‘Suvigya’ a software developed after great research by the Controller General of Defence Accounts (CGDA) to provide exact calculation of pension for various categories of defence pensioners.
Since the canvas of defence pension is very vast with pension varying with each rank, year of release and trade/category, effectively compiling and effectuating the software was an enormous task for CGDA. To complicate matters, orders issued from time to time had resulted in confusing even the pension disbursing authorities in this regard.

Pensioners / family pensioners have to enter basic details on the website for obtaining the correct amount of pension admissible to them under various orders issued from time to time.
There is however a disclaimer on the website that the amount calculated therein cannot be quoted as authority.

I tried the Suvigya Software for Officer pre- 2006 category. It did not work on IE8. I found it working on Mozilla Firefox latest version 12.0

You need to fill in all the service details as per PPO.

Don't forget to enter your Pension entitlement from your Original PPO (this field is missing in IE8 and hence the error).

The above screen shots will enable and assist you in filling all the fields in Mozilla Firefox.

The present DA is 65% add this to your full pension for your total pension credits. (In case commutation is in vogue that much needs to be subtracted).

Cross check and tally with your bank credits. Raise alarm with the bankers if it does not tally!

India vows to step up welfare schemes for Indian ex-servicemen

Kathmandu, Jan 22 (PTI) India today underlined its commitment to welfare of its ex-servicemen living in Nepal as the two countries reviewed various projects for them in the country.
Indian Ambassador to Nepal Jayant Prasad said India is spending large amounts of money for carrying out various welfare activities for the benefit of its ex-servicemen in Nepal.
It is the concern of the government of India to make the life of the pensioners better and comfortable, he said in an address at the 22nd Annual General Meeting of Indian Ex-servicemen Welfare Organization in Nepal (IEWON).
Working under the aegis of the Embassy of India, IEWON is responsible for the welfare of nearly 90,000 Nepal Domiciled Indian pensioners from the armed forces.
The meeting was attended by senior Nepalese officials led by Defence Secretary Navin Kumar Ghimire, and a delegation from India led by secretary of the Ex-Servicemen Welfare (ESW) Samirendra Chatterjee.
The meeting aims to review welfare projects being executed for the benefit of former Indian servicemen and holding consultation on wide range of welfare issues with senior officials of Nepal.
The Indian government has been looking after the welfare activities of these veterans since 1952.
India is implementing 1,033 drinking water projects, medical welfare, educational and infrastuctural programmes for the welfare of ex-servicemen and their families residing in various parts of the country.
This year alone 16 such projects are being implemented with a total expenditure of NPR 3.64 crore.
People living in 17 villages across the country have benefitted from the various solar-electrification projects being implemented by India under the ex-servicemen welfare scheme initiated in 2002, the Indian envoy said.
More than Rs 4.62 crore have been spent by India in these projects, he added.
The Indian delegation is scheduled to address ex-servicemen rallies at Pokhara and will interact with the veterans, disabled soldiers and war widows, according to an Indian Embassy press release

Schemes for benefit of ex-servicemen: Vijayawada

The State government is providing several schemes for the benefit of ex servicemen and their widows, said District Sainik Welfare Officer G. Satyanandam.
Under the Prime Minister Self Employment Scheme, the government will provide loans ranging between Rs.5 lakh and Rs.25 lakh from banks.
The government will give 25 to 35 per cent subsidy on the loan and the beneficiaries should bear five per cent of the investment cost.
‘PAAVALA VADDI’
The government was giving ‘paavala vaddi’ (25 paise interest) loans to ex-servicemen for the last two years. Beneficiaries intending to do agriculture, launch Small Scale Industries can get Rs.5 lakh loan at 25 paise interest.
Interested retired Army, Navy and Airforce staff are requested to avail the opportunities, said Mr.Satyanandam.

KATHMANDU, JAN 22, 2012: demand for Pension Paying Office
Thousands of ex-Indian army men living in the western and far western regions of Nepal have demanded that a Pension Paying Office (PPO) be set up in Butwal.
“We have been forced to travel to Kathmandu only to receive pension as we have no such office here. It is really a painful affair for some of the pensioners who are above 85 years old,” said a pensioner requesting anonymity. “We have been waiting for almost eight years for a PPO in Butwal, but no progress has been made so far,” he added.
The Indian team mostly visits the city at the interval of six months to distribute pension. Of the around 124,000 ex-Indian army, paramilitary and civilian pensioners in Nepal, around 40,000 are living in Butwal and adjoining areas. Currently, two PPOs—based in Pokhara and Dharan—and 22 soldier boards are distributing pensions to the Indian army pensioners across the country.
Nepal government had agreed to provide land for the PPO in Butwal in 2004. However, two government entities—Ministry of Foreign Affairs and Ministry of Defence—have been blaming each other for not cooperating to set up the office.
“The nature of the proposed PPO in Butwal is like a permanent office and the government had allocated more than 8 bighas of land in Butwal municipality. But it has become a political issue now,” said a senior government official. He said that they also need an approval from the Forest Ministry as some part of the land allocated to the PPO is covered by forest.
The issue was also raised as a prime agenda during the 22nd annual welfare meeting of the Indian Army Ex-servicemen Welfare Organisation in Nepal held in Kathmandu on Sunday. The meeting was attended by Defence Secretary Navin Kumar Ghimire and Indian Ambassador to Nepal Jyanta Prasad, among others.
Addressing the demand forwarded by the ex-servicemen in the program, Defence Secretary Ghimire said the issue will be addressed after discussion with concerned government authorities.

