Space War: Facing scientists’ fury, govt yields ground

Facing enormous backlash from a galaxy of space scientists over its blacklisting of four scientists, including former ISRO chairman G Madhavan Nair in a satellite spectrum deal that has since been scrapped, the government appears to be reviewing its punitive action.
The Telegraph reports that the government had signalled its willingness to reconsider the punishment, and quotes V Narayanasamy, minister of state in the Prime Minister’s Office, as saying that “nothing is final”. The government, he added, “has an open mind. If the scientists feel that their views have not been adequately represented, we are willing to look into this again.”
On Saturday, scientists came out swinging against the government decision to blackball the four scientists for their alleged role in the satellite spectrum deal. Madhavan Nair was head of Antrix, the commercial arm of the Indian space establishment, when it decided to lease out transponders of two of its satellites to the US-based Devas Multimedia.
The action against the four former ISRO scientists is a drag on scientists' morale. Prof CNR Rao, who heads the Scientific Advisory Council to the Prime Minister, said the government had “thrown out like garbage” the four scientists who had served the country and ISRO with distinction for years (reports PTI)
“They have not treated corrupt persons in politics, in public life like that. Why have scientists been picked up?” wondered Rao. “Is this the way to treat anybody? Nobody will work for these (government) organisations if this is the way they are treated.”
Rao specifically criticised Narayanasamy for his reported comments that the government had taken punitive action against the four scientists in order to send “a strong message” to the scientific community that no wrongdoing would be tolerated.
Rao said this was no way to talk about scientists. “I don’t know where he (Narayanasamy) got his basic education. I am shocked by the way he was on TV and talking like this about scientists in general.”
Also on Saturday, another former ISRO chairman, UR Rao, said the government’s action against the four scientists – and the public and over-the-top criticism of the scientific community – would impair space scientists’ morale.
Acknowledging that he did not have the full facts of the case, and that he was not keen to get entangled in the controversy, UR Rao nevertheless said that the manner in which it had been handled, with public outbursts against scientists, was ill-advised.
“Whatever is happening is not good for the country,” UR Rao said. “It will affect the morale of all the people. The organisation gets affected. After all, one feels proud of an organisation. If morale goes, it does hamper work.”
Recalling iconic photographs of satellite parts being ferried on bicycles or on bullock carts, UR Rao said that ISRO had a track record of catapulting India, literally, from the “bullock cart age to the space age.” Whereas on average it took 25 years to build a satellite, ISRO scientists had abridged that time to just two-plus years.
Former Knowledge Commission chairman Dr P M Bhargav has also written to Prime Minister Manmohan Singh, expressing displeasure over the blacklisting of Madhavan Nair, saying it reflected a “dictatorial” attitude without any accountability. He wanted the government decision to be put on hold until the committee reports on the satellite spectrum deal were made public.
On Saturday, Madhavan Nair stepped down as chairman of the Board of Governors of Indian Institute of Technology-Patna, saying he was morally bound to give up all government positions following the punitive action

India’s premier space organisation is in the eye of a storm over allocation of S band to a pvt company
Bangalore-based Indian Space Research Organisation, that is busy planning to send another satellite to the moon and take a shot at Mars, is now caught in an orbit of a scam that is of astronomical proposition.
In a season that has made scams highly infectious, the `virus' of scandals orbiting huge chunks of money has touched India's premier research organisation, once considered to be sanitised from the influence of politics or purse.
The latest scam involves ISRO's deal with a Bangalore-based company called Devas Multimedia Private Ltd. This company got the scarce S-band spectrum for 20 years for a pittance. The company, not surprisingly, is owned by M G Chandrasekhar, a former scientific secretary at ISRO. Deutsche Telekom is a minority equity stakeholder.
ISRO managed to hide the agreement entered into by the space agency's commercial arm Antrix Corporation Ltd and Devas for six long years until the Comptroller and Auditor General (CAG) smelt a rat and called for the files. The media then scooped it out into public space, forcing ISRO and the Prime Minister's Office scramble for an explanation.
The estimated loss, according to The Hindu which exposed the deal, is a whopping Rs 2 lakh crore!! By comparison, the presumptive loss incurred in the allocation of 2G spectrum by the DoT, as estimated by the CAG, is Rs 1.76 lakh crore.

