OROP a minuscule compared to Rs 42,000 crores of Power Loss

MoD slams criticism of pension hike
Ajay Banerjee/TNS
New Delhi, September 27, 2012
A day after groups of ex-servicemen termed the government hike in pension for armed forces personnel as ‘misleading’, authorities in the Ministry of Defence (MoD) yesterday retorted by saying this was the third hike in pension in the past four years.
A detailed chart of the financial benefits given to ex-servicemen since October 2008 is being calculated and will be released soon, said sources.
“Our aim is to cover the gap in pensions in a phased manner. This is the third increase in pension of ex-servicemen after the Sixth Central Pay Commission award was announced in October 2008,” authoritative sources said.
MoD slams criticism of pension hike

Ex-servicemen’s just demand
Government gets close to the goal by Inder Malhotra
OF late the media, especially newspapers and social networks, have been full of articles on the armed forces and their “discontents”. Since the authors of most of these are retired generals, air marshals and, occasionally, admirals, they refer more to the complaints and disgruntlements of highest military officers rather than of Other Ranks. Yet rare is any writing on the subject that hasn’t lamented the government’s heartless and over long failure to attend to the just demand of ex-servicemen for equal rank, equal pension, or OROP, for short.
Over this period one has had to witness not just virulent agitation on the issue but also such heart rending scenes as the nation’s defenders marching to Rashtrapati Bhavan to return their gallantry medals to the Supreme Commander, the President.
Thank God, this ordeal is now over. The government has at long last done justice to two and a half million ex-servicemen whose number increases by 70,000 every year. The key point is that these men retire an early age and have to exist on meagre pensions while other retirees of the same rank get higher or lower pensions depending on their dates of retirement.
A good proportion of the retirees could have been absorbed in the paramilitary forces, to great advantage both to them and the country. But this has not been possible, despite the best attempts of several defence ministers and others, because the monster of corruption has taken over the recruitment to not only the police forces in various states but also the Centre’s paramilitary organisations. Even the sleaziest of recruiters find it hard to ask retiring Army men for bribes, and so they are ineligible.
Lest the Army should start assuming superior airs on this score, let me hasten to add that on the admission of the best and the brightest within its own higher ranks, corruption in recruitment has contaminated the Army, too. As for other form of graft and malfeasance in the uniformed world, the evidence is littered across the country’s law courts or is stacked on the desks of the Central Bureau of Investigation.
On the merits of the government’s decision on OROP, there are two views. Some say that having gone thus far, the government could have gone a little farther and met the demand for one-rank-one-pension in full. They argue that this would not have added very much to the present package of Rs 2,300 crore which is a pittance compared with Rs 42,000 crore the government has generously offered the State Electricity Boards than which it is difficult to think of institutions more inefficient and corrupt. Having bankrupted themselves, they have run into debts amounting to the staggering figure of nearly Rs 2 lakh crore.
The debt recasting, even if it is achieved — the states have yet to agree to bear half the burden — would not solve the problem. For, no chief minister would stop the overuse and misuse of free power guaranteed to the farmers. Moreover, nobody would dare say boo to the crooks with clout that are stealing a huge quantity of power with impunity. It is, of course, written off as part of “distribution and transmission losses”.
Even so, there is a perfectly valid counter-argument to justify what the government has done. It has, it seems, gone as far as it could have or should have. After all, the amount of pension depends not only on the rank but also the last pay drawn. The salaries of the two men of the same rank and superannuating on the same day often differ because of the length of service in the last rank reached.
The Cabinet on Monday could have decided also on several issues concerning the pay, perks and pensions of lt-colonels, colonels, brigadiers and even lt-generals that have also been pending. But evidently, the committee headed by the Cabinet Secretary that examined the entire issue has not been able to complete its recommendations on these points.
What the government has got out of the way is very important, no doubt, but it was essentially a sideshow. The real problem, on which the armed forces’ resentment is perfectly legitimate, is the composition of the successive Pay Commissions appointed to fix the salaries and concomitant allowances of both the civilians and the military.