Exemption of Income Tax on iberalised Family Pension
A case was initiated by PS Dte for exemption of income tax on Liberalised Family Pension in the year 2002. After concerned efforts a Gazette Notification has been issued wef 09 Feb 2005 for exemption of Liberalised Family Pension from the income for purposes of exemption of income tax if death of the member of armed forces (including Para Military Forces) has occurred under following circumstances in the course of the military operation and duties. (a)Acts if violence or kidnapping or attacks by terrorists or anti-social elements.
(b)Action against extremists or anti-social elements
(c)Enemy action in international war
(d)Action during deployment with a peace keeping mission abroad
(e)Border skirmishes
(f)Laying or clearance of mines including enemy mines as also mine sweeping operation
(g)Explosions of mines while laying operationally oriented mine-fields or lifting ornegotiation of mine-field laid by the enemy or own forces in operational areas nearinternational borders or the line of control
(h)In the aid of civil power in dealing with natural calamities and rescue operations
(j)In the aid of civil power in quelling agitation or riots or revolts by demonstrators

NRI Pension- Not to be Stopped on Change of Nationality
A large number of representations were being received from Ex-servicemen Association/ NRIs regarding stoppage of pension of Ex-Servicemen on their acquiring foreign nationality. However, in case of civil pensioners change in citizenship by any NRI pensioners did not affect their entitlement. A case was taken up with the office of PCDA(P), Allahabad and office of CGDA, New Delhi in 2003 for bringing the Armed Forces pensioner at par with civilian pensioners. Govt letter has been issued providing that even in the case of Armed Forces Pensioners the entitlement of pension will remain unaffected on the change of nationality and pension will continue to be paid by his/her pension disbursing agency. However, the pensioner should intimate the change of nationality as per the provision to the Pension Disbursing Agency as well as to the PCDA (Pension), Allahabad for updation of their records.

Eligibility of Unmarried Daughters of Armed Forces Personnel for Grant of Family Pension beyond 25 years of age
The Ministry of Defence vide their letter No. 1(3)2007/-D(Pen/Policy) dated 25 Oct 2007 have issued instructions regarding grant of family pension to unmarried daughters beyond the age of 25 years at par with widowed/divorced daughters subject to their income from all sources not exceeding Rs 2550/-pm.

जिला सैनिक कल्याण अधिकारी को सभी कार्यों के लिए क्या उसके द्वारा उठाए जा रहे हैं के रूप में कल्याण कार्यकर्ता लेखन में कल्याण कार्यकर्ता निर्देशित करेंगे. कल्याण कार्यकर्ता अपने ही स्तर पर शिकायत में भाग लेने के प्रयास करेंगे. मामले में, यह बाहर नहीं सॉर्ट किया जाता है, वह 15 दिन के भीतर आगे कार्रवाई के लिए एक लिखित रिपोर्ट अपने जिला सैनिक कल्याण अधिकारी को दे देंगे.
जिला सैनिक कल्याण अधिकारी एवं जिला स्तर पर संबंधित विभाग के प्रमुख के साथ संपर्क पत्राचार कर देगा. मामले में 15 दिनों के अंदर कोई कार्रवाई नहीं की है, जिला सैनिक कल्याण अधिकारी जिला स्तर पर एक बैठक आयोजित करने की शिकायत पर चर्चा और एक समाधान खोजने के लिए एजेंडा बिंदु चिंतित सिर को भेज देंगे.
मामले में जिला स्तर पर संबंधित प्रधान भी निजी बैठक के बाद आवश्यक कार्रवाई नहीं करता है, शिकायत करने के लिए एक जिला स्तर पर संबंधित प्रधान को निर्देश जारी करने के अनुरोध के साथ उपायुक्त को भेजा जाएगा.
फिर भी, के मामले में शिकायत बाहर नहीं सॉर्ट किया जाता है, यह चर्चा और / / डीसी राष्ट्रपति जिला सैनिक बोर्ड द्वारा निर्णय दिशाओं के लिए जिला सैनिक बोर्ड की त्रैमासिक बैठक में शामिल किया जाएगा.

