Failure can be simply attributed to the obsolescent organisational culture and misplaced value system of the Indian armed forces. The defence services in India are in a time warp — colonial, feudal and fit for the society of an industrial era. The civil society has changed dramatically in last two decades towards an information age but the services have done nothing to change with the society. The disconnect between the services and the society grows wider with each passing day. In an era of transparency, the opacity of the organisational policies of the services creates embarrassing situations like the one recently created with the RTI on AWWA. The lack of an electronic copy of numerous journals produced the institutions of the three services on the world wide web is reflective of the outdated policies that the services and its top brass espouse.

Comment: The Armed forces need to be harbingers of change. It needs to sieze and overpower the Red Tape Bureaucracy, combat corruption and be in the forefront of Nation Building; other than its Primary Goal "Security of Nation". Each and every Armed Forces personal from a foot soldier to the chief need to be a proactive citizen while going about their daily routine.