NDA Scam: Lt Gen Jatinder Singh to be grilled by CBI

Ex-NDA chief to be grilled in job scam
Rajshri Mehta, TNN | Sep 16, 2012, 01.33AM IST
MUMBAI: The CBI will question Lt Gen Jatinder Singh, former Commandant of the National Defence Academy, on September 17 in the recruitment scam.
According to an investigation, Rs 3-5 lakh was allegedly paid in bribe for C-grade posts of as C-grade staff like cooks, gardeners, clerks etc at NDA while Lt Gen Singh was the commandant there. The total bribe amount came close to Rs 1.76 crore. The accused allegedly took signatures of the candidates, who agreed to pay the bribe, on blank sheets and later filled them with correct answers, the investigation said.
The defence ministry granted the permission to quiz Singh after the CBI reportedly reportedly established a "money link", connecting Singh and his brother to the alleged scam. The CBI probe showed prime accused Col Kulbir Singh, also the staff officer to the Commandant, gave Rs 4 lakh in cash to Singh's brother during a meeting in a five-star hotel in Mumbai on June 23. After the CBI arrested six of NDA's employees, including Singh's staff officer, for allegedly taking bribe from candidates appearing for the subordinate jobs, Singh lieutenant general was earlier transferred out of NDA and attached to the Army Headquarters.
Singh declined to comment when contacted by TOI.
The CBI has already questioned Singh's brother who works in a leading corporate house. "He told us Singh took Rs 4 lakh from him which was returned by Kulbir Singh. The money was for building a home in Ambala. It's odd that Singh should take money from a staff officer to repay his brother and that too, in a five-star hotel. Singh took the money from his brother in cheque and paid it back in cash," said an agency official.
Singh will be asked to explain the source of funds for his under-construction 7,000 sq-ft bungalow in Ambala, worth over Rs 2 crore. The agency will ask Singh questions like his powers in approving and preventing any mischief in the recruitment process and action taken on complaints of malpractices in exams.
According to the probe, bribes of Rs 3-5 lakh were allegedly paid for jobs as C-grade staff like cooks, gardners, clerks at NDA while Singh was the commandant there.
Ex-NDA chief to be grilled in job scam
Comment: The commandant is obviously privy to the scam and author of the same. He was cultivating 5 Star Culture and VIP status in the Academy. He should go down in NDA history as a scamster. The law should catch up and confine him in his rightful quarters.

NDA Recruitment Scam: Army Officers go high tech to spin money

Typing tests also held in Colonel’s office
Wednesday, July 04, 2012 AT 12:32 PM (IST)
PUNE: Col Anil Kumar Singh, presiding officer of exams, allegedly conducted typing tests of some candidates for appointment of civil employees in his office instead of the computer lab in the National Defence Academy (NDA), the Central Bureau of Investigation (CBI) submitted in its report to a special court on Tuesday.
The court has remanded Col Singh to CBI custody till July 7. He was arrested on Monday after his anticipatory bail application was rejected by the court. The CBI told the court that Col Singh was admitted to the state-run YCM Hospital in Pimpri after he complained of high blood pressure on Monday night. So he was interrogated only for two hours on Tuesday morning.
He was produced in the court of special judge (CBI) D R Mahajan in the afternoon for seeking a 14-day custody. "We want to interrogate him to find out why three or four candidates were given the typing test in his office and not in the computer lab. Also, who sent the candidates to him," Deputy Superintendent of Police (CBI) Rajpal Singh told the court.
"We want to recover the list of candidates, which was deleted from the official computer and was taken by Col Singh in his pen drive," he added. His interrogation is required for checking the over-writing in the answersheets of the candidates. Also, the amount of Rs 52 lakh in bribe amount, allegedly given to him by another accused Col Kulbir Singh, is yet to be recovered, Singh said.
CBI special public prosecutor Vivek Saxena told the court, "After taking permission from the Union Home Ministry, we taped their conversation between June 7 and June 18. They used code language during the conversations. We would like to confront Col A K Singh with the recorded conversation and get more details about the job-for-cash scam."
The CBI told the court that it has appealed to the NDA authorities to station a military doctor at the CBI office so that he could conduct a check-up on Col A K Singh for any health-related problems.
NO SATELLITE PHONE
Defence sources told "Sakal Times"that"officially the NDA does not have any satellite phone." The CBI claimed to have recorded about 500 conversations of Col A K Singh and other accused, who used to talk on satellite phones about the collection of bribe money from the aspiring candidates.
Typing tests also held in Colonel’s office
Comment: Criminal minded officers are being posted to the NDA which is a premier training institute. Just imagine a physically unfit Officer is posted as the Physical Training Officer to the Academy. On his arrest he reports sick. The MS needs to be sacked for posting such criminal minded Officers to the NDA and bringing shame to the institute and military at large. There is a case for investigating the MOD and MS if they are taking bribes for lucrative postings to NDA. The ACR nine pointer system is a disaster. All 9 pointers Officers postings need to be thoroughly investigated.