Sir,
Rajya Sainik Boards & their subsidiary offices have been issued with the software SUVIGYA for accessing pension of ESM speedily. It is sincerely hoped that ESM's problems will now vanish! How come our own organizations have been kept out of this information tool. We have sorted out over 250 cases within & outside Dehradun. Can the apex bodies get a lever on this & provide us with this convenient package. The 135 Tables in Circular 430 are a strain on the eye & fingers(scrolling). Hopefully all elements that matter are factored in the software to incl BP, Addl Pen for above 80 yrs, Dis Pen, WIE, CAA, Gallantry etc etc.
Do try to get this software from Chandigarh or elsewhere.

This is my second foray as part of "Farthest First". The earlier one was to Pipalkjoti in end Dec. We have helped 45 plus 16 ESM in these remote areas till now.
The banks have great faith in me. Every case sent by me is is settled promptly even by the CPPC Cell Dehradun. Even PNB Zonal office attaches great significance to my recommendations.
I have so far drawn approx Rs 1.5 cr from the banks in favour of ESM _ AT NO COST TO THEM & always at my cost as I do all errands for them in my car - even visit to the hills. Got my dad Rs 9.27 lakhs as arrears! Helped several Maj Gens get their arrears where they were awarded 10% penal interest. Most of the were unaware of the order & totally unaware of MS Excel & formulas.
I have helped several at Gurgaon too - latest case is of a Lt Col 's widow Mrs Reoti Charasia who I have been informed has been paid Rs 4 lakhs.
I can thank honest upright elders like you under whom I served.

Dear Sir,
It was perhaps almost 2 years ago when I chanced upon the need to have the DOB of my wife endorsed in IHQ as also in a Corr PPO to be issued by the PCDA (Pension) so that when the time inevitably will come my wife will not have to knock the doors of Soldier Board & other ESM offices for assistance. Many very senior offrs took offence to this initiative stating that AG's Br already has this data. So, many, still to this date have taken no action.
The point I wish to highlight is that we at UESL have lost count of how many cases we have taken up with the IHQ, who, have been prompt enough to fwd the necessary letter to PCDA ( Pension) for issue of the Corr PPO. However to date, except for two cases, no one has been issued the Corr PPO.
The initial hurdle with the PCDA (Pension) was that a LPC cum Data Sheet had NOT been submitted. This was a new requirement as perhaps the good official at Allahabad did not want to browse through a maze of documents that we had to meticulously prepare & submit. Fair enough! The Data Sheet was prepared & forwarded. Still there has been no Corr PPO OR an ack. Perhaps the office is overloaded.
After all what is the great fuss that we are making over this subject - one may ask? This is why:-
(a) Smt Durga Maya Rai was paid approx Rs 2 lakhs as Addl Pension.
(b) Smt Rekha Rawat's LTA were paid to her son Col SPS Rawat.
(c) Widow of late Lt Col Kundan Singh Rawat was paid over Rs 1 lakh as Additional Pension.
(d) After over 6 months Smt Gayatri Gusain has still not been paid her Addl Pension. The GOI letter states that the bank will pay Addl Pension on submission of proof for a period of 6 months. This has NOT been done by Allahabad Bank till this aspect was brought to their notce. A total of over 10 trips have been made by me to this bank to resolve her FP & Addl Pension. Still no Addl Pension has been paid. A letter was written to PCDA (Pension) who promptly wrote back to IHQ to mail the LPC cum Data Sheet. Now at this end we are preparing the same for submission. Why are we doing this? Is this our job? If we don't who else will? AND if we do not then someone else will avail the LTA. How tragic - a widow will not be able to use the money meant for her during her life time.
The examples show how widows have got thier dues after our active intervention. Who is supposed to do all this?
Now I wish to come to the final point. PLEASE SEE WHAT THE INDIAN NAVY IS DOING & LEARN A LESSON. The NAVAL FOUNDATION has taken the initiative to post the attached application to all offrs who retired before 2006. Their procedure is simple with no hassles. PLEASE peruse this & compare it with the docus needed by PCDA (Pension). The former is simpler. Why are we being asked to present sheets of paper? Let me state here that IF the very first docu eg the easily obtained PAN Card has a fudged date no one will find out - neither the bank, Notary, Service HQ or PCDA Pension - all of who countersign it as correct! So, what kind of authentication & value addition is being accrued by preparing this document? Let us make it simple like the Navy has done.
KINDLY READ THE MAIL FWD & SEE HOW SIMPLE THE NAVY HAS MADE THIS PROCESS

Revised Casualty, Disability and War Injury Awards

Revised letter on casualty / disability / war-injury pensionary awards for pre-2006 retirees based on 6th CPC scales issued
The letter on modified parity for casualty awards has finally been issued. Casualty awards from now onwards are to be calculated based on 6th CPC scales.

In brief, this shall be the fresh entitlement with effect from 01-01-2006.

Special Family Pension: Would not be less than 60% of minimum of 6th CPC pay band + Grade Pay + Military Service Pay + X Group Pay (wherever applicable) corresponding to the rank held.

