Thank you for publishing the AFT order. After going through Air HQ letter addressed to PCDA as well as the AFT order, it appears that revision of pension will be applicable to petitioners only instead of all affected veterans which should include officers also who have reserve liability and are getting less pension as they may not have rendered service required to earn full pension even with weightage. This may lead to Supreme Court like rank pay case where only the pension for Major Dhanapalan has been revised so far.

Through RMS, I would like to appeal all veterans' organizations to take up the issue with Deptt of Ex-Sevicemen Welfare Ministry of Defence. I feel that for some time we should stop demanding everything else from Govt of India and only demand the following:
1. The Chairman of ESW Department of MoD, should be a serving Lt Gen/ Maj Gen or equivalent, in rotation from three Services; min tenure three years.
2. At the next level a Brig or equivalent, from all the three Services. They all should have done the LDMC. Should have a min tenure of three years.
3. All other officers in the Department should be retired Defence Officers, who should be allowed to serve up to the age of 62 years.
4. Below the officer level, the 50% of staff should be ESM and 50% civilians. (could be 100% ESM). The ESM in this Deparment should be allowed to serve upto the age of 62 years.
The present ESW Dept is a collection of clueless clots, who know nothing about Defence Services, in particular about the problems of ESM. Every letter they issue has anomalies. When they issue a letter to rectify and anomaly – they add many more anomalies.
I strongly recommend to ALL ESM organisations to put up the above demand at National Level, including writing articles in the print media and interviews on TVs.
ESW Department of MoD is proving to be our biggest enemy.
I appeal to all members to send this note of mine to some MPs and to those who matter in GoI.

Welfare Measures for Ex Service Personnel at snails pace

Uttarakhand Chief Minister Dr Ramesh Pokhriyal Nishank today reiterated his commitment to work for the welfare of ex-servicemen in Uttarakhand.
Addressing an ex-servicemen’s convention in Dehradun, Nishank said his government had taken a number of measures for the welfare of ex-servicemen. He said a one-time grant for decorated Army personnel had been increased substantially and was the highest in the country. Nishank said even pension of the Second World War veterans had been doubled by his government.
He said six new companies of the Eco Task Force had been constituted to provide employment to the ex-serivicemen. He said Uttarakhand had a large population of ex-servicemen and the government too had allotted free land for the construction of accommodations in Dehradun, Haldwani and the Kotdwar areas.
He said he had launched Antoyodaya Vikas Yatra to get first-hand information of the problems of the people. He said the Atal Khadhyan Yojana had been implemented in the state as relief to the people from rising prices.
The Chief Minister also honoured 102-year-old Dula Devi Gusain, a widow of an ex-serviceman. Another ex-serviceman widow Archana Negi, ex-servicemen Kedar Singh Bhandari and Bachchan Singh Bhandari were also honoured.
Uttarakhand Youth Welfare Board’s vice-president Subhash Barathwal, vice-chairman, Sainik Welfare, Col PD Kuriyal (retd), Capt Digambar Prasad Baloni, vice-president, Twenty Point Programme Implementation Committee, Jitendra Negi, district panchayat member Subhash Bhatt were among those present on the occasion.