IAS Officer of 1976 Batch fine tunes corruption in Tamilnadu

The Hindu: CHENNAI, January 14, 2012
TNPSC Chairman quits over graft charges

Tamil Nadu Public Service Commission Chairman R. Sellamuthu, who is facing allegations of corruption in recruitment of candidates, has submitted his resignation to Governor K. Rosaiah highly placed sources said.

His resignation, submitted to the Governor on Thursday, came ahead of searches across the State by the vigilance directorate police on Friday at the residences of candidates allegedly recruited by corrupt means. The Governor's office is learnt to have referred the matter to the State government, and a formal notification will be issued after the resignation is accepted.

Mr. Sellamuthu, an IAS officer of the 1976 batch, was appointed to the post in January 2010, when the DMK government was in office. His term was due to end in June this year on his attaining the age of 62.

The Directorate of Vigilance and Anti-Corruption had registered a criminal case against Mr. Sellamuthu and all the 13 Members of the TNPSC following allegations of corrupt practices in the recruitment of candidates to various posts, including Group-I Services. The case was based on a complaint by TNPSC Secretary T. Udhayachandran, who wrote to the Chief Secretary about certain irregularities. When investigators searched the premises of 53 candidates in 21 districts on Friday, a majority of them allegedly admitted to having paid huge bribes to TNPSC members to get full marks in the interview. “Many of the candidates are in Government service now. They gave details of the bribe paid to the members through middlemen. The searches were based on evidence that the candidates paid bribes to get full marks in various recruitments conducted by the TNPSC… candidates who paid bribes got 100 per cent marks in the personal interview,” an investigator said.

When the DVAC conducted searches on the premises of TNPSC members, officials and middlemen late last year, names, registration numbers or answer scripts of candidates were found. Some members even had unofficial copies of an unpublished list of selected candidates to various posts for which the TNPSC conducted the recruitment.

Cyber security experts of the Centre for Development of Advanced Computing (CDAC), Thiruvananthapuram, who seized the TNPSC server and other gadgets for analysis on December 13, are expected to submit their findings soon.

In a separate development, Nallathambi, an advocate of Madurai, lodged a complaint with the Police Commissioner here that he paid Rs. 67 lakh to one Uma Maheswari who, he alleged, had promised to get him the post of Member, TNPSC. However, she neither got him the post nor returned the money.

Nallathambi is the younger brother of former Assembly Speaker K Kalimuthu. Ms. Uma Maheswari, who also came to the Police Commissioner's office, maintained that she had never met the complainant. Commissioner of Police J.K. Tripathy said the matter was referred to the Central Crime Branch for investigation.

Recruitment Scam dupes many aspirants

Ex-armyman arrested in recruitment scam
A retired Indian Army personnel and a woman from Assam have been arrested in New Delhi for duping thousand of people across the country on the pretext of providing jobs in the Indian Army, police said Wednesday.

The Crime Branch of Delhi Police received a complaint that Ravinder Chauhan claiming to be a Major of Indian Army has duped 38 job seekers to the tune of Rs.1 crore on the promise of getting them jobs in Assam Rifles.

Chauhan told police that he used to impersonate as a Major in Indian Army duped crores of rupees from job seekers and Archana Singha of Assam was the mastermind of the racket.

A raid was conducted at Jorhat and Singha was also arrested. Singha told police that she was behind the racket.