Liberalized Family Pension : Would not be less than the (100% of) minimum of 6th CPC pay band + Grade Pay + Military Service Pay + X Group Pay (wherever applicable).

Disability Element : Would not be less than 30% of the minimum of 6th CPC pay band + Grade Pay + Military Service Pay + X Group Pay (wherever applicable) for 100% disability, proportionately reduced for lesser disability.

War Injury Element : Would not be less than 60% of the minimum of 6th CPC pay band + Grade Pay + Military Service Pay + X Group Pay (wherever applicable) for 100% disability proportionately reduced for lesser disability in cases of retirement / discharge and 100% of the minimum of 6th CPC pay band + Grade Pay + Military Service Pay + X Group Pay (wherever applicable) for 100% disability proportionately reduced for lesser disability in cases of invalidment.

Many serving Officers are not aware that the request for the inclusion of their wives in the PPO is required to be forwarded to CGDA through the MP5 Directorate of the AHQ.
Links for the two forms that required to be filled are given below.
1. Endorsement of Family Pension entitlement of the Pension PPO of Living AF Pensioners required to be submitted in triplicate with attestation by Pensioners bankers and a joint photograph. Two individual photographs are not acceptable.

Expressing shock over the payment of a monthly pension of Rs 70 to a 90-year-old widow of an Army officer, the Supreme Court today issued notice to the Centre and the Army seeking its response to a PIL filed by her.
“What is this? You are paying her just Rs 70 a month. Even a kilo of arhar dal costs around Rs 80,” a Bench of Justices Markandeya Katju and TS Thakur observed while passing the order.
The petitioner’s husband, Major Dharam Chand, had died in 1967 after a heart attack. The petitioner, Pushpa Vanti, said her husband could not get regular medical treatment due to the 1962 and 1965 wars. She had written to the government several times demanding higher pension so that she could bring up her two children.
According to her, she is entitled to a pension of about Rs 27,000 a month. She feels ashamed and humiliated to receive Rs 70 as pension when families of sepoys get more than Rs 150 a month. Her husband was a recipient of 14 medals.

Thirty years after the family pension of a soldier’s widow was abruptly stopped, it has now been restored. Ordering release of the pension, the Armed Forces Tribunal has directed that the widow should also be paid arrears for three years preceding the date of her petition along with 12 per cent interest within 90 days.
Kamla Devi’s husband, Nk Sis Ram was enrolled in the Army as a combatant from June 1963 and had died in service in July 1968. After his death, she was granted family pension, but suddenly in 1980 the pension, according to the petitioner, was discontinued without any process of law.She made representations from time to time, but without any result. In November 2009, she served a legal notice on the pension authorities and was informed that she was disqualified for family pension because she had remarried. Thereafter, she approached the Tribunal.The respondents, in reply before the Tribunal, stated that Kamla Devi was in receipt of ordinary family pension, but consequent to her remarriage with her real brother-in-law, she was disqualified to receive the ordinary family pension and same was accordingly discontinued. It was also submitted by the respondents that Sis Ram, while serving with 259 Coy ASC (Supply), had committed suicide. Special family pension claim by his widow was adjudicated by the Principal Controller of Defence Account (Pensions), Allahabad, and rejected as the death was due to suicide, which was neither attributable nor aggravated by military service. The Tribunal observed that the when the family pension was discontinued in 1980, at least she should have been served with a notice in this regard, but it seemed to have not been done and suddenly family pension was discontinued on the ground that she has remarried. Further, a circular issued by the government in November 2008 for implementation of the Sixth Pay Commission’s recommendations clearly mentioned that remarriage was no more a disqualification for family pension.

Special Family Pension is sanctioned to a widow only when the death of a soldier is aggravated by military service which is determined by the competent authorities. Therefore, a higher rate of pension is sanctioned to the widow. Normally this aspect in the PPO Number is identified by a Prefix ‘F’, or ‘BC’. The PDAs are not aware of this basic rule as a result, the higher rate of pension payable to the widow is denied forever.

Case study One
Sep No 8799083 Maruthiah Thevar died while on active service on 19.10.1971. His wife Smt Muthammal was sanctioned Special Family Pension wef 20.10.1971 under PPO No.F/5280/1974. She was drawing her family pension from Canara Bank, Veera Keralampudur Branch of Tirunelveli District, Tamil Nadu. There have been 4 pay commissions after 1971. The pension has undergone revision in three pay commissions. There is distinct difference in Ordinary family pension and Spl Family pension. The 5th and the 6th CPCs doubled the minimum ordinary family pension for the Special Family pensioners. Now the question is, did the the increase in pension sanctioned by the successive pay commissions reach the family pensioners? Answer is No.