The ISRO has announced that it has already initiated the process to terminate the deal with Devas Multimedia and claimed there was no financial loss to the government on account of this.
However, ISRO chief K Radhakrishnan admitted that details about the 2005 contract under which Devas, floated by a former ISRO official, was to receive rights to 90 percent usage of transponders on two satellites, were not shared with the Space Commission or the Union Cabinet.
"One point that was not explicitly mentioned (to the Union Cabinet) was that GSAT 6 and GSAT 6A satellites are going to be predominantly used for this novel and commercial application that Antrix had entered into with M/s Devas," he said in New Delhi on Tuesday.
In the wake of media reports that the deal between Devas and Antrix, commercial arm of ISRO, could cause a loss of over Rs two lakh crore, the ISRO chief held a press conference to clarify that neither spectrum nor transponders or satellites were given to Devas or Antrix so far. "The question of revenue loss incurred does not arise," said Radhakrishnan, who was accompanied by former ISRO chief and Member, Planning Commission K Kasturirangan. He said the process of review of the contract was initiated in 8th December 2009 and soon "we are expecting it to complete it."
"In December 2009, I instituted a committee with a former member of Space Commission for a comprehensive review of all matters," he said explaining the genesis of the process of review.
To a question whether the Prime Minister was aware of the deal, he said the contract is finalised by the Antrix Board and he had taken up the matter to the Space Commission. "After the decision, I broached the matter with the Prime Minister, who is our Minister incharge and that is how the PMO conveyed a press note on the issue today," he said. At this point Kasturirangan interjected to point out that the review process was proof of the robustness of the decision making system. Radhakrishnan said no time was wasted and there was no dilly-dallying.
"We have come to taking a decision but the review process is very complex and that is what we are going through because we have to ensure that the government does not incur loss or suffer damage".
Explaining the review process, Radhakrishnan said the contract was reviewed from all angles and it was felt that the Space Commission. The Law Ministry was also being consulted on the termination process.
To a question whether ISRO officials were aware of the fact Devas was to get a predominant share of transponders on GSAT 6 and GSAT 6A, he said it was an internal matter and necessary action will be taken. He said some of the members of the Antrix Board may have been aware of the Devas connection. Asked why there was no competitive bidding for the deal, Radhakrishnan said this was a case of new service in 2003 and there was nobody there having such technology. Kasturirangan said the new technology was developed by Devas as part of an international consortium which comprised the best among peers. "As of now, we have the contract. It has not been terminated. The process to terminate is on. The decision to terminated was taken in July 2010. We are in the process of doing it," Radhakrishnan said.
The decision to terminate the contract was taken as the spectrum was required for national strategic purpose. It has been done in the interest of the government and the public, he said. (DD-8.2)

Chinese Satellites: Close encounters
For two years, the Chinese science satellite SJ-06F flew solo orbits around the Earth (or, as solo as a machine could be in the expanding haze of space junk in orbit). But now it has a partner: Last month China executed the delicate maneuver of aligning another satellite launched this year, SJ-12, with its older counterpart.
Only the United States had executed such a satellite rendezvous before this, and it shows off China’s advancement in satellite sophistication. Three years ago the country blew one of its satellites to smithereens in a practice test—a test that created thousands of additional chunks of debris in orbit. The satellite meet-up is a more elegant trick, and one whose implications could be sinister or benign. Let’s explore both possibilities.
Don’t Worry
China’s game of catch-up, which has its space program closing in on America’s abilities in orbit, strikes fear into the hearts of some politicos. But malfeasance need not be the aim of the satellite maneuver.

Whether or not China is pursuing space warfare in this instance, the country is certainly trying to measure up to whatever the United States can do.
“The Chinese would be absolutely incompetent to not be trying to reduce U.S advantage in space,” James Oberg, a former NASA space engineer specializing in orbital rendezvous, tells Danger Room. “No potential adversary in their right mind would give us permanent advantage in space operations.” [Wired.com]
China might not need rendezvous capability to tinker with another country’s satellites, but it would need that capability to spy on them—taking an up-close look at the competitor’s product. There may be no way to gauge true intentions. According to Oberg, the satellite meet-up occurred in an orbit almost exclusively devoted to earth observation — spy and weather satellites, for example — where “a potential adversary would be most interested in rendezvousing. On the other hand, it’s also where a satellite might need refueling,” he adds. “It’s like you could be changing a screwdriver for a hammer, or you could be turning a peaceful ‘bot into a killer one.”