Chauhan joined Rastriya Rifles in 2003 and in 2007, while he was posted at Baramula in Jammu an Kashmir, he got injured and was declared unfit for further service. He got in touch with Singha and collected money from more than 400 people to the tune of more than Rs.3 crore.

In 2007-2008, recruitment of Assam Rifles was held in Jorhat where she came in contact with a doctor who was Major in Assam Rifles and succeeded in getting three to four people appointed.

She earned Rs.10,000 to Rs.15,000 from candidate in the recruitment.

Similarly, in 2008-2009 she got a few candidates appointed of Assam Rifles held at Cooch in Bihar, however, she collected money from several candidates.

She began to appoint agents in different parts of India. Agents were made in Delhi, Haryana, Rajasthan, Punjab, Himachal Pradesh, MP, Uttar Pradesh, Assam, Meghalya, Manipur, Nagaland and Hyderabad.

The agents used to allure students by promising them jobs and used to collect Rs.25,000 to Rs.1 lakh per candidate as advance.

Thereafter, Singha would ask her agents to bring all the candidates to Assam and would ask them to stay in some hotel.

She would manage some fake doctors and officers and would get candidates of Assam Rifles medically examined in the hotel.

She would also get signed a blank answer sheet from them. Thereafter, she would send them back and would ask them to wait for the result and appointment letters.

After some time, she would send a photocopy of provisional appointment letters to her agents and would ask them to deposit rest of the money before giving them original appointment letters.

She used to earn Rs 1.5 lakh to Rs 2 lakh per candidate from the agents. After collecting rest of the money she and her agents would not take their calls.

Till now, they have cheated around more than 1000 job seekers and have collected money to the tune of more than Rs.10 crore.

‘More than 90 Bank accounts of different banks were freezed,’ said Deputy Commissioner of Police Ashok Chand.

Ravinder Chauhan was nabbed from the railway station in his Honda City car following a on tip-off. ‘He was carrying a pistol along-with 15 live cartridges and an arm licence purportedly issued from Jammu and Kashmir,’ said Chand adding that the license was found be to be fake

AFT: Army Chief can’t terminate services

Grants relief to Lt-Col acquitted by court martial twice
Vijay Mohan/TNS

Chandigarh, September 25
In a significant ruling, the Armed Forces Tribunal (AFT) today ruled that the Chief of the Army Staff is not vested with any powers to terminate the services of any officer. This power is held by the Central Government alone, which can be exercised in exceptional cases only on the recommendations of the Army Chief.

Granting relief to a Lieutenant-Colonel against whom administrative action was initiated for alleged irregularities despite having been held not guilty twice by a general court martial earlier, the tribunal held that plenary powers under Section 19 of the Army Act read with Rule 14 have been reserved with the Central Government only and these cannot be resorted to by any other person.

The court observed court martial proceedings were held against Lt-Col Harish Kumar twice and on both occasions, the findings were returned as “not guilty” and then administrative action was resorted to under the aforementioned provisions by the General Officer Commanding-in-Chief, Southern Command.

“Leave aside the GOC-in-C, even the Chef of the Army Staff cannot resort to this power. Therefore, the order passed by the GOC-in-C awarding a severe displeasure cannot be sustained,” the tribunal observed while quashing the order and allowing all consequential benefits to the petitioner.

The petitioner’s counsel, Maj SS Pandey told The Tribune that since he had been acquitted by a GCM twice, no action could have been taken subsequently on the same charges by issuing a show-cause notice and the action of the respondents was arbitrary and actuated with malice.

Pandey said the petitioner was responsible for recruiting civilian labourers in the Ordnance Corps. After the end of the selection process, he received three letters from the Defence Ministry through the Army Headquarters, which contained names of some individuals, seeking help in recruitment. The petitioner had expressed his inability to accommodate such a request. Later, based upon “mild and baseless” allegations, a court of inquiry was ordered to investigate any malpractices in the recruitment.

CRPF Jawan was gunned down after 4-hour drama

The Hindu 17 July 2010
A “drunk” CRPF jawan allegedly opened fire from his AK-47 rifle killing six of his colleagues, including an officer who had reprimanded him for consuming alcohol on duty, minutes before the shooting spree in Saraikela district of Jharkhand.