Minister for Medical Education R S Chib today said that the government was committed to provide every help to the Rajya Sainik Welfare Board, which he observed is doing excellent job for the welfare of ex-servicemen in the state. He hoped that the Board would achieve new heights in its functioning under the capable patronage of the Governor N N Vohra and Chief Minister Omar Abdullah. The Minister was speaking at a function, organized by Rajya Sainik Welfare Board in connection with distribution of modified scooters to disabled ex-servicemen here today. These scooters have been provided by the Kendriya Sainik Board, Ministry of Defence. Chib said the Rajya Sainik Welfare Board and Kendriya Sainik Board remain at the forefront in extending help to the ex-servicemen. He said the modified scooters provided to the disabled ex-servicemen are a part of series of the welfare measures to extend succor to the former army personnel and their families. He said the Union Government from time to time formulates welfare schemes for ex-servicemen with provisions for housing, scholarship and financial assistance to the wards and widows of army personnel. Referring to his recent meeting with Union Defence Minister, the Minister said that he took up various outstanding issues of ex-servicemen of the state with him. These included exemption of VAT on CSD item, construction of housing colonies and Sainik Bhawan in the state. He said that the Defence Minister assured early redressal of issues projected by him. Giving brief resume of the achievements of the board, Director Sainik Welfare Board Brig (Retd) R S Langeh said the Kendriya Sainik Board provided seven modified scooters for the disabled ex-servicemen of the state last year, adding 17 more such scooters would be provided to the disabled ex-servicemen shortly. 11 per cent Armymen are from Bihar
March 31, 2011 Patna. Army personnel have reasons to feel proud of their Bihari roots as Bihar accounts for about 11 percent of the total Army personnel strength.
Talking to TOI, Bihar Ex-Servicemen League president Col (retd) V.K. Singh said that Bihar had lost a large size of cantonment after its bifurcation from West Bengal and later due to creation of Jharkhand. While about 20,000 troops went to the Barrackpore Cantonment in West Bengal, it lost two training centres located at Ramgargh to Jharkhand. About 7,500 troops went to the Ramgargh Cantonment after creation of Jharkhand, he said, adding even the main canteen service is still located in Jharkhand.
Col (retd) Singh said that the Army from Bihar has to go to Jharkhand to purchase two or four wheelers. Besides, the League members have been paying state tax on each item of defence being transported to Danapur Cantonment from Jharkhand. He said that about 1.5 lakh personnel are in defence service from Bihar. click here

The Minister said that Kendriya Sainik Board (KSB) on its part must get the Union Government to resolve the long outstanding issue of 'One Rank One Pension' and further the case of lateral absorption of Soldiers into the Para Military Forces and State police. He said that in Punjab we were in the process of recruiting 1600 Ex-servicemen for taking over the security related duties from the State Police. He said that there was also a need for the KSB to look at the various Central Schemes that benefit the ESM.

Tall Promises for the Welfare of Ex Service Personnel
Union Minister of State for Defence M.M. Pallam Raju on Sunday 06 feb 2011 at Tadepalligudem said pensions, resettlement and the healthcare of ex-servicemen and widows were on the top of the Defence Ministry's agenda.
Speaking at an Army Mela here, he informed that the government had streamlined the pension payment system. A software was introduced in the Kendriya Sainik Board (KSB) office to check errors in effecting hikes in pensions in line with the Pay Revision Commission (PRC) recommendations. Similar software would be introduced in the State Sainik Board and District Sainik Board Offices across the country, he added.
Polyclinics
Mr. Raju said the government had recently sanctioned an additional 300 polyclinics as part of the endeavour to provide better health care to the ex-servicemen. Efforts were also underway to help the ex-servicemen have an access to the corporate hospitals. Resettlement courses for the ex-servicemen were getting fine-tuned in a bid to promote skill upgradation among them. The idea was aimed at preparing the ex-servicemen, who were used to do the conventional jobs associated with the refilling stations, toll plazas on the highways and security agencies, to take up the emerging and new generation employments like software as their second career. The Minister said the Centre had decided to increase its share of funds from 50 to 75 per cent for running the State Sainik Boards in a bid to provide more focus on the welfare of ex-servicemen and widows. The State-level boards are funded by the State and Central governments in a 50:50 ratio till now.