Case study two
Smt Muthammal, a special family pensioner was eligible for a monthly basic pension of Rs 2550 from 1.1.96 to 31.12.2005 but was paid only Rs 1275 during that period. Similarly from 1.1.2006 she was eligible for Rs 7000 as per 6th CPC, but was paid Rs 3500 only. The actual position from 1971 to 1995 is not traceable. In the meantime she died on 15.5.2009. When the Exwel Trust’s Chief Liaison Officer, Sgt S Kandiah (Retd) visited the Bank for arranging the payment of the Life Time Arrears to her legal heirs, he was surprised to see that the widow has been paid just minimum ordinary family pension from 1971 till date. The status of her special family pension was not at all effected in her monthly pension for the 33 years. None of the Bank’s auditors, Accountant General’s Auditors, the Reserve Bank’s pension auditors did notice this short payment to this widow for the past 33 years. what a pity! The poor widow could not enjoy her legitimate pension for the past 33 years. Now arrears amounting to Rs 4 lacs has to be claimed with lot of legal implications.

Case study three
There is similar case with the Canara Bank, Tenkasi of Tirunelveli District. Ex Gnr No 128413 Krishnan died while in service on 06.2.1979. His mother Smt Subbulakshmi was sanctioned a Special family pension under PPO No.F/2237/80 wef 7.2.79. This poor mother of a soldier is also being paid simply ordinary family pension instead of Special family pension from 1979 onwards. Fortunately, in this case, she is alive. Her another son Ex Hav S Sankaran came to know about the Exwel Trust’s services to the pensioner. He visited the Trust’s office with her mother’s pension papers. The short payment of about Rs.3,84,000 has been worked out and presented to the bank for immediate payment to Smt Subbulakshmi.

Absence of spouses age hampers bankers from payment of enhanced family pension

Dear Veterans,
I wish to bring to your notice that in none of our PPOs issued by the CDA(P) the date of birth of the spouse is mentioned. You may like to have this checked by scrutinising your PPO. The problem arises where the pensioner passes away and is survived by the spouse and if she crosses the age of 80 she will not be able to get the extra 20% without proof of age. There is therefore an urgent need to take up case with the govt and CDA to resolve this issue. The best and easiest way is to to Show ECHS card where the date of birth of spouse is mentioned. Someone needs to take up the case.

SCPC: Family Pension and Arrears denied by Banks

Anguish of Widows: Will the ESM Welfare Organisations take up cudgels to assist them?
Dear Sir,
The following matter may please be published in your blog and the readers may be requested to help the poor widows to get their arrears. The Banks are not at all listening to our claim. There is no meaning in issuing orders, when it is not implemented in the right spirit. Some strong action to be taken against the Banks in this regard.

The SBI had centralised all pension payment to state headquarters. The pensioners are unable to approach the HQs. They continue to pay less pension. We have sent a number of representations to SBI CPPC, Chennai. No reply is coming and at the same time they are not correcting the pension also.

Some action has to be taken on All India level through IESM Sir. Please think it over. The arrears calculation for a Lt Col is easy the banks are doing immediately. At the same time, the arrears calculation for a Special Family pension, (PBOR) the Banks are telling that they do not know or they have not received the orders etc.

This matter is to be given top priority to increase our membership Sir. Please do some thing.

REVISION OF MINIMUM SPECIAL FAMILY PENSION & PAYMENT OF ARREARS (WIDOWS OF SEPOYS, NAIKS & HAVILDARS)
The minimum Special Family Pension was increased from Rs.2,550 to Rs.7,000/- as per PCDA (P) Most Important Circular No.410 dt.13.05.09 para 4.2. In the meantime the Banks have revised the existing Special Family Pension of Rs.2,550 into Rs.5,763 as per the tables attached to MOD letter dated 11.11.08 and calculated arrears from 01.01.06 to 31.08.08 for 32 months and paid 40 % arrears during Sep 08/Oct 08 and awaiting to pay the remaining 60% arrears on getting instructions from the Government.

The earlier MOD letter dt.11.11.08, which authorized revision of pension of Pre-2006 pensioners did not specify the amount of minimum Special Family Pension. Therefore, pending the revision of the Special Family Pension, the existing Pre-2006 rates of Special Family Pension was consolidated as per para 4.1 of the MOD letter dt.11.11.08 and as per the tables in Annexure I attached to MOD letter dt.11.11.08, the pre-2006 Special Family Pension was revised to Rs.5,763 (Annexure I Page.9) and arrears calculated up to Aug 08 and 40% arrears was paid and thereafter the consolidated revised rates of Special Family pension is being paid.

In the circumstances, the MOD letter dt.04.05.09 (Para 4.2) and PCDA(P) Allahabad, Important Circular No.410 (Para 4.2) revised the minimum Special Family Pension from Rs.2,550 to Rs.7,000/- w.e.f. 01.01.2006. It has therefore become necessary to re-calculate the arrears payable from 01.01.2006 to 31.08.2008 at the new rate of Rs.7,000/- w.e.f. 01.01.06 and pay the additional arrears on 40% immediately and recalculated 60% arrears to be paid later.