The alleged shooter was gunned down after a four-hour drama by other CRPF personnel on Friday night, preventing any further casualties.

Shocked by the incident, CRPF headquarters in New Delhi has rushed its Additional Director General (Headquarters) J.C. Dabas to the spot to find the facts about the fratricidal incident, along with other senior officials posted in the State overseeing anti-Naxal operations.

Constable Harpinder Singh of the 196 battalion of the CRPF, who was on sentry duty at a camp in Kuchai village of Saraikela district, started firing indiscriminately on his colleagues at around 10 p.m., a CRPF spokesperson said.

Six of his colleagues, including Assistant Commandant Bikau Singh, were killed in the firing.

According to sources in the force, an altercation broke out between Singh and other CRPF men over the quantity of food being wasted in the company mess. Singh, who was the mess in-charge, started arguing.

Assistant Commandant Bikau Singh then called these men into his tent to solve the issue.

Bikau found Singh to be “drunk” and ordered a medical test, which enraged him, the sources said adding, he picked up his AK-47 rifle and shot dead four personnel, including the officer.

Shooting spree

The men at the camp tried for three hours to persuade Singh to drop the gun and surrender but the last straw came when he killed a sentry atop a watchtower, the sources said.

Then the other jawans fired at him to disarm him and stop further killings.

As Singh continued to fire, CRPF personnel at the camp shot him dead at around 2 a.m., the officer said.

The dead included Head Constables M.C. Patil and I.R. Khairnar from Maharashtra, Head Constables P.T. Rao of Andhra Pradesh, Jatav Bhav Singh from Gujarat and Constable Vijay Kumar from Uttar Pradesh.

The District Superintendent of Police and the Commandant of the battalion reached the site in the night itself. Police have registered a case, they said.

Sources said Singh had resumed duty on June 18 after returning from a vacation.

A report from Saraikela-Kharswan district said an FIR has been lodged in connection with the firing incident.

Superintendent of Police Abhisekha Kumar said Constable Harpinder Singh, who opened the fire, was made accused in the FIR.

Post-mortem of the bodies was conducted in a local government hospital on Saturday, Deputy Commissioner of Saraikela-Kharswan district A.K. Mishra said.

A jawan, who was injured in the firing, has been admitted to MGM Hospital, he said.

The SP, who visited the spot, said the preliminary investigation suggested that Harpinder Singh opened fire in a drunken state.

Army Medical Corps: Major arrested for taking bribe

    Major Dipendra Bhushan
Mumbai Mirror Bureau Posted On Sunday, June 20, 2010 at 02:54:36 AM
An Army major, attached to the Army recruitment office at Colaba, was arrested by the CBI for allegedly accepting a bribe of Rs 50,000 to clear medical tests of a fresh recruit in the Army.

Major Dipendra Bhushan's driver Bharat Ram was also arrested after the CBI found that he too was a part of the racket.

“We have arrested Major Dipendra Bhushan and will produce him in court on Sunday. Search of the officer's residence is on,” DIG CBI Praveen Salunkhe told Mumbai Mirror.
    Major Dipendra Bhushan
According to sources in the CBI, Major Dipendra Bhushan was in-charge of supervising medical tests of fresh recruits. The army recruitment centre in Colaba, where the medical screening centre is located, checks hundreds of army recruits every year.

Sources alleged that the Army major and his driver had spread a word among the fresh recruits that only those who would pay Rs 50,000 to the senior army official would be cleared in the medical tests. Several jawans therefore contacted driver Bharat Ram.

The complainant in the case also approached driver Bharat Ram, but he lodged a complaint with the CBI as well. “On Saturday afternoon, the major called the complaint near Fashion Street to collect money. His driver Bharat Ram was also present when the amount was being paid,” sources said.

According to Joint Director, CBI, Rishiraj Singh, it’s very unfortunate that in a premier institution like Army this kind of corruption is on. Singh has requested all prospective jawans, NGOs & GOs to inform the CBI immediately on 9820185123, 022-22884433 if they are compelled to make such payments.