1. Introduction
Having given the best years of their lives to the country, it becomes a national obligation to resettle and rehabilitate the ex-servicemen.
An ex-serviceman is a person who has served in any rank, whether as a combatant or as non-combatant, in the Armed Forces of the Union of India, including the Armed forces of former Indian States, but excluding the Assam Rifles, Defence Security Corps, General Reserve Engineer?ing Force, Lok Sahayak Sena and Territorial Army, for a continuous period of not less than 6 months after attes?tation and has been released, otherwise than by way of dismissal or discharge on account of misconduct or inef?ficiency or has been transferred to the reserve pending such release or has to serve for not more than 6 months for completing the period of service requisite for becoming entitled to be released or transferred to the reserve.
2. Administrative Responsibility and Organisation
The Central and states/UTs are jointly responsible for the resettlement and welfare of ex-servicemen. The Kendriya Sainik Board, whose designation was introduced in 1951 for the earlier organization i.e. the District Soldiers' Sailors' and Airmen's Board, is the apex body at the Central Government level.
At the state level, the subject of resettlement and welfare of ex-servicemen is allocated to one of the ministers in the state governments and Secretary of the Department concerned oversees the work of the Rajya Sainik Board.
The welfare funds administered by the Kendriya Sainik Board are: Flag Day Fund, Armed Forces Benevolent Fund, Armed Forces Reconstruction Fund, Special Fund for Re?construction and Rehabilitation of Ex-servicemen, War Bereaved and Disabled Servicemen Special Relief Fund, India Solders', Sailors' and Airmen's Board Fund, Services Welfare Fund and Indian Gorkha Ex-Servicemen Welfare Fund.
3. Necessity of Resettlement Assistance
The releases from Armed Forces create a reservoir of trained manpower which can profitably be made use of in various skills; are a national asset and should be utilized as such. They should be merged in the mainstream of national life so that they continue to contribute their skills for national advantage. It is felt that any delay in resettling them will only cause dissatisfaction and frustration amongst them.
Resettlement on Land
The bulk of our Jawans come from rural areas with agricultural backgrounds. Resettlement on land, however, on a major scale is no longer feasible as land is increasingly becoming scarce. Effort is, however, made to persuade state governments to accord high priority to ex-servicemen for the allocation of surplus land.
Self-Employment
A large number of ex-servicemen have found avenues of self-employment by securing agencies of public sector undertakings in tea, fertilizers, cement, steel, salt, machine- tools, cloth, bakery products, petroleum items, photo-ma?terial, papers, transportation of scooters, milk-booths, elec?tronic goods etc.
In the field of transport, ex-servicemen are helped through provision of tractors, discarded vehicles, and bus, taxi and truck routes including allocation of national permits for transportation of goods. For those interested in starting small scale units, consultancy services are provided in preparing project reports. Assistance is given in securing finances from banks and in marketing of products.
Dissemination of Information
Dissemination of information in regard to benefits and concessions available to ex-servicemen and their families is of paramount importance. Apart from projection of resettlement and welfare activities pertaining to ex-service- men through different media of publicity, the Directorate General Resettlement, Ministry of Defense, has brought out a comprehensive guide to Resettlement of Ex-servicemen both in English and Hindi.
Comment. Very laudable goals. The welfare funds administered by the Kendriya Sainik Board are the Flag Day Fund, Armed Forces Benevolent Fund, Armed Forces Reconstruction Fund, Special Fund for Re?construction and Rehabilitation of Ex-servicemen, War Bereaved and Disabled Servicemen Special Relief Fund, India Solders', Sailors' and Airmen's Board Fund, Services Welfare Fund and Indian Gorkha Ex-Servicemen Welfare Fund. The utilisation of these funds are questionable and really not audited to ensure they benefit the deserving Ex Service Personnel. Only a small percent of the funds reaches the beneficiaries!

A Parliamentary committee has asked the Defence Ministry to soon implement 'One Rank One Pension' (OROP) for armed forces veterans, noting that a demand for this has not been accepted by it.
"The committee concludes that 'OROP' has not been accepted by the government. However, the pensionary benefits of ex-servicemen including disabled ex-servicemen have considerably been improved by implementation of the seven recommendations of a committee (headed by Cabinet Secretary K M Chandrasekhar)," the Parliamentary Standing Committee on Defence said in its report tabled in Lok Sabha today.