The Eye in the Sky killer satellites

DRDO Chief V.K. Saraswat announced at the 97th Science Congress that India was developing a weapon that can destroy enemy satellites in low-earth orbit and polar orbit, denying enemy access to India's space assets.
The Defence Research and Development Organisation (DRDO) is building the technology blocks needed to “neutralise” hostile satellites in low earth and polar orbits, according to V.K. Saraswat, DRDO Director-General and Scientific Advisor to the Defence Minister.
These blocks are the kill vehicle that will bring down the adversarial satellites, long-range radars, communication systems, laser-based systems and imaging infra-red seekers which will give a complete picture of the satellite. They will be generated as part of the DRDO’s Ballistic Missile Defence Programme, which will reach “maturity in totality” in 2014, Dr. Saraswat said. He was addressing a press conference here on Sunday.

ISRO Chief spills the beans about Higher Education in India
Bangalore: ISRO chairman G. Madhavan Nair, who is to retire by this month-end after an illustrious career at the space agency, feels that the country’s higher education system is not up to the mark, churning out graduates only for routine jobs.Mr. Nair, also Secretary in the Department of Space, called for improving quality to produce high-class technologists and scientists.
‘Not up to the mark’
“The level of education and knowledge being imparted by many colleges... they are not up to the mark. Instead of concentrating on quantity, these institutions should concentrate on quality,” Mr. Nair told PTI in an interview.
"I am not happy with the education system in the country. The bulk of applicants (who applied for scientific and engineering jobs at ISRO this year)... they are not able to get even 50 per cent marks in our entrance tests."
Nair said if the quality level is not up to the mark, then one would only get people for clerical or routine jobs. If real technologists for manufacturing and scientific research were to be produced, the quality had to be far better.
Appointed as ISRO chairman, Nair's tenure saw realisation of 27 space missions, of which 25 were successful, with India's maiden moon mission Chandrayaan-1 being the pinnacle of glory for the country's space agency. Nair got two extensions in 2005 and 2007.- PTI

Compounding the problems of poor quality of Higher education is the Fake Degrees, where detection and conviction is almost negligible. The Courts and Judiciary which have pending and backlog cases for the next 450 years is likely to enhance rapidly Fake Degrees in India and its export to other nations. Are we producing Scientists, Technocrats, Engineers for research or Bureaucrats and clerks for routine white collar jobs?

India's Space Quest Moon Impactor a grand success
In a historic event, the Indian space programme achieved a unique feat today (November 14, 2008) with the placing of Indian tricolour on the Moon’s surface on Pandit Jawaharlal Nehru’s birthday. The Indian flag was painted on the sides of Moon Impact Probe (MIP), one of the 11 payloads of Chandrayaan-1 spacecraft, that successfully hit the lunar surface today at 20:31 hrs (8:31 pm) IST. This is the first Indian built object to reach the surface of the moon. The point of MIP’s impact was near the Moon’s South Polar Region. It may be recalled that the modern Indian space programme was initiated in 1962 when Pandit Jawaharlal Nehru was the Prime Minister of India.
Weighing 34 kg at the time of its launch onboard Chandrayaan-1, the box shaped MIP carried three instruments – a video imaging system, a radar altimeter and a mass spectrometer. The video imaging system was intended to take the pictures of the moon’s surface as MIP approached it. The radar altimeter was included to measure the rate of descent of the probe to the lunar surface. Such instruments are necessary for future lunar soft landing missions. And, the mass spectrometer was for studying the extremely thin lunar atmosphere.
MIP’s 25 minute journey to the lunar surface began with its separation from Chandrayaan-1 spacecraft at 20:06 hrs (8:06 pm) IST. This was followed by a series of automatic operations that began with the firing of its spin up rockets after achieving a safe distance of separation from Chandrayaan-1. Later, the probe slowed down with the firing of its retro rocket and started its rapid descent towards the moon’s surface. Information from the its instruments was radioed to Chandrayaan-1 by MIP. The spacecraft recorded this in its onboard memory for later readout. Finally, the probe had a hard landing on the lunar surface that terminated its functioning.
Thus, India’s very first attempt to send a probe to the moon’s surface from its spacecraft orbiting the moon has been successfully concluded.
With the switching ON of two of Chandrayaan-1’s payloads– Terrain Mapping Camera (TMC) and Radiation Dose Monitor (RADOM)– on its journey to moon and with MIP’s successful impact on the lunar surface today, it is planned to switch ON and test the remaining eight payloads of the spacecraft in the coming few days.
It may be recalled that Chandrayaan-1 was successfully launched by PSLV-C11 on October 22, 2008 from India’s spaceport at Satish Dhawan Space Centre SHAR, Sriharikota into its intended initial elliptical orbit around the Earth. Following this, the spacecraft’s orbit was raised in steps and it was made to pass near the moon by repeatedly firing its 440 Newton liquid engine. After Chandrayaan-1’s entry into its planned lunar orbit on November 8, 2008, the orbital height was reduced in steps to its intended operational altitude of 100 km from the lunar surface.
Since its launch, the health and orbit of Chandrayaan-1 is being continuously monitored from the Spacecraft Control Centre of ISRO’s Telemetry, Tracking and Command Network (ISTRAC) at Bangalore with critical support from antennas of Indian Deep Space Network (IDSN) at Byalalu. IDSN antennas have also received the images and scientific information gathered by TMC, RADOM, and more recently, by MIP.

