Feb 86. So a need was felt to bridge this gap and empower PBOR of Indian Army by arming them with the requisite diploma / degree based on the ‘in service training’ undergone by the PBOR right through his service career.
Thus Project GYANDEEP was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on 04 Sep 09. The project was dedicated to the Nation by the Honourable President of India on 19 Nov 2009. The aim of the project is to confer educational certification to PBOR of the Indian Army by according recognition to the “in service” training carried out by individuals during the entire span of their service career. The aim is also to empower all PBOR by arming them with a diploma/degree so as to facilitate a second career post retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues.
PBOR who wish to register for award of diploma/degree can do so through their respective Regimental Centres, all of which have been registered as Army-IGNOU Community Colleges with IGNOU. These community colleges will function as autonomous institutes in instituting academic, training and administrative responsibilities etc and at any time will not seek affiliation to IGNOU. The community colleges will identify academic programmes to be offered to the community of soldiers for this program on the basis of a need analysis of the local job requirements and opportunities and incorporate these findings into the curriculum, and if so required, take assistance from IGNOU in identifying such academic programmes. The Community colleges will abide by the norms and guidelines defined for the scheme by IGNOU, whereby IGNOU has the sole authority for modifying the terms and conditions of the community college scheme.

Convocation function for award of Indira Gandhi National Open University (IGNOU) degree to Personnel Below Officer’s Rank (PBOR) of Indian Army was conducted at DRDO Bhawan on 21 Apr 2010. The chief guest of the function was Lieutenant General Mukesh Sabharwal, PVSM,AVSM*,VSM, Adjutant General, Indian Army and Shri VN Rajasekharan Pillai, Vice Chancellor IGNOU, and the Guest of Honour was Lieutenant General VK Chaturvedi, AVSM,SM, Director General (Manpower Planning & Personnel Services). The function was also graced by the presence of Lieutenant General P Mohapatra, AVSM, ADC, Signal Officer-in-Chief & Senior Colonel Commandant, Corps of Signals, Major General SP Kochhar, AVSM, SM,VSM, Additional Director General Personnel Services, and Col Commandant Corps of Signals Brig SK Pillai, VSM, Commandant Community College, 1 Signal Training Centre.
The Government, vide DOP&T Office Memorandum No 15012/8/82-Estt(D) dated 12 Feb 86 stipulated that matriculate PBOR of Indian Army, who have completed 15 Years of service will be eligible for employment in group ‘C’ & ‘D’ jobs in the Government where graduation is an essential requirement. However, the number of vacancies that come up in Government agencies where the above stipulation can be applied is very less. Most institutions or establishments in the private sector or public domain insist on mark sheet and certificates, provision for which do not exist in the Government Order dated 12 Feb 86. So a need was felt to bridge this gap and empower PBOR of Indian Army by arming them with the requisite diploma / degree based on the ‘in service training’ undergone by the PBOR right through his service career.
Thus Project GYANDEEP was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on 04 Sep 09. Soldiers who join after school may keep studying

New Delhi, Sep 3 (IANS) The Indian Army has outlined an ambitious plan by which its soldiers who join after school will be able to study for a degree while they are in service.
The scheme will benefit many of the 1.2 million soldiers of the Indian Army. The system will be based on the US system of community colleges.
“The community colleges will be located in our training, human resource and regimental centres,” a senior Indian Army official told IANS, requesting anonymity.
Every year nearly 50,000 trained soldiers retire from the army after an average of 15 years of service.
“The army jawans retire generally after 15 years of service and form a part of highly trained, dedicated, disciplined and loyal work force. But most of them are merely school pass-outs. A graduate degree will open up whole lots of avenues for them,” an army official associated with the project said.
For its programme, the Indian Army has tied up with Indira Gandhi National Open Univeristy (IGNOU). A memorandum in this regard will be signed between the Indian Army and IGNOU Sep 4.
“The jawans will be given BA, BBA, BSc and BCom degrees depending on their area of work,” the official added.
The soldiers will work to earn 92 credits for getting a graduation degree.
The first 64 credits will be given to the soldier for his work within the army. He will also need to do some courses for which he will be awarded certificates.
Thereafter he will go to the IGNOU programme to earn the remaining credits.
For those soldiers who join after Class 10, the army will be organising bridge courses to bring them at par with those who have completed Class 12.
“It will provide a lot of benefit to the soldiers. They will become graduates for less money and will get a degree from an internationally recognised university. Most jawans who look for second employment in the open market post retirement will get better options. These benefits will be besides the value addition to the quality of life of the jawan and his family,” another official added.
“The programme will have international ramifications, as after their graduation the soldiers may go abroad for higher studies or for work and will form a viable work force globally,” said the official.