OROP implied that uniform pension should be paid to armed forces personnel retiring in the same rank with same length of service irrespective of their date of retirement and any future enhancement in the rates of pension should be automatically passed on to the past pensioners.
After the veterans had organised events to return their service and gallantry medals to the President in protest, the government had, on the directions of Prime Minister Manmohan Singh, set up the committee to consider the demand made in the wake of implementation of the Sixth Central Pay Commission (CPC) recommendations in September 2008.
The committee recommended a plan under which the pensions would be as close to OROP, but this was being accepted by the ex-servicemen. However, the government decided to implement it.
On the issue of lateral entry for ex-servicemen into central paramilitary forces, which the government was yet to implement, the Parliamentary panel said though it had highlighted the advantage of recruiting them in CPMF, it had not been implemented despite a CPC recommendation in this regard.

IESL: Issues taken up with the Supreme Commander
MEMORANDUM FROM THE INDIAN EXSERVICES LEAGUE AND SOLDIER’S WIDOWS TO HER EXCELLENCY PRATIBHA DEVI SINGH PATIL, PRESIDENT OF INDIA AND SUPREME COMMANDER OF THE ARMED FORCES

1. Over the years the Indian Ex-Services League, an apex body to articulate concerns of all Ex-Servicemen and widows of country duly recognised by Govt of India, has been highlighting the continuous lowering of their status vis-à-vis equivalent Central Govt Officials. Due to the neglect of successive Pay Commissions, service in the Armed Forces has become unattractive and the right talent is no longer being attracted for a career in the military. Unfortunately, we have not achieved success in our endeavours. The 6th Central Pay Commission has also failed to address this issue and has ignored demand of “One Rank One Pension” alongwith other related issues, causing despondency amongst the ex-servicemen community. Due to this indifferent attitude of the authorities this massive Rally on 7th May 08 is being held.
2. One Rank One Pension. This demand by the Ex-Servicemen has been raised over and over again since the 1980s. It implies that all retirees get the same pension irrespective of their date of retirement. Increase in pension should be applicable to all pensioners. A soldier and an officer gives his entire life, suffering hardships and domestic life disturbance, facing danger to life and limb expects that he would be paid adequate pension to enable him to lead a life of dignity. In the volatile economic scenario, he expects that his pension would be enhanced periodically to meet inflation. Two defence employees retiring in the same rank, after same length of service should get equal pension irrespective of their date of retirement. Inspite of solemn declarations in and outside Parliament by United Front Government on 05 Sep 91 and NDA Government on 14 Apr 99 and the successive Governments, they have not implemented their promises. The Central Pay Commission has again ignored this demand. The demand of “One Rank One Pension” is the core grievance which is agitating the veterans.
3. Ex-Servicemen Welfare to be a part of the Concurrent List. There is a vide disparity between the facilities/ concessions accorded to the Defence Pensioners in various States. They are on Concurrent list while in service but disparity starts after retirement e.g. exemption of VAT, House Tax (applicable only in some States) and wide variance of monetary grant for Gallantry Awards winners from State to State. There is a need to enact an Act of parliament whereby the laid down quota of vacancies reserved for the defence pensioners is constitutionally enforced on the Central and State Governments. Equally, there is a need to constitute an Ex-Servicemen Commission on the lines of similar commissions to have constitutional authority. The existing Department of Welfare in the Ministry of Defence is ill equipped to meet the aspirations of the Ex-Servicemen as it has no statutory powers.
4. Guaranteed Second Lateral Employment upto 60 Years. Imperative of keeping the armed forces young, necessitates that a soldier retires at the age of 35 years, Junior Commission Officer at 45 years and bulk of Officers at 54-56 years. There is no effective system whereby they can work till the age of 60 years like other Government employees. The Directorate General of Resettlement, a Ministry of Defence Organization can secure employment to only a miniscule numbers of retirees. There has to be a Central Govt provision to ensure that all retirees from the Armed Forces are compulsorily absorbed in PMFs/PSUs/Other such agencies for an assured career upto 60 years of age.
5. Separate Pay Commission for the Armed Forces. This a long outstanding issue has been accepted by the Government.
6. All Concessions including MSP/ Pension to be with Retrospective with effect from 01 Jan 2006. Existing pensioners should also be entitled to get all benefits that accrue to pensioners who retire now. When all other government employees are getting their pay and pension arrears from 1.1.2006, to deny it to the defence personnel by recommending that the MSP be paid only prospectively is discriminatory. The arrears should be paid from 1.1.2006.
7. Only macro issues have been raised which affect 4.5 million Ex-Servicemen and widows. As Supreme Commander of the Armed Forces and our Grand Patron-in-Chief we appeal to you to please ensure justice for the selfless spirit and sacrifices of the veterans who have devoted prime of their lives in the service of their motherland. The nation and the government are morally bound to take care of its soldiers while they are in service and after retirement.