India's moon Mission blasts off

The Chandrayaan 1 spacecraft blasted off from the Sriharikota space center in southern India at dawn, kicking off a two-year mission aimed at laying the groundwork for further Indian space expeditions. Chandrayaan means "Moon Craft" in ancient Sanskrit.
"What we have started is a remarkable journey," said G. Madhavan Nair, chairman of the Indian Space Research Organisation.
India's national television channels broadcast the event live. Some scientists thumped their chests, hugged each other and clapped as the rocket shot up into space.
India is hoping the mission will boost its space programme into the same league as regional powerhouses Japan and China.
Chief among the mission's goals is mapping not only the surface of the moon, but also what lies beneath.
A principal objective is to look for Helium 3, an isotope which is very rare on earth but is sought to power nuclear fusion and could be a valuable source of energy in the future, some scientists believe.
If the space probe does achieve a safe landing, India will be only the sixth country to reach the Moon.
During its mission, Chandrayaan 1 will also measure radioactivity on the Moon's surface and beam back elevation maps of Planet Earth's nearest neighbour.
India will also drive home its status as a rising power with more than one billion people by leaving its national flag on the Moon.
"The moon belongs to the global community and nobody can make special claim on its surface," said G Madhavan Nair, head of the ISRO. "But our presence will be established through this mission."
India launched its space programme in 1963 by developing satellites and launch vehicles. The country has commercially developed this capability and now launches the satellites of other nations at highly competitive rates. The Chandrayaan 1 spacecraft blasted off from the Sriharikota space center in southern India at dawn, kicking off a two-year mission aimed at laying the groundwork for further Indian space expeditions. Chandrayaan means "Moon Craft" in ancient Sanskrit.
"What we have started is a remarkable journey," said G. Madhavan Nair, chairman of the Indian Space Research Organisation.
India's national television channels broadcast the event live. Some scientists thumped their chests, hugged each other and clapped as the rocket shot up into space.
India is hoping the mission will boost its space programme into the same league as regional powerhouses Japan and China.
Chief among the mission's goals is mapping not only the surface of the moon, but also what lies beneath.
A principal objective is to look for Helium 3, an isotope which is very rare on earth but is sought to power nuclear fusion and could be a valuable source of energy in the future, some scientists believe.
If the space probe does achieve a safe landing, India will be only the sixth country to reach the Moon.
During its mission, Candrayaan 1 will also measure radioactivity on the Moon's surface and beam back elevation maps of Planet Earth's nearest neighbour.
India will also drive home its status as a rising power with more than one billion people by leaving its national flag on the Moon.
"The moon belongs to the global community and nobody can make special claim on its surface," said G Madhavan Nair, head of the ISRO. "But our presence will be established through this mission."
India launched its space programme in 1963 by developing satellites and launch vehicles. The country has commercially developed this capability and now launches the satellites of other nations at highly competitive rates.