In order to arrive at the correct arrears amount, a separate calculation has been made for such cases which can be followed. The re-calculation to be made in two parts. One from 01.01.06 to 30.8.08 for arriving at the additional 40% arrears payable immediately and the other part from 01.09.08 to 30.06.09 to arrive at the arrears of pension payable as a result of revision of Special Family Pension from Rs.2,550 to Rs.7,000/-.

As result of the increase in the minimum Special Family pension from Rs.2,550 to Rs.7,000/- each eligible Special Family pensioner i.e. widows of Sepoys, Naiks and Havildars & equivalent ranks will get additional 40% arrears of Rs.16,848 and arrears in difference in pension payable up to 30.6.09 Rs.14,790, thus a total of Rs.31,638/- have to be paid immediately.

The MOD letter revising the minimum Special Family Pension to Rs.7,000/- was issued on 4.5.09 and the implementation instructions were issued by the CDA(P) Allahabad through their important circular No.410 on 13.5.09. It is more than two months passed, none of the Banks have made any attempt to re-calculate and revise the pension of these poor widows.

It is unfortunate that none of the welfare associations come forward to help these widows to get their revised pension and arrears. While very big organizations fight for increased pensionary benefits, but they fail to monitor the implementation of the existing little benefits to the poor PBOR families. I have seen, when the Lt Cols Pay & Pension were revised, lot of e-mails, calculation sheets were floated all over the net for immediate payment. But in the case of PBOR pension calculations, all are silent. This is not a good attitude of ESM Welfare organizations.

The membership of an organization cannot be increased without meeting the affected people/ pensioners face to face and doing justice to them. This is very important.

The Author of Blog indianexserviceman.blogspot.com, with his own efforts and with the help of one dedicated member, was instrumental in getting arrears to the tune of Rs One crore during the past 10 years to poor PBOR pensioners and increased the membership of the Association to more than 3000.

Of course, it was a great struggle to build the Association for the past 10 years. But due to the influence of some vested interests with selfish motivation, the sacrifices done by the honest workers in the past are not remembered and ultimately, the general welfare of the whole community is paralyzed again. Only God can save the PBORs and their families.

SCPC: Revised Family Pension increased Rs 7000

ARREARS OF MINIMUM SPECIAL FAMILY PENSION PAYABLE TO THE WIDOWS OF SEP, NAIK & HAVILDARS
As per MOD letter No.16(6)/2008(2)/D (Pension/Policy) Para 9 dt.4.5.2009, the minimum Special Family Pension has been increased from Rs.2,550 to Rs.7,000/- w.e.f. 1.1.2006.
The Banks as per MOD letter dated 11.11.2008 would have revised the pension from Rs.2550 to Rs.5763 as per Annexure I and paid arrears of Rs.13660 (40%) and the balance of 60% amounting to Rs.20,492 to be paid after the government announcement. (Arrears for the period from 1.1.06 to 31.12.2008 for 36 months)
In the meantime, the revised pension has to be increased from Rs.5763 to Rs.7000/- and arrears paid for the period from 1.1.06 to 31.5.2009 for 41 months and thereafter from June 2009 the revised SFP has to be paid.
A detailed working sheet has been prepared for the benefit of the widows. Readers of this Blog, please help the eligible widows to get their correct pension & arrears.

In its letter, dt 25-5-2009 faxed to Defence Minister, A.K. Antony, Indian Ex-services League, Punjab and Chandigarh, the oldest and a non-political body ex-servicemen, has thanked the Government for issuing the orders for assigning Pay –Band IV to Lt Cols and equivalents in the other forces but reminded the Defense Minister that though the Centre govenment has done enough for the officer cadre, it can not shirk its responsibility towards the PBORs (Personnel below the officer rank) who count for 96% of the total strength and in fact form the backbone of the Armed Forces of India.
The league has, categorically, demanded of Defence Minister that the Havildar and equivalents in other forces be placed in Pay Band PB-2 and Subedars and their equivalents in Pay Band PB-3 if the Govt really wants the justice to be done to the PBORs. The league has further demanded that provision of two family pensions be made for the widow of the ex-serviceman who drew two pensions during his life time. A large no. ex-servicemen, primarily PBORs up to the rank Hav. and equivalent have to seek second employment in the civil after their retirement from defence service and thus they earn second pension in their civil service but the widows of such PBORs are entitled for only one family pension as per the rules in vogue. The league has also asked for assured promotion up to JCO rank in 15 years for PBORs as has been provisioned for officers. It has also demanded suitable re-employment for PBOR up to age of 60 years as in the case civil employees.
The League lamented that PBORs have been betrayed on both the fronts. While on one hand, the Sixth Pay Central Commission has not done the justice with PBORs while recommending the Pay Band applicable to different ranks among the PBORs, on the other hand, the Senior Brass of the defense forces, who have been projecting themselves as their saviors, used them only for their own benefits and did not utter even a single word even after seeing the PBORs of the rank of Havildar in Pay –Band PB-I at par with the Class- IV employees and Subedar Major, the senior most rank among the PBORs, in Pay Band PB-II.
The league has sounded a clarion call to the PBORs, other like minded organizations and all well wishers of the ex-servicemen to gird up their loins and get ready for a long battle to get the injustice undone themselves because you can not breathe the air of heaven unless you die your-self. Even though, you stood firmly with big brothers, you can not be sure of their support when you need it now.