Comment: Looks and sounds like Desai effect of MCI corruption spreading its tentacles to the Armed Forces Medical College/ Military Medical Services. There is an urgent need for a major surgical operation to cleanse the Armed Forces Medical Services/ College and its Officers of corruption right from top to the bottom. The Medical Corps Care ethos and ethics must be instilled in its true perspective. Medical Officers who have bribed lakhs of Rupees for purpose of admission to Medical Colleges are the ones who tend to succumb to make a quick buck to make up the loss! Constant in- house monitoring and peer pressure should enable the Medical Corps to regain its lost prestige and honour. Major Bhushan, an Armed Forces Medical College alumni, had been in the service for the past 11 years and unluckily he has been caught; what about the others donning his feathers? What a disgrace for the Premier Military Educational Institute!

Multi-crore railway recruitment exam scam unearthed
19 Jun 2010, 0327 hrs IST, ET Bureau

NEW DELHI: The Central Bureau of Investigation (CBI) has unearthed a railway recruitment scam running into crores and arrested eight persons including the son of the Mumbai Railway Recruitment Board chairman for allegedly leaking and selling exam papers.

“The CBI has unearthed railway recruitment scam by conducting simultaneous raids at Mumbai, Bangalore, Raipur, Kolkata and Hyderabad. This scam relates to the examinations of Assistant Loco Pilot and Assistant Station Master. It is estimated that the scam runs into several crores of rupees,’’ CBI spokesperson Harsh Bhal said.

The CBI has arrested Vivek Bhardwaj Sharma, son of S M Sharma, chairman of Railway Recruitment Board (RRB), Mumbai, the then Additional Divisional Railway Manager (ADRM), Raipur, A K Jagannathan, his son Srujan and a Raipur-based agent.

This is being seen as one of many scams being carried out by gangs in different parts of the country. The agency has warned aspirants against falling for such scams and bringing it to the attention of the nearest CBI branch.

This particular scam relates to examinations that were held on June 6 and June 13 this year for induction of staff in Group C category of the Indian Railways. According to the CBI, Jagannathan in connivance with the officials of RRB, Mumbai, allegedly obtained a copy of the question paper before the examination date and provided the paper to aspirants who were identified by agents.

``The aspirants of the examinations so mobilised were asked to pay huge amounts of money and deposit their original certificates with the then ADRM and only after that the question paper was provided to them one day prior to the examination,’’ the CBI said, adding, ``The agreement is to pay the remaining portion of money and take away the certificates after the declaration of the results. Each aspirant allegedly paid Rs 3.5 lakhs in installments to get the paper a day before the examination and then to be selected for the job.

Jagannathan, Sharma, Srujan and the agent were produced in a Hyderabad court and remanded to 14 days’ judicial custody. Three Hyderabad-based agents and an employee of health department of government of Andhra Pradesh were also arrested.

The CBI said that searches led to the detection of Rs 60 lakhs in the banks accounts of the family members of the RRB chairman. The CBI further said that Vivek Sharma purchased a Pajero from the ill-gotten money in the name of a relatives.

CBI sleuths have recovered Rs 21.5 lakhs in cash and original certificates of 444 aspirants from the Jagannathan’s residence in Hyderabad, while Rs 12 lakhs were recovered from his possession at a hotel in Bangalore. Question papers and original certificates of the aspirants were also found in the hotel.

The CBI said several incriminating documents have been recovered from the searches at Kolkata, Hyderabad and Raipur. The RRBs across the country conduct examinations for induction of staff in Group C category of the Indian Railways.

ESM for training CRPF and guard UP Statues

Govt to recruit about 2,000 ex-servicemen
Press Trust of India / New Delhi April 12, 2010, 16:47 IST
The government will recruit about 2,000 ex-servicemen specialised in commando and jungle warfare tactics to impart cutting-edge training to CRPF personnel.

The recruitment of these ex-servicemen, which will begin next month, assumes significance as 76 paramilitary personnel were massacred by Maoists in Chhattisgarh's Dantewada recently, raising questions on the operational strategies of the force.

Those servicemen, who retired as Sepoy and Havaldar, will be drawn from Army regiments and Corps like infantry, mechanised infantry, armoured, artillery, intelligence and engineering Corps for the purpose.