Kindly allow the undersigned to add a supplement to our memorandum dated 12 May, 2009, submitted to you in above connection.
2. Inadequate promotion among the PBORs (Personnel below officers Rank), specially up to the rank of Havildhar (Hav) and equivalent in other forces, is one of the major factors causing frustration among the soldiers, during both pre and post retirement periods. 'Stress Management in Armed Forces' a report prepared and presented in the Parliament, recently by a Parliament Committee, appointed by the UPA Govt. prior to this election, has expressed its concern over the 635 suicide causes and 67 fratricidal killings in the ranks during the last 5 years. The major cause behind the mounting stress is inadequate promotion which must be checked by implementing the 'Assured Career Progression Scheme' among the ranks up to Havildar as recommended by Ajay Vikram Singh Committee and implemented by the govt. in case of Lt Cols. Presently most of the PBORs retire in the rank of Hav and below during the life span of 35 to 40 years. This must be corrected at the earliest.
3. Similarly additional conditions imposed on the post retirement canteen benefits of PBORs also be done away. At present, short service commissioned officers, with five or less years of services and no pension are allowed to purchase a car of any capacity from CSD after every two years where as PBORs, who have been doled this benefit recently, can purchase the car up to 1300CC only and that too after a gap of 7 years only if they have served for 15 years and draw service pension, after producing valid Driving License. Officers are not required to fulfill the above conditions.
These irritants, if removed, will go a long way in removing the basic cause leading the frustration among the PBORs. Hoping a favourable response from your end.

IESM: The vital role of Record Offices
THE RECORD OFFICES FOR THE PBORs
The Record Offices plays a vital role in the life of the Ex-servicemen and their families. Therefore, it is necessary that every Ex-Serviceman should know the address of their record office.
Normally, these record offices are located geographically far away places from each other. It is not practically possible for a Sepoy of Gorkha Rifles from Kanyakumari to go to his record office which is situated at Ghoom, Darjeeling.
Then comes the language used for correspondence, which must be in English or in Hindi. Most of the Ex-Servicemen from non Hindi speaking states can speak Hindi, but they cannot write in Hindi. But, they can get it written in English with the help of someone else.
All the Ex-servicemen must bear in mind that whatever letter written to their record office, must be neatly typed preferably in computer and sent by registered post only.
Also, all the Ex-servicemen must intimate any change in their permanent address, any change in their family events, such as marriage, child birth, death etc., to their record offices, without fail. This is very important.
I take this opportunity, to request the Army Headquarters (MOD) to provide at least one computer with broadband facility to all the record offices with E-mail addresses. So that, the communication can be improved and better service can be provided to the Ex-servicemen and their families.

Single window agency and exemption of property tax for ex-servicemen.