IESM: Enhanced rate of family pension

The concept of paying Enhanced rate of family pension to the widow, for a period of 7 years from the date of death of pensioner or up to the age of 67 was introduced to protect the family due to the premature death of the pensioner. (i.e. before attaining the age of 67)

Normally the enhanced rate of family pension will be the same pension which was paid to the pensioner. In case of Defence pensioners/family pensioners, the concept is totally forgotten by the banks. Due to the lethargic attitude of the banks in the matter, many JCO’s widows are drawing just ordinary pension of a Sepoy’s widow..

For example a Civil govt. servant retired at the age of 60 was drawing a pension of Rs.8000/-. Suppose he dies at the age of 64, his will continue to get the same pension of Rs.8000/- till the deceased govt.. servant attained the age of 67. Thereafter her pension will be reduced to Rs.4800/- which is called ordinary family pension (i.e. 30% of his last drawn pay)

This is a simple rule easily followed and applied to a civilian pensioner and family pensioner. Since a civil govt.. servant is in service upto the age of 60 and the number of pay commissions he is going to meet after retirement is also limited to one or two. Therefore revising/ enhanced pension after his death is also limited and current. Where as in case of a Defence pensioner, who get discharged at the age of 35 with a pro-rata pension meets at least 4 pay commissions and his service pension is revised 4 times during his life time. The PDAs keeps the original PPO intact and revise the pension of the pensioner only but they do not revise the enhanced family pension and ordinary family pension at least for record purpose.

Therefore a defence pensioner (who retired in the year say 1987 during 4th CPC ) after 22 years at age of 57 draws a pension as per 6th CPC say Rs.5000/-. Suppose if he dies in the year 2008, his wife will have to be given the same Rs.5000 as enhanced pension till the deceased attained the age of 67 or for 7 years from the date of death whichever is earlier. In this case the Banks are finding it difficult to arrive at the correct family pension entitlement as the family pension entitlement has not been revised correspondingly for 22 years. The original PPO indicates an enhanced pension of Rs.500 only and an ordinary pension of Rs.375 as per 4th CPC. There are no clear guidelines to banks in this regard. Even if it is there on various govt.. orders, the banks are not ready to implement it in favour of the pensioners. Unless some learned persons intervenes in the matter with the Bank, the banks continue to pay Rs.500 with DA as enhanced rate of pension instead of Rs.5000/-.

Unless every pensioner/ family pensioner is clearly aware of their entitlements, it is very difficult to get the correct pension from the banks. So it high time that we know our pension entitlement first.

The silent and dignified protest of ESM at Jantar Mantar, New Delhi was concluded after 118 days of hunger and relay-hunger strike. Like all great things, we made a humble beginning with a few hundreds, soon became a thousand, then many thousands on the 8th of February 2009 and many many thousands on 12th April 2009. We cannot forget those initial days when Gen Kadyan used to tell us all to be prepared for a long and hard battle. It was this unwavering long term vision of Lt Gen Raj Kadyan, Maj Gen Satbir Singh and all members of the core group that this mission has reached such great heights and has become a national phenomenon. And we have no doubt in our mind that not too far from now these thousands will convert to Lacs and even Crores. “Abhi To Ye Angdayi Hai, Aage Badi Ladayi Hai”. “Kaarwaan ab nikal pada hai Gen Kadyan ke naitritva me. Ab rokey hum nahin rukengey, badhey chalengey har or se”
With respect, I find it rather amusing to hear all kinds of comments about the mission (and the latest election advisory to be specific) from ESM who have no idea about the ground realities. How much value can one attach to comments made while sitting in an air conditioned office when those who make such offensive comments have not even visited the actual Jantar Mantar site and have not witnessed the plight of thousands of ESM all across the nation. I request such ESM to think before they write letters. Gen Kadyan so humbly mentioned in his email last night that the value of an argument lies in its content and not the shrillness of the tone. And while I totally respect people having their own personal opinions, it is probably best that they don’t share it at a forum where it may harm the mission.
The recent advisory clearly and explicitly mentions that while it is advised that all people associated with this mission justice for defense forces vote for BJP (and its allies), those who think differently may do so. This decision has been taken after a lot of thought going into it and those who do not accept it please do not talk about it here at this forum. And especially if you do not have any idea of what this mission really is about! This mission is about justice, respect and equality. It’s about those thousands who served the country selflessly and are now counting on this mission to bring justice to them which has been denied for years and years.
I had the opportunity of visiting and addressing ESM at the Kanpur, Lucknow and Varanasi IESM rallies along with Gen Satbir, Gen Renjan and Col Bhardwaj. As also, I addressed ESM in Buxar, Patna and Arrah. I have interacted with thousands of ESM and I have personally met hundreds of officers, JCOs and jawans of all arms (and civilians too!) at Jantar Mantar. Everyone supports our cause and deeply appreciates Gen Kadyan and the rest of our leadership. I feel deeply grateful and blessed to work for this mission under this able leadership where ranks and terms like Officers, JCOs and Jawans have become obsolete and we have all come under one banner – The Indian Ex-Servicemen Movement. This is probably the first time in the entire history of Indian Armed Forces that all ranks and all arms have come under the same flag for a noble cause.
So again, please do not criticize our leaders, do not comment on there integrity and leadership capabilities. They have brought us here and they will, most definitely, make this mission successful.
Again, with respect, I suggest all of those who still have questions, to read the announcements made at the Maha Rally carefully. Instead of being under immense pressure and inputs coming from all directions with differences of opinion, the advisory was so beautifully, intelligently and firmly announced, taking into account all possible factors. After the advisory was issued, our faith in the leadership increased a million times.
The way we see it, we’re looking very very good. Better than ever. Nothing and no one can stop us now. Let us ignore the negative comments and let us carry this mission forward as one strong team comprising of all officers, JCOs and jawans from all arms.