In order to ensure that the CRPF personnel get the best training, the government has made it mandatory for these ex-servicemen to be trained in specialised courses like 'Ghatak' commando training, weapons, IED and bomb disposal, dog handling, Counter Insurgency and Jungle Warfare (CIJW).

It is also mandatory for these ex-servicemen to have served in insurgency-hit areas and had stints at Army training schools.

"These men will be deputed to train our personnel at the various counter insurgency and jungle warfare schools in the country which are facing shortage of trainers. It is a fact that a good trainer can only bring out the best in an individual," a senior CRPF officer said.

The ex-servicemen will be recruited on a contractual basis for five to seven years on a total remuneration of Rs 12,625 plus other incentives.

Initially 1,950 men will be recruited and the numbers could be enhanced in the future. The all-India recruitment will begin in May and would finish by June after which the ex-servicemen would undergo initial training and briefing before they start the job, the officer said.

A board of senior CRPF and Home Ministry officials will conduct the "open rally" recruitment for which an applicant should be under 40 years of age. There will not be any criteria for physical and educational background of the ex-service personnel.

    Retired Colonel to Guard Statues
Lucknow: Uttar Pradesh Chief Minister Mayawati on Friday decided to recruit former servicemen for the protection of statues and monuments without a nod from the ruling Governor B L Joshi and senior government officials.

Mayawati allegedly decided to go ahead with her plans even without Governor B L Joshi's assent to a bill and ordinance for creation of such a security force.

Mayawati convened a meeting of the state cabinet on Friday afternoon and took an administrative decision to proceed with raising the new force.

The force would be headed by a retired army officer of the rank of colonel.

The cabinet meeting was followed by a press conference, where state Cabinet Secretary Shashank Shekhar Singh gave justification for the government's decision to go ahead without waiting for a word from the governor.

Army Recruitment drive or a firing range?

    Sunday 19, July 2009
An 18-year-old youth has been killed and three persons were injured as armymen opened fire on irate aspirants who went on a rampage during an army recruitment drive alleging irregularities in the process in Chandauli district of Uttar Pradesh.

The violence spread to other part of Chandauli city, 300 kms from Lucknow, with irate protesters torching vehicles and attacking the circle officer's office and the district court, prompting the state government to order a magisterial inquiry into the incident.

"One person was killed and three others were injured during firing by armymen after the aspirants went on rampage alleging irregularity in recruitment process," Additional Director General of Police (law and order) Brij Lal said.

Two companies of para-military Provincial Armed Constabulary comprising 200 personnel have been dispatched to maintain law and order. "The situation is now under control and senior officials are camping in Chandauli," he said.

Superintendent of Police, Chandauli, Laxminarayan claimed that police were not informed about the recruitment rally at a local polytechnic. Nearly 2,000 youths, including many from Bihar, had gathered for the recruitment drive.

"There were scuffles between the youths and armymen and later the situation went out of control," he said, adding an 18-year-old unidentified boy was killed in the firing and three others injured, including a local Jitendra Prasad.

Cabinet Secretary Shashank Shekhar Singh told reporters in Lucknow that the government has ordered a magisterial inquiry in the incident.(AKS-19/07)

    Recruitment Rallies
There is increase in violence in conducting periodical Mela's cum rallies for recruitment. The staff and personnel posted to recruitment directorates/ zonal and branch offices must be of impeccable calibre and free from corrupt activities. They should refrain from from trading with touts and illegal agents who have political links and generate black money during all recruitment drives. The CBI should play a important role in apprehending these touts and agents who receive bribes from potential candidates.
    Backlash in units
A signalman in my Company during my command was caught red- handed selling Rations and POL in the civil market and he was charge sheeted for the Offence. Out of curiosity I enquired why he engaged in stealing and selling Government stores. What he said stunned me. He said his parents had borrowed Rs 10,000 to pay as bribe to touts for recruitment and now they have no money to pay back the loan, therefore, out of sheer necessity he was forced to steal and send money home.....truly a shocker commonly faced by many unit commanders.