Governor Rameshwar Thakur on Friday announced the establishment of single window agency for the benefit of ex-servicemen.
Addressing a gathering of ex-servicemen on the occasion of ‘Armed Forces Flag Day’, Mr Thakur said, the Government will in a month’s time set-up the agency - for addressing the grievances and also for providing job avenues to the sainiks post-retirement. “We will establish the centre within a month which will exclusively cater to the needs of the sainiks. Their demand for exemption from property tax will also be looked into,” he added.
Earlier Chief Secretary P B Mahishi said, the gap between corporate world and Armed Forces has reduced, as the Armed Forces is now being considered as a good career alternative. “The Government is contemplating to introduce welfare schemes for ex-servicemen who continue to be our national assets,” Mr Mahishi said.
Later, the Governor released the Flag Day souvenir and Armed Forces flags, on the occasion. Four ex-servicemen Dr M P Ganesh from the Corps of Signals, Capt S Raja Rao, an ex-army engineer, Capt S Ravi from the Artillery Regiment and M R Jain from the IAF were honoured for their contribution to the Forces in various fields by the Governor.

THIRUVANANTHAPURAM: The government has restored property tax exemption to residential houses of all ex-servicemen and their widows.
The government had earlier limited the benefit to ex-servicemen who had been injured while in service or widows of servicemen who died in action.
The government decided to withdraw the limitation after Minister for Local Self Government Paloli Mohamedkutty held discussions with the representatives of ex-service men. —Special Correspondent

Comments: Tall promises year after year- The single window system for redressal of ESM grievances is a pipe dream. Kerala is the only state to exempt Property Tax to all Ex Servicemen. All other states should emulate at least this gesture towards those who served to protect the nation. Property tax of states like Tamilnadu, Karnataka, Maharashtra, Delhi are relatively high and the slab is increased by 20% every five years. There should be uniform policy of exemption of property tax for all ESM. The MOD (Secretary Welfare of ESM) should ensure a a uniform policy to be followed by all the State Governments to exempt property tax for all ESM, as a legitimate welfare measure. All ESM welfare organisations will do well to take up this noble cause as genuine welfare measure in its charter of duties.
Governor Rameshwar Thakur on Friday announced the establishment of single window agency for the benefit of ex-servicemen.
Addressing a gathering of ex-servicemen on the occasion of ‘Armed Forces Flag Day’, Mr Thakur said, the Government will in a month’s time set-up the agency - for addressing the grievances and also for providing job avenues to the sainiks post-retirement. “We will establish the centre within a month which will exclusively cater to the needs of the sainiks. Their demand for exemption from property tax will also be looked into,” he added.
Earlier Chief Secretary P B Mahishi said, the gap between corporate world and Armed Forces has reduced, as the Armed Forces is now being considered as a good career alternative. “The Government is contemplating to introduce welfare schemes for ex-servicemen who continue to be our national assets,” Mr Mahishi said.
Later, the Governor released the Flag Day souvenir and Armed Forces flags, on the occasion. Four ex-servicemen Dr M P Ganesh from the Corps of Signals, Capt S Raja Rao, an ex-army engineer, Capt S Ravi from the Artillery Regiment and M R Jain from the IAF were honoured for their contribution to the Forces in various fields by the Governor.

Dr S Dash is New Secretary Ex- Servicemen Welfare
Dr. Satyanarayana Dash has taken over as the Secretary of the Department of Ex-Servicemen Welfare. This is the first time the department created in the Defence Ministry for the rehabilitation of a large ex-servicemen workforce is being headed by separate Secretary-level officer. The move will give a boost to ex-Servicemen’s Welfare, thus fulfilling an agenda in the United Progressive Front (UPA) government’s National Common Minimum Programme (NCMP).
Dr. Dash will be responsible for issues related to ex-servicemen welfare, Directorate General of Resettlement & Kendriya & Rajya Sainik Boards. The 1973 Kerala Cadre IAS officer served as Principal Adviser in the Planning Commission till last month. In his chequered career spanning over three decades, Dr. Dash, 57, has a rich and varied administrative experience, serving in capacities such as MD, Travancore Titanium Products Ltd, Director of Scheduled Castes Development Board and Member (Finance), NHAI.