ANAMOLY IN FIXING MINIMUM PENSION/ FAMILY PENSION
The consolidation of revised pension as per para 4 of MOD letter dt.11.11.08, enhances the minimum pension of Rs.1,275 to Rs 2883. However, the Commission was gracious enough to ignore the formula and fixed the minimum pension/family pension toall as Rs 3500/-. The Commission had added Rs 617 to the consolidated amount of Rs 2883 and fixed the minimum pension/family pension as Rs 3500/. But at the same time it had not allowed the addition of Rs 617 uniformly to all range of pensioners. While the pre- revised minimum pension of Rs 1275 can be equated to Rs 3500, then the pre- revised pension of Rs 1548 should be equated to Rs 4117 and not 3500 as given in the Table Annexure I. The consolidation formula failed to provide adequate increase in the revised pension and therefore the commission recommended the minimum pension to be Rs 3500. The same amount of addition of Rs 617 should have been given throughout the range of all the pensioners.

ANAMOLY IN REVISING THE DISABILITY PENSION
When a defence pensioner, say for example a Sepoy is said to be drawing Rs 1275 as service element and Rs 310 as (20%) disability element. Now while revising the pension, the Banks are adopting the most disadvantageous method. They add Rs 1275 and 310 and arrive at 1585 and they refer Annexure I to find out the revised pension equal to 1585 which is Rs 3583. On the other hand, if the revision is done separately for service element and disability element then the revised pension will become as follows:

The service element 1275 will fetch Rs 3500 and the disability element Rs 310 will fetch Rs 700 thereby a total of Rs 4200 will be his revised pension. Now find out the difference in the revised pension between the two methods. The difference is Rs 617. The beneficial methods should always be applied. The MOD should give specific instructions to all PDAs in this regard. If the consolidation is done separately for service element and disability element, the revised pension will be as under:-

Pre-revised pension 1275 will be revised to Rs 3500. Pre-revised 20% disability of 310 if consolidated Separately as per para 4.1 of MOD letter dt.11.11.08. Then the revised disability for the pre-revised 310 will be Rs 700. Total revised pension will be Rs 4200. DR @ 22% will be Rs 924. Total pension Rs 5124. Instead if it is consolidated by adding the pre-revised service element of Rs 1275 with the pre-revised disability element of Rs 310 together to 1585 and the referring Annexure 1 it will fetch Rs.3583. Now look at the difference in the revised pension in both methods.

Reduction in monthly pension Rs 617
The total reduction in the monthly pension from 1.1.06 to 31.3.09 For 39 months including DR Rs 26,141. The reduction in the monthly pension will be same for all ranks as shown above. Therefore all pensioners who are drawing disability pension are requested to verify that they are paid the following rates of disability pension w.e.f. 1.1.06 with DR calculated separately.

SCPC: Revision of Family Pension- MOD slip up

Respected Sir,

The 6th CPC had not recommended any specific rates of pension to certain categories of Special Family pensioners. The MOD also does not mention anything about the revised rates of pension to be paid to the above pensioners. But the Govt. accepted certain basic rates of pension for these special categories as per 5th CPC recommendations.

The MOD would have taken up the matter while issuing the circular on 6th CPC dt.11.11.08. But it had not done so. This involves lot of financial loss to the pensioners.