Time has come for armed forces' reforms: MPs panel

    The Hindu- Tuesday, February 24, 2009 : 1935 Hrs
New Delhi (IANS): Saying it was "high time" reforms were brought in the armed forces to address "undesirable discriminatory practices" based on rank and gender bias, a parliamentary panel has also urged an "attitudinal change" in the mindset of the higher echelons of the military in view of socio-economic changes in society.

In a series of far-reaching recommendations, parliament's standing committee on defence has also asked the defence ministry to also "devise an effective training strategy" to meet the long term requirements of the armed forces and said it was "perturbed" that the measures taken to address the staggering shortage of officers "have not proved efficacious enough".

This apart, the committee, in its 34th report tabled in parliament on Tuesday, noted that the recruitment procedure for officers had remained virtually static during the last three decades and that no attention had been paid to promotional avenues for personnel below officer rank (PBORs) like what had been done in the case of officers.

Turning to the huge shortage of 14,666 officers in the armed forces, with the army alone accounting for 11,807 of these, the committee said it was "not inclined" to accepting the defence ministry's view that this was mainly due to the youth according to low priority to a military career.

    Law enforcers become law breakers

When cops turn into killers. Suspended Inspector General of Police R.K. Sharma has earned the dubious distinction of becoming arguably the first IPS officer in India convicted of murder. He has been held guilty of hatching a conspiracy to murder Shivani, a newspaper correspondent, who had allegedly developed intimate relationship with him and was threatening to expose him.

    How Georgia Tamed the Police
Mr Saakashvili's most eye-catching change has been to streamline the interior ministry. More than half the country's police officers have been fired and interior troops transferred to the defence ministry.

"Traffic police paid $2,000-$5,000 to get a job," says Irakli Okruashvili, the new interior minister. "Then they gave a percentage of the bribes they received to their bosses and used some to buy uniforms and cars. The system was self- financing. No one considered it corruption. It was a tradition."

The new anti-corruption measures aim to be self-financing, with the money saved from staff cuts used to increase salaries five-fold to $200 a month. Mr Okruashvili estimates this is more than the previous "take-home bribe" after "taxes" had been paid to superiors.

The new generation of traffic police is forbidden to carry more than $5 in cash. Plainclothes inspectors frisk them periodically to ensure they have not demanded money from innocent citizens. A dozen have been fired. Those left have received new uniforms and cars and now see the prospect of better career development. Public perception is changing, with a nightly television soap opera, called Patrol, launched to improve the image of the police.

It was one example of the corruption that permeated Georgia's police force and much of the rest of society, and that is being tackled by the youthful administration of President Mikheil Saakashvili, one year after the downfall of Eduard Shevardnadze, his predecessor. Within span of 3 years the level of corruption in Georgia has been reduced so much so it has a 10% GDP rate compared to almost nil five years back!

    Pronounced Guilty, Tribune
    Georgia Police Reforms

Comments: There is urgent need to overhaul the recruitment systems in the states. Bribes are paid for recruitment to Police which is supervised by IPS Officers. Corruption can be reduced if ESM (PBOR) are recruited who are already trained, physically more robust and disciplined. The Georgia Model is an eye opener. Maybe our GDP can grow at 20% if corruption is reduced/ controlled starting from the Police and moving upwards.

A reserve army of unemployed ESM worries China's leaders

The Chinese ESM main grievance is the difficulty of settling back into civilian life. Most soldiers from towns are assigned jobs in the civilian sector when they leave the army. But this has become increasingly difficult because of the dismantling of state- owned enterprises (SOEs) in recent years and the resentment of surviving SOEs at having ESM foisted on them. Rural soldiers, the bulk of PBOR are being sent back to villages where there is next to nothing to do.

China and India are confronted with similar problems because of the large Land Armies and the increasing number of ESM seeking civilian jobs. Even in recruitment of Soldiers there is similar degree of corruption as it has been evidently observed in the Recruitment Rallies in China and India. China scouts colleges to fill ranks of modern army. The fliers circulating in the campuses of China's most prestigious universities showed three soldiers positioned against a Chinese flag and an appeal that read in part, "Carry Your Pen to the Army to Become More Accomplished."
